CAREER ACCOMPLISHMENTS
Promoted Projects /Programs
Developed and promoted Strix product solutions to the federal government and to
the top 100 federal government integrators (i.e. Northrop Grumman, Lockheed Mart
in, GTSI, etc).
Studied how the federal government purchased products and services and develope
d a four-pronged introduction of Strix equipment to the federal government.
Targeted government agencies through their small business entities, attending o
utreach functions, introductions to executive decision makers, and phone calls a
nd e-mails introducing Strix and myself.
Pitched to integrators through their small business units, registration online
at their vendor sites, calls to their solutions units, and attendance at various
shows and outreach events where I could network with their staffs
Identified that large integrators were mandated to work with a percentage of sm
all businesses certified as HUB Zone, Service Disabled Veteran, Women owned, 8a
business, and other to fulfill government contracts so introduced Strix solution
s to small businesses who worked with the top 100 integrators.
Acquired preapproved of Strix equipment at USDA for use with USDA rural grants
for special projects.
Results: Facilitated collaborating with large and small businesses to form solut
ion relationships and partnerships so their representatives and company officers
would offer Strix products as solutions.
Planning/Coordination
Charged with final approval authority of all aspects of the design and building
details of the 57,000 square foot DPS/DCI/Criminalistics Laboratory (costs of th
e DCI building was approximately 11-15 million of a 54 million dollar complex)
Worked and collaborated with the other 3 laboratory directors/elected officials
to work through issues that affected all laboratories in the complex.
Involved meeting with 2 to 11 subject matter experts from each section and prom
oted collaboration and negotiation to come to agreements as to their final deter
minations on the configuration of their sections.
Formed committees from different sections to design common areas such as the li
brary, break area, crime scene garage, conference rooms, and other areas.
Results: Culmination of this effort was a state of the art forensic laboratory t
hat provided safe work environment, better security for staff and evidence, and
faster casework turnaround because the laboratory was designed with casework flo
w as an essential element. Resulted in an environment tailored to the way each
section maximized their work performance and provided for a great team building
effort knowing they had a major hand in the resulting laboratory.
Planning/Coordination
Planned, coordinated, and executed DCI laboratory move from Wallace building to
the new laboratory facility located on the DMACC campus in Ankeny.
Prepared all sections of the laboratory for the move of all of the scientific a
nd examination equipment, evidence, firearms reference and drug reference files,
supplies, furniture, staff office items, and other items
Talked to, visited forensic laboratories that had moved within the past 24-48 m
onths to establish what they did right and wrong, as well as, what unexpected is
sues arose.
Coordinated logistics and timing with internal and external clients and vendors
.
Arranged security for thousands of pieces of evidence, firearms, and drug refer
ence files and moved them from the old vaults into the new laboratory vaults wi
th appropriately documentation on each end.
Readjusted move time over a period of three months to accommodate different sch
eduled move dates requiring much coordination and rescheduling with vendors, mov
ers, staff, and customers to maintain workflow.
Results: The laboratory move was without incident and in less time than original
ly projected for laboratory shutdown. The evidence move was administered so no
item of evidence was challenged in courts of law.
Supervised
Directed the EOC (Emergency Operations Center) for force protection for the 202n
d CID MP Grp on the Stem Kaserne in Germany upon recall to active duty Sep 03-04
.
With one week overlap, had to train, learn, and become qualified to head up the
EOC (Emergency Operations Center) for Stem Kaserne force protection, threat res
ponse, communications, and other duties.
Worked with all ranks to carry out army doctrine for force protection and tailo
r it to the AO of the Kaserne. Collaborated with the local national guards who
were posted for access control at the gate to the Kaserne. (guards were a combin
ation of different nationalities)
Duties with a Top Secret Clearance included monitoring, dissemination and respo
nses to communications using SIPER Net and secure encryption phones and computer
s with an attention to detail and security.
Formatted and compiled different digital documents that helped to expedite the
preparation of weekly/monthly reports pertaining personnel and equipment of the
202nd MP CID Grp.
Programmed 14 PTZ surveillance cameras (installed but not being used to fullest
capabilities) so they responded and followed motion, provided auditory alarm re
sponse, and programmed to sweep specific areas.
Wrote SOPs for new equipment and procedures introduced to the unit through the
EOC.
Results: As a Chief Warrant Officer 4 CID Agent charged with oversight of the EO
C and local national Kaserne guards for force protection and headed up the react
ionary force to threats. Efforts upgraded force protection equipment, provided
more efficient and accurate methods of reporting, provided additional assistance
to the unit command and supply staff.
Training
Trained and coached a succession of new state forensic employees to become court
qualified experts witnesses
Selected new hires who had a degree in a physical or natural science and then t
rained them for 2-3 years
Determined training requirements, Created a training file, a training syllabus;
collect training materials, prepared training projects, and prepared practical
problems, Tested the acquired knowledge, Modified training to reflect where more
emphasis was needed
Worked one-on-one with them on technical issues, use of equipment, and provided
lecture information and reading related to topics studied. Scheduled outside
training opportunities as well as identified appropriate training classes.
Results: Upon completion of training, all three employees were accepted as court
qualified after completing the questioned document-training program. Additiona
lly all three passed peer reviews (written, practical, and oral exams), were cer
tified by the ASQDE Board, and performed their job in the most professional mann
er.
Fostered and Managed
Collaborated and developed a new go-to-market plan to develop Strix marketing an
d business relationships in South America, Latin America, and the Caribbean with
a new business contact.
Contacted an individual who had a range of business interests, as well as, high
level contacts in South America, the Caribbean, and Latin America.
Scheduled follow-up meetings, which resulted in conference calls and webinars f
or additional introductions and technology issues.
Decided to partner and go after a project and from that project the relationshi
p grew to working with the individual to introduce Strix equipment in 6 South Am
erican countries and some of the island republics in the Caribbean.
Results: Began the Homologation and NOM (Mexican compliance) process for Souther
n Hemisphere countries where Strix did not have a business footprint. The immed
iate first 10-month business forecast was conservatively estimated at 10 million
in new business with substantial growth each year thereafter.
