I have a strong track record in employee development and training on a wide vari
ety of learning initiatives, building programs from the ground up in distance le
arning, technical classroom training and instructor-led train-the-trainers. For
the State of Illinois and nationally, I led programs for systems and operations
training with tight, defined timelines. I revitalized the 113th Wing's education
al program, making it a model for effectiveness. As a change agent, I look to br

SELECTED ACCOMPLISHMENTS
Directed national dual-discipline HR conference. Recommended plan to consolidate
two National Guard (NG) conferences. Planned combined meeting for Employee Deve
lopment and Staffing Specialists. Built curriculum and outside speakers based on
needs assessment. Saved considerable budget and meeting became blueprint for on
going events.
Developed training program for employee development specialists (EDS). Elected N
G Bureau Chairman for Human Resources Development Advisory Council. Developed St
andard Operating Procedure (SOP). States provided EDS frameworks for desired ski
lls and abilities. Negotiated national standards and in the process, cut trainin
g costs by 50%.
Designed curriculum for statewide computer training program. Illinois NG had pla
n to provide just-in-time training when new systems were delivered. On limited b
udget, set up matrix of delivery time and candidates to train. Brought employees
to single location for phase-1 training and when additional budget was obtained
, moved phase-2 to local level.
Controlled costs on workers compensation program. Charge-back costs were rising
and no approved return-to-work program existed for USMC Federal Workers Compensa
tion Program. Hired injury compensation investigators. Gained policy letter from
Division Director. Removed 30 claimants at cost savings of $30M and 100 employe
es returned to work.
Created e-Learning program to supplement instructor-led training. National Guard
Bureau (NGB) wanted Basic Supervisor course turned into a Computer Based Traini
ng (CBT) program. Built storyboards and interactive road map. Executed program t
imelines well ahead of schedule.
CAREER HISTORY
Human Resources (Benefits), Department of Defense, USMC, 2004 to December, 2010.
Designed training course for employees and supervisors, as well as developed an
d oversaw the return to work program, light duty program, ergonomic program, hea
lth awareness and the FECA fraud investigation program.
Employee Development & Staffing, National Guard Bureau-HR, 2000 to 2004. Reviewe
d the distribution and management of $8 million budget and Billing Officer for I
MPAC purchasing card. Coordinated and instructed the quarterly Senior Leader Tra
ining and Orientation Course. Guided the development and transfer of Basic Super
visor Course to e-Learning format and web-based training. Drafted change to Staf
fing Qualification Standards and Congressional requests.
Training and Employee Development, HRO-Illinois, 1986 to 1999. Developed the Sta
te Training Program needs assessment. Coordinated training budget and identified
methods and types of training for each military technician using the principles
of Education experts. Developed Performance Standards and determined the approp
riate types of training. Conducted and taught all parts of the National Guard Ba
sic Supervisor course and served as a guest instructor for other states. Develop
ed and implemented the Illinois National Guard Individual Development Program.
