Basic Student Services Committee

As proposed by: Councilor Ace de Guzman Ligsay

Rationale:

As a University Student Council, it is incumbent upon the institution to not only represent the
students by forwarding their basic student concerns but also ensuring that effective and efficient
services are provided. After all, according to Abraham Maslow’s hierarchy of needs- For an individual to
fully develop, his basic needs must be met first- thus, the additional relevance of the BSS.

Vision-Mission:

A University Student Council must recognize the necessity of strengthening the basic
student services in the university, making it relevant and accessible to the students. A Basic
Student Services Committee is an integral part of the University Student Council for it is tasked to
create review and consultation mechanism regarding current policies on student services. It is also
tasked to handle student housing relations, health and food services, scholarships and financial
aids, school guidance and counseling, and other student services provided by the university.

Goals and Objectives:

 Strengthen- To solidify the efforts of the University Student Council and the
University Administration in giving quality basic student services
 Empower- To consult and consolidate the sentiments of the student body
regarding the quality, quantity and relevance of the student services offered by
the university

 Review- To develop a well-organized assessment mechanism on the efficiency,


accessibility and relevance of the student services

 Build- To launch new student services and provide creative and innovative ways
to raise funds for the rehabilitation of student housing and upgrade of academic
resource units.

 Interact- To initiate seminars, workshops and fora in all colleges, organizations


and dormitories tied up with the different offices offering student services
 Secure- To be able to secure and protect the rights of the students for student
services, without unnecessary demands from the university administration.

Secretary-General -aids the BSS Committee chairperson in documenting events, keeping minutes
of the meetings and organizing researches, consultation and focus groups discussions with regards
to the committee endeavors.

Student Services Coordinator (from the STRAW committee) - aids the BSS chairperson in
coordinating the different student services offices for an efficient calendaring of its events and
announcements.

Finance Committee Officer (from the finance committee) - handles all the financial and
marketing matters.
Publicity and Promotions Officer (from the mass media committee) - handles the events’
publicity of the committee, the creative arm of the committee.

SPECIFIC PLAN OF ACTION


(DORMITORIES part 1: EMPOWERMENT)

 Academic Resource Units Reloaded

 We will upgrade academic resource units regularly, and we will


develop a good borrowing mechanism with the help of the
Academics Committee Head of the different Dormitory Councils.

 There are 70+ books circulating in different dormitories, we will


maximize these kinds of resources by having a well-detailed book
accounting and each dormitory will have a copy by the end of June.

 OPLAN Bantay OSH

 We will continue to review the policies regarding dorm


admission, payment increase and security affairs of the Office of
the Student Housing.

 Primers regarding the recently revised dorm application will be


released.

 Mechanism of Consultation:

 Round Table Discussion with the Dormitory


Managers. House Councils, ACD, Dormers,

 Survey Forms regarding dorm admissions and


security measures, dorm payments

 Every end of the semester, the BSS committee will release a


comprehensive review and assessment regarding dormitory policies.
The document will also contain proposals from the ACD, Dorm
Managers, House Councils and USC on ways how the OSH shall
implement rules and regulations among dormitories association. If
necessary, we will air our concerns to the Office of the Presidents.

 MINSAN SA MAY KALAYAAN- Freshman Dormers Welcome Video

 We will show a short video clip about the diverse aspects of


Kalayaan life during the Kalayaan Orientation Program organized
by the resident assistants.

 D-SERIES ( Dormer Ako University Wide Campaign)

 In close coordination with ACD, we will ignite DORM PRIDE through


university wide campaigns and merchandise sale.

 Sample Dorm Pride Activities

D-Merchandise Sale- dormitory shirts, ballers and pins


can be sold for reasonable prices during open houses

D-Exhibit- In cooperation with the ACD, we will continue


the annual exhibit of the all the dormitory associations

D-Party- A party for a cause, for upgrade of sports


facilities in different dormitories

D-Tunes- a song writing competition about dormitory


life. Each dormitory will submit one entry and the winning
song will be featured in ACD newsletter, hopefully
(OBLATION), COLLEGIAN, and will be the official theme song
of the Dormer Ako university wide campaign.

D-Paper (ACD Newsletter) - bi-semestral ACD publication,


and the BSS committee will help in collating articles and if possible
in funding the said newsletter. The newsletter will contain
dormitory updates/announcements, policy reviews, USC matters.

D-ROCKS (Variety Show) - Dormers love entertainment.


In partnership with the Committee in the Culture in the Arts, we will
tap different performing arts organization to showcase their talents
in dormitory-wide variety show. Performing guilds of the different
dormitories (Molave Artists’ Pool, Yakal Dancers, Indak Kalai,
Himig Kalai) will also give us entertaining numbers. Of course, it is
also time for the USC members to bring back the Dorm Assembly
memories. Members of the USC will also give them intermission
numbers.

Alliance of Concerned Dormitories will have the final say)

 Dormer’s Notebook

 Online collection of all the documents, photos, blogs about


dormitory living experience. We will also utilize this as an info
dissemination mechanism for all the important dormitory, and
university announcements.

 To engage dormers to participate in this online community, we will


put up discussion points, polls and interesting how-to
compilations.

 This online community will also be the source of DORM and UNIV
Chizmax for the dormers,

 Dormers can also ask questions to the USC, BSS Committee and/or
try to raise their concerns via this online notebook. Website

 Dormitory Lecture Series

 Spearheaded by Ipil Residence Hall last 2009, The USC together


with the said dormitory will initiate talks for the dormers and
other interested parties. Every dormitory will sponsor a talk all
year round.

 Centennial Dorm, Kasali Ka!

 We will push for the active involvement of the Centennial


Dormers in all our dormitory endeavors. We will help them
build their representation in the OSH and ACD by putting up
their very own house council.

 USC Corner

 We will ask for an ample space entitle USC ko ‘to Space in the
dormitory association bulletin boards in order to inform
thousands of dormitory residents in our campaigns and
activities.

Target Date: Early July

 Greet and Grill the USC

 Together with the ACD, The University Student Council will meet
each dormitory once every semester to hear their sentiments
regarding the Council’s performance. This will be a great venue
to plug USC events and at the same time inform the dormers
about our social empowerment endeavors.

(DORMITORIES part 2: SERVICE)

Kapit-Bisig, Kapit-Bahay

 Outreach program and immersions for volunteer dormers in


coordination with the USC People’s Struggle and CRAW.
Volunteer dormers can go to Pook Ricarte, Vicente, Sitio San
Roque and we can have our medical mission, seminar workshops
and healthy pakain.

o Possible tie ups: UP PMHS, UP PMS, UNILAB, Right-Med

Bisita-Eskuwela

Dormers are willing to share their academic capability to the future


iskolar ng bayan. We will tap dormers to teach elementary students
from nearby public schools.

Dormer ng Bayan, Ngayon ay Lumalaban

We will be in the forefront of mobilizing the 4,000+dormers during


pressing and relevant protest-actions.

 Homerun

 This is an event that will tap the alumni and at the same time will
raise money for the dormitory facilities. This is to be packaged as a
run-for-a-cause event through alumni gathering and solicitation.

go the Alliance of Concerned Dormitories

 It is time to market for possible resources for dorm repainting like

 We will tap rich organizations, or well established formations


(ALYANSA, KAISA, STAND-UP) or generous fraternities, sororities,

 Dorm-Wide Movie Screening

 Proven as one of the most effective ways to raise funds, a dorm-wide


movie screening will be organized by the committee.

Possible Movies: Terminator 4, Harry Potter 7, Hang Over 2, Kung


Fu Panda 2

Startup Money: Can be through solicitation, association fees

STUDENT SERVICES

 Scholarship Fair

 We will be organizing a set of scholarship fair inviting different


institutions who would wish to support iskolars ng bayan in our
pursuit of academic excellence. This showcase will not only feature
scholarships for undergraduate students, but also for graduate
students as well.

 Survey Says

 We will conduct a consultation mechanism thru survey, research and


focus group discussion whether the students are satisfied with the
student services that the UP Admin is providing.

 The survey will also include points for improvement, proposals


consolidated from different student sectors for submission to the
concerned offices.

 The Price is Right

 This will be our bantay presyo mechanism, regarding the fees on


student records, student services, dormitory, food services. We will
put grievance boxes in selected/strategic places university-wide.
(dormitories. guards desk per building etc)

 Job Fair

 The basic student services will tie up with the University Job Fair in
order to extend its reach to the students. The BSS Committee will be
active in providing opportunities to the students.

 INGAT Campaign

 Tied up with the SPOFI, The BSS will be in the forefront of health
campaigns and health services. It is every student’s right to be in a
healthy and university environment. (w/ UP Health Service)

Target Date: If the need arises, thrice a semester (health

 ISKA-in, PAANO MABUSOG SA UP DILIMAN

 A weekly online blog of UP Diliman Delicacies- providing online


information regarding nutritional and taste value of isko foods. This
online site will also introduce the students to the UP Manininda at all
our ates and kuyas serving our favorite foods since timely
memorial. There will be a special space for the UFS concerns.

 KEEP BLEEDING FOR LOVE: BLOOD DRIVE

 We will have a semestral blood drive with our partner organizations


like UP PGH, UP Red Cross Youth, and dormitory associations.

 TURU-TURO: Free Tutorial Services


 We will tap Diliman Resource Learning Center and
academic organizations to conduct regular tutorial
services on hard-to-pass subjects like Mathematics,
Chemistry, Biology, Physics and Engineering Sciences.

 A seminar on research paper/scientific paper writing will


also be launched thru the initiatives of BSS and Education
& Research Committee. Primers on research paper
making can also be released if budget permits.

CIEM, IE Club, Alchemes, APSM, DLRC,

 BSS TOURS

 Office of the Student Housing, Counseling, Scholarships and Loans in


coordination with the USC and BSS Committee will have a talk,
seminar or orientation about their services they are offering. We will
also make a generic exhibit of all the student services offered by the
university to be showcased in different key locations for an efficient
BSS publicity.

Lifestyle Management Program- a talk regarding the


recent boom of lifestyle diseases among teenagers like diabetes, high
blood pressure etc.

colleges and dormitories regarding Stress and Time Management, Career

Anti-Privatization Campaign- protects the rights of our
concessionaires and at the same time monitors their prices.

UFS Marketing Revamped- help the UFS to increase their


customers by creative marketing. Thru our Blog. ISKA-IN.:)

 Magna Carta of Student Services

 The University Student Council, headed by the BSS Committee will


draft a Magna Carta of Student Services, collating all the basic
student services that a UP student can avail.

 Academic CORE Team

 We will reconvene the academic core adapting improvements done


these past years on the structure and nature of the alliance.
Convened to be an independent alliance. A-Core will have its own
projects and structure while still serving as the consultative arm of
the council. Tie up projects like the promotion of GE courses,
master degrees and professional school will be done.

 Bonggang Serbis Showcase

 The BSS will move around in UP in costume/packaging/or catchy


attire to give BASIC STUDENT ITEMS for the Organizations,
Dormitories, Frat and Sororities.
