OBJECTIVE OF THE SPECIFICATIONS


The specifications specify the provision of control and command equipment and define the scope of the work and the methods of execution relating to the replacement of the programmable logic controllers (PLCs) for the electrical supply system that powers the Montral/Deux-Montagnes suburban rail line operated by AMT. The services to be provided as specified in this call for tenders document cover the following items: the production of schematic diagrams, block diagrams and detailed plans for the completion of the temporary and final facilities; the provision of the equipment and materials required for the new facilities; transportation and delivery to work sites; installation, start up and commissioning; in-plant and on-site simulation trials and check out; the dismantling of current equipment; documentations; training of operating and maintenance staff; assistance during the warranty period.

BACKGROUND
The parallelism and sectioning substations, located at regular intervals along the Montral/Deux-Montagnes suburban railway, house isolating switches and breakers that are used to protect and isolate parts of the catenary for rail transportation purposes. The entire unit is controlled and supervised in real time by a central control system based on data transmitted by a group of programmable logic controllers via a telecommunications network owned by CN.

DEFINITIONS, ACRONYMS AND ABBREVIATIONS


Definitions of the following acronyms and abbreviations apply to:

PLC

Programmable Logic Controller, which may include a local expansion chassis. Sees RTU (Remote Terminal Unit) in some documents. Remote Input Output (decentralized remote chassis equipped with I/O modules) Input and output signals Supervisory Control and Data Acquisition Ground Installation of new equipment in temporary facilities Installation of new equipment in permanent facilities Electrical phenomenon Time stamping of a physical event (opening or closing of an isolating switch for example) Electrical wires connected to the same terminals as the existing wires and to the installed equipment Digital data entry cards used to acquire and time stamp events received as discrete inputs. 4 4.1

GENERAL DESCRIPTION OF THE WORK AND EQUIPMENT WORK AND EQUIPMENT INCLUDED
The supplier must provide all the necessary components, devices, accessories and services to ensure that the equipment and systems described in these technical specifications work as a complete, functional system. The new equipment to be installed should improve or at least maintain current performance. The components, devices and accessories must be compatible whit the actual system. The basic equipment to be provided and the work to be performed will be defined as, but not limited to, the following items: the provision of detailed plans for the installation of new programmable logic controller units; where applicable, the provision and installation of new physical communication links (optical fibre) between local chassis and remote chassis; the provision and delivery of a new programmable logic controller units and the hardware and wiring required for temporary and final assembly and installation; the configuration, programming and debugging programmable logic controller units provided; testing on a MINI-SCADA trial and simulation station; the necessary couplings for keeping both the existing and new programmable logic controller units operational on a temporary basis during the transitional switch-over phase; dielectric trials, the systematic verification of all the wiring relating to the temporary and final installations. the systematic on-site verification of all the data exchange tables between the PLCs and the SCADA; the start up and the commissioning of the new programmable logic controller units; the provision of all the software required to program the PLCs with all the programming cables and other equipment including licences, drivers, manuals, Hardware and Software keys; the provision of operating manuals for the installed equipment and the updating of existing operating procedures; the integration of the new equipment into existing panels and with the existing telecommunications infrastructure. 4.2

the provision of the main secured power lines (AC/DC inverters, converters); the provision of 120 VAC power supplies; the provision of modems for communications between the PLCs and SCADA; updating of the existing SCADA systems computer software and equipment.

4.4

SAFETY
The supplier must be in strict compliance with the safety rules and standards that govern the work. These safety rules and standards are on the CD, in the following directory \Consignes du CN. The work governed by these specifications must comply with the applicable sections of the most recent version or revisions of the following codes, standards and regulations:

In case of a discrepancy between these specifications and the standards, specifications or reference publications, the more stringent (or restrictive) requirement will prevail.

The entire CEI 61 1131 standard applies to programmable logic controllers and their related peripherals, such as programming and debugging tools.

To be in compliance with CSA standards, the components of the new programmable logic controller units must be of the standard type.

REFERENCE DOCUMENTS

6.1

PLC (RTU) AND RIO DIAGRAMS


Diagrams on the CD annexed to the technical specifications are in the following directory: \CAD Armoire. These diagrams show the internal layout of the panel, the electrical supplies and the input/output connections. These diagrams include: dimensional drawings; assembly drawings; PLC configuration; Terminal block diagrams of the internal connections for: electrical distribution; digital inputs; digital outputs; analogue inputs; internal connections; electrical distribution wiring diagrams; input/output wiring diagrams.

6.2

SCADA DIAGRAMS
Diagrams on the CD annexed to the technical specifications are in the following directory: \CAD SCADA. These drawings show the logic programmed into the PLCs. There is one logic drawing per controlled unit (breaker, motorized isolating switch, voltage relay, etc.) with a table indicating the site (PLC) where this logic is imbedded.

6.3

COMMUNICATIONS NETWORK DIAGRAMS


Diagrams on the CD annexed to the technical specifications are in the following directory: \ CAD rseau. These diagrams present the architecture of the CN telecommunications network. This network is used to send PLCs data to the SCADA system. Plan CSCSD0001. R00 (page 6 of the electronic document) shows an overview of the system. Plan 285-A-00 shows the CN network details.

The list on the CD annexed to the technical specifications is in the following directory: \Listes du matriel et des E.S. This document describes the current parts located in panels. The following information is listed: the manufacturers name, catalogue number and a general description of the unit. This list contains the PLCs inputs/outputs: the physical I/Os categorized by site and the terminal board to which the signal is linked; the list of SCADA I/Os categorized by site.

6.5

STRUCTURE OF CURRENT PROGRAMS


The structure of the current programs on the CD annexed to the technical specifications is in the following directory: \structure des programmes. This document details the structure utilized to develop the current programs.

6.6

TRAIN SCHEDULE
The train schedule on the CD annexed to the technical specifications is in the following directory: \Horaire de passage de train. This document specifies train arrival times departure times for the stations located between the central station (Montral) and the Deux-Montagnes station. NB: the annex does not specify the times at which trains pass by the bungalows.

6.7

CATENARY DRAWING
The catenary drawing on the CD annexed to the technical specifications is in the following directory: \plan de la catnaire. This diagram illustrates the 25 KV systems single-line power supply.

PROCEDURES
The procedures on the CD annexed to the technical specifications are in the following directory: \procdures. This document describes the operation and maintenance of the current PLCs and SCADA.

6.9

ANNEXES D, E, AND THE CNS SCP-1005


The annexes and the CNs SCP-1005 on the CD annexed to the technical specifications are in the following directory: \Consignes du CN. ANNEX D: safety guidelines to be followed during work performance. ANNEX E: environmental protection guidelines to be followed during work performance. SCP-1005: guidelines to be followed during excavation work performed near underground signal and communications cables.

7 7.1

LOCATION OF WORK SITES INSTALLATION WORK


The work is to be done on the panels located in nineteen (19) substations known as bungalows. These substations are situated along the electrified railway between Montral and Deux-Montagnes. They are installed in various locations 15 m from the suburban railway, over a distance of approximately 35 km. The first substation is located in Montrals Central Station and the last one is in St-Eustache, approximately thirty-five (35) km away.

7.2

EXCAVATION WORK
excavation work, to be performed by the Supplier, are required to establish new physical communication links between the PLCs and the RIOs. In this case, the work will be completed on different segments along the electrified track and outside the substations. this work must be performed approximately 15 m from the train tracks; travel between the various segments to be excavated must be done on the adjacent municipal roads. 8 8.1

DESCRIPTION OF THE CURRENT SYSTEM PROGRAMMABLE LOGIC CONTROLLERS


The current system includes fourteen (14) SIMATIC S5-115U PLCs, of which five (5) PLCs are equipped with decentralized remote chassis equipped with I/O modules (RIO) and two (2) have expansion chassis. These PLCs are linked to two (2) SCADA stations that ensure the supervision and control the 25 kV train network. Among the fourteen (14) PLCs, five (5) are equipped with acquisition and fast event time stamping modules (1 ms resolution) used to analyze disruptions, particularly events that occur in the various stations. The CPUs were programmed with the Windows STEP5 utility. STEP5 uses Statement list (STL 5) programming language. These programs must constitute the suppliers source of detailed information. The exchange of data between the main chassis (PLCs) and the remote decentralized chassis (RIOs) is established through IM type interface modules and two-strand copper cables (BELDEN#129207). External supply inlets for the various panels are identical for each type of station (PPX or PSX) and are made up of circuit breakers at the main supply inlet for the inverters that provide 120 VAC power, and 120 VAC/24 VDC and 120 VAC/48 VDC isolated converters. The cabinets that house the equipment are in very good condition. The required space is adequate and the current configuration must be maintained.

8.2

SCADA (SUPERVISORY CONTROL AND DATA ACQUISITION)


The Supervisory Control and Data Acquisition (SCADA) system works in conjunction with two master supervision stations: a main master station (MMS) located at the Jules-Poitras maintenance centre in Ville St-Laurent and a secondary master station (SMS) located in the control centre at the central station downtown Montral. The two stations use the Windows NT 4.0 operating system. The control and supervision software is FactoryLink version A000*FSU*D*NTI*66.

SCADA polls all the PLCs at approximately seven (7) second intervals. The equipment to be installed should improve or at least maintain current performance. Polling is performed by changes in status. If changes in status, alarms or events have occurred, SCADA retrieves the data. The level of priority of exchanges between SCADA and the PLCs is as follows: sending commands; retrieving statuses; retrieving events in maximum packets of ten (10); retrieving alarms.

8.3

MINI-SCADA
This system is an identical copy of the SCADA that is currently in operation. It is based on FactoryLinks trial version A00*FSU*D*NTI*66, which runs on the Windows NT 4.0 operating system. The communications protocol is MODBUS. This system is designed for testing and simulating any equipment and PLC units. This trial and simulation station will be used to perform tests. The supplier must provide all the necessary components, devices, accessories and services to upgrade the MINI SCADA to the new PLC platform. The basic equipment to be provided for the MINI SCADA will be defined as, but not limited to, the following items: the provision of the panel inner plate for the installation of new programmable logic controller units; the provision and delivery of a new programmable logic controller units including local main chassis, power supply, processor, digital inputs modules, digital outputs modules, analogue inputs modules, time stamping fast inputs modules, communication modules, remote chassis, communication link (MODBUS) with the MINI SCADA; the provision and delivery of expansion local chassis equipped with I/O modules as per the current MINI SCADA; the provision and the delivery of remote chassis equipped with I/O modules as per the current MINI SCADA; The supplier must provide the labour and components for the installation, the termination, the start up and the commissioning. The MINI SCADA should be a Dessau-Soprin inc.

functional stand along equipment for testing and simulation. The MINI SCADA will use for the design validation, trial and validation tests. The MINI SCADA must be functional with the current and the new PLC platform for the entire project duration. After the projects last phase (SS1) commissioning and the final acceptance form AMT, the supplier should dismantle the MINI SCADA current PLC platform and complete the final integration of the new PLC platform in the existing cabinet.

8.4

PROGRAMMABLE LOGIC CONTROLLER /SCADA INTERFACE


The interfacing between the PLCs and SCADA is performed through a pair of modems and a 9.6 kbps high-speed transmission modem-sharing module. The drawing CSCD0001 R00 and 285-A-00X shows an overview of the communication networks. The modem-sharing module is a communications device that enables SCADAs RS232 communications port to communicate simultaneously with the various PLC modems. The CLM8, which was specifically designed for the CN, is the model utilized. It is essentially made up of three (3) devices (CLM8, (CLM8, Premnet5000, switch ETA Jack).

The commands and acquisition of data are performed by the control room operator through two available lines. The switchover from one line to another is performed manually with the Switcher ETA JACK:

TELECOMMUNICATIONS NETWORK ARCHITECTURE


The transmission of data between the various PLCs and the SCADA system is made up of two network links: a main fibre optic network; an emergency backup copper wire network (loss of contact with the main network). The links enable the following systems to be connected: the central station system, the multiplexing centre system, and the St-Eustache south system through three (3) multiplexers utlizing fibre optic cable over a distance of approximately 32 km; the main master station (MMS), located at the Jules-Poitras maintenance centre, and the secondary master station (SMS), located in at the central station with the Dessau-Soprin inc.

modem sharing modules, utilizing an RS-232 cable over a distance of approximately 2.2 km; the fibre optic link utilizes Lanline bridges (GANDALF 5220e) configured at 56 kbps, while the RS-232 is configured at 9.6 kbps.

8.6

COMMUNICATIONS PROTOCOL
The current system utilizes the Modbus protocol for communication between SCADA and the PLCs.
