areas of, public housing and HUD contracting. Utilized national network to cap
ture government contracts in fields of core competence. Duties include relation

velopment, thought leadership, proposal development, business process improvemen
t, IT solutions, budgeting, marketing and public speaking. Critical roles inclu

Transitional Executive Project Director (HCVP)
Responsible for the transition effort related to the Chicago Housing Authority H
ousing Choice Voucher Program (HCVP). Project oversight for the hiring, and mob
ilization of 60 staff members including housing specialists, team leaders, Famil
y Advisors, a Manager, clerks and administrative personnel. Developed Satellite
office locations, infrastructure and community connectivity. Additional respons
ibilities include but not limited to: Community liaison (Alderman, Chicago Publi
c Schools, Police Gang House Task Force, Landlords and Voucher holders) union ne
gotiations, administrative plan revision, customer service tracking, budget mana
gement, reporting, and process improvement. The CHA HCVP is responsible for 35,
000 housing subsidies.

Provide consultative services on a variety of projects specializing in small to

ons, developing training programs, grant proposals, strategic planning, program

Contracted Project Manager
Developed the consultative team to respond to the Chicago Housing Authority Requ
est for Proposal (RFP) for the Section 8 Housing Voucher Program.
Provided organizational leadership in developing RFP response and submission. D
eveloped the operating plan for managing 36,000 Housing Choice Voucher holders,
property owners and building inspectors. Developed staffing plan for over 200 e
mployees. Developed the operational budget which totaled $106 million annually.

Garfield Park Conservatory
Contract Consultant
Developed the economic development strategic plan for the Garfield Park Conserva
tory. Provided business solutions to increase revenue streams, and secured coll
aborative partners to enhance community support, and program provision. Provide
d consultation on product development, marketing, budgetary considerations, comm
unity collaborations and programming to increase organizational revenue.

Project Director Illinois Teen Reach Entrepreneurial Program
Developed and implemented Youth Entrepreneurs Program in five cities within the
state of Illinois for the Illinois Department of Human Services Teen Reach initi
ative. Responsibilities included fiscal management of the $490,000 budget; staf
f management in each of the five cities; government report writing; program deve
lopment, and video documentation; establishing local collaborative partners incl
uding public schools; staff training and community public relations.

Developed and implemented adult entrepreneurs training program. Responsible for
fiscal management, program delivery, 7 person staff management and reporting.
Wrote RFP response to the Chicago Empowerment Zone on behalf of the Urban League
and received award for $541,000 to subsidize entrepreneurs program. Developed
community collaborations and public relations program.

Deputy Director of Economic Development
As a change agent for the Federal relief team that transitioned the Chicago Hous
ing Authority from the distressed housing list to the Best Practices list, my re
sponsibilities were to train public housing residents to start businesses the Au
thority could contract with. Managed a staff of 38, and received national award
s under the Clinton Administration for best practices in Welfare to Work two con
secutive years. Trained and Developed 143 businesses, contracted $230 million a
nd employed over 5,000 public housing residents. Operated and Managed 256,000 s
q. ft. business incubator which housed and serviced 58 businesses.
