VDR between live parts (L/N) and earthed parts (PE) EN 60335-1 and OSM/HA 396

Is it allowed for appliances within the scope of the EN 60335 series that basic insulation between live parts (L/N) and earthed parts (PE) is bridged by a VDR? According to OSM/HA Dec. 396, this could be possible under certain conditions and in combination with a protective element for the case of a short circuit of the varistor.

Proposal of solution:

No, VDRs between L/N and PE are not allowed The inner resistance of a VDR can decrease during the lifetime of an appliance. This change among other things depends on the selection of the VDR and the number and voltage of the pulses which occur at the VDR. Therefore the limitation of the leakage current of the appliance is not guaranteed. Furthermore the high-voltage test cannot be passed with the common used VDRs. VDRs are not regarded as a radio interference filter and may not be disconnected for the tests of clause 13.
