Subject: FY2010 U.S. Foreign Assistance to Major Holders of U.S. Treasury Securities

Per your request, this memo includes a table depicting U.S. foreign assistance in FY2010, by sector, to
countries holding more than $10.0 billion in U.S. treasury securities.1 The FY2011 data you originally
requested is not yet available, as county-level allocations have not been established following the April 15
enactment of P.L. 112-10. As requested, the funding in the table represents appropriated amounts and
excludes assistance provided through the Foreign Military Financing account. Countries are ordered by
the value of their treasury security holdings, with the highest value holder, China, listed first. Sectors are
consistent with the State Department’s Foreign Assistance Framework. All of the assistance data in the
table is compiled from the foreign assistance “Dashboard” at www.foreignassistance.gov.
