My responsibilities involve acquisition efforts for the missile test ranges at P
atrick AFB, Fl. and Vandenberg AFB, Ca. I was involved with program management a
nd engineering duties supporting an on-contract sustainment effort of $15 millio
n with an additional $5 million to be placed on contract in the near term. With
few exceptions, the sustainment effort involves state-of-the-art equipments. The
installations are non-organic involving a prime contractor and sub-contractors.
My primary focus is (1) cost, (2) schedule, and (3) technical performance. A so
lution to the requirement statement is developed through meetings with the user,
the Wing, the prime contractor, and this SMC office. After board reviews the re
quirement is placed on contract by the SMC PCO (contracting officer). My managem
ent and engineering responsibilities for the effort are typically exercised in a
series of planned meetings until the contract is completed and accepted by the
Wing. As team leader, IPT team is involved in the PDR, CDR, DT and E milestones
during the course of the contract. Certifications needed to perform the above re
sponsibilities include Level II SPRDE and Level I Program Management which I've
attained.
Specific actions during the course of all projects on contract involve monthly v
erbal stand-up presentations to upper management (GS-15 and Military). Bi-weekly
IPT meetings leading an IPT team in discussions and problem resolution. Travel
to attend Critical Design Reviews and to provide government concurrence was perf
ormed. The corresponding results are the successful completion of numerous proje
cts for the USAF test ranges in Florida and California. Retired from USAF on 3
March 2006.

My responsibilities involved world-wide organic installation of equipments and s
ystems.
In addition to a full installation, there were technical solutions and cost esti
mates provided to various organizations. Typically a requirement from an AF base
would initiate a site survey to collect details needed to provide a solution to
the requirement. The equipment types installed were VHF/UHF ground radio sites,
ground based radar (both precision approach and surveillance), in-plant telepho
ne switches, as well as control tower and RAPCON equipments. The installation pa
ckage was prepared and sent to the organic organization making the installation.

Specific actions during the solution phase included my travel to the AF base to
perform a site survey as well as coordinate with the CS during the in-brief and
out-brief. The corresponding results were successful equipment installation at (
1) Aviano AB, Italy, (2) Grand Forks AFB, ND, (3) Altus AFB, Ok, and (4) Sheppar
d AFB, Texas.

AA contract with the contractor was my responsibility. I was involved in proble
m resolution of FAA system(s) on a continuous basis with the prime contractors.
