1 AGRICULTURE
AGRICULTURE
1.1.1 Background
The Northern Province which is predominantly in the dry zone of Sri Lanka encompasses five
administrativedistrictsofJaffna,Kilinochchi,Mullaitivu,Mannar&Vavuniyaandcomeintoofan
areaofis8,884sq.k.m.
The Provincial Policy proposes a shift from subsistence agriculture to a commercially/ market
orientedagricultureleadingtoproductionofhighvalueproduceandestablishmentofanagro
industrial base in the Northern Provinces. The long term objective under the Agriculture
Development Strategy is facilitating the creation of self supporting and selfreliant and
prosperous rural sector as an effective partner in Provincial Agriculture Development and
transformation of subsistence agriculture into profitable commercial ventures and contributes
itssharefortheeconomicadvancementofthepeopleintheprovincesandimprovesthequality
of life. The National Policy in Agriculture sector was implemented with the concept of post
conflictearlyrecoveryLivelihoodDevelopmentofresettledfarmfamiliesbybringingabandoned
landundercultivation.ThisisthemajortargetsoftheProvincialMinistryduringtheyear2010.
Priortotheconflict,theprovincehadacultivatedareaofabout300,000haofitsover100,000
haunderpaddy.Theremainingareawasplantedwhichonion,Chilli,Groundnut,Greengram,
Blackgram,Yams,Fruits,VegetablesandCoconut.
AgriculturalcontributionsarethemajorshareofeconomyintheNorthernProvinceandhence
Irrigationsectorplaysavitalrole.54Major/MediumIrrigationschemes2066MinorIrrigation
tanks, one Drainage scheme, 38 Salt Water Exclusion schemes and 3 Lagoon schemes in
NorthernProvince,includingeightmajortanksarebeingmaintainedbytheProvincialIrrigation

Department. These schemes primarily provide irrigation water to 73,044ha of Paddy land
benefitingmorethan94,762farmersinthisregion.
The Government decided to bring all abandoned cultivable land should be brought under
cultivation To restart the livelihood activities of the resettled families started in 2010 yala,
madthaandcontinuedfor2010/11mahaasearlyrecoveryofresettledfamiliesasanemergency
measure in Northern Province. We have achieved the cultivated target in this maha season
where additional abandoned paddy land 102,905ac (totally 188,481ac) and 21,462 ac (totally
40,000ac)extentofhighlandwasbroughtundercultivationinadditiontothenormalland.
The pathway to livelihood rehabilitation in this area agricultural revival, which include
agriculture research, education, extension & rehabilitation of water resources based on this
conceptVadakinVasanthamprogrammewasstartedin2010.
Based on the National Plan Mahinda Chintana vision for the future under the Development
Policy Frame work of Government of Sri Lanka , with the Policy Trust of Production and
Productivity increaseof AgricultureProducts to ensurethe food security of people and export
the surplus the Provincial Ministry of Agriculture has initiated action on preparation of three
yeardevelopmentplanonthefollowinginterventionalactivities.
1) Provisions of Improved seeds planting materials and other inputs with modern
technologyinpaddy.
2) Expansionoftheextentofthecultivableland
3) Providing water to the farmers through rehabilitating all major, medium and minor
tanks
4) RehabilitationofabandonedpaddylandbyreconstructingSaltWaterExclusionSchemes
5) Improve the major O.F.C crops specially Red onion, Ground nut, Black gram and Chilli
productionduring2012withthefollowingproductiontarget

9)Ithasbeenobservedthatthereareconsiderablepercentageofresettledfamiliesfacing
problemsonlandownershipspeciallyinKilinochchi,Mullaithevu,MannarandVavuniya.
InordertoresolvetheseissuesGovernmenthasdividedtoimplementVimsaviya
programmeinapilotscaleinNorthernProvincefrom2011July.

The Agriculture strategy for the Northern Province was planned under the direction and
guidanceoftheFinanceCommission,therespectiveLineMinistries,PTFandHon.Governor
ofNorthernProvince
TheProvincialMinistryofAgriculture,AnimalProduction,Lands,IrrigationandFisheriesco
ordinateandmonitortheactivitiesoftheDepartmentsundertheMinistryanddevelopeda
coordinatingmechanismwithrelevantLineMinistriesandrespectiveGovernmentAgentson
implementing.ThisMinistryisveryhappytosubmitthisprogressreportfortheyear2010&
2011 with the combine effort of all including, H.E the President, Cabinet of Ministers,
Chairman PTF, PTF staff, Hon Governor (N.P), UN agencies, INGOO, Donors and Donor
fundedProjectDirectors,ChiefSecretary,theStaffundertheMinistryandDepartmentsand
AGRICULTURE
its Staff under this Ministry and Farmer Organization and Farming Families, we are in a
positiontoachievethetarget.
Itisproposedtokeepthisteamspritfortheforthcomingyearstooinordertoachievethe
balancecultivable landsundercultivationandthis itisexpectedtoproduceexcessforthe
local consumption in Paddy, OFC, Vegetable, Fruits, and Coconut, Milk, Egg and Other
ProductstoachievetheNationalgoalinAgriculturalSector.

LAND ADMINISTRATION
1.3.1 Background
Coconut is 3rd export crop of Sri Lanka , and which contribution is higher in National income and
mostoftheHighLandColonizationSchemesestablishedbythethisdepartmentwithCoconutand
fruittreeswerebadlydamagedduringtheconflictandduetothattheresettledfamiliesarebadly
affectedeconomically.Thusthereisaneedtoreactivatecoconutcultivation.
Accordingtotheaboveweproposedforaprojecttoestablishcoconutnurseryfarmwiththeaimof
run the farm for about three years until the capital fund dissolves. Emergency Northern Recovery
Project(ENReP2010),MinistryofEconomicDevelopmentagreedtogivefinancialsupportandthey
allocate5.3Millionrupeestothisproject.
AvillagecomingunderPoonagaryDSdivisionknownasKiranchihasbeenselectedforthisnursery
becauseofthesoilsuitability&alsothisisawellknownplaceforgoodqualitycoconuttrees.We
selected 5 Acs of a bare land for this purpose. In order to manage the project there is need to
construct a temporary management unit with toilet and also for the irrigation purpose there is a
needforwellbecausetheselectedlandwasanaked.KiranchieastRDSisoneofthewellfunctioning
communitybasedorganization.ThusweselectthisRDStocompletetheseconstructionworksand
theysignedanagreementwithENReP2010projectdirectorandtheyhavedoneagoodjob.
Whileweproposethisnurseryweplannedtoproducearound66000Coconutseedlingsandforthe
better&efficientutilizationofland&laborweplannedtoproducesomefruitcropseedlings.But
unfortunately during seed nut collection we couldn't get enough good quality seed nuts from
Kiranchi village. So, we have to look it in other places too. With the full & hard work of this
department staff we collected seed nut from different places & in addition to that with the kind
direction and special permission of Hon. Minister, Ministry of Economic Development Basil
Rajapaksha, we could able to collect almost 78000 seed nuts from Mullaithevu district such as
Thevipuram,SuthanthirapuramandPuthukudiyruppu,whichareaswerenotresettledandsecurity
forceshelpedusinmanywaystocollecttheseseednutanduptonowwecollectedaround122000
(includingtheMullaithevuseednuts)seednutsandallareplantedinnurserybed.Withthatnursery
bedforGuava&limealsoprepared.Andallarenowreadyfordistribution.
CoconutcultivationBoard,regionalofficeJaffnastaffgaveallrequiredtechnicalsupporttoestablish
thisnurseryatneededtime.Suchastrainingonmotherplantselection,seednutselection,seedbed
preparation,pest&diseasemaintenanceetc.

1.4 IRRIGATION
IRRIGATION
1.4.1 Background
There are 70,181 ac of paddy land irrigation water Irrigation out of which 44,892 ac (%) obtained
irrigationwaterfromreservoirsrehabilitatedduring290undervariousreconstructionprojectssuch
as rehabilitated 54 major and medium irrigation schemes through the funding of Provincial and
DonoragenciesunderVadakinVasanthamProgrammein2010.
Outofwhich2000accultivablelandbenefittedthroughrehabilitationofValukairuDrainagescheme
in Jaffna district with the funding of ReAwakening Project. In addition to this 21,738 ac cultivable
landsreclaimedbyrehabilitationof7numbersofSaltWaterExclusionschemesandtwonumbersof
LagoonschemesimplementedbytheProvincialIrrigationDepartment.
