*With regard to the nuclear events in Japan. I have been watching over the
wkend. We need to work together on this and have very strong coordinated
messages. There is a risk here that this event could impact on the global
industry. We need to ensure the anti-nuclear chaps and chapesses do not
gain ground on this. We need to occupy the territory and hold it.

- From web searches I can see anti-nuclear people across Europe have
wasted no time of blurring this all into Chernobyl and the works.

* At the same time it is important that we highlight that even

the 1960 technology in Japan of these two reactors that the
safety systems have worked in protecting the reactor and not
resulting in any long-term harmful radiation leak. We need to
highlight that radiation that has been released has been done so
through controlled venting. The explosion whilst visually
dramatic is part of the safety system, the building has protected
the reactor.

We need to show this as an example of the safety of nuclear

and how this is even higher with the AP1000 Gen III

Chris Huhne giving interviews from 11.00. Not yet had opportunity to discuss with him. He
may stick with current lines (see below). But he might, if pressed, wish to say he is asking
Mike Weightman to provide a full assessment of the implications and lessons to be learnt.
If he does it would be good if EdF could welcome. Not sure EdF unilaterally asking for a
review is wise. Might set off a bidding war

The incident at Fukushima is clearly a very serious matter. It is much too early to say
what the impact and implications are.
We will be working closely with the IAEA (International Atomic Energy Agency) and
Japan to carefully establish what lessons can be learned.
HEADLINE DEFENSIVE

Does this mean UK's new build programme Is on hold?

No. We shouldn't make snap judgements at this point, but we will need to make sure
that we can carefully establish what lessons can be learned.

Any official (or unofficial) comment on Nick Clegg's remarks? They seem both unhelpful and a little
premature.

NUCLEAR: Clegg casts doubt on new UK nuclear plants

The Daily Telegraph (Rosa Prince) says that Deputy Prime Minister Nick Clegg has cast doubt on the
future of nuclear power in Britain by predicting that new reactors could prove too expensive to build
as a result of the explosion at Japan's Fukushima nuclear plant. Clegg suggested in a briefing to
journalists on a visit to Mexico that a review into existing UK plants would recommend stricter and
more costly safety standards. He suggested that energy companies would struggle to raise
investment from the private sector for new nuclear plants as a result of Fukushima.
The Times (Michael Savage) reports that Clegg insisted there would be no rowing back' from the
Coalition agreement that new nuclear plants would only go ahead without state subsidies. Clegg's
intervention is likely to anger the Conservatives, who believed they had won the argument over
nuclear energy.
The Daily Mail (Jason Groves) says that many Liberal Democrats believe Fukushima has given them
a fresh chance to block new nuclear plants

The SoS was referring to the Dungeness B tender back in the early 60s, although the
choice of the word "refused" was possibly not the best.

A BWR design, similar to that used in Fukushima, was put forward alongside a PWR and
the AGR in an open tender process for Dungeness B back in 1964.

After an economic assessment, the AGR design, was chosen as the preferred bidder
the rest is history.

He was definitely NOT making any reference to GDA or the suspended assessment of the
ESBWR.

Dear All

The Office for Nuclear Development and the Nuclear Industry Association will be holding a
round table on Monday 18 th April to discuss a joint communications and engagement
strategy aimed at ensuring we maintain confidence among the British public on the safety
of nuclear power stations and nuclear new build policy in light of recant events at the
Fukushima nuclear power plant in Japan.

We would like to invite you to take part in a discussion on how we can develop a strategy
which is owned by both Government and industry that will be fact and science based
communicated in the most feasible way to the public.

In developing this strategy we want it to be:

• Based on factual and scientific evidence;

• Accessible and understandable to the public;
• Transparent;
• Communicated by respected organisations/talking heads.

Areas to be communicated could include issues such as:

• Why nuclear is important in mitigating climate change and ensure secure energy
supply;
• Economics of nuclear;
• Nuclear safety and security;
• Health effects such as radiation.

As well as looking at addressing particular issues we should consider the audiences to

whom we focus on eg. local communities of nuclear, women due to concerns over health
issues and the investment community.

The meeting will take place from 11:00am — 2:00 pm on Monday 18 April (with lunch
provided from about 1pm onwards) at the NIA headquarters:
