EXPERIENCE
CONSULTING PROGRAM MANAGER, Indotronix Corp. 2/2009 - 6/2009
Assumed risk management leadership role for the JTRS program
interfacing with leading aerospace contractors, in order, to mitigate
mutual engineering design and budget issues. The risk rate was
identified and mitigation moved forward. Daily tasks included
forensic tracking of design parameters that were either omitted or
overlooked. During this process a thorough review of the design and
implementation process was conducted. In those areas, where scheduled
progress was impacted, I researched and developed processes to
mitigate any schedule anomaly.
AERO SPACE SOLUTIONS 5/2008 - 2/2009
Assigned to HAMILTON-SUNDSTRAND as Project Engineer/ Program Manager
Military Programs with focus on the Korean Air Force T-50 program
(T-50 is the KAF version of the USAF F-16). Managed the 'Sustaining
Engineering' portion of the project which, required an active
participation in the financial and technical arena. Since the
aircraft was built by another vendor and significant time had passed,
the project required re-steering the errant vendor engineering issues
and blending with Hamilton employees as a principal peer with the
customer (KAF). The heroic effort put the program in the correct
schedule time frame bringing it back on track despite the Programs
serious delivery problems. Planning and negotiation skills with the
customer (KAF) and HS management were critical to this successful

DATRON WORLD COMMUNICATIONS 3/2006 - 5/2008
_Designers, manufacturers and distributors of high frequency
tactical communication systems_
_DIRECTOR- DESIGN_ _ENGINEERING _
Led an emerging design engineering department implementing program
management principles and repeatable metrics. Initiated quantifiable
processes that helped maintain the marketability of the legacy radio
systems. This included the development of design engineering
practices that incorporated a First Article review and build program.
The process also validated the design and operability as well as the
development of the manufacturing processes. Developing a struggling
rag-tag group into a world class developer of Software Defined Radios
(SDR); forty seven developers consisting of hardware engineers,
software engineers, firmware engineers and DSP-Comsec engineers
resulted.

Competed for the third world tactical radio market against industry
leaders. This included development of a working prototype in less
than half the time using the facilities of an antiquated MRP system
in a non-traditional management environment. The RT 7700 radio design
considered the current state of the JTRS program with the waveform
implementation within the design. Man Pack design was a major
consideration for this effort.

Identified major challenges in delivery orders for legacy product
lines, built SWAT team to address it, and maintained crucial cash
flow to support development of next generation products.

While directing a technical development force, exercised many
Programmatic principals to the benefit of the program. Initiation and
implementation of Earned Value and WBS practices along with the
development of Program Plans of Execution were significant to
influence the success of this program.

_SENIOR PROGRAM MANAGER _
As the Hands-0n Senior Program Manager for the Up Grade Programs for
the Mini-DAMA Satellite communications system, provided day to day
review of the previous contractual commitments and the "forceful"
entry of these requirements at a minimal cost to Titan Corp.

Responsible for the development and implementation of software and
hardware enhancements for over 600 systems now fielded throughout the
world.

Responsible for both the development and production side of this
most vital Home Land Defense and Communications System.

The Mini DAMA has received continuing favorable notice in the
Satellite communications world. Was responsible for the JTRS
wave-form implementation in conjunction with the Harris Corporation
and Lockheed Martin.

Resolved many contractual, program, engineering and production
disparities. Invoked program management principals were responsible
for both on time deliveries and under budget conditions.

Earned Value management provided visibility and continued
surveillance for the above conditions which resulted in an expanded
contract, bringing favorable corporate recognition and went from a
negative CPAR to an outstanding rating by the US Navy.

Responsible for program development and implementation of
engineering test and support equipment programs functioned as the
senior engineering influence for the B-2 Radar Enhancement program.

Maintain national visibility with the many service commands (Air
Force, Navy, Army and Marine Corps) via visitation, conference
professional involvement and addresses to the societies.

While serving in this capacity assigned by the corporate General
Manager to assess the liabilities that a CRITICAL OVER-BUDGET and
LATE DELIVERY situation would impact on the DME relationship with a
major Military customer (US Air Force B-2 Spirit).

As a result of this assessment, took on site program control of a
less than satisfactory environment with a belligerent and
contractually dissatisfied customer and successfully TURNED THE
PROGRAM AROUND so that the very critical to Homeland Defense systems
were delivered on schedule and the COST LIABILITIES REMOVED.

The Air Force B-2 customer made a complete turn around and a
NEGATIVE CPAR WAS REVERSED. A substantial financial award to DME and
Dr. Britton was made by the B-2 Program Office. Received the DME
corporate award for leadership.

Responsible for establishing and managing field locations in support
of both new and on-going programs. Interfaced, while in the pursuit of
new business, with responsible individuals at SPAWAR, NAVAIR, and
CECOM along with the Air Force at Hill AFB DESPII.

An accomplished proposal leader/writer and is often assigned to
enhance proposals that are in progress.

program to provide depot support for the NAVAIR TPS Off Load Program
valued in excess of $70M.

Authored the proposal and functioned as the capture manager for the
NWAS Marine Corps Test Program TETS (Third Echelon Test Set) that
resulted in the award of a $75M IDIQ contract. Engineering design
experience (womb to tomb) was significantly responsible for the
"winning" of this program for Raytheon.

Provided engineering and program management direction to the
Raytheon Engineering Fabrication & Installation (EF integrated
logistics support; configuration management; program/project
management support; drafting/graphic art services, and data
processing, maintaining schedule and cost.
