iligence (including ASTM Standard E 1527-05 Phase I ESA) within the Oil & Gas I
ndustry in Wyoming, Pennsylvania, Louisiana, and Texas;
? Project Management - CERCLA based RI/FS Investigations/Mitigation/Remedial Des
ign/Construction Management;
? Knowledge and Experience with NEPA; Clean Air Act including New Source Permits

EXPERIENCE
General Manager ? Environmental Services; Rock Well Petroleum, (U.S.) Inc. (2006
-Present): Responsible for all tasks associated with permitting and compliance
of Enhanced Underground Oil Recovery projects in Wyoming, Pennsylvania, Texas, a
nd Louisiana. I successfully implemented an Environmental Management Program fo
r maintaining compliance with numerous federal, state, and local regulations gov
erning the Oil & Gas industry including regulations pertaining to the Clean Wate
r Act, Clean Air Act, Resource Conservation & Recovery Act (RCRA), National Envi
ronmental Policy Act (NEPA), solid waste, wetlands, ASTM Phase I & II audits, an
d many other regulations. Additionally, I worked with numerous regulatory agenc
ies including the Bureau of Land Management, Wyoming Department of Environmental
Quality, Wyoming Oil & Gas Conservation Commission, Pennsylvania Department of
Environmental Protection, the Louisiana Department of Environmental Quality, the
Texas Railroad Commission, and the U.S. Army Corps of Engineers.
Senior Engineer; Pioneer Technical Services, Inc. (1998-2006): Project Manager
for Williams Field Services (natural gas) responsible for all water and waste co
mpliance issues relevant to William?s gas processing facilities in their Rocky M
ountain Area (Wyoming). Responsibilities include NPDES (National Pollutant Disc
harge Elimination System) permitting, Storm Water Construction Permits, Spill Pr
evention Control & Countermeasure (SPCC) Plans, Safe Drinking Water Act, ASTM Ph
ase I & II environmental audits, ground water monitoring programs, production pi
t closures, and all compliance issues related to the management of hazardous and
non-hazardous waste generated by William?s including waste management and minim
ization procedures.
Project Manager for a CERCLA based Phase I Environmental Audit concerning a land
purchase/exchange between a private entity and the United State Forest Service.
Provided construction management/oversight for the reclamation of a historic
mine site as part of the Mine Waste Cleanup Bureau, Montana Department of Enviro
nmental Quality. Conducted engineering design/remediation support and constructi
on management for numerous Remedial Design Units of the Anaconda Smelter Hill Na
tional Priority List Site (Clark Fork River Superfund Site; Atlantic Richfield C
ompany).
Superintendent, Environmental Affairs; TVX Mineral Hill Mine (1995-1998): Respo
nsible for all phases of the environmental management programs for this 600 tpd
underground gold mine located on the northern border of Yellowstone National Par
k. Responsible for all aspects of permitting and regulatory compliance tasks as
sociated with the Montana Metal Mine Reclamation Act, the Clean Water Act, the C
lean Air Act, and many other local, state, and federal laws. Additional respons
ibilities included all required environmental compliance monitoring and reportin
g tasks, all ?in-house? monitoring, internal environmental audits, engineering d
esign and construction oversight of several reclamation projects, engineering de
sign and construction oversight of water handling systems, operational duties as
sociated with the dry-cake tailings facility, and frequent discourse with the re
gulatory community and the public, including various local and regional environm
ental advocacy groups.
Mine Engineer; Montana Department of State Lands/ Hard Rock Bureau (1994-1995):
Responsible for evaluating all pertinent engineering related aspects of hard ro
ck mining permits and exploration permits. Performed technical review of the pe
rmit applications to determine feasibility and compliance with the adequacy and
completeness requirements of the Montana Metal Mine Reclamation Act and the Mont
ana and National Environmental Policy Acts (NEPA). Calculated reclamation bonds
, conducted extensive mine inspections, and identified compliance violations.
Environmental Engineer; PTI Environmental Services (1992-1994): Assisted and co
ordinated remedial investigations of soil, groundwater, and surface water for th
e Clark Fork River Superfund sites. Project Manager for a groundwater investiga
tion for the Upper Blackfoot Mining Complex near Lincoln, MT. Assisted in devel
oping and writing remedial investigation data summary and interpretation reports
as well as sections of the RI/FS report for one of the operable units within th
e Clark Fork River Superfund site. Conducted a GPS survey of sampling sites wit
hin the Clark Fork River watershed as part of an eco-risk project. Involved in
business development activities associated with the mining industry.
Operations Manager; Zephyr Resources (1989-1990): Oversaw all mining, milling,
and administrative concerns for two gold mining operations with a workforce of o
ver 100 employees. One operation was the 40,000 ton bulk sampling effort at the
Summit Mine near Gabbs, NV, and the other operation was the development of the
10,000 tpd Mary-Drinkwater mine near Silver Peak, NV.
Senior Engineer; Meridian Gold Company (1988-1989): Involved in the start-up of
this 30,000 tpd gold mine near Angels Camp, CA. Responsible for design and con
struction management of various infrastructure facilities, the generation of sho
rt and long term mine plans, implementation of ore control procedures including
related computer applications, drilling and blasting, and equipment operation.
Also involved with baseline studies and reclamation activities.
Senior Engineer; Coeur-Rochester Inc. (1986-1988): Involved in the start-up of
this 50,000 tpd gold/silver mine near Lovelock, NV. Generated short and long te
rm mine plans, established ore control procedures and related compute applicatio
ns, assisted in baseline studies, equipment selection, and mine contractor overs
ight.
Assistant Mine Superintendent; Wharf Resources Inc. (1983-1986): Involved with
the start-up of this 10,000 tpd gold mine near Lead, SD. Responsible for the se
t-up and day-to-day operation of the crushing and conveying system, construction
contractor oversight, and equipment operation. Involved in baseline studies an
d permitting for the expansion phase of the mine, and conducted the bidding proc
ess for logging, fencing, and water supply contracts.
General Mine Foreman; Anamax Mining Company (1979-1983): Mine shift foreman for
this 200,000 tpd copper mine near Tucson, AZ. Responsible for the safety and p
roductivity of 50-60 equipment operators and supervisors.
Drilling and Blasting Supervisor; W.R. Grace & Company (1977-1979): Oversaw all
aspects of the drilling and blasting program at this 15,000 tpd vermiculite min
e near Libby, MT. Involved in the generation of short and long term mine plans,
mine geology, and ore control.
