1. GENERAL
1.1 Scope
This specification defines the requirements of detail design and construction for Heating, Ventilating
and Air Conditioning (HVAC) system of Buildings for the RAS LAFFAN ONSHORE EXPANSION
PROJECT.
1.2 References
The work shall be performed in accordance with this specification and the following documents,
codes, specifications, and industry standards. Their latest editions at time of contract award shall be
used. Local codes shall govern where they have more stringent requirements than this specification.
Where a conflict exists between the various documents, the more stringent requirement shall govern.
(3) State of Qatar MEW Rules, Regulations and Code of practice for Design and Installation of
ACHVR systems.
The following language and unit shall be used for specifications, calculation sheets and drawings
throughout the project.

2. DESIGN CRITERIA
2.1 Calculation
(1) All heating/cooling loads calculations shall be performed in accordance with the
recommendations and/or requirements of ASHRAE Handbook of Fundamentals.
(2) Each heating/cooling coil selection and calculation shall be accompanied by a plotted
psychometric chart.
(3) All air cooled condensing units shall be suitable for operation at the maximum and
minimum ambient temperatures specified in paragraph 2.3.
The power supply shall be either 415V, 3 phase, 3 wire or 415V, 3 phase, 4 wire as
required. Isolation transformers shall be provided for low voltage power distribution panel,
as required by design.
Electrical equipment shall be suitable for operation at the nominal supply voltage indicated
below. The a.c. system frequency is 50 Hz.
(1) Location of air intake of each building shall be in a non-hazardous area and facing away from
hazardous zones.
(2) All electrical enclosures shall be suitable for the environment in which they are electrically
classified.
(1) General
Exhaust ventilation shall be by mechanical means. Toilets, showers, wash rooms, locker
rooms and stores within an air conditioned building shall be ventilated and exhausted by
infiltrating air from the adjoining spaces.
For all non air conditioned spaces, outside air through external louver shall be used for
ventilation and exhausted by mechanical or natural means.
Where sealed batteries are used, exhaust ventilation shall not be required.
Exhaust from kitchen shall be through extraction hoods fitted over all heat and steam
generating appliances. The minimum rate shall be 8 air changes per hour overall.
Exhaust duct shall be located as far as possible from air intake duct to avoid recirculation of
contaminated air

(1) All Air Handling Units shall be equipped with pre filter and after filter which have collection
efficiency as follows.
Sand Trap Filter shall be provided for fresh air intake system.
(1) Type 1
Sand Trap Filter shall consist of sand trap device, pre filter, after filter, chemical filter and
casing. Collection efficiency of filters shall be as follows:
Type 1 Sand Trap Filter shall be provided for the following buildings.
Satellite Instrument Houses
Substations
Local Control Buildings (LCS-58 & LCS-59)
(2) Type 2
Sand Trap Filter shall consist of sand trap device, pre filter, after filter, and casing.
Collection efficiency of filters shall be as follows:
Type 2 Sand Trap Filter shall be provided for all buildings which have air intake
system, other than listed in item 2.8.2 (1).

2.9 Pressurization System
The following buildings/houses shall be pressurized positively against atmosphere with 2.5 mm
WG (25 Pa) with all doors and openings closed condition.
Blower suction shall be taken from a stack having an intake located a minimum of 7.9 m (26 ft)
abovegrade. The intake shall be in a location that is unclassified and not subject to corrosive
agents.
The intake shall be provided with a conical cap and shall be screened to prevent entry of birds
and wind-driven rain and debris. Filters provided as per para. 2.8 shall be easily accessible and
removable for cleaning or replacement.
Blower motors shall be mounted external to blower cases and air ducts. Exposed rotating parts
shall be suitably protected by guards or enclosures.
(1) All duct systems shall be designed in accordance with ASHRAE and Sheet Metal and Air
Conditioning Contractors National Association (SMACNA) standards.
(2) All duct shall be suitable for the pressure that is to be encountered with a velocity in the
range of 3.1 to 15.2 m/s (600 to 3000 ft/min). The velocity selected shall be in accordance
with Table 3 and shall limit the sound level criteria below NC 40. All duct work passing
through unconditioned areas shall be insulated.
(3) Branch ducts (ducts entering occupied areas) should be designed in such a way as to be
suitable for system pressure with a velocity in the range of 6.1 to 7.6 m/s (1200 to 1500
ft/min). The selected velocity shall ensure that the sound levels are below NC 35. This
duct should be insulated to avoid condensation.

(4) Both horizontal branch and low-pressure ducts shall be designed by the “Equal Friction”
method with a pressure drop less than 2.5 mm wg/30 m (0.1 in. wg/100 ft).

(5) All outlets/diffusers shall be designed with a terminal velocity of 0.3 to 0.8 m/s (50 to 150
ft/min) and rated in accordance with Air Diffusion Council (ADC) standards. Manufacturer’s
published data shall be taken into account for proper air throw/distribution, noise, and
pressure drop. Selection must be made to ensure sound levels below NC 35.
2.11 Piping
Chilled water piping shall be designed with due regard given to expansion and contraction
and shall be arranged to prevent noise or hammering. Flanges and/or unions shall be
utilized to permit dismantling for removal and replacement of piping components such as
valves.
The unit shall be furnished with a complete chilled water piping system consisting of valves,
strainers, flanges, pressure gauges and thermometers etc.
Flexible connections shall be provided at water inlet and outlet of equipment such as chillers
and pumps.
Balance and shut-off valves shall be provided in the inlet and outlet of each evaporator, air
handling unit and fancoil unit.
Piping shall be designed when the water velocity not exceeding 4.0 m/s.
Piping material and type of joint shall be carbon steel pipe conforming to ASTM A106B.
Refrigerant piping for air conditioning system shall be of Phosphorus Deoxidation Copper
seamless (hard draw) copper tube conforming to ASTM B280 assembled with wrought copper
fittings.
All refrigerant pipings shall be provided within all accessories in accordance with manufacturer's
recommendations.
(3) Drain Piping
All condensate drain lines, from air handling units to the plumbing sanitary sewer or open drain
system, shall be PVC type Schedule 40.
(1) General
The following specification outlines the general requirement of the type of insulation work. The
installation shall be performed by skilled tradesmen.
All glues, tapes and fixing materials used shall be non-combustible.
Unless otherwise specified, all ducts shall be externally insulated as per the following manners.

Fiberglass insulation material shall be wrapped with a vapor barrier of aluminum foil. The
vapor barrier shall be sealed and completely free of perforations or leaks.
Roll mat wraps shall be overlapped by at least 100mm and shall be fastened with 65mm
wide aluminum foil tape.
Fiberglass board applied as per (1) above shall be provided with stick-clip or welded pins
at the rate of one for about 0.16 of a square meter of insulation area.
Where fresh air ducts pass through an air-conditioned environment, these shall be
insulated to prevent condensation occurring in the duct.
All outdoor and non-air conditioned space insulated surface shall be vapors sealed with
aluminum foil and cladded with aluminum sheet.
(1) General
Chilled water flow rate to Air Handling Unit shall be controlled by three way control valve to
keep supply air temperature or representative room temperature.
Air Cooled Water Chiller Unit shall be operated by chilled water temperature
sensor/controller.

Air Cooled Condensing Unit shall be operated by supply air, return air, room temperature
sensor/controller and/or room humidity sensor/controller as specified in Attachment-1.
Fan Coil Unit shall have thermostat and three way control valve.
All HVAC equipment shall be shut down by fire signal, where applicable
Where gas detector is provided on fresh air intake duct, fresh air intake fan and exhaust fans
shall be shut down and actuated damper shall be closed by gas detection, however Air
Handling Unit shall continue recirculation operation.
Status of all fire/gas/smoke damper shall be indicated on HVAC Control Panel if motor
operated type of damper is provided
Warning lamp located at the door of HVAC Machine Room shall be turned on, as HVAC
common Alarm.
HVAC system shall be designed so that the following noise level are attained.
Equipment shall be properly isolated from floors, platforms or building structural members to
prevent the transmission of vibration and the generation of noise. Ducts, pipes and conduits
shall also be isolated as required to hold noise generation below the levels.
All systems shall be designed, constructed and installed with special precaution and with
regard to compensation of some movements caused by temperature changes.
3. SYSTEM DESCRIPTION
Basic HVAC Flow Scheme for each building shall be shown in Attachment-1.
3.1.1 Satellite Instrument Houses, Local Control Building (LCS-58 & 59) & Control Room in SS-A

3.2.1 Satellite Instrument Houses, Local Control Buildings (LCS-58 & 59), Control Room in SS-A,
SS-55/SIH-55 & SS-503/SIH-75, Substation-56 (SS-56)
Two sets of the following equipment shall be provided, each shall have 100% required capacity
respectively.
Total capacity of Split Type Air Conditioners shall be more than 120% of required capacity.
Total capacity of Air Handling Unit, Air Cooled Water Chiller, Chiller Water Pump etc. shall be more
than 120% of required capacity.
5.1 General
(2) HVAC equipment shall be long-term proven equipment. Prototype equipment is unacceptable.

5.2 Air Handling Units
(1) Units shall be basically assembled of fan sections, coil sections, filter sections and mixing
boxes. Humidifier sections shall be provided, as required.
(2) Units shall be constructed of double-skin galvanized casing lined internally with 25 mm thick
insulation.
(3) Coils shall be constructed of bare copper tube fitted with aluminum fins.
(4) Fan motors shall be TEFC (Totally Enclosed Fan Cooled) and shall have class F insulation with
B temperature rise”.
(1) Units shall be factories assembled, pre-piped and pre-wired. Units shall be composed of
compressors, condensers, condenser fans, refrigerant pipes and control panels.
(2) Coils shall be constructed of copper tube fitted with aluminum fins. The manufacturer’s
recommended coating systems on coils shall be adopted.
(3) Condenser fan motor shall be of TE (Totally Enclosed) or TEFC (Totally Enclosed Fan Cooled).
(4) Control panels shall house circuit breakers, fuses, motor contactors, high and low pressure
switches, time guard systems, relays, internal wiring and terminals.
(1) Units shall be factories assembled, pre-piped and pre-wired. Units shall be composed of
compressors, fans, air filters, coils, condensers, refrigerant pipes and control panels.
(2) Evaporator fan motors shall be TEFC (Totally Enclosed Fan Cooled) and shall have class F
insulation with B temperature rise”.
(3) Evaporator coils shall be constructed of bare copper tube fitted with aluminum fins.
(4) Condenser coils shall be constructed of copper tube fitted with aluminum fins. The
manufacturer7s recommended coating systems on coils shall be adopted.
(5) Condenser fan motors shall be of TE (Totally Enclosed) or TEFC (Totally Enclosed Fan
Cooled).
(6) Control panels shall house circuit breakers, fuses, motor contactors, high and low pressure
switches, time guard systems, relays, internal wiring and terminals.
(3) Remote control switches shall be provided for Split Type Air Conditioners.

5.6 Electric Duct Heaters
(1) Electric duct heaters shall be of slip-in or flange connection type, completed with factory wired
control systems.
(4) Control panels shall be equipped with circuit breakers, fuses, magnet contactors, high
temperature cut-outs, air flow switches, relays, internal wiring and terminal blocks.
5.7 Fans
(1) Fan motor shall be TEFC (Totally Enclosed Fan Cooled) and shall have class F insulation with B
temperature rise”.
(2) Centrifugal fans shall be provided with a vibration isolator, companion flanges, and belt guard.
(3) Roof fans shall be provided with safety disconnect switches.
