Project Controls Manager - April/08 - Nov/08 - Restart of existing mine includin
g Primary Crusher refurbishment, new Concentrator Facility and all associated in
frastructure. Managed 9 subordinates (6 in engineering office and 3 at site). Ma
jor contributions included weekly engineering progress, definitive estimate prep
aration, EPC schedule development with 3,200 activities incorporating contractor
's schedule updates and monthly interactive planning sessions.
Project was put on hold when the price of Molybdium plunged 68% in November, 200

Hovensa - Refinery Upgrade and New Cogeneration Facility, St. Thomas $240 millio
n.
Client Project Controls Manager - (May/07 - Feb/08 - Managed the project control
s requirements for various contractors and maintained overall project schedule,
cost report and change management system for a new 500 MW Cogeneration unit. Met
with contractors weekly to ensure planned progress, productivity and cost effec
tiveness was achieved. I also assisted with the schedule development for a major
shutdown for one of the production units.

Bristol-Myers Squibb - Sterile Manufacturing Facility Expansion, Manati, PR $200
million.
Client Project Controls Manager - Consultant (May/05 to April/07) - responsibili
ties included cost and schedule management and oversight of a CM firm on a $180
million expansion and also a $20 million syringe fill renovation (self-perform C
M). Key accomplishments included development of EPCV schedule for a $20 million
renovation consisting of 1,200 activities which was updated weekly inclusive of
critical path analysis and recovery schedule development. Also managed a total p
roject cost report with actual commitments and expenditures from SAP including t
otal project forecasting of final cost and monthly cash flow. Responsible for di
rect oversight and performance of CM contract firm including completeness and ac
curacy of EPC schedule, project estimate, cost reports, progress reports along w
ith review and approval of purchase order/subcontract awards, change orders and
monthly invoices. I strictly managed the change management process. I saved Bris
tol-Myers Squibb over $300,000 in potential claims, recommended constructability
methods and value awareness input.
Skanska USA
Abbott Labs - Humira Manufacturing Facility, Barceloneta, PR $360 million.
Project Controls Manager - Skanska USA (Jan/03 - Jan/05) - Lump sum construction
management of a grassroots facility consisting of a 190,000 SF Manufacturing Fa
cility, a 78,000 SF Laboratory and a 50,000 SF Warehouse. This project was super
fast track where design packages were submitted often times between 70 to 80 pe
rcent complete. Significant cost and schedule changes were issued by the subcont
ractors because of incomplete scope during the bid process. The project was comp
leted under budget and one month late in spite of of the significant on-site pro
cess changes.
Fluor Daniel
Eli Lilly - Humalog Manufacturing Facility - Carolina, PR $800 million
Project Controls Manager - Fluor Daniel (Jun/02 - Jan/03) - Guaranteed Max EPC C
ontract consisting of 2 manufacturing plants (pre-fabricated modules), Lab/Offic
e building, Warehouse and Utility Building. Successfully developed and managed t
he project cost report and the progress measurement system after several failed
attempts by others.
IDEC Pharmaceuticals - Grassroots Multi-Use Manufacturing Facility - Oceanside,
CA - $400 million
Project Controls Manager - Fluor Daniel (Nov/01 - Jun/02) - Lump Sum Conceptual
Design phase for a 180,000 sf Manufacturing Facility and associated support faci
lities in Oceanside, Ca. Prepared Level 1 and Level 2 EPCV integrated schedules,
Appropriation Estimate (+/- 20%) and Work Breakdown Structure. Provided cost an
d schedule input to various studies and alternates. Managed Value Awareness (Cos
t Savings) Program.
South Carolina Department of Transportation - Highway and Road Expansions in nor
thwest South Carolina - $1.2 billion
Project Controls Manager - Fluor Daniel - (Apr/99 - Nov/01) Lump Sum Program Man
agement Services for fifty-two individual road expansion and improvement project
s including engineering, right-of-way, construction and quality turnover. Prepar
ed individual cost estimates and schedules for each project. Managed overall int
egrated schedule and individual cost reports for each project. Managed a peak st
aff of 14 professionals including planners, schedulers, estimators, cost analyst
s and change management coordinators. Prepared overall monthly progress reports
including presentations to SCDOT management.
Warner Lambert - Lipitor Pharmaceutical Manufacturing Facility - Cork, Ireland -
$450 million
Project Controls Manager - Fluor Daniel (Engineering and Construction) - (May/96
- Apr/99) - managed Project Controls Team and functions during the detailed des
ign phase including LS design services, procurement effort and constructability
analysis at Fluor's Marlton, NJ office. In Nov/96, we mobilized to Cork to start
Construction Management services. Managed a Project Controls team of 9 professi
onals (7 were local hires). My focus was mostly on project cost. I trained 4 new
hires, implemented a multi-currency cost report utilizing current and forecaste
d exchange rates and prepared very detailed cash flow forecasts per Warner Lambe
rt's request. The project was finished on schedule (18 months) and under origina
l budget despite of over 1,500 change orders issued after the final IFC document
s.
Minera Escondida Limitada (BHP Minerals) - Copper Mine Expansion and Electrowinn
ing Leaching Facility - Santiago and Antofagasta, Chile $750 million.
Project Controls Manager - Fluor Daniel (Construction Only) (Jan/93 - April/96)
- Worked 6 months in Fluor Daniel's Santiago office to interface with the Design
effort, constructability input, master schedule development, project estimate a
nd the project cost report. Relocated to site (Antofagasta) and converted the co
nstruction schedule to a Spanish/English version sorted by prime contractor. Led
weekly schedule reviews with prime contractors, design engineers and field supe
rintendents. Managed Fluor Daniel's lump sum contract cost report and change man
agement system. More than $200 million of new scope was awarded unsolicited to F
luor Daniel by MEL. BHP Minerals (MEL's Parent Company) presented our entire Con
struction Management Team with a $1 million bonus for safety, cost under runs an
d schedule adherence.
Alcan - Aluminum Smelter Expansion - Pindamonhangaba, Brazil - $420 million
Project Controls Manager - Fluor Daniel Feb/92 - Dec/92: Assigned to Alcan as a
Planning Consultant to expand and integrate their EPC schedule, teach planning a
nd scheduling skills as well as Primavera usage. Also assisted with the developm
ent of two detailed estimates.
