Disclosure Of Consultants
9.0 List of Consultants: The following Consultants were engaged for the preparation of Environment Impact Assessment Study for Navi Mumbai International Airport. The sector-wise list giving the name of the Consultants who have contributed in preparation of this Report. 9.1 Centre for Environmental Science and Engineering, IIT, Bombay. The Centre for Environmental Science and Engineering (CESE) at IIT Bombay are designed in addressing the needs and challenges of major industrial sectors, governmental sectors, like MHRD, MOEF, CSIR, DST, AICTE, international agencies like WB, UNDP/ UNEP, UNIDO and various funding institutions. The centre is engaged in research and consultancy work. The scope of work of CESE was to collect the three Seasons Baseline data for EIA by establishing Monitoring Stations in and around airport site and analysis, prediction, working out impact and mitigation in connection with preparation of Environment Impact Assessment study for the project. Besides above, the CESE is providing all technical assistance required for obtaining the permission from the concerned Department of Govt. of Maharashtra and Govt. of India. 9.2 M/s.LBG-INECO-RITES Consortium, USA: M/s.LBG Consultants is the Prime Consultants with the scope to prepare Airport Master Plan, Detailed Project Report, Air Traffic Forecast, Costing, Feasibility and assistance in selection of strategic partner for development of Navi Mumbai International Airport. Various inputs provided in the EIA reports by the Prime Consultants are project description, traffic projection, airport layout plan, noise modeling, etc.

9.3

Central Water and Power Research Station (CWPRS), Pune: CWPRS, a part of Union Ministry of Water Resource, Govt. of India, is one of the foremost organization in the world in the field of hydraulics and allied research. CWPRS provides a specialized service through physical & mathematical model studies in river training and flood control. The River Engineering Laboratory of CWPRS is engaged in carrying out 1D & 2D mathematical model study by reviewing the hydrology of the region, estimation of rainfall for 100 years, PMP and 26th July, 2005 to estimate the safe grade elevation of the airport by conducting 1D-2D mathematical model study including assessment of impact of project. The Coastal & Offshore Engineering Laboratory of CWPRS is engaged for carrying out the physical model study by extending the existing Mumbai model to cover the airport area and to carry out the tidal model study to determine the best hydraulically suited shape of reclamation for the proposed airport.

Hydraulic Advisor: Mr. Z. S. Tarapore, Retd. Director of CWPRS is engaged as Hydraulic Advisor by CIDCO to advise, guide and review the work and report produced by CWPRS of 1D & 2D mathematical and physical model study.

Review Consultant (DHI) : Dr. John Alasdair MACDONALD of DHI is engaged as Review Consultant to review and assess the adequacy of 1D & 2D mathematical model study carried out by CWPRS and suggest best practice of flood and water management in and around airport.

Mumbai University : Life Sciences Department of Mumbai University is engaged to provide the Consultancy services for Mangrove protection, preservation, re-generation, plantation and management for airport project by conducting satellite based study duly supplemented by field investigation. mangrove and working out the methodology of mangrove plantations, using best practice for mangrove plantation. 9.7 M/s. Lewis Environment Service Inc., (Lewis) USA: Lewis is one of the first environment company in the USA to specialize in the wetland habitat issues and has set a standard of services and expertise on mangrove systems worldwide. Mr.R.R. Robin Lewis-III has designed and

constructed over 30 successful mangrove plantation, restoration projects, ranging from less than an hectare to more than 500 Ha. in the last 20 years spread over USA, Puerto Ricc, Vergin Island and Nigeria. A MoU has been signed with Lewis to act as an Expert Review Consultant over the work of Mumbai University by way of study Reports, Scheme and Methodology of mangrove plantation as well as the study of flow condition in Panvel creek for protecting the mangrove in the vicinity of airport. 9.8 Gujarat Ecology Commission: Gujarat Ecology Commission, Govt. of Gujarat, is engaged as Consultant for identification of potential sites in the coastal area of Maharashtra and assist CIDCO in plantation of mangroves on selected sites through public participation. 9.9 Ground water Survey & Development Agency (GSDA), Govt. of

Maharashtra.: GSDA is engaged in carrying out hydrological, ground water quality and quantity and ground water assessment in the impact zone and in the vicinity of proposed diversion & training of two rivers, including the assessment of impact of airport development on the ground water. 9.10 Legal Consultants: M/s. Hemant Sahai & Associates, one of the top 5 Law Firms of India in the field of Projects, Infrastructure & Energy, has been engaged as a Legal Consultants for the airport project for providing legal opinion on all the matter related to development of Navi Mumbai International Airport commencing from the stage of

project formulation, bidding, selection of strategic partner & finalization/vetting of agreements, etc. 9.11 Maharashtra Maritime Board, Govt. of Maharashtra: Maharashtra Maritime Board was engaged in carrying out the Bathematric survey of Panvel Creek starting from the reach of MDL jetty at Nhave to the highest high tide line in the five rivers namely Gadhi, Kalundre, Kasadi, Taloja and Ulwe. Tidal and velocity observation at five locations in Panvel Creek for duration of one month. 9.12 Center of Studies in Resource Engineering (CSRE), IIT Mumbai: The CSRE was engaged in preparation of base map of airport area covering 225 Sq.km. using quick bird satellite imagery by orthorectification, georeferencing, GPS point, digitization & interpretation and borrowing third dimension (Z) from Survey of India maps. 9.13 P. N. Shidhore and Company: P. N. Shidhore and company is engaged in carrying out the topographical survey of above five rivers starting from HTL to upstream upto 12 Km. The Agency also carried out Soil investigation along runway alignment and other important locations in airport zone. All the Cross Drainage structure lying in Panvel Creek and five rivers starting from MDL jetty upto 14 km upstream of HTL were surveyed & mapped.
