DEAR MR. MINISTER:
Thank you for your thoughtful message of sympathy regarding
the devastation caused by Hurricane Katrina, one of the
most destructive hurricanes in U.S. history. It is
comforting to have such caring people from across the globe
reaching out to us at this tragic time.
I deeply appreciate Cyprus' offer to provide $50,000. We
were pleased to accept your generous assistance and know
t h a t Cyprus has been and will continue to be a great help
in the relief effort.

I don't believe we have but defer to EUR. We need a paper trail on this. When ~ i s s i o n shave sent in checks with
dip notes we have either: a) responded by Dip Note or b) sent cable to post so that Amb or DCM can thank. Both

The Cypriot Embassy here contacted me to let me know that they are now ready to make the $50,000
contribution they had previously pledged. They are prepared to make a wire transfer, though would prefer to do a
check The donation is for the USG, not the Red Cross. Do I need any additional clearance from L before I give
them the transfer information?

2. (SBU) This cable contains the official USG response to assistance


offers from the Government of Cyprus for Hurricane Katrina. Embas6y
Nicosia should deliver the points in para 3 at the highest appropriate
level at its earliest opportunity.

3. (SBU) Talking points for use with host government:

- - As Secretary Rice's message to Foreign Minister Iacovou (in State

167513) indicated, the U.S. Government is grateful for the generous
offer of assistance from the Government of Cyprus in the aftermath of
Hurricane Katrina.

- - we appreciate and accept the.offer of $50,000. We are in contact


with the Embassy of Cyprus in Washington regarding the specifics of
. accepting this generous contribution. This financial contribution from
Cyprus will make a tremendous difference in the lives of victims of
Hurricane Katrina.

- - The USG has received an outpouring of support from many nations and
international organizations, as well as individuals. On behalf of the
United States Government and all Americans, I want to express heartfelt
appreciation, once again, for the Government of Cyprus's generous offer
of assistance and expressions of concern, as well as those of the
people of Cyprus, in this trying time.

A f f a i r s a t t h e MFA, confirmed press r e p o r t s t h a t t h e C y p r i o t
Council o f M i n i s t e r s had taken a d e c i s i o n t o pledge $50,000
i n a i d t o t h e v i c t i m s o f ~ u r r i c a n eKatrina. Liassides noted
t h a t t h e GOC understood t h i s was l a r g e l y a symbolic gesture,
b u t Cypriots had been moved by t h e t e r r i b l e s u f f e r i n

i n f l i c t e d by K a t r i n a and wanted t o c o n t r i b u t e what t e
could. The Creek c y p r i o t community included many who gad
been made refugees f o l l o w i n g t h e events o f 1974 and
sympathized w i t h those i n New Orleans who had l o s t t h e i r
homes. Polchi e f thanked ~ i a s s i d e sf o r t h e GOC'S generosity
and noted our preference f o r cash c o n t r i b u t i o n s t o be
channeled through t h e Red Cross. Liassides was n o t c e r t a i n
what t h e l a t e s t GOC t h i n k i n g was w i t h regard t o t h e mechanics
o f d e l i v e r i n g t h e assistance, b u t promised t o l o o k i n t o t h e
question and l e t us know as soon as possible.
