They are the recipients and administrators for state and federal grants including Community Development Block Grants. Commissioners are responsible for county-owned buildings and grounds. Commissioners are the administrative board for Monroe County Care Center, located on County Road 27, 740-472-0144. Road petitions are filed with the commissioners. The Board conducts hearings as required, advertises for departmental purchases and has a representative on all county boards. It is not responsible for the day-to-day care of the county roads. Meetings are held each Monday, 9 a.m. to completion of business; and as scheduled in the event of a holiday. Each January the Commissioners appoint an Apiary Inspector (Bee Keeper). Jerry Haney is currently serving Monroe County. Inquiries may be directed through the commissioners office.

The bookkeeper then prepares a monthly statement of finances and at the end of each year a yearly financial report is filed with the state auditors office. All township gasoline, auto registration and local government money which is received from the state auditors office is distributed to the various subdivisions through the auditors office. Since 1983, farmers of Monroe County have qualified for C.A.U.V. This adds another duplicate to the office each year and another set of property value cards. Other duties of the auditor include issuing dog tags and the weights and measures throughout the county. The auditor appoints the county weights and measures agent. After collection period has ended, the office balances the books and distributes the money to the proper taxing districts. Other settlements distributed by this office include the cigarette tax, malt and inheritance tax. This office also prepares and publishes the delinquent list for real and personal property. The auditors office is responsible for the transfer of ownership of land on tax list and conveyance fee. The auditor is also secretary to the Budget Commission, Board of Revision and the Monroe County Records Commission. Treasurer: Judy Gramlich - 740-472-1521 Term Ends 9/1/2013 The treasurer is responsible for the collection of real estate and personal property taxes as well as trailer taxes, cigarette tax and estate tax. Monies collected by other elected officials and departments are paid to the treasurer. The treasurer is also responsible for the investment of any available county money. The Recorder is responsible for everything that is recorded. When an attorney does a title search, this is where he comes. The attorney checks the indexes and takes it as truth. The Recorder is required by Ohio law to keep five separate sets of records. 1. A Record of Deeds for the absolute and unconditional sale or conveyance of lands, tenements and hereditaments; all notices; all by-laws and all certificates. 2. The Ohio Revised Code also provides that the Recorder furnish copies of records upon request, keep cross-referenced indexes, maintain, upon request, records of discharges for any member of the U.S. Armed Forces and keep records providing for the registration of the graves of all persons who served in any U.S. war or was honorably discharged. The Sheriffs Office has charge of the courthouse and must attend upon the court of common pleas and the court of appeals during their sessions, and when required, attend upon the probate court. The Sheriffs Office is also in charge of the county jail. There are a vast number of services provided by the office and the following is a partial list of the more common services: 1) Assists the public in locating persons and places as well as referrals to other agencies at the local, state and federal level. 2) Provides radio dispatching services to other enforcement and emergency agencies such as game protector, fire departments and emergency squads. 3) Provides information on road and weather conditions as well as school closings and other emergency situations. 4) Provides crisis intervention when the need arises. 5) Provides fingerprinting services to individuals applying for governmental positions or licenses. E-SORN - Electronic Sex Offender Database C.C.W. Permit - Carry and Concealed Weapon Permit. Webchecks - An internet-based program developed by Ohio B.C.I & I for civilian background checks. Solid Waste Grant - Enforcing litter and open dumping regulations. Third Grade Safety Belt Program Identify Theft Passport Program. D.A.R.E.-Drug Abuse Resistance Education. The Sheriff has applied for a grant for the implementation of the D.A.R.E. program throughout the school system. This program has been recognized as a successful method of reduction of drug abuse and violence among children and youth. Project Life Saver - This is a grant program providing clients who have been diagnosed with Alzheimers, Dementia, MR/DD and have a potential to wander with a battery-operated wristband that emits a personally unique tracking signal every second of the day. When caregivers notify the sheriffs office that the person is missing, a search and rescue team responds to the area and starts searching using a mobile tracking system. Emergency-911 - Monroe County has implemented an E-911 system in Monroe County. The Sheriffs Office will be the one public safety answering point for all E-911 calls. National WebCheck Program - This project incorporates the use of scanning devices designed specifically for this effort that will result in a three-step fingerprint scanning process. Software requirements have also been established. Participating vendors are required to have a scanning device that is approved by the FBI as Type 14 compliant and will be required to certify the entire system (software and scanning device) with BCI. Registration has been required since 1978 and these records are maintained in this office. Changes of name and address must also be made with this office as well as cancellation of registration should a resident move outside the county. Petitions by candidates for county office must be filed here.

The board is comprised of two Democrats and two Republicans appointed for four year terms by their respective county executive committees. Currently serving are Roger Claus and Mitchell Schumacher, Republicans; Manifred Keylor, chairman, and Rita McCaslin, Democrats. Meets at 9:30 a.m., second Mon. of each month.

Engineer: Lonnie E. Tustin - 740-472-0763 Term ends 1/6/2013 The county engineer is responsible for the upkeep, maintenance and repair of the 372.36 miles of county roads, and for the culverts on these roads along with ice and snow control and cutting of brush along the rights-of-way. The office is responsible for upkeep, maintenance, repair and replacement of the 350 bridges in the county. The office maintains a complete set of township maps, including a map of each township and landowners. In addition, there is a set of section maps, showing each section in each township and where it is recorded in the County Recorders office. These maps are updated so as to be current each day. Thirty-three persons are employed in maintenance. Office personnel include draftsman, Jim Starkey. Clerk of Courts: Beth Ann Rose - 740-472-0761 Term ends 1/06/2013 Hours: 8 a.m. - 4:30 p.m. Monday through Friday The Clerk of Courts office plays a vital role in serving the interests of justice. This includes filing, docketing, indexing and preserving all court pleadings for civil, felony criminal and domestic relations cases. The Clerk of Courts must follow procedure required by law and issue writs to carry out orders. The Clerk of Courts serves as the Clerk of the Seventh District Court of Appeals and Supreme Court of Ohio, processing appeals from all the lower courts within the county. The office serves as a passport agent for the U.S. State Department. The office accepts bonds, calls juries, records notary commissions, administers oaths and keeps naturalization records. Records of real estate licenses, optometrist licenses and autopsies are also kept. The Automobile and Watercraft Title division of the Clerk of Courts office is linked throughout the State of Ohio by a sophisticated computer network. Automated Title Processing System (ATPS) provides fast, efficient issuance of approximately seven million Ohio titles annually. A certificate of title is documented proof of vehicle ownership. The Clerk of Courts is currently operating on ATPSII, which is the second generation of this system. One of the largest revenue sources for the State of Ohio is the fees and taxes collected from the title divisions of the Clerks office. The office staff currently collects over a million dollars annually for sales tax on vehicle purchases. The current sales tax rate in

Ohio is 7 percent. Public Defender: Mark Morrison - 740-472-0703 Hours: 8:30 a.m. - 4:30 p.m. 117 North Main Street, Woodsfield Appointed annually, the public defender is required, by law, to provide legal representation to indigent persons charged with a violation of a state statute that is a serious offense as defined in the rules of criminal procedure. The public defender provides legal representation to juveniles and other persons charged with the violation of a state statute at every stage of the proceeding following arrest, detention, service of summons or indictment and general legal services. He may also be appointed by the Court of Common Pleas to represent indigent individuals charged with contempt in domestic proceedings. Prosecuting Attorney: James L. The Court is open Mon. - Fri. from 9 a.m. - 4:30 p.m. The Probate and Juvenile Courts share office space and the Judge. The dockets and responsibilities are separate. As a Common Pleas Judge, the Probate Judge has some of the same duties and responsibilities as the Judge of the General Division. Probate Court has jurisdiction over wills, administration of decedents estate, guardianships, confinement of the mentally ill, adoptions, corrections of birth registrations, changes of name and issuing of marriage licenses. The statutes also provide for the Probate Court to hear appeals from decisions of the Board of County Commissioners on various issues; to make appointments to various boards including the Board of County Visitors, the Board of Education; and the Metropolitan Housing Authority; to compel obedience to subpoenas and testimony related to the Coroner, the Industrial Commission, the Department of Public Welfare, the Department of Mental Health and Retardation, the Department of Rehabilitation and Correction and the County Board of Revision; to make determinations with regard to approving the surety company providing the bond for the county commissioners and the prosecuting attorney; complaints against the county auditor; bond posted by the Sheriff and Prosecuting Attorney; and to designate someone to serve on various boards. Throughout the year, many genealogists visit the court to research their family history. Records available begin in 1867 and include Marriage, Birth (1867-1908), Death (1867-1908), Estate and Guardianship records, and some naturalization records.

Juvenile Court has jurisdiction over abused, neglected, dependent, unruly and delinquent children and juvenile traffic offenders. The Court also determines paternity and in some cases, decides custody and support of minors living in Monroe County. The statutes also provide ancillary duties of the Juvenile Court, including transferring to or receiving cases from Juvenile Courts in other counties; recommending the purchase or construction of a detention home; granting consent to marriage of a minor and consenting to the adoption of a minor. Juvenile Court also has a probation department with two probation officers and a public service work program with one supervisor. County Court: Judge James W. They draw grand and petit juries at times determined by the judge. They are also on call. Jurors names are taken from the voter registration list. Record Commission: The record commission, comprised of the auditor, clerk of courts, prosecuting attorney, treasurer and recorder, meet annually to review official records for disposal purposes. Board of Revision: The president of the county commissioners, treasurer and auditor serve on the board. Required to meet annually but meet as needed to review complaints on real estate matters.

The CIC, a non-profit organization, administers the countys Revolving Loan Fund, which was established with Community Development Block Grant funds. The RLF is used to make loans to small businesses for such things as land, buildings, machinery, equipment and working capital. One job must be created for every $25,000 loaned and, of the total jobs created, at least 51% must go to persons of low income. The interest rate is fixed at 50% of whatever the prime rate is at loan closing but no lower than 3%. Loans can be financed for up to five years. Loan applications are available at 117 N. Main St., Woodsfield. Once an application is received, the 16-member CIC Board reviews the loan and, if approved, the application is reviewed by the Ohio Department of Development. All approved loans must also adhere to an environmental review. The loan application review process can take two months or more to complete. Regional Planning Commission: County Commissioners Office. The Monroe County Regional Planning Commission is comprised of appointed and elected officials and exists to aid the County Commissioners in coordination of developmental plans within the county and the region. It may make reports on physical, environmental, social and economic characteristics, services and other functions. The Commission functions as a clearing house for coordination of regional development projects funded through Buckeye HillsHocking Valley Regional Development District, an eight-county effort to focus developmental efforts and to prevent duplication within the region. Regional Planning Commission acts as the initial county agency to review applications for subdivisions within the county, endeavoring to insure compliance with Monroe County Subdivision Regulations. Bureau of Motor Vehicles - 201 Oaklawn Ave., Woodsfield 740-472-0012. The License Bureau issues all types of operators licenses, vehicle registration, and state ID cards. Some vehicle registrations are subject to a $20 late fee if not renewed within seven days past due date.

A new program called Next of Kin was put into place 7/1/11. Anyone renewing or obtaining a drivers license is given a form to fill out so if in an accident authorities know who to call. You must be at least 15 1/2 years old to obtain a temporary permit. You need a certified copy of birth certificate, Social Security card, proof of address and also a parent or legal guardian if under 18 years old. Take these items to exam station and take written test, then go to the license bureau to obtain permit card, along with all the mentioned items. The closest exam stations are in Bridgeport 740-609-0170, Marietta 740-373-3679 and Cambridge 740-432-2545. For information or to schedule driving test appointments you can call the above numbers. Handicap parking permits are also issued at the License Bureau. You must have a prescription with the doctors name on it, your name, date, duration of permit, and must be signed by doctor. The placard along with the registration can be moved to any vehicle the handicapped person is a passenger in. Also offered at this location is IDR Kids for Safety. Ohio ID card for your child, out of state vehicle inspections, voter registration and electronic BCI and FBI fingerprinting. A notary is available at all times State ID card are issued for people not holding a drivers license with a social security card, certified copy of birth certificate and proof of address. The Ohio Revised Code requires each county to establish an emergency management agency. The local agency is required to plan for and coordinate the response to emergencies at the local level. Local elected officials and safety services personnel are the first line of responders except for hazard specific tasks assigned directly to the state, like radiological exposure assessment. The mission statement addresses mitigation, preparedness, response and recovery functions at every level before, during and after a disaster. When an emergency exceeds the capacity of local response agencies, the county emergency management agency requests the assistance of the Ohio EMA. If the disaster exceeds the resources of the state, then the governor can request aid from the federal government through the Federal Emergency Management Agency. Natural disasters, such as flashflooding, have resulted in six local declarations of a state of emergency, four of which have resulted in Presidential declarations in which the President has responded by declaring Monroe County a federal disaster area and freeing up money for recovery efforts since January 1996. Monroe County has been declared a federal disaster area ten times since 1964 either from flooding, high winds or winter storms. The Ohio EMA is dedicated to fostering a partnership between all agencies charged with preparing, responding, recovery and mitigating to an emergency. This partnership will allow the entire emergency management community - local, state and federal to respond to all hazards affecting Ohio citizens.

Home Energy Assistance HEAP is designed to aid low-income persons in the payment of winter heating bills. The program has two basic components. The regular component is handled at the State HEAP office and this agencys only involvement is in the taking of applications. The emergency component is the responsibility of GMN. To become eligible for the emergency component a client must have a shut-off notice or have 10 days supply of bulk fuel (coal, oil, wood) or less, as well as being income eligible. Clients with a shut-off notice from a PUCO regulated company must also be enrolled on the Percentage of Income Payment Plan (PIP). Contact: Janice Miller 472-0828 Home Weatherization Program (HWAP) HWAP provides various home insulation services designed to reduce energy consumption through diagnostic testing of the house. Household must be income eligible or have an automatic eligibility through assistance by HEAP, SSI, or AFDC. The program is open to owners and rentals but certain restrictions may apply. To be eligible you must be 55 or over and meet income guidelines. Enrollees work 20 hours per week. Senior Commodities Each month income eligible 60+ seniors receive USDA commodities, which are delivered to the Senior Center for distribution. Income is at the 130% Poverty Income Guidelines. Services provided without charge to families and their children continue to affect a positive impact on the children as they enter public schools and grow to adulthood. Head Starts components provide education, nutrition, health and social services. Limited transportation for children, and parent involvement is also part of the Head Start experience. Case Managers placed in the elementary schools help these students overcome difficulties hindering their personal and social growth. Case Managers also focus on educational, informational and referral services that will meet the needs of the whole family. This program is operated in Monroe County with TANF eligible students. The program is designed to provide the following intervention strategies: appropriate personal behavior, proper social interaction skills, conflict resolution, community service, asset building activities and parent education programs. These support services will allow students to become responsible for their own behavior, develop age appropriate social skills, demonstrate respect for themselves, their peers and authority figures, become more proficient in their decision making skills which will enhance their academic achievements. Child Abuse Workshops (CAP) are provided to elementary students, and pre-school students. Ring, Superintendent Monroe County Board of MR/DD offers a variety of services for mentally retarded and developmentally handicapped countians. Services available without charge (except Family Resources) to eligible residents. The program does not discriminate in either the provision of services or employment. Major areas of service provided: Monroe Achievement Center (Special Education) The Center offers a special education program, chartered by the ODE, which includes classroom instruction, adaptive physical education, communication skills development, parent counseling, and assessment services in cooperation with the school district. Transpor-tation to and from the center and a hot lunch, at free or reduced cost, are available for all students. Children between the ages of six and 21 who are moderately, severely or profoundly retarded or who are multi-handicapped and exhibit adaptive behaviors and developmental delays similar to persons with mental retardation are eligible. Children are referred and recommended for placement in this special education program by the local public school district. Monroe Achievement Center preschool provides comprehensive services to children three to five years of age with special needs. Services are available without charge to eligible residents. Some children may require special individualized attention to better prepare them for kindergarten in the public school system. In addition to the classes offered at the Main Campus in St. Clairsville, a number of day-time classes are offered at the Monroe County Center, and a full schedule of evening classes are held at the Swiss Hills Career Center. the on-site course offerings in Monroe County are made available through Belmonts partnership with the Switzerland of Ohio Local School Board, Monroe County Commissioners and the GMN Tri-County CAC Broadband. These partnerships, and the use of their facilities, have contributed to the success of BTC courses that are offered in Monroe County. The partnership between GMN and Belmont is part of the countys overall Higher Education Plan enacted by the College and approved by the Monroe County Commissioners. Overall, the partnership is designed to provide local and convenient access to high-speed internet service, online course materials and courses for students and residents in Monroe County. The BTC Workforce Development and Community Education Department has been actively involved in offering services in Monroe County since 1997. The primary objective of the Workforce Development and Community Education Department is to plan and promote full use of College resources to assist individual, business, industry, and community growth through training and education. As well as Belmonts partnerships with GMN Broadband and the Monroe County Commissioners, Belmont has joined with Jobs, etc., the Department of Job and Family Services and the Monroe County District Library to provide training and support in Monroe County. The Trustees Scholarship at Belmont offers a tuition-only award to students to cover the cost of up to nine academic quarters after other forms of need-based financial aid have been applied. From the 2006-07 through the 2009-10 academic years, the College has awarded $1,513,658 to local students through the scholarship. Eligible students must meet residency requirements for Belmont, Harrison or Monroe counties and graduate from a high school in one of those counties. Amount of rental assistance based upon income, less specific allowances. Before assistance can begin, the rental unit must be inspected to assure it meets HUDs Housing Quality Stan-dards. Funding for such rental assistance is limited and a waiting list is kept, based upon date, time and locally established preferences. Once funding is available to assist new renters, the applicant at the top of the waiting list is offered a Rental Voucher, which they can use anywhere in Monroe County, provided the landlord agrees to participate and the unit meets the above stated guidelines.
