THE SINGAPORE CERTIFIED ENERGRY

MANAGER PROGRAMME (SCEM)

About the SCEM programme

The programme envisions a SCEM (Singapore Certified Energy M anager) as a competent


energy professional equipped to perform technical & managerial functions as a qualified
person in energy auditing works (at level III), energy performance contracting and project
management, energy efficiency analysis, energy economics and financial assessment. He
or she is also expected to carry out data analysis, identify saving potentials and make sound
recommendations and proposals.

The programme is recognized and endorsed by the US-Association of Energy Managers


(AEE). Candidates who successfully obtained the Professional SCEM certification are pre-
qualified to sit for the CEM certification exam without attending AEE’s CEM preparatory
course.

Eligibility for SCEM Certification

Candidates must possess degree with at least 2 years of relevant experience, and
successfully complete the SCEM course within 1 year, which comprises of 4 compulsory
modules and any 2 from the elective list. For more information regarding the NEA’s training

The whole SCEM programme takes 18 days in total to complete and on an average,
candidate would need to complete at least 1 module per month. Candidate needs to take
4 core modules and 2 elective modules to complete the SCEM programme.

REGISTRATION FOR FULL SCEM PROGRAMME ONLY (Individual module application not available)

Registration and confirmation of training places is based on first-come-first-serve basis.


Interested and qualified applicants please submit the registration form, NEA’s training grant
application form and photocopy of relevant degree to BCA Academy.

REGISTRATION OPEN

Placement will be subject to meeting entry requirements (for SCEM certification) and on first-
come-first-serve basis. Applicants who are eligible shall be offered placement in the next
available intake. Our enrolment officer will inform eligible applicants once their schedule
dates are confirmed.

DEFERMENT OF MODULE

An administration fee of 10% of the original module fee is chargeable if notice in writing is
received by BCA Academy at least 2 weeks before the module commencement date. An
administration fee of 25% of the module fee is chargeable if the notice is received by BCA
Academy less than 2 weeks but more than 3 working days before the module
commencement date.

No deferment is allowed if the notice is received by BCA Academy 3 working days or less
before the module commencement date. Under this circumstance, the case will be treated
as a withdrawal unless the registered participant decides to proceed with the original
course.

BCA Academy reserves the right to amend the course details, revise the course fee without
prior notice, to cancel, postpone or change the venue of the course in the event of any
unforeseen circumstances.

APPLICATION FOR SCEM TRAINING GRANT


The SCEM Training Grant is a co-funding scheme administered by NEA to dev elop local expertise and capability
in professional energy management.
Eligibility for SCEM Training Grant
Candidates who sign up for the full SCEM Programme at Professional Lev el are eligible for the Training Grant.
In addition, Candidate must:
• be a Singaporean or Permanent Resident
• hav e a relev ant degree in engineering or science; and
• hav e at least 1 year of relev ant engineering experience
(Applicant must furnish a company's letter of support, from current employer. Please refer to sample attached or
download from BCAA website @ www.bcaa.edu.sg.)
Conditions
• Qualifying candidate need only pay a one-time fee of S$963.00 (with GST) upfront for the full 144-hour professional
lev el SCEM Programme, which consists of 4 core and 2 electiv e modules.
The NEA would subsidize the rest of the fees.
• Candidate must achiev e at least 80% class attendance and attended the course examination.

• Candidate will need to complete Section ONE, TWO & THREE below.
• Completed form must be sent to Enrollment Officer (SCEM programme), BCA Academy, 200 Braddell Road,
Singapore 579700 at least two week before the course commencement date.
• Successful candidates will need to issue a cheaue, should be crossed and marked “account payee only”,
payable to ‘BCA Academy.’
• A photocopy of candidate’s NRIC, CV & academic degree and/or other qualifications achiev ed should
be attached to this application.
