requires the addition of water. Colomobia Air Force has a c-130.1 lis standing by. and
I !would like to call him back ASAP with a response to this offer.

Mexico: Mexico's Civil Protection Office (part of the Sec. of Government) has officially offered
four senior disaster response experts to work with NORTHCOM Officials in the U.S. We have
been informed byl NORTHCOM that they would like to accept this offer of
assistance. Claire 810ng trom FE~A has been kept in the loop. Six names were sent to us along
with information on their skills/abilities but I believe NORTHCOM has accepted only four. Two of
the six don't have visas. Our military groups and agencies will be happy to assist with all
arrangements. .

SEDENA has offered 15 semi trailers of supplies, which FEMA has approved for use in Dallas,
per 2334 9/6 email froml ~NORTHCOM. At a 1200.9/6 coordination meeting
between AMEMB MX City ODC andEDENA to discuss further details of SEDENA assistance
offer, SEDENA informed ODC members that their offer includes not just the 15 semi trailers of
supplies but additionally two full field kitchen sets capable of feeding 7000 p~e als a day
for 20 days. and water purification units. The Secretary of National Defense, . has
autnorlzed the Mexican soldiers accompanying/operating this equipment to remain In t e US for
the duration of the 20 days of supplies they would bring. This equipment would also provide the
Mexicans self-sufficiency in lodging and feeding. ODC members informed SEDENA that only the
15 truckloads of supplies have been accepted. by FEMA at this time. NORTHCOM has requested
FEMA determination if original SEDENA offer of 15 truckloads of supplies (or the expanded
SEDENA offer if accepted) can be used in FEMA/Red Cross operations in San Antonio, TX vice
Dallas, TX to facilitate logistical coordination with Mexican forces. American Red Cross Hqtrs in
Washington DC is aware of SEDENA and political desires to work with MX as a partner in the.
Strategic Partnership program etc. I IContacted
Operations Directors Sarah Gabel at Red Cross is Sarah Gabel and Deb Highland (202-303-
5526). Ms. Gabel will contacf ~o let him know if the MX donation can be worked into
the Katrina relief effort in the San Antonio / Dallas area. Once NORTHCOM receives word from
Red Cross. the offer can then be cleared with State TF. If Red Cross can't use the support,
NORTHCOM suggests the approved 15 trucks to Dallas be used as preViously planned as a
donation to the FEMA Katrina relief effort. NORTHCOM also offers the idea that the mobile
kitchen crew (though it would be without foodstuffs) could perhaps cook for a mil staging area
somewhere in the Katrina JOA with the JTF.

Government of Peru: has offered to send 9 tons of canned tuna, and 3.5 tons of canned
sardines. They are prepared to send the aid via Peruvian Air Force. President Toledo will
making a public announcement of the offer.

acceptance of the mental health workers. However. HHS has been in a retreat all day. The contact person at HHS is Dr.
David Smith, 301-675-1920. David is supportive of the visit so he will be helpful. I also had the matrix team add this

I am the Medical Director for the Office of Mental Health in Louisiana. 1 have been asked by the Assistant Secretary of this
Office to coordinate, with colleagues you have already been in contact with, the credential process for our Argentinean his
credentialing effort,

We would anticipate an expeditious processing with little or no delay.

To again note the items ofmost importance to us:

1) The Physician's full name and title with supporting photo-identification;

2) A copy of the Physician's Unrestricted Medical License (ideally certified or notarized, but not essential in this instance)

3) A copy of each person's resume' (to assist in placement).

I understand that this team will be working in Jefferson Parish, an' area along with contiguous Parishes that has suffered
greatly during these storms.

UPDATE: The Argentina team is arriving this Wednesday (9/28) at noon in New Orleans. A SAMHSA staff member, Dr.
Sylvia Fisher will be on site to meet them and will be staying with them for most of the time that they will be working in
Jefferson Parish. They will be staying at the Le Pavilion Hotel, 8333 Poydrais Street, New Orleans. The phone number of

OPl would like our recommendation on Ambassadors to invite for the Hispanic Heritage Month event.
They have a list of Latin American countries that offered relief assistance following the hurricanes. Daniel's

Details on the GOA's White Helmets offer:


· Argentina has offered a 7-member "White Helmets" team ofbilingual mental health
professionals to provide victim counseling to Hurricane Katrina victims. All have considerable
field experience.
· The GOA will cover their expenses and is prepared to keep the team in the U.S. for up to six
months.
· The White Helmets Rescue and ReliefTeain is a civilian group, originally financed 'by the
IDB through an agreement with the OAS.
· Highly respected for their humanitarian and disaster relief, the team has responded to calls for
assistance by UNESCO, the World Food Program, and UNHCR in such countries as the
Balkans, East Timor, Haiti, Honduras, Kosovo, and Lebanon.
· Embassy-Buenos Aires fully supports expedited approval of the team and is concerned that
rejecting the GOA's White Helmet offer might be a sore point for the Argentines when
President Bush attends the upcoming November SUIlUlJit of the Americas held in Buenos Aires.

Basically, the ball is in washington. The colombians offered up to 30 bilingual emergency


counselors who have experience with displaced persons from colombia that we can get up
there as soon as someone says we need you here or there and we can issue visas. They also
offered nutritional supplements and anti-diarrhea medicine. We reported this in a cable
last week. No response. Let us know what else we have to do. If our cable did not get
to the right people we can email it to them ..

we work out whata concrete proposal would consist of we may no longer need it. Very
complicated system involving FEMA and NorthCom.

Hi Tony,
Here is an update on the Colombian mental health workers:
HHS will accept the 4 mental .health professionals that were referred from the State
Department.

We recommend that the acceptance is handled in the same manner as the Argentine offer. In
that vein. a cable should be sent out saying that we will accept four of the Columbians,
but that they should not plan their travel until specific assignments have been made.
They should remain at the ready to travel.

I will follow up with Lisa Gisvold at State about this.

Hi Tony,
Here is an update on the Colombian mental health workers:
HHS will accept the 4 mental health professionals that were referred from the State Department.

We recommend that the acceptance is handled in the same manner as the Argentine offer. In that vein, a cable
should be sent out saying that we will accept four of the Columbians, but that they should not plan their travel until
specific assignments have been made. They should remain at the ready to travel.

I will follow up with Lisa Gisvold at State about this.

As I recall, someone at OFDA Katrina Task Force logistics operation asked me at about 0700 this morning
about a report (or question) they had. from Little Rock AFB about a possible C-130 coming today (9/10) to
Little Rock AFB at 1500. I said we had no information on such a flight, but did have a record of diplomatic
clearance (approved 9/8) for a Colombian 707 scheduled to arrive at Nellis AFB tomorrow (on 9/11). I then
added the DOS Katrina Task Force in TF-1 to the call -- the WHA and PM reps also said they had nothing on
a C-130 flight to Little Rock today, either. As I recall, OFDA logistics was going to check back with the
source of the report (or question) for clarification.

Our folks are checking. The last NC had to say about Colombians was yesterday morning when I confirmed
for Colombian proponents who were asking (including US military) , that we did not need any Colombian items
and I recommended strongly against launching without authorization.

Are you sure this is related to Katrina? Nellis, by Las Vegas, is not being used for Katrina. From what I
know the Colombians were offering, nothing would have been hazmat. The Embassy response is carefully
worded to imply that Katrina aid would be on a C-130, not the reported 707; not clear that all US military
elements in the Colombia theater were polled.

Just spoke to Emily S. Fisher, U.S. Embassy in Bogota. All flight Embassy is aware of would be coming in on
C130's with 30 members of Colombia's disaster assistance force transporting first aid. flashlights, MREs and
nutritional supplements. Although we are aware of this request it has not yet been approved for departure from
Colombia. We have accepted in principle and are awaiting further instructions from FEMA.

Emily will call back after checking on the CAF 707 flight 1201 to arrive in Nellis, Nevada at 1500.

importance as regional allies. Embassy Bogota will work with us to better match the Colombian donations to needs, if
possible. What is needed now? What can we tell Bogota?

Meanwhile, we are not/not advising Colombians, Ecuadorians or Peruvians of internal USG deliberations on
assistance. This is as TF directed. Please advise whenwe can tell these donors SOMETHING, however. On Peru,
wehave an offer of bandages and blankets outstanding (although blankets no longer appear to be as urgent a need).

2. SUMMARY and INTRODUCTION: State 163366 (ALDAC) listed


specific areas of need identified by USG emergency
management officials for Hurricane Katrina relief efforts.
Some or all of the assistance offered by host government
appears to match these needs. Using the talking points
below, post is instructed to convey to host government
officials:

1. On August 30, the GOC offered the U.S. a team of 20


members of its disaster assistance force (Ref E). On
september 6, vice Minister' of Defense Andres Penate informed
us that the GOC was increasing this number to 30. Penate said
that the team is largely (but not entirely) bilingual; there
is a sufficient number of English speakers, however, to form
at least five smaller teams of six people. The team is
composed of experienced civil defense and Red Cross
volunteers, trained in search and rescue operations and the
organization of refugee/relief camps. They would travel with
personal equipment (e.g., first aid, flashlights, MRES) but
not/not heavy equipment (such as boats). Penate said that the
GOC could airlift the team by c-130 as early as September 7.

2. Penate also said that the GOC could airlift 10 tons of a


nutritional supplement, bienestarina, used by the Instituto
colombiano de Bienestar Familiar, a government entity
charged. in part, with improving the health of rural children
through the distribution of supplements. The offered
nutritional supplement contains vitamins and minerals.
including protein and essential amino acids, and can be taken
by any person over the age of six months. The supplement is
in a dried form and must be mixed with water. penate said
that one kilogram of the supplement is sufficient to sustain
one adult for· one month.

Hurricane Katrina relief effort. New or increased offers of assistance have been made by:

• Saudi Arabia pledged $250 million.


• Japan offered additionai$500,000 in relief supplies (bedding, tents, first aid kits).
• Canada offered forensic services.
• Nigeria donated $1 million.
• Djibouti pledged $50,000.
• Colombia offered SOUTHCOM a natural disaster response team and powdered milk.
