1.0 SCOPE 1.1 Application. This specification covers the minimum acceptable requirements for overhead-type, single-phase, step, distribution transformers which are intended to be pole or platform mounted, individually or banked, at the system voltage of 34,500GrdY/19,920 volts to 13,200GrdY/7,620 or 4,160GrdY/2,400 volts. 1.2 Applicable Standards. The transformers covered by this specification shall comply with the national standards listed below, except where they conflict with the requirements of this specification. 2.0 ELECTRICAL RATINGS 2.1 Kilovolt-Ampere (kVA). The kilovolt-ampere ratings shall be as specified in Section 1.3 and shall meet the thermal load limits as specified in ANSI Standard C57.12.20, Section 3.1.

2.2 Voltage. Transformers shall have high and low-voltage ratings as specified in section 1.3 2.3 Taps. Each transformer shall have two 2 1/2% taps above nominal voltage and two 2 1/2% taps below nominal voltage as shown below. 2.5 Radio Influence Voltage (RIV). The radio influence voltage level at the primary bushing shall not exceed 100 microvolts when the unit is excited at 110% rated voltage and tested in accordance with NEMA Standard 107. 3.0 CONSTRUCTION 3.1 Configuration and Size. The transformer configuration shall be as indicated in ANSI Standard C57.12.20, Fig. 11. Any assembled transformer that has any horizontal dimension exceeding 46 inches must be pre-approved by CPS (See Section 10.5). 3.2 Cover. Each transformer shall be provided with a cover that is attached by a single center bolt or clamping ring. Welded covers are not acceptable. The cover and clamping band shall be coated so as to have a minimum dielectric strength of 15 kV. 3.3 Exterior Finish. The finish shall consist of the manufacturer's prime coat and two finished coats of synthetic enamel with a minimum dry film thickness of 3 mils. The color shall be Light Gray No. 70, Munsell Notation 5BG 7.0/0.4. If the manufacturer has another standard finish, it shall be submitted to CPS for consideration. 4.0 TRANSFORMER OIL The insulating oil shall be manufactured from napthenic base crudes. Distillates from these crudes may be acid refined, hydrogen treated, solvent extracted, or processed by other suitable refining methods. After approval, no change in crude source, processing, and refining methods shall be made without prior approval. The refining method must

yield acceptable mineral insulating oils for use in transformers, circuit breakers, and other electrical equipment as an insulating and cooling medium. The oil shall be Type II inhibited mineral oil in accordance with ASTM Standard D3487, containing no more than 0.3% of 2, 6 Ditertiary-Butyl Para-Creosol or 2, 6 Ditertiary-Butyl Phenol Oxidation Inhibitor; and this shall be so stated in manufacturer code. The oil shall be free of any matter or contaminants which may be injurious to insulation, paint, varnish, metallic, and/or other parts of the electrical equipment. The oil shall be PCB Free (less than 1.0 ppm PCB), and shall meet any applicable federal, state, or other governmental regulation that restricts maximum PCB content to a lesser value. 5.0 TRANSFORMER GROUNDING PROVISIONS 5.1 Cover Ground. Each tank cover shall be electrically grounded to the tank by means of a removable strap. 5.2 Tank Ground. Grounding connectors and grounding provisions shall be provided on all transformers as specified in ANSI Standard C57.12.20, Fig. 11. 6.0 BUSHINGS 6.1 High-Voltage Bushings. Each transformer shall have two high-voltage bushings located as shown in ANSI Standard C57.12.20, Fig. 11. 6.2 Low-Voltage Bushings. Each transformer shall have fully insulated low-voltage bushings as shown in ANSI Standard C57.12.20, Table 9. 6.3 Color. The bushings color shall match Light Gray No. 70, Munsell Notation 5BG 7.0/0.4. 7.0 TERMINALS Terminals shall be as specified in ANSI Standard C57.12.20, Table 10. 8.0 ACCESSORIES 8.1 Handhole. A handhole shall be provided for all transformers with an internally operated tap-changer. The handhole cover shall be non-welded and shall be located as shown in ANSI C57.12.20, Fig. 11. 8.2 Surge Arrester Pads. Each transformer shall be supplied with two 1/2-13 UNC bolt pads, 7/16-inch deep at each bushing position to provide means for a mounting distribution class surge arrester. Each set of arrester bolt pads shall be arranged vertically on 2 1/2-inch centers on the sides of the tank. The top bolt pad shall be no more than 4 inches below the top of the tank for the 60 and 95 kV BIL windings and 5 1/2 inches below the top of the tank for the 150 kV BIL winding.

8.3 Pressures Relief Provision. The transformer shall be provided with a means to relieve excess pressure in accordance with ANSI Standard C57.12.20, Section 6.2.5. If a replaceable pressure relief valve is provided, the valve shall be either a Tomco-Beta, Qualitrol or Circle Seal and shall have either a 1/4-inch, 3/8-inch or 1/2-inch inlet port. 9.0 NAMEPLATES A permanent, durable, corrosion-resistant, metal (foil unacceptable) nameplate shall be affixed to each transformer with corrosion-resistant screws or rivets. The information on the nameplate shall be applied such that it is weatherproof, ultraviolet and scratch resistant and permanent for the life of the transformer under normal handling and operating conditions of the transformer. Silk-screened and laser-etched paint are not acceptable. If all information cannot be included on a single nameplate, a second nameplate may be provided next to primary nameplate. 9.1 Location. The nameplate(s) shall be located on the transformer in accordance with ANSI Standard C57.12.20. 9.2 Information. The nameplate information shall include all information as specified in IEEE Standard C57.12.00 and the following information: 9.2.1 Information In Print a. b. c. d. e. 9.2.2 Information in Bar Code a. Transformer serial number (per IEEE C57.12.35, Permanent Bar Code Labels) 9.3 Bar Code Requirements. Bar codes shall meet all requirements for permanent bar code labels in IEEE C57.12.35 with the following exceptions: a minimum narrow bar width of 12.5 mils and a minimum wide-to-narrow ratio of 2.2:1. 10.0 INFORMATION REQUIRED FROM VENDOR 10.1 Loss Quotation Form. Transformer losses will be evaluated in accordance with Section 11.0 of this specification. The vendor's quotation shall be provided on a CPS Loss Quotation Form which will be sent with the Request for Quotation. The Loss

Quotation Form shall include guaranteed loss and percent impedance information as specified. 10.2 Transformer Losses and Percent Impedance. The vendor shall provide actual certified losses and actual percent impedance for each transformer delivered to CPS. The information shall be in a comma-delimited text file with a "csv" extension. This information shall be E-mailed to CPS at "distspec@cps-satx.com" by the actual delivery date of the transformers. Failure to provide this data as specified represents an incomplete transformer delivery and could result in delay of payment by CPS until the test data is received. 10.3 PCB Statement of Compliance. For all transformers supplied to CPS, the vendor shall provide to the CPS Environmental Section a "Statement of Compliance" that the oil in the transformers meets the PCB requirements of Section 4.0 of this specification when the transformers are delivered to CPS. Each Statement of Compliance shall include the name of the manufacturer and the serial numbers of all applicable transformers. The Statement of Compliance shall be sent to the MSDS Data Manager, c/o CPS Environmental Section, Main Office 4th Floor, P.O. Box 1771, San Antonio, TX 78296-1771. 10.4 Material Safety Data Sheet (MSDS). The manufacturer shall provide copies of the MSDS for any chemical component supplied in or with equipment and/or accessories as required by OSHA Hazard Communication Standard 29 CFR 1910.120. This requirement applies to any substance for which CPS would be required to have an MSDS due to CPS personnel either using or being exposed to the substance while inspecting, operating or maintaining the equipment. MSDS(s) shall be received prior to or with first delivery. The vendor is also responsible for providing any updates of respective MSDS(s). All MSDS(s) and updates shall be sent to the MSDS Data Manager, c/o CPS Environmental Section, Main Office 4th Floor, P.O. Box 1771, San Antonio, TX 78296-1771. 10.5 Approval Drawings. If any horizontal dimension of the assembled transformer exceeds 46 inches, the vendor must submit drawings for approval with the quotation. 11.0 TRANSFORMER LOSS EVALUATION Transformer losses will be considered in the evaluation of bids in accordance with the following formula: Total Evaluated Bid = Selling Price + (A) (Excitation Losses) + (B) (Load Losses) Where the excitation losses and load losses are guaranteed average loss values submitted by the vendor and the loss factors (A) and (B) are the cost per watt values provided by CPS with the Request for Quotation and the Purchase Order. 11.1 Definitions. 11.1.1 Total Evaluated Bid. Actual figure used by CPS in bid evaluation. 11.1.2 Selling Price. The price CPS will be charged for each transformer. 11.1.3 Item. An item is defined as all transformers of a single type, kVA size, and voltage (i.e. single CPS material number) on each CPS Request for Quotation, Purchase Order or Purchase Order Release.

11.1.4 Purchase Order. A purchase order is defined as all transformers that are purchased by CPS on a single purchase order number and release number for that contract period. 11.1.5 Excitation (No-Load) Losses. Those losses (in watts, corrected to 20C) which are incident to the excitation of the transformer at 100% rated voltage and rated frequency with no externally connected load. Excitation losses are defined in IEEE Standard C57.12.80, Section 3.7.2.2. 11.1.6 Load Losses. Those losses (in watts, corrected to 85C) which are incident to the carrying of 100% rated current at rated frequency through the windings of the transformer with the output winding short-circuited. Load losses are defined in IEEE Standard C57.12.80, Section 3.7.2.3. 11.1.7 Total Losses. The sum of the excitation losses and the load losses. Total losses are defined in IEEE Standard C57.12.80, Section 3.7.2.1. 11.1.8 Guaranteed Average Losses. The guaranteed average excitation, load, and total losses are those values specified by the vendor with the quotation. 11.2 Transformer Loss Tolerances. Actual losses on each transformer shall not exceed the guaranteed average losses by more than the following percentages, as specified in IEEE Standard C57.12.00. Excitation Losses Total Losses 10% 6%

Any individual transformer, with actual measured losses exceeding the guaranteed average losses by more than the allowable percentages indicated above, will be subject to return to the vendor for repair or replacement at the discretion of CPS. Whether or not the transformer is returned, a $50 penalty (separate from the losses penalty) will be assessed for exceeding the allowable percentages. Should CPS elect to keep the transformer, a losses penalty will be assessed on the individual transformer in accordance with the following formula, and that penalty will be added to the above penalty. In addition, this transformer's losses will be used in calculating average losses for the Purchase Order. Losses Penalty = (A) (Actual Excitation Losses - Guaranteed Average Excitation Losses) + (B) (Actual Load Losses - Guaranteed Average Load Losses) Where factors (A) and (B) are the cost per watt values provided with the Request for Quotation and the Purchase Order.

11.3 Loss Quotation Form. The vendor shall supply the following information with the quotation by filling out and returning a "CPS Distribution Transformer Loss Quotation Form." This completed form is required in order for the quotation to be considered complete and valid. a. Selling price b. Guaranteed average excitation losses in watts, corrected to 20C c. Guaranteed average load losses in watts, corrected to 85C d. Guaranteed average total losses in watts (Sum b + c) e. Guaranteed percent impedance, corrected to 85C f. Total evaluated bid as calculated from the loss evaluation formula using the appropriate loss factors 11.4 Bid Award. Each manufacturer shall provide City Public Service with guaranteed no-load and load losses. These losses will be used in determining the total evaluated bid (total owning cost) of the transformer. The lowest total evaluated bid per item will be multiplied by a factor of 1.03 to establish the upper limit of the evaluation window. All bids which fall within this total owning cost window will be considered equal. The award will then be made based upon selling price (first cost) and/or delivery. 11.5 Testing. The manufacturer's actual test data (See Section 10.2) will be verified and adjusted, if necessary, by CPS test results. The verified test data is then used to determine whether or not the actual losses of the transformers supplied to CPS exceed the guaranteed average losses. 11.6 Loss Evaluation. Any Purchase Order or Purchase Order Release of transformers whose total actual owning cost exceeds the total guaranteed owning cost will receive a penalty in accordance with the following procedure: Note: Penalties are calculated on a release basis for transformers purchased under a CPS Annual Order. 11.6.1 A loss evaluation is calculated for each item on the Purchase Order or Purchase Order Release in accordance with the following formula: Item Evaluation =[Number of Units on that Item] [(A) (Average of Actual Excitation Losses - Guaranteed Average Excitation Losses) + (B) (Average of Actual Load Losses - Guaranteed Average Load Losses)]

Where the appropriate factors (A) and (B) are the cost per watt values provided on the "CPS Distribution Transformer Loss Quotation Form". 11.6.2 The loss evaluations for all items on the Purchase Order or Purchase Order Release are totaled, and the result is the amount of the penalty that will be assessed for that Purchase Order or Purchase Order Release. No credit will be given for a Purchase Order or Purchase Order Release with a negative loss evaluation total. 12.0 INSPECTION AND TESTING 12.1 Inspection. All transformers will be subject to inspection by a designated CPS representative to assure compliance with CPS requirements. 12.2 Manufacturers Tests. The manufacturer shall conduct design and routine tests as required by IEEE Standard C57.12.00. All tests shall be performed in accordance with IEEE Standard C57.12.90. Routine or other tests to be performed on each transformer shall include the following: a. Routine Impulse Test (BIL) b. Percent Impedance c. Excitation Losses and Load Losses 12.3 CPS Tests. Transformers will be subjected to electrical acceptance tests by designated CPS personnel. 13.0 SHIPPING INSTRUCTIONS 13.1 Crating. Each transformer shall be securely strapped or banded to a wooden pallet suitable for handling by a forklift vehicle. The pallets shall be constructed in accordance with ASTM D1185. 13.2 Delivery Ticket. A delivery ticket must be furnished with each delivery by the carrier. The delivery ticket must show the CPS Purchase Order number and the number of transformers being delivered to CPS. 13.3 Packing List. A packing list shall furnished with each delivery to CPS. The packing list shall include the CPS Purchase Order number, a description and the total number of each transformer size being delivered to CPS. 14.0 WARRANTY The manufacturer shall fully warrant each transformer and all components thereof against defective materials and workmanship for a period of eighteen (18) months from date of receipt by CPS or twelve (12) months from date of installation by CPS,

whichever occurs first. The manufacturer shall bear all direct costs of correction and replacement of the defective materials or workmanship during the warranty period including shipping costs. 15.0 GENERAL INSTRUCTIONS 15.1 Order Information. All Requisitions, Requests for Quotation, and Purchase Orders for transformers covered by this specification shall contain the following information: a. CPS material number b. Number of transformers required c. Brief description of transformers required, including phase, kVA rating, and voltage ratings d. CPS Loss Quotation Form e. Cost per watt multiplying factors (A) and (B) f. Delivery date g. Delivery destination h. Reference to this specification by number and latest date 15.2 Copies Of CPS Specifications. Copies of CPS specifications shall be obtained from the Purchasing Division of City Public Service. 15.3 Requirements for Product Approval. Products must be approved before quotations will be considered on a manufacturer's proposed product. Products covered by this specification shall be approved in accordance with CPS Specification 000-01 and any additional requirements in this specification. Where conflicts may arise between this specification and CPS Specification 000-01, this specification shall prevail. 15.4 Exceptions. Any and all exceptions to this specification must be listed individually and accompany the quotation. If there are no exceptions, the words "NO EXCEPTIONS" must appear on the quotation.
