Government of Argentina: offers White Helmets and medical aid. B6
Government of Brazil: President Lula has sent a letter of condolence to President Bush
expressing sympathy and a general offer of assistance for hurrican relief.
Mexico: Mexico's Civil Protection Office (part of the Sec. of Government) has officially offered
four senior disaster response experts to work with NORTHCOM Officials in the U.S. We have
been informed byl NORTHCOM that they would like to accept this offer of
assistance. Claire 810ng trom FE~A has been kept in the loop. Six names were sent to us along
with information on their skills/abilities but I believe NORTHCOM has accepted only four. Two of
the six don't have visas. Our military groups and agencies will be happy to assist with all
arrangements. .
SEDENA has offered 15 semi trailers of supplies, which FEMA has approved for use in Dallas,
per 2334 9/6 email froml ~NORTHCOM. At a 1200.9/6 coordination meeting
between AMEMB MX City ODC andEDENA to discuss further details of SEDENA assistance
offer, SEDENA informed ODC members that their offer includes not just the 15 semi trailers of
supplies but additionally two full field kitchen sets capable of feeding 7000 p~e als a day
for 20 days. and water purification units. The Secretary of National Defense, . has
autnorlzed the Mexican soldiers accompanying/operating this equipment to remain In t e US for
the duration of the 20 days of supplies they would bring. This equipment would also provide the
Mexicans self-sufficiency in lodging and feeding. ODC members informed SEDENA that only the
15 truckloads of supplies have been accepted. by FEMA at this time. NORTHCOM has requested
FEMA determination if original SEDENA offer of 15 truckloads of supplies (or the expanded
SEDENA offer if accepted) can be used in FEMA/Red Cross operations in San Antonio, TX vice
Dallas, TX to facilitate logistical coordination with Mexican forces. American Red Cross Hqtrs in
Washington DC is aware of SEDENA and political desires to work with MX as a partner in the.

Operations Directors Sarah Gabel at Red Cross is Sarah Gabel and Deb Highland (202-303-
5526). Ms. Gabel will contacf ~o let him know if the MX donation can be worked into
the Katrina relief effort in the San Antonio / Dallas area. Once NORTHCOM receives word from
Red Cross. the offer can then be cleared with State TF. If Red Cross can't use the support,
NORTHCOM suggests the approved 15 trucks to Dallas be used as preViously planned as a
donation to the FEMA Katrina relief effort. NORTHCOM also offers the idea that the mobile
kitchen crew (though it would be without foodstuffs) could perhaps cook for a mil staging area
somewhere in the Katrina JOA with the JTF.
Government of Peru: has offered to send 9 tons of canned tuna, and 3.5 tons of canned
sardines. They are prepared to send the aid via Peruvian Air Force. President Toledo will
making a public announcement of the offer.
As we weren't able to resolve this issue today, I wanted to make sure you have contact information and that this issue
doesn't fall through the cracks, OFDA (Tony Stitt 703-526-2210) tried to reach someone at HHS today to push the
acceptance of the mental health workers. However. HHS has been in a retreat all day. The contact person at HHS is Dr.
David Smith, 301-675-1920. David is supportive of the visit so he will be helpful. I also had the matrix team add this

OPl would like our recommendation on Ambassadors to invite for the Hispanic Heritage Month event.
They have a list of Latin American countries that offered relief assistance following the hurricanes. Daniel's
email says 4-5 Ambassadors but I have wamed him we might feel that more Ambassadors should be
invited. That being said, please look at the list below and let me know what you think is most appropriate.
Also note that Daniel mentions factoring in support for Iraq into our decision, I leave that up to you if you
think that is a relevant deciding factor.

Attached please find details provided by the Government of Argentina on their team of mental health professionals. DHHS
was able to approve this team fairly quickly once they had the information. So, while there may not be a set standard of
what information needs to be presented, if it resembles the attached, it probably stands a good chance of a speedy
approval.

We have been at this since the day after katrina. Colombia-was one of the-first countries to offer help. AILwe get is
questions about qualifications. Tell us what you need and we will get it for you. butpleaseten us what you need with

yet another question. Had someone asked about qualifications after the colombians made the offer. we might be done
now.
I want to emphasize the colombians are experienced at dealing with displacements (althoguh usually people here are
displaced due to fighting, they have had their share of earthquakes, and last year, floods).
All, we need the infonnation requested on the teams. Pis pass asap. My understanding is that the Colombian team is
bilingual but they still want to see their qualifications. The Mexican may not be but I have told FEMA that it does not
matter as there are thousands of Spanish speaking people who will need their help. PIs help us get the key info so we
can send acceptance cables tomorrow. Merci/Gracias.

complicated system involving FEMA and NorthCom.

I spoke to the HHS/SAMHSA folks just right now. They confirmed that they Will find lodging for the Colombians
and that the team will have to pay for the rooms with their own credit cards. The person I spoke with, Roxy,
mentioned that no one from HHS had actually spoken to Gloria, but rather sent her emails. They are a bit worried
that Gloria has not received their messages. You may want to encourage her to speak directly to either
Pat Bransford or Anne Mathews Younes at 2402761200.

Gentlemen, Our latest info is that FEMA has not yet accepted the Columbian offer, and hence there is no question of
entertaining a flight clearance request. I would caution you thatFEMA clearance for such offers is not coming quickly
these days. And, at this point, offers of food assistance (suc.h as the 10 tons of nutritional supplements} are not being
accepted. So all I can tell"you is to tell the Columbians to sit tight.

As I recall, someone at OFDA Katrina Task Force logistics operation asked me at about 0700 this morning
about a report (or question) they had. from Little Rock AFB about a possible C-130 coming today (9/10) to
Little Rock AFB at 1500. I said we had no information on such a flight, but did have a record of diplomatic
clearance (approved 9/8) for a Colombian 707 scheduled to arrive at Nellis AFB tomorrow (on 9/11). I then
added the DOS Katrina Task Force in TF-1 to the call -- the WHA and PM reps also said they had nothing on
a C-130 flight to Little Rock today, either. As I recall, OFDA logistics was going to check back with the
source of the report (or question) for clarification.

Our folks are checking. The last NC had to say about Colombians was yesterday morning when I confirmed
for Colombian proponents who were asking (including US military) , that we did not need any Colombian items
and I recommended strongly against launching without authorization.
Are you sure this is related to Katrina? Nellis, by Las Vegas, is not being used for Katrina. From what I
know the Colombians were offering, nothing would have been hazmat. The Embassy response is carefully
worded to imply that Katrina aid would be on a C-130, not the reported 707; not clear that all US military
elements in the Colombia theater were polled.
Just spoke to Emily S. Fisher, U.S. Embassy in Bogota. All flight Embassy is aware of would be coming in on
C130's with 30 members of Colombia's disaster assistance force transporting first aid. flashlights, MREs and
nutritional supplements. Although we are aware of this request it has not yet been approved for departure from
Colombia. We have accepted in principle and are awaiting further instructions from FEMA.
Emily will call back after checking on the CAF 707 flight 1201 to arrive in Nellis, Nevada at 1500.
The aircraft is a Colombian Air Force 707 flight # 1201 to arrive in Nellis, Nevada at 1500. Also need
confirmation from NORTHCOM on contents of cargo. There was a mention of possible HAZMAT. Please
advise.

Colleagues:
Colombia offered a disaster support team and a load of nutritional supplement, as you know. Based on informal
guidance we've seen from TF, we understand that USG is unlikely to accept/does not need these contributions now.

HOWEVER, UlS Burns has asked that we (the USG) find a way to accept something from the Colombians, given their
importance as regional allies. Embassy Bogota will work with us to better match the Colombian donations to needs, if
possible. What is needed now? What can we tell Bogota?
Meanwhile, we are not/not advising Colombians, Ecuadorians or Peruvians of internal USG deliberations on
assistance. This is as TF directed. Please advise whenwe can tell these donors SOMETHING, however. On Peru,
wehave an offer of bandages and blankets outstanding (although blankets no longer appear to be as urgent a need).
On Ecuador, we are working with Quito on a possible offer of plywood. If our understanding is not correct or up to
date, please advise.
