Career Objective
A long term, responsible applied physics / professional electrical engineering p
osition on technically challenging projects. I provide a theoretical approach ba
sed on undergraduate Electrical Engineering focus in communication and control t
heory. More than twenty years of practical experience applying this theoretical
foundation solidifies the theory. This is further enhanced by graduate study foc
used on the theoretical basis of digital communication, electromagnetics and qua
ntum mechanics. A position allowing the exercise of my theoretical, trouble-shoo
ting and practical project, field experience is desired.
Professional Electrical Engineer Licensing
Original examination licensing: California
Oral examination based comity certification: Nevada (allowed to expire)
Arctic design course work based, comity certification: Alaska
Comity certification: Oregon, Washington
Technical, Computer Software Experience

ATLAS, MAC, BASIC, FORTRAN,
Over 30 years of systems failure diagnostic experience.
Automated test systems design
Professional Experience
June 2010 graduate with MS Physics degree (focus on theoretical electromagnetics
and quantum mechanics). A minor, focusing in the theoretical basis of digital c
ommunication and signal control in the electrical and communication engineering
department, was pursued.
Over 20 years of Professional Electrical Engineering experience as "responsible
engineer" in charge of power generation, distribution and control systems as wel
l as communication, control and status definition systems design. Principal engi
neering effort has included hospital, commercial, educational, military, governm
ent, institutional and transportation facilities. My recent engineering focus ha
s been on the presence of wide spectrum energy presence on power distribution sy
stems and mitigation of the electromagnetic field effects on digital communicati
on and control systems within facilities.
I bring solutions via an "outside the box" approach to problems based on integra
tion of a wider field of experience in: physics, complex system failure analysis
, communication engineering, power engineering and radiative energy engineering
than is normally encountered.
Solution Approach
Most project problems are a result of missing or ambiguous communication of data
. Recognizing the absence or ambiguity of data requires experience that spans mu
ltiple levels of specialization. Successful project integration requires well-de
fined interface coordination between the systems (i.e. the 1998 Mars Orbiter was
destroyed when data output from the telemetry system was in English yards, but
the guidance system assumed the units of the data were metric).
My combined theoretical modeling and working knowledge experience provides a con
tinuous subjective overview of the project objective while designing electrical,
communication and control systems. This overview provides another quality contr
ol loop within the design process that extends beyond the electrical engineering
effort.
Solution Philosophy
From an owner's standpoint, the project objective is to build an efficient, oper
ational system within the cost budget.
From a Professional Engineering standpoint, the project objective is to build an
efficient, operational system within the cost budget that must fail in a manner
that does not cause: injury, maiming or death to the users or environment.
The requirement for failure mode protection in professional engineering services
raises the importance of systems integration in the design process.
Responsible Engineering Experience
Interface Engineering 1982-1998
Bouillon Engineering 1999-2008
Professional Engineering 2008 through present
Graduate Student Physics 2006 through June 2010
Design Experience:
* Most recent project work includes: design, fabrication and construction of a V
HF antenna array, troubleshooting electronic, fuel combustion control systems, a
s well as a commercial, facility life safety, power system expansion.
* Over 20 years responsible engineering experience in the design of commercial,
educational, health care and military facility remodels, and new construction. S
uccessfully completed facility designs from Alaska to Florida and international
designs in Nigeria, Angola, Sakhalin Island Siberia and Kazakhstan.
* Strong design experience in configuring the facility electrical and communicat
ion systems design to allow the optimum construction sequence for operational fa
cility remodeling. The existing and new, communication, power and lighting syste
m architecture must be coordinated to have minimal impact on ongoing facility op
eration during remodel or expansion efforts.
* Over 20 years systems design experience with overall facility systems beyond t
he standard limits of electrical engineering responsibility allows for an easier
, multi discipline, facility design integration at the engineering design level.
* Digital and analog communication and control from 5 Millivolt (mV), 5 Microwat
t (*W) signals in a 25 Millivolt (mV) background noise system and bandwidth up t
o 200 Megahertz (MHz).
* On-site power generation/control and distribution of up to 12 Mega-Volt-Ampere
s (MVA) and 30 Kilo-Volts (KV).
* Lightning radiated/conducted/coupled electromagnetic field control for digital
and analog communication systems in high Kuronic rates area (Nigeria) using Far
aday surface design concepts. The protected facility had received at least five
direct lightning strikes in a six-month period after completion of project. No i
nterruption of digital telephone and computer data network operation was experie
nced.
* Lightning radiated/conducted/coupled Electromagnetic field control for digital
and analog cellular communication systems.
* Lightning radiated/conducted/coupled Electromagnetic field control for hospita
l patient care and monitoring.
* 4 years experience in Aerospace electronic / real time data / status acquisiti
on system design.
