1.0

GENERAL REQUIREMENTS 1.1 Intent of Specification 1.1.1 It is not the intent of this specification to completely specify all details of design and construction. All suggested changes to these specifications to improve the installation, operation or to effect economy of fabrication at no sacrifice to performance shall be considered, provided suitable notation is made in the quotation. The selection of all accessories, materials and methods of fabrication not specifically covered by these specifications, but which are necessary to complete the fabrication of the panels, shall be the responsibility of the Fabricator and shall be carried out in accordance with good engineering practices. In case of conflict within this specification or between the specification, drawings, purchase order, the accompanying data sheets and any other supplemental specifications, the VENDOR shall immediately submit the matter in writing to Azure Control & Automation Corp. who shall make a determination and written clarification.

SCOPE OF WORK This specification, together with applicable drawings and data sheets, covers the general requirements for control building control panels, cabinets and racks. 2.1 VENDOR's Responsibility 2.1.1 The Panel VENDOR shall have complete responsibility for providing the panels, cabinets or racks described in the purchase order. This includes, but is not limited to, the following: .1 .2 .3 .4 .5 2.1.2 Detail Panel Engineering (mechanical strength etc.) Panel Hardware Panel Layout (to be generally as shown on the drawings) Panel Inspection and Test Packaging and Shipping

It may be required for the panel enclosure to be shipped separately from the equipment backplate in order to meet field construction scheduling. If this is the case it shall be identified as early as possible so additional arrangements, costs, etc., can be made regarding inspection and shipping etc.

CONTROL PANEL SPECIFICATION (Revised 97/08/01) 2.1.3 Items supplied by others shall be identified on the purchase order and/or on drawings supplied by Azure Control & Automation Corp.. All other items necessary for the manufacture of the panel, in compliance with these specifications, whether identified or not, shall be provided by the Panel VENDOR. Items supplied by others shall bear a CSA approval stamp wherever possible. If this is not possible, or if the equipment fails to be identified with the correct approval then the VENDOR shall contact Azure Control & Automation Corp. as early as possible so inspection arrangements can be made to enable panel approval. The cost of these arrangements shall be considered an extra to the initial contract. Compliance with the requirements of this specification does not relieve the VENDOR of his responsibility for the proper design and manufacture of the panel for the specified duties and conditions. VENDOR shall have full responsibility for adhering to all local Codes and local Inspector's Requirements such that there shall be no impact to project schedule.

2.2 VENDOR Support VENDOR shall assign a responsible individual to follow the panels from project inception to field acceptance. This person shall fully represent the VENDOR in all areas and services and shall be the single individual through whom the Azure Control & Automation Corp./Client's contacts are made with the VENDOR. The individual should be assigned early enough to permit his participation during all preliminary reviews. 2.3 Documentation The documentation supplied by the Manufacturer or his Representative shall include as a minimum (for quantities and dates required, see separate document) the following: 2.3.1 2.3.2 2.3.3 Note: General arrangement drawings. Wiring design drawings and wiring diagrams. Pneumatic design drawings If the above drawings are supplied by Azure Control & Automation Corp. then the Panel VENDOR must supply marked-up copies of the drawings showing the asbuilt conditions to Azure Control & Automation Corp. prior to shipping the panel.

3.1 As a minimum, the design, materials and construction of panels, cabinets and racks shall comply with the applicable Requirements and Recommendations of the following Codes and Standards. The latest edition in force at the time of purchase shall apply. 3.1.1 Canadian Standards Association (CSA) C22.1 - Canadian Electrical Code, Part 1 C22.2 - Canadian Electrical Code 3.1.2 3.1.3 Applicable Provincial Regulations Electrical & Electronics Manufacturers Association of Canada (EEMAC) E14-1 - Industrial Control and Systems 3.1.4 National Electrical Manufacturers Association (NEMA) 1S1.1 - Enclosures 1C5 - Enclosures for Industrial Controls and Systems 4.0 SERVICE CONDITIONS 4.1 The complete system shall be operational over the temperature range of 0C through 40C with a relative humidity of 0 to 95 percent non-condensing. (Unless specified otherwise, and included with this document). 5.0 MECHANICAL CONSTRUCTION 5.1 General To the maximum extent possible, the VENDOR shall provide hardware for the panel which is his standard equipment and which has been used and field proven on previous, similar projects. 5.2 Panel Design 5.2.1 All control panels shall be of the free-standing type with ventilating louvres top and bottom c/w removable filters to avoid heat build-up. Where specified cooling fans shall be installed inside the control panel in the bottom one third of the panels vertically height with air flow into the panel through air filters. The VENDOR shall supply fans according to the specificaitons that appear upon the OWNERS panel design drawings. The equipment supplied by other shall be installed correctly according to the approved Manufacturer's Standard Procedures.

CONTROL PANEL SPECIFICATION (Revised 97/08/01) 5.2.2 Wiring, conduit, ducting, junction boxes, instruments and equipment must be arranged for convenience of maintenance. All terminals and calibration adjustments must be accessible. Interior control panel lights and grounded utility receptacles shall be provided with each control panel section. Power supply for these circuits shall be completely independent from other power sources to the control panel. The lights shall be fluorescent and provide ample illumination for maintenance within all areas inside the control panel.

5.2.3

5.3 Panel Construction 5.3.1 Panels shall normally be fabricated from 3mm cold rolled carbon steel. Steel should be selected for smoothness and shall be flat within a tolerance of 5 mm in 3 metres of length. The panel shall be reinforced to prevent buckling due to overhang or weight of the mounted instruments. All bracing and stiffeners shall allow for sufficient instrument clearances for installation as well as maintenance. Where front or rear access doors are specified on the drawing, they shall be of the locking type utilizing 3- point heavy duty latches. Locking handles shall be supplied by the Panel Fabricator. All hinges and screws shall be fabricated from 316 stainless steel. Doors not used for the mounting of equipment shall be easily removable. Where applicable, bolt holes of suitable size, number and location shall be provided for bolting the panel sections together. For handling purposes, unless otherwise noted, each shipping section shall be provided with removable lifting lugs designed for lifting without deforming the panels. Cutouts for equipment must be within the tolerances specified by their Manufacturer. Certified cutout information shall be issued by Azure Control & Automation Corp. on OWNER supplied equipment. Where cutouts are specified for future equipment, they shall be covered by 16 gauge steel removable plates, finished and painted the same as the front panel. All burrs produced around cutouts or bolt hole drillings must be removed. The rear panel area, when specified as reserved for future instruments, shall not be obstructed by piping, tubing, conduits, ducts, braces, stiffeners, etc..

CONTROL PANEL SPECIFICATION (Revised 97/08/01) 5.3.10 If a cable entry compartment (top hat) is shown on the layout drawing this shall be constructed such that there is a complete sheet metal barrier between the cable entry compartment and the control panel interior. Wire entry into the control panel from the cable entry compartment shall be via grommeted cut-outs which shall be sized to match the associated panel wireway dimensions. The cable entry compartment shall be accessible via a removable front plate attached with captive screws. Filler panels, when specified, shall be designed and furnished for bolting to the panel. They shall be fabricated from 16 gauge steel plate with 50 mm turn back, corners arc-welded and ground smooth. The filler panels shall be finished to match the panel door. VENDOR shall provide blank plates for all spareways inapplicable equipment of his supply. The tolerances for the fabricated enclosure are: .1 Outline dimensions - +5 mm -0 mm .2 Cutout dimensions - tolerances specified by equipment manufacturers 6.0 PAINTING 6.1 Preparation of Surface 6.1.1 The item to be painted shall have completely continuous exterior surfaces with no crevices existing. All exterior joint welds shall be continuous and shall be ground smooth, with no porosity, holes, lumps or pockets. Any skips, blow holes, sharp points, burrs or irregular surfaces shall be repaired before starting any paint Work. All weld spatter shall be removed. The final prepared surface shall be free of all mill scale, dirt, dust, rust, grease, paint, oil, moisture or other foreign matter. No visible oxidation of the surface shall be permitted between the time of blasting and painting. After preparation of surfaces, any pits or indentations shall be filled with a 100% solid catalyst epoxy putty compound. Heat may be used to accelerate cure of the putty. After hardening of the putty filler, the filled areas shall be sanded smooth. The entire exterior surface shall be smooth and uniform to receive the paint.

6.2 Application 6.2.1 All paints shall be applied by spray to dry surfaces using care in the application so that the coat will be free of sags, fisheyes, runs, crawls, pinholes, overspray dust or other defects. Each coat shall be dry before a succeeding coat is applied. All

CONTROL PANEL SPECIFICATION (Revised 97/08/01) coats shall be of the proper consistency, properly flowed on, and well worked into crevices and around projections. 6.2.2 No application of paints shall be made when the conditions would prove detrimental to the life or appearance of the paint. Each coat shall be properly cured according to Manufacturer's instructions before application of succeeding coats.

6.2.3

6.3 Painting Schedule 6.3.1 All Metal Surfaces Primer - Catalyst epoxy primer, equal to Reliance Rel-Pon 74. 1-2 mils dry film thickness. 6.3.2 Interior surfaces (after priming) - Aliphatic urethane, equal to Reliance Rel-Thane 300, White. 2-3 mils dry film thickness.

6.4 Exterior Surfaces After Priming 6.4.1 Paint - Catalyst Epoxy-polyester, equal to Glidden Glid-Tile Epoxide No. 5554/5552, semi-gloss finish and tinted to colour, as per individual panel data sheet. Gloss - Semi-gloss, less than 60 on 60 glossmeter.

6.4.2 6.5 Inspection 6.5.1

The paint Work shall be inspected by the Purchaser's inspector. Inspection may include surface preparation, application of the coating, film thickness, completeness of cure and materials. Failure to meet any of the specifications shall constitute cause for rejection by the Purchaser. Any deviations from these specifications shall be approved in writing by the Purchaser prior to completion of the Work, or if the item is coated in applicator's shop, prior to shipment. Correction of deficiencies in the mechanical construction and painting of the panel shall be with the approval of the Purchaser's inspector, and at the expense of the VENDOR. The final coat of paint of the completed exterior finish shall be smooth, hard, uniform and satiny in appearance.

AZURE CONTROL & AUTOMATION CORP. CONTROL PANEL SPECIFICATION (Revised 97/08/01) 6.6.1 The Panel Fabricator shall furnish and ship with the panels a minimum of one quart of final finish paint per panel.

7.0 ELECTRICAL REQUIREMENTS 7.1 Codes The electrical portion of the panel, including all wiring, shall be in accordance with the latest Canadian Electrical Code. All equipment associated with or part of any wiring system shall be CSA approved and bear a CSA label. See section 2.1.4 for equipment supplied by others. 7.2 Area Classification The panels will be installed in control centres and/or rooms classified "General Purpose" in accordance with the Canadian Electrical Code.

7.3 Wiring Ducts 7.3.1 Wiring shall be contained by means of approved metal or plastic raceway or conduit. Cord connections shall not be accepted, except where they are part of the equipment Manufacturer's design and are approved by the Purchaser. Separate raceways shall be provided within the panel isolation of each of the following types of wiring systems: .1 .2 .3 .4 intrinsically safe systems wiring thermocouple extension wire DC signals AC power and control systems

7.3.2

Intrinsically safe (IS) wiring raceways covers shall be of a different colour to nonIS wiring. 7.3.3 Segregation of wiring systems shall comply to the Canadian Electrical Code (latest revision). In wireways, wires not to exceed 40% cross section of wireway.

7.4 Terminals 7.4.1 All incoming and outgoing instrument and control wiring (except thermocouple extension wire) shall be terminated on terminal blocks. Insulation sleeves shall be used at connectors, sockets and terminals where the possibility of "shorts" exists. This shall include signal wire shields.

Common terminal strips shall not be used. Separate terminal strips shall be provided for the following types of signals: .1 .2 .3 .4 .5 4-20 mA instrument signals AC power and control system wiring 24V DC control wiring intrinsically safe systems wiring specials

7.4.4

The use of jumper bars for common services shall be used wherever possible and all jumper wiring shall be of a continuous design not dependent upon terminal block connections for continuity. Terminal blocks for instrument and control wiring shall be medium duty, CSA approved 300 to 600 volt rating, barrier type, or non-hygroscopic material. Separate terminals shall be provided for shields. Terminals shall be a pressure type connector, or approved equal.

7.4.5

7.5 Power Supply 7.5.1 Each power circuit on the panel shall have its own fused disconnect switch. The quantity of fused disconnects shall be as specified on the individual panel drawing. Power protection devices in series shall be coordinated wherever possible. Power supplies to each instrument or instrument system shall be individually disconnectable by plugs, switches or fuses.

7.6 Wiring 7.6.1 For AC power wiring loaded to 20 amps or less, the wire shall be No. 12 AWG stranded copper with 90C flame retardant insulation. Panel wiring for control circuits shall be No. 18 AWG TEW stranded tinned copper wire. This wire may be colour coded for rapid identification. Installation shall be in a separate conduit or slotted plastic duct. (Panduit or equal with a 40% spare space provided). Intrinsically safe barriers shall be supplied and mounted by the VENDOR. 10% spare modules and 20% spare rack space should be provided. Intrinsically safe systems wiring and components shall be physically separated from the non-I.S. parts of this panel in accordance with CSA Electrical Code (C22.2).

CONTROL PANEL SPECIFICATION (Revised 97/08/01) 7.3.4 All panel wiring utilizing screw-down terminals (with the exception of thermocouple extension wire) shall be terminated at both ends with spade type lugs. These lugs shall be crimp-on, vinyl, self-insulating. No splices are allowed. No more than two (2) wires per lug or two (2) wires per terminal shall be permitted. When connecting to terminal blocks, stripped wire ends shall be used. Wire ends shall not be dipped in solder.

7.7 Wire Tagging 7.7.1 7.7.2 All wires shall be identified at each end. Where multi-conductor cable is used it is only necessary to identify the outer sheath providing the individual conductors are separately identified. Wire tags shall be heat shrink type with permanent, easily readable markings.

7.8 Wire Colour Code All wiring shall be colour coded as follows: Analog signal pairs - white DC positive - black signal common Analog signal triads - red DC supply to device - white analog signal from device - black signal common DC or low voltage instrument signals - red DC positive - blue DC negative/common - yellow logic circuits - powder blue intrinsically safe circuits - green grounding AC signals - black - white - orange - brown - green

All intrinsically safe cable or wire jackets shall be - Blue, all others - Black with the exception of thermocouple wiring, which shall be colour coded as per ANSI-MC96.1. 7.10 Grounding 7.10.1 7.10.2 Instrument cases, meters and switching devices shall be grounded. Each panel shall be provided with grounding lugs, suitable for termination of 2/0 to 4/0 copper grounding cable. Separate grounding bars are to be provided for power grounds and instrument control system grounds (signal cable grounding, etc.). A separate isolated grounding bar shall be provided for intrinsically safe wiring.

Tagging and Nameplates 7.11.1 Nameplates for the panel shall be furnished by the Panel Fabricator, unless otherwise noted. They shall be engraved, laminated plastic, colour and size as specified on the instrument data sheet, and mounted as shown on panel drawings. Unless otherwise specified, the nameplates shall be white with black letters. Mounting shall be with corrosion resistant self-tapping metal screws or approved equal (not rivets). If adhesive tape is used it shall be ensured that the nameplate may be removed without damage to the panel finish. All panel mounted equipment must have an identification nameplate. Care must be taken so as not to mount this tag on a removable cover. NOTE: "DYMO" type tape is not acceptable. 7.11.4 Nameplate engraved inscription shall be as shown on the "nameplate listing" as furnished by Azure Control & Automation Corp..

Terminal Block Identification 7.12.1 Each terminal shall be identified on the terminal body by a number as shown on the wiring and/or schematic diagrams. Each functional section of terminal strip shall be identified in a visible place by its function as shown on the wiring diagrams.

8.1 Air Supply 8.1.1 Air supply for pneumatic systems shall be installed complete with dual air filters and reducing regulators piping in parallel, with block valves, but without bypass valves. Full relief protection shall be included. The instrument air header downstream from the regulators shall be zinc plated carbon steel or stainless steel.

8.1.2

8.2 Pneumatic Signal Tubing 8.2.1 Pneumatic signal tubing for incoming and outgoing lines, shall terminate on suitably tagged bulkhead connections for connection from field instruments. Bulkhead connectors shall be installed with a minimum of 2" centre to centre (horizontal dimension) and shall include 25% spare ways. Tubing in the panel shall be contained in metal duct or raceway if not self supporting. Wire markers shall be used for tube taggings. Each end of the tube shall be tagged with the instrument number. Each instrument shall have an individual air supply line with block valves. A shut-off valve and test connection shall be provided on all incoming transmitted signals and for each tubed device. For thread lubricant and seal " x 0.003 teflon tape shall be used. The tape shall be applied to ensure that the bottom thread is not covered. Wrapping shall be tight enough to force the tape to the root of the threads. For " NPT fittings and smaller, two wraps are required. For 1" NPT fittings and larger, four wraps are required. Panel tubing shall be colour coded in accordance with ISA-RP 7.2, "Colour Code for Panel Tubing".

INSPECTION AND TESTING 9.1 Inspection 9.1.1 Azure Control & Automation Corp. shall be notified one (1) day prior to the completion of the panel steel Work so that arrangements can be made to inspect the panel before commencement of wiring.

CONTROL PANEL SPECIFICATION (Revised 97/08/01) 9.1.2 Azure Control & Automation Corp. shall be notified at least one (1) day prior to the completion of the panel so that a Control Systems Engineer can arrange for a final inspection and testing. The inspection of the panel shall include but not be limited to the following: .1 .2 .3 .4 General workmanship (including physical dimensions) Panel painting Arrangement of the panel Nameplates and tagging of instruments, control switches, indicating lights, wires, terminals, relays and auxiliary equipment

9.1.3

9.2 Testing 9.2.1 Prior to the arrival of the Azure Control & Automation Corp. Control Systems Engineer, the panel shall have been completely tested by the Panel Fabricator as follows: .1 All electrical circuits checked for continuity, and compliance with the specification. .2 All symbols and nameplates checked for correct spelling and size of letters. .3 All lamps tested. .4 Mechanical features - doors, hinges, latches, etc., free from defects. .5 Pneumatic system for leaks (if applicable) .6 Finish - free from defects. .7 The Panel Fabricator shall perform all other tests as required to place the panel in operating condition. Completion of these tests shall be submitted to Azure Control & Automation Corp. in writing. 9.2.2 The VENDOR shall allocate adequate space, facilities and assistance to permit inspection and testing to the satisfaction of the Azure Control & Automation Corp. inspector. Test instruments and equipment, test leads, temporary wiring, tools, etc., shall be made available, by the VENDOR, as required. All the above items are to remain the property of the VENDOR. It is envisaged that the Azure Control & Automation Corp. inspector will not require assistance other than the initial test panel connection. However, the VENDOR shall provide a per diem rate for a technician to assist if required. All calibration/test equipment shall have a current certification of calibration. All of the aforementioned facilities, assistance, equipment, materials, and arrangements shall be provided at no additional charge to Azure Control & Automation Corp..

Control Systems Engineer shall develop a correction list of items to be completed before the panel is accepted and shipped. On panels containing mainly electronic instrumentation, functional testing may be carried out under elevated ambient conditions. The panel or section thereof shall be shrouded and the internal ambient raised to 35C for a period of 48 hours whilst all instruments are active under steady state simulated load conditions. The test of the panel shall include but not be limited to the following: .1 .2 .3 .4 .5 .6 10.0 All circuits with timing relays. All interconnecting circuits with sequencing functions. AC and DC power distribution. All auxiliary equipment. All control switches and indicating lights. All pneumatic devices (if applicable).

PACKAGING AND SHIPPING 10.1 The panels shall be prepared for shipment so as to protect it from physical damage. Assemblies shall be packaged in generously padded cartons or containers. Partial shipment shall only be allowed by written approval of Azure Control & Automation Corp.. All shelf mounted instrumentation shall be removed from the panel before shipment, and repackaged in its original containers for shipment to the job site. Any other "loose" components shall be taped or tied down, and/or supported with polyurethane foam so as to provide a tight, vibration free shipping unit. In addition to the OWNER's company name, and the shipping destination the outside of each crate or carton shall be marked with the Purchase Order and Item Number(s). A label listing contents and a duplicate listing shall be included inside the package. Shipments identified as Off-Shore shall be packaged according to separate project specific requirements included with this specification.

APPENDIX A INFORMATION REQUIRED WITH THE PROPOSAL A.1 General The proposal information shall be detailed and fully responsive to the requirements of this specification. The proposal shall include a section stating conformance or non-conformance with each section of this specification. Where deviations from the specification occurs, the VENDOR shall state how he intends to meet the requirements of the system. A.2 System Schedule Include a detailed project schedule showing fabrication, testing, delivery of VENDOR supplied equipment, etc. Include in this schedule specific dates that Purchaser is to supply data to the VENDOR in order to meet the project schedule. A.3 Price Breakdown Prices are to be broken down in a clear and concise manner based on a standard structure so that equipment additions or deletions can be made without a total panel re-quotation, as follows: A.3.1 The panels cost shall be broken down into each panel section (where applicable). A.3.2 If the VENDOR is not quoting on a complete drawing package, or if information is missing, Azure Control & Automation Corp. shall provide a data sheet identifying quantities of items to ensure a fair and competitive bid. A.3.3 Alternate approaches, either requested or suggested, shall have add and delete information for each alternate.
