SECTION- PROJECT 1.
1.1. 1.1.1. PROJECT DESCRIPTION AND SCOPE : GENERAL Power Grid Corporation of India Ltd. (POWERGRID), Govt. of India Enterprise is responsible for bulk Power transmission of electrical energy from various Central Govt. Power Projects to various utilities/beneficiaries and interconnecting regional grids, operating and maintaining the National electrical grid of India. It is established with mandate of "Establishment and operation of regional and national power grids to facilitate transfer of power within and across the regions with reliability, security and economy on sound commercial principles", as its mission. POWERGRID is extending 765 kV Wardha Substation under Transmission System associated with Ph-I, Stage-I for Integration of pooling stations in Chhattisgarh with central part of WR (DPR-3) for IPP Generation Projects in Chhattisgarh.

1.1.2

1.1.3 Associated Transmission System Following Transmission systems are envisaged under IPP generation projects in Chhattisgarh in DPR-3:A. Integration of pooling stations in Chattisgarh with Central part of WR (DPR-3) i) Raipur Pooling Station-Wardha 765 kV D/C line-370 km. ii) Extension of 765 kV Wardha S/S & Raipur Pooling S/S. 1.1.4 765kV Wardha substation mentioned above shall be executed by a Contractor who shall be responsible for design, engineering, manufacture, testing at Manufacturers works, delivery at site, erection, testing and commissioning including all materials, accessories except the Reactor, NGR, 120 kV surge Arrester etc covered under this specification. SCOPE The scope of this specification covers the following shunt Reactors. 2.1 Supply, erection, testing & commissioning of single phase Shunt reactors along with all fittings, accessories including Marshalling box for each reactors, common marshalling box for each bank of 3 single phase unit, cables, terminal connectors, road cum rail track, associated civil foundation works, fire protection walls, foundation bolts, spare unit connection arrangement, bus arrangement for neutral formation etc. and mandatory spares as per Technical specification for 2 of 12 Technical Specification, SectionProject

Seven (7) numbers of 110 MVAR, 1-ph, 765/3 kV shunt reactor along with associated NGRs & SAs and neutral CT to operate as two banks of 330 MVAR each, 765/3 kV shunt reactors along with NGR (rated impedance 1600 Ohm) &120 kV surge arrester, 33 kV neutral CT with one unit as common spare for above mentioned banks for 765 kV Wardha-Raipur D/C line at 765 kV Wardha substation. Four(4) number 110 MVAR,1-Ph, 765/3 shunt Reactor to be used as one number bank of 330 MVAR, 765 kV three phase bus reactor along with 33 kV neutral CT with one unit as spare for above mentioned bank. The detailed scope of work is brought out in the subsequent clauses of this Section for Reactor Package.

Design, engineering, manufacture, testing at manufacturers works, transportation, unloading and delivery at site including insurance & storage, erection, testing and commissioning at site of a. Reactors, Surge Arresters and NGRs, Neutral CT mentioned above. b. Cables between shunt reactors to individual Marshalling box and there to common marshalling box including special cable (if any). c. Earthing connection to Employers main earthmat in switchyard of Reactors, neutral CT, 120kV surge arrester, bus post insulators, marshalling box, common marshalling box, spare unit of Reactor, all structures, neutral of reactor, NGR etc. d. Accessories, clamps and connectors and all other materials for Reactors along with spares. e. Auxiliary bus arrangement for neutral formation. For further details & scope bidder shall also refer the drawings enclosed in Annexure-II

Structures with foundation bolts Design, engineering, manufacture, testing, supply on FOR destination basis including transportation and insurance, storage, erection at site of Equipment support structures including foundation bolts, structures required for (i) neutral formation for reactors and (ii) for connection arrangement with 765kV and neutral auxiliary buses to connect spare unit of Reactors at 765kV Wardha substation as per requirement.

Civil works: The scope of civil works shall include but shall not be limited to civil works for the following i) Civil works as per drawings provided by Employer (a) Foundation along with road cum rail tracks, jacking pads unloading plate forms, Pulling Block, Gratings etc for Shunt reactors and NGR, SA and neutral CT.

(c) Cable trenches along with covers and sum pit, cable trench crossing with roads, rail tracks, culverts etc. ii) (a) (b) 2.5 Design, Engineering & Civil works for Foundation for Equipment support structures and other structures as mentioned at clause no 2.3 above. Foundation for Marshalling box

The complete design and detailed engineering unless mentioned otherwise shall be done by the Contractor. The Design Review for reactors shall be done by the Employer or Employers appointed consultant at different stages of design, manufacture & testing to ensure that technical specification has been fully met. Any improvement/modification required due to design review shall be done by the Contractor without any cost to the Employer. The bidder should survey the route of transportation and fully familiarize himself with the route of transportation, culverts, road & rail bridges, loading & unloading facilities and site conditions. The bidders are advised to visit the substation sites and acquaint themselves with the topography and infrastructure. Any strengthening / modification required in the existing culverts, roads, bridges, etc. for transportation, shall be carried out by the Contractor. The bidder/Contractor shall submit their proposal and methodology of transportation within three (3) months of placement of award for Employers approval. The bidder shall be fully responsible for providing all equipment, materials, system and services specified or otherwise which are required to complete the successful erection, testing and commissioning of the equipments in all respects. The Contractor shall also be responsible for the overall co-ordination with internal /external agencies, project management, loading, unloading, handling, moving to final destination for successful erection, testing and commissioning of the Reactors, associated SAs, neutral CTs and NGRs under the scope of respective specification. Repair and Maintenance facilities These repair and maintenance facilities in India interalia would include facilities for, such as i) Lifting/handling of core building, core and winding assembly, drying and replacement of original equipment manufacturers (OEM) coils. ii) All routine testing facility as per IEC 60076 excluding power frequency test for reactor.

3.1

SPECIFIC REQUIREMENT Cables: The broad technical specifications of 1.1 kV PVC power and control cables are enclosed at AnnexureI with this specification. 1.1kV PVC power and control cables shall be supplied from the POWERGRID approved suppliers. Bidder shall supply type tested cables and repetition of type tests on cables is not envisaged. Supply and laying of cables from all accessories of single phase Reactors to their individual Marshalling box and from there to common Marshalling box for a three phase bank is in the scope of bidder. Neutral formation: The Contractor shall connect the neutrals of single phase Reactors by overhead connection to operate in three phase banks. All material like conductor, clamp connectors, earthing material, bus post insulator, support structures etc required for neutral formation and connection with neutral CT, 120kV surge arrestor, NGR and earthing of neutral shall be provided by Contractor

Spare unit connection arrangement: The Contractor shall make connection arrangement in such a way that spare unit of reactor can be connected in place of faulty unit without physically shifting it from its location. For this purpose, 765 kV & neutral connections of spare unit are to be extended up to the other units by forming auxiliary buses to enable spare unit connection through flexible/rigid conductor & suitable connector in place of any other unit. A typical sketch of connection arrangement is enclosed at Annexure-II. However, the detail configuration and actual sizes of various items shall be finalized during detail engineering and shall be subject to Employers approval. Connection arrangement of spare unit of Reactor with other units shall be made by Isolator switching. Neutral formation for spare unit of Reactor shall be done by manual connection. Necessary conductors and clamps & connectors for this purpose shall be provided by the Contractor. All associated materials like bus post insulators, Aluminum tube, clamps & connectors, insulator string, hardware, support structures required for above mentioned arrangement shall be provided by the Contractor.

Terminal connectors for Reactors The Contractor shall supply all terminal connector required for 765kV & 145kV bushings of reactors, 145kV bushing and LV bushing of NGR. The details of 765kV conductor shall be furnished during detailed engineering.

Changeover scheme in common marshalling box to use spare unit of reactor Necessary arrangement preferably by means of suitable selector switches is to be provided to facilitate changeover of all the signals of faulty units to spare unit of reactor, to ensure flow of control, measuring, protection and indication signals from Employers Control system to individual units under operation (i.e. Any designated unit for bank or spare unit, if it replaces any designated unit). A typical sketch showing conceptual arrangement of 3-phase bank operation with provision of using spare unit is enclosed in Annexure-II.

Interchangeability The shunt reactor shall be designed in such a way so that all the units are interchangeable with respect to overall layout like bushing orientation, cooler location etc. A typical layout for Reactor is enclosed in Annexure-II, however overall layout arrangement shall be decided during detailed engineering.

The bidder shall be responsible for safety of human and equipment during the working. It will be the responsibility of the Contractor to co-ordinate and obtain necessary clearance before commissioning. Any additional items, modification due to observation of such statutory authorities shall be provided by the Contractor at no extra cost to the Employer. Exclusion The following items of work are specifically excluded from the scope of this specification: i) Fire protection equipments for reactors. ii) Auxiliary Power and control cables from control room / Bay control room to common marshalling box. iii) Main earthmat iv) 765kV Isolators and 624kV Surge Arresters v) Soil investigation 4.1 Any other items not specifically mentioned in the specification but which is required for erection, testing and commissioning and satisfactory operation of equipments covered in this specification are deemed to be included in the scope of specification unless specifically excluded. Employer has standardized its technical specification for various equipments and works for different voltage levels. Items, which are not applicable for the scope of this package as per schedule of quantities described in BPS, the technical specification for such items should not be referred to.

SCHEDULE OF QUANTITIES The bill of quantity is indicated in the Bid price Schedules. All equipments/items for which bill of quantity has been indicated in Bid price Schedules shall be payable on unit rate basis. During actual execution, any variation in such quantities shall be paid based on the unit rate under each item incorporated in Letter of award. Wherever the quantities of items/works are not indicated, the bidder is required to estimate the quantity required for entire execution and completion of works and incorporate their price in respective Bid price schedules. Bidder should include all such items in the bid proposal sheets, which are not specifically mentioned but are essential for the execution of the contract. Item which explicitly may not appear in various schedules and required for successful commissioning of the Reactors, associated SAs, CTs & NGRs shall be included in the bid price and shall be provided at no extra cost to Employer.

REFERENCE DRAWINGS The reference drawings that form a part of the specifications are given in the Section Shunt Reactor, NGR &SA and at Annexure-II of Section-Project. However, the foundation Layout of Reactors shall depend on the substation layout arrangement and therefore shall be finalized during detailed engineering. In case of any discrepancy between the drawings and text of specification the requirements of text shall prevail in general. However, the bidder is advised to get these clarified from Employer.

DIFFERENT SECTIONS OF TECHNICAL SPECIFICATION For the purpose of present scope of work, technical specification (Vol. II) shall consist of following sections and they should be read in conjunction with each other. 1) Section-Project 2) Section-General Technical Requirement for 765 KV Transformer & Reactor Package (GTR-TRF-SR) (Rev 02) 3) Section- 765 KV Shunt reactor, NGR &SA (Rev 05) 4) Section Switchyard Erection (Rev 07) 5) Section Civil works(Rev 07) 6) Section Structure(Rev 04) In case of any discrepancy between Section-PROJECT and other sections, SectionPROJECT shall prevail over the other sections. In case of any discrepancy between Section- GTR-TRF-SR and other individual sections, requirement of individual section shall prevail.

MANDATORY SPARES The Mandatory Spares shall be included in the bid proposal by the bidder. The prices of these spares shall be given by the Bidder in the relevant schedule of BPS and shall be considered for evaluation of bid. It shall not be binding on the Employer to procure all of these mandatory spares. The bidder is clarified that no mandatory spares shall be used during the commissioning of the equipment. Any spares required for commissioning purpose shall be arranged by the Contractor. The unutilized spares, if any, brought for commissioning purpose shall be taken back by the Contractor.

SPECIAL TOOLS AND TACKLES The bidder shall include in his proposal the deployment of all special tools and tackles required for erection, testing, commissioning and maintenance of equipment. The special tools and tackles shall only cover items which are specifically required for the equipment offered and are proprietary in nature. The Contractor shall also furnish a list of special tools and tackles for the equipment in a manner to be referred by the Employer during the operation of the equipment. The scope of special tools and tackles are to be decided during detail engineering and the list of special tools and tackles, if any shall be finalized. Insulating oil for Reactors shall preferably be delivered at respective sites not before 90 days from the date of commissioning, which will be informed by the Employer.

11 TRAINING TO EMPLOYERS PERSONNEL


The supplier shall impart the necessary training to Employers personnel as per following details: a) The supplier shall give training in the field of design, erection and testing, operation & maintenance of reactor in the form of tutorial to Employers five personnel at manufacturers works for five days. The cost towards traveling, accommodation & other contingencies for these personnel shall be born by employer. b) Further the supplier shall also impart training to Employers personnel at one sub-station site in the field of erection, testing, operation and maintenance of reactor for three days. 12. Technical Requirement of Associate proposed for 765kV Reactor erection works Associate should have erected two(2) or more Circuit Breaker equipped bays of 345kV or above voltage level during the last ten(10) years and these bays should be in operation as on the date of bid opening, OR Associate should have erected two(2) or more nos. of 345kV or above class transformers / reactors during the last ten(10) years and these transformer / reactor should be in operation as on the date of bid opening, 13. ELECTRICITY AND WATER The Supplier shall be entitled to use for the purposes of the works such supplies of electricity and water as may be available at Site and shall provide any apparatus necessary for such use. The supplier shall pay the Employer at the applicable tariff plus the Employers overhead, if any, for such use. Where such supplies are not available, the Supplier shall make his own arrangement for provision of any supplies he may require. 14. In section GTR-TRF-SR and other sections of technical specifications, the word Purchaser and/or Owner are to be read as Employer.

ANEXURE -I

1.1 KV GRADE POWER & CONTROL CABLES


1.1 1.2. 1.3 Separate cables shall be used for AC & DC. Separate cables shall be used for DC1 & DC2. At least one (1) cores shall be kept as spare in each copper control cable of 4C, 5C or 7C size whereas minimum no. of spare cores shall be two (2) for control cables of 10 core or higher size. The Aluminum/Copper wires used for manufacturing the cables shall be true circular in shape before stranding and shall be uniformly good quality, free from defects. All aluminum used in the cables shall be of H2 grade. The fillers and inner sheath shall be of non-hygroscopic, fire retardant material, shall be softer than insulation and outer sheath shall be suitable for the operating temperature of the cable. Progressive sequential marking of the length of cable in metres at every one metre shall be provided on the outer sheath of all cables. Strip wire armouring method (a) mentioned in Table 5, Page-6 of IS : 1554 (Part 1 ) 1988 shall not be accepted for any of the cables. For control cables only round wire armouring shall be used. The cables shall have outer sheath of a material with an oxygen index of not less than 29 and a temperature index of not less than 250C. All the cables shall conform to fire resistance test as per IS:1554 (Part-I) The normal current rating of all PVC insulated cables shall be as per IS:3961. Repaired cables shall not be accepted. Allowable tolerance on the overall diameter of the cables shall be plus or minus 2 mm. PVC Power Cables The PVC (70C) insulated 1100V grade power cables shall be of FR type, C1 category, conforming to IS: 1554 (Part-I) and its amendments read alongwith this specification and shall be suitable for a steady conductor temperature of 70C. A of IS: 5831. A distinct inner sheath shall be provided in all multicore cables. For multicore armoured cables, the inner sheath shall be of extruded PVC. The outer sheath shall be extruded PVC to Type ST-1 of IS: 5831 for all cables. 1.14 1.14.1 PVC Control Cables The 1100V grade control cables shall be of FR type C1 category conforming to IS: 1554 (Part-1) and its amendments, read along with this specification. The conductor shall be stranded copper. The insulation shall be extruded PVC to type A of IS: 5831. A distinct inner sheath shall be provided in all cables whether armoured or not. The over sheath shall be extruded PVC to type ST-1 of IS: 5831 and shall be grey in colour except where specifically advised by the Purchaser to be black. Cores shall be identified as per IS: 1554 (Part-1) for the cables up to five (5) cores and for cables with more than five (5) cores the identification of cores shall be done by printing legible Hindu Arabic Numerals on all cores as per clause 10.3 of IS 1554 (Part-1).
