Next week I'm submitting letters of concern to oversight agencies regarding alleged first aid training programs
conducted in Wisconsin by the Save-A-Life Foundation (SALF). Prior to doing so, I wanted to provide you with
the opportunity to address what appears to be a serious discrepancy regarding Wheaton Franciscan's SALF
program.

In recent e-mails to writer Lee Cary of Little Elm, TX, you stated that your program provided first aid training to
thousands of students in the Milwaukee Public Schools. However, in a March 17, 2011 FOIA response, the
schools failed to locate any records for the programs described in your correspondence.

Therefore, this is to request that you provide me with the following information so that I may include it in my
forthcoming letters of concern:

1) The names of all Milwaukee Public Schools employees with whom your organization had any contact
regarding your organization's SALF program.

2) The names and contact information of all Wheaton Franciscan employees who administered and/or
participated in your organization's SALF program in the Milwaukee Public Schools.

3) The names and contact information of all trainers who conducted classes in the Milwaukee Public Schools in
your organization's SALF program.

Unless you inform me that you require more time, I look forward to receiving the requested information by March
25, 2011. In the event that I do not receive the requested information by that date, my understanding will be that
Wheaton Franciscan is unable or unwilling to provide it.

RE: Wheaton Franciscan Healthcare Save A Life Program

Dear Mr. Heimlich:

I am writing to you in response to your March 20, 2011 correspondence to Ms. Anne
Ballentine of Wheaton Franciscan Healthcare ("Wheaton"). Please be advised that I
serve as in-house legal counsel to Wheaton. Accordingly, 1 ask that any future
correspondence be directed to my attention.

I have reviewed your letter where you allege "a serious discrepancy regarding Wheaton
Franciscan's SALF program". We appreciate you bringing your concerns to our
attention. Wheaton's mission is committed to providing our patients and communities
with exceptional and compassionate healthcare services. I have investigated this matter
and your concerns. Please accept my assurance that there is no "discrepancy" regarding
Wheaton Franciscan's Save a Life Program.

Wheaton's Save A Life Program is not affiliated with the former Safe A Life Foundation
run by Carol Spizzirri. Wheaton's Save a Life Program brings on-site first aid training to
the community at large. The program also provides age appropriate instruction to area
schools, clubs, and other children's groups and provided instruction to over 600 students
in 2010. The one hour simplified children's training program introduces kids to
recognize an emergency, contact emergency medical personnel, control bleeding and
other basic skills. Bystander Basics is a two hour program that meets the needs of
children ages 13-18 years old. It delivers hands on basic skills and teaches the youth how
to recognize an emergency and how to care for someone who is ill or hurt until
emergency medical help arrives.

The above programs provide valuable skills to school children who often times
experience few successes in their lives. Each class that completes the training gets a
commemorative plaque that is hung in their classroom and serves as a reminder of their
newly learned skills and is often a source of pride. The sixteen instructors include
registered nurses from Wheaton and EMT/firefighters and paramedics. All instructors

are certified by the American Heart Association. Wheaton's Save A Life Program is a
community asset.

The program is not funded by the State of Wisconsin or Milwaukee Public Schools and
does not utilize any tax payer funds.

I trust that the above information resolves your concerns. Again, please direct any future

Thank you for your April 27, 2011 letter in response to my March 20, 2011 letter to Anne
Ballentine, your company's Vice President of Communication & Public Relations (both attached).

I'd appreciate receiving your answers to the following questions.

1) You wrote:

Wheaton's Save A Life Program is not affiliated with the former Safe A Life Foundation

Has Wheaton Franciscan or any of its entities ever been associated with the Save-A-Life
Foundation of Schiller Park, IL (SALF) as SALF claimed on numerous documents, including
financial reports submitted to the US Centers for Disease Control and Prevention (CDC) and in
fund raising materials? If so, what was the nature of the relationship and on what dates did it
begin and end?

2) Did Wheaton Franciscan or any of its entities ever receive funding from SALF? If so, would you
please provide the dollar amounts, the dates when the funding was received, and the purpose for
which SALF provided the money?

3) Did any employees of Wheaton Franciscan or its entities ever correspond with representatives
of SALF? If so, would you please provide me with the names of the SALF employees?

4) Did your program ever provide first aid training classes to students in the Milwaukee Public
Schools (MPS)? If so, would you please provide me with the following information?

- The dates and the names of the schools at which the classes took place.

- The names of the MPS employees with whom your organization arranged the classes.

- The names of the Wheaton Franciscan employees who administered and/or participated in the
MPS programs.

- The names and contact information for all instructors who conducted classes in the MPS
programs.
