Lr.Rc.No: 01/E2-1/2010., dated. 24.05.2011. &&& ORDER: In the reference 1st read above, Government of India, Ministry of Human Resource Development, Department of School Education and Literacy, Secondary Scholarship Division, New Delhi has requested the Education Secretaries of the State for establishment of Scholarship cell under the Centrally sponsored scheme of National Means cum merit scholarship and to submit their claims in respect of (i) recurring expenditure and (ii) one time expenditure to the Ministry of Human Resource Development, Govt. of India, New Delhi. 2. In the reference 2nd read above, the Director of Govt. Examination has submitted a proposal to the Government along with expenditure details i.e Recurring and Non-Recurring expenditure and requested to permit the Director of Govt. Examinations, AP, Hyderabad, to (a) permit to constitute a Scholarship Cell by appointing the required personnel under recurring expenditure, (b) purchase of infrastructure for Establishment of Monitoring Cell from the Non-recurring expenditure and (c) Constitution of Purchase Committee to decide its procedure, estimations and its quality, from the National Means-Cum-Merit Scholarship funds (The Ministry of Human Resource and Development, New Delhi agreed to reimbursed the expenditure by the on production of bills). 3. Government, after careful examination, here by permit the Director of Government Examinations, AP., Hyderabad (a) to constitute a Monitoring Cell by appointing the required personnel under recurring expenditure, (b) purchase of infrastructure for Establishment of Scholarship Cell from the Non-recurring expenditure and (c) Constitution of Purchase Committee to decide its procedure, estimations and its quality, from the National Means-Cum-Merit Scholarship funds for establishment of Scholarship cell under the Centrally sponsored scheme of National Means cum merit scholarship, and also as per guidelines of Government of India, Ministry of Human Resources Department, Department of School Education and Literacy, Secondary Scholarship Division, New Delhi, is as follows: 4. a) To constitute a Scholarship Cell by appointing the required personnel under recurring expenditure:-

The Director of Government Examination, AP, Hyderabad is permitted to appoint the following posts on outsourcing basis with a remuneration to the employees as prescribed in G.O.Ms.No.3, Finance (SMPC-II) Dept. dated 12.01.2011. 1) Soft Ware Programmer (Data Processing Officer) 2) Junior Assistant 3) Attender 1 post 3 post 1 post (P.T.O.)

:: 2 :: b) Purchase of infrastructure for Establishment of Scholarship Cell from the Non- recurring expenditure :-

The Director of Government Examinations, AP., Hyderabad is permitted to purchase the following infrastructure as one time claim for Establishment of Scholarship Cell from the Non-recurring expenditure duly relaxing the Circular Memo. Constitution of Purchase Committee to decide its procedure, estimations and its quality:-

The Director of Government Examinations, AP, Hyderabad is hereby permitted to constitute a purchase committee to procure the above mentioned equipment and furniture for establishment of Scholarship Cell with the following members: 1. Director of Government Examinations, Andhra Pradesh, Hyderabad. 2. Deputy Secretary to Government, School Education Department, AP Secretariat, Hyderabad. 3. Deputy Secretary to Government, Finance (Expr. SE) Department, AP Secretariat, Hyderabad. 4. Deputy Commissioner for Government Examinations. 5.
