The Goals of Switch Program:
In Asia, main challenge to sustainable development is the increasing GHG emissions caused by rising energy consumption. Therefore, improving energy efficiency to alleviate global warming is an important way to achieve sustainable development

ICA coordinated with 4 partners to enhance the awareness of higher efficient transformer producing, procurement with policy making with the following aspects:

Market Size of China Distribution Transformer:
From 2006-2009, the number of distribution transformers has been increased from 639,000 units/year in 2006 to 878,000 units/year in 2009, an average annual increase rate of 11.2% in the 4 years; The total capacity has been increased from 268.96million kVA/year in 2006 to 372.72million kVA/year in 2009, an annual increase rate of 11.5% over the 4 years.

Standard & specification upgrading 1. MEPS standard run through the project period; 2. Develop TOC guideline for end users 1) DL/T985 standard upgrading launched by CEC;
Title: Guide for Determining Energy Efficiency for Distribution transformer Draft standard was completed at Jan of 2011; Focus at the total owing cost at the total life of DT, and guide users to assess old transformer replacement, capacity calculation and payback period calculation at the procurement of higher efficiency transformers;

2) DL/T985 software launched by CEC/ICA;

Standard & specification upgrading 1. MEPS standard run through the project period; 2. Develop TOC guideline for end users 3. Develop Eco-design for manufacturers
Eco-design standard launched by CEEIA; Title: Guide of eco-design for power and distribution transformers Draft standard was completed at end of 2010;

4. Develop labeling program


After MEPS proved, labeling program will be started based on the items of MEPS;

5. Support government to enhance the finance incentive with MEPS and labeling program
Beijing energy conservation center launched the case study to support users at the old transformer replacement with finance insensitive based on MEPS
