As Human Resources Director, served as Internal Consultant and provided authorit
ative expert advice to the Agency Director and leadership team in all areas of h
uman resources. especially in the areas of the Federal Government Classification
System and organization structural design. On behalf of the Agency Director, re
solved Unfair Labor Practices, grievances and a wide range of conduct and perfor
mance problems. . Researched and applied case law decisions from the District of
Columbia Office of Employee Appeals. Created a Labor-Management Partnership Co
mmittee that won first place in a citywide contest. Established an Employee of
the Month Program and a Human Resources Newsletter. Served as the Agency's EEO
Officer for the Agency. Assisted in the development and implementation of an Emp
loyee Development Plan and worked with external consultants to conduct team buil
ding exercises without losing the Agency's cultural norms.

Assisted the District of Columbia Government by conducting a reduction-in-force
and laying off over 1400 employees of the D.C. Health and Hospitals Public Benef
it Corporation (PBC) that included D.C. General Hospital, Community Health Clini
cs and School Health Program. This was the first reduction-in-force for the Cit
y that required the termination of all employees. Through a team of specialists,
conducted information seminars and provided counseling to affected employees.
Coordinated a joint effort with the Department of Employment Services to provide
job placement for the displaced workers. Participated with the Financial Contr
ol Board (Appointed by U.S. Congress) s Transition Team in ensuring that the clo
sure of the PBC had a soft impact on the employees. Managed the Personnel Recor
ds Disposal Program for the former PBC.
