FOREIGN ASSISTANCE

1. (U) The Thai government has sent 36 boxes of blankets


on a commercial airline, Thai Airways Flight TG 790, which
is scheduled to land at JFK at 0635 today. These goods
were sent ahead of the Prime Minister's flight, which will
contain the rest of the aid Thailand has offered. (Embassy
Bangkok)

2. (U) FEMA has approved the Gor offer of material


assistance, including 3000 personal hygiene kits, 3000
sheets, 3000 blankets, and 150 large tarps. Pending flight
clearances, the plane is scheduled to depart India
September 10, land in Boston, and arrive 'in Little Rock

3.' (U) FEMA has partially approved the Austrian offer of


assistance, including 500 tarps and 300 camp beds. This
only represents one part of the Austrian offer; the

4. (U) The Russians have proposed sending a second


tranche of emergency equipment and medical supplies, to
arrive via plane on September 13. However, FEMA has not
yet accepted the Russian offer, and the Russians have
informed us that they will need an answer by COB Moscow

U.S. GOVERNMENT OPERATIONS

5. (U) The phone number 1-866-326-9393 has been released


to the public as a means for callers to give information
about persons missing/presumed dead. DMORT (Disaster
Mortuary Operational Response Team) will attempt to match
the information provided with their records of the remains
of individuals in the morgue.

1. Situation on site
• Confirmed Hnrrlcane Katrina fatalities rose to 792 (source BBG). This number
continues' to increase as detailed search and rescue operations are undertaken.
• Recovery operations are continuing. The overall situation steadily improves. Military
forces in the region are starting to be reduced.
• It is estimated that water levels in the New Orleans area will return to normal by mid-
October, water is currently being pumped out at a rate of about 44 billion litres a day
(46 Million tonnes a day). Concern remains over dangerous levels of sewage-related.
bacteria and toxic chemicals.
• Ophelia, at present, is not expected to make landfall.
• President Bush made his fourth trip to the affected area on Sept 15 and announced
rebuilding plans for the region in a televised address from New Orleans.
• Local response arrangements have not been changed. (See MIC Message 15)

2. EU & International Response


In total, over 120 countries, and 13 international & regional organisations have
offered assistance, including all countries participating in the Mechanism ..

Several Member States (Malta, Cyprus) have provided financial support to the Hurricane
Katrina relief fund. In order to enable the MIC to maintain a correct overview, Member
States are kindly asked to notify any changes in the offers, acceptances or delivery
of assistance.
Following acceptance of offers of assistance by the State Department there remains the
opportunity to utilize NATO strategic lift to transport commodities to the US (through the
EADRCC). Additional airlift is being provided by Canada (1 x Airbus A-310) and the
Ukraine (1x AN-124) to help complete this mission. It is anticipated that NATO flights will
take place every other day from 15th Sept through to 23 rd Sept.
An overview of the (global) flight movement since 04 Sept - as listed by US OFDA .,
is attached to this message. (Flights listed in yellow have been received).
The second NATO flight with assistance from Austrian and the Slovak Republic was
scheduled for 15 Sept. A third flight with assistance from Norway and further commodities
from the Czech Republic is scheduled for 1ih Sept.
An overview of the (global) flight movements is attached in annex 1. N.B.: Flights listed in
yellow have been received. The list may not include all those offers that have been
accepted as they enter the list only when the flight approval procedure has been
concluded. French cargo flight also includes UK tents (2900 blankets)
The US military airbase at Little Rock, Arkansas (LRAFB) is the primary point of entry for
international assistance by air. LRAFB has a logistics unit in place for the reception and
dispatch of assistance.
The commodities are being called forward by FEMA field elements including ~IFOs. To
date 86 trucks have been sent out from LRAFB (19 to Mississippi, 61 to Louisiana, 4 to
Arkansas and 2 to Texas), including commodities received from the Czech Republic,
France, Italy, Spain, Sweden and the UK.
FEMA have highlighted the Swedish Ericsson equipment as particularly useful.

Operations in the New Orleans region:


The German led and Luxembourg supported THW team continues to work closely with the
local authorities as well as with US forces and is housed on US Naval vessel Shreveport
together. with the Dutch team. The THW team have 12 major pumps operating in St
Bernard and Jefferson parishes. In addition to this, the team is undertaking a variety of
smaller scale pumping activities in the New Orleans area and has helped to return to use
of at least 3 permanent pump stations so far. The team have also been contributing to
contingency planning to deal with the heavy rainfall anticipated in the next few days. The
Washington Times on Sept 15 ran an article on THW work with interviews of the team
members. .
A French diving team arrived in the New Orleans area on Tuesday (13th Sept) and is
working in collaboration with the US Navy. The team has been split into two. One team
has been helping identify and unblock marine channels whilst the other has been
conducting underwater searches and the recovery of bodies. Team leader M. Arnault
reports they are due to move on to work in the Gulfport area tomorrow.
The Dutch pumping team is conducting operations in Plaquemines parish, the team
consists of five experts, three pumps of 50 cubic metres flow per minute, and
transportation. The team is now located on board US Naval vessel Shreveport.

TFUS01: AUSTRIAN OFFERS OF ASSISTANCE FOR HURRICANE KATRINA, 9/3/05 -- WATER


PURIFICATION, DECONTAMINATION, SAR, SECURITY FORCES

1. Summary: Top Austrian officials have made specific offers to the Ambassador for
disaster ·assistance. The Austrian military has made a specific offer of a Disaster Relief
group to provide capabilities including water purification, decontamination, and "search
and rescue support. In addition, the Interior Minister has offered its elite "COBRA"
police unit to provide security. Private Austrians are also offering in-kind and
financial assistance, End summary.

Military Disaster Relief

2. On September 2, Chief of the Austrian General Staff GEN Ertl offered


the Ambassador all possible assistance. On September 3, the Austrian
Nuclear-Biological-Chemical Defense School made a specific offer of the
deployment of a Disaster Relief unit to provide specialized assistance.
Key elements of the capabilities Austria is offering are water
purification, chemical and hygenic decontamination, and urban search and
rescue units. The Austrian deployment would be self-sufficient on the
ground, bringing its own water, food and medical support, and Austrian
personnel speak excellent English. The Austrians would try to lease
airlift for transatlantic transport, but may request lift assistance if
they are unable to obtain aircraft at short notice.

The expert group is reinforced by 4 mobile assessment and support teams
(each consisting of 1 disaster management expert, 1 search and rescue
expert and 1 paramedic; All of the m are experienced from many worldwide
relief missions and from their daily business as experts, trainers or in
command function).

Personnel: approx. 100 troops:


HQ squad includes an air liaison cell, a communication and a documentation
team,
1 Expert Group: 1 MD and 4 disaster management specialists.
1 Field laboratory: 1 chemist, 1 veterinarian and 1 biologist
1 Medical squad: 1 MD with emergency experience and 6 paramedics.
The operational teams are organized in:
1 water purification squad: 3 water purification systems (reverse osmosis)
with a daily capacity of 40,000 1. and 1 wate rsupport team equipped with
high pressure pumps and hose material.
2 decontamination squads: for disinfection, hyginee and the clean up of
mud-contaminated infrastructure. Each squad consists of two decon-systems
and one water support team.
1 Technical support squad: 6 USAR (Urban Search and Rescue) specialists
with medium detection and rescue equipment (electric and hydraulic systems)
and 2 rescue boats with outboard machinery.

The disaster relief expert group and the technical support squad are
available separately or in a combined mission version. The necessary
transport capacity will be rented at the arrival airport. Equipment can be
loaded on Pick-Ups.

Offer of Police Assistance

4. On September 3, Interior Minister Liese Prokop called the Ambassador to


offer the deployment of the Austrian elite police unit, the so-called
"COBRA" team. The COBRA unit is a special protection force designed to
create and enforce order and provide citizen and dignitary protection. The
unit is self-sufficient and its members speak English. Transport to the
crisis region would likely-be via commercial air.

Minister) on September 4 to convey ref (a) and (b) needs list
and secretary's statement on Hurricane Katrina. On behalf of
the Minister, Kyrle undertook to work on supplying U.S. needs
irnmediately.

2. Kyrle reiterated Austrian offers of specific water


purification, decontamination and urban search and rescue
assistance (ref c). The Austrian military has worked 24-7
through the weekend to plan deployments of these specific
capabilities, jf U.S. emergency services believe there is a
need for them.

3. Embassy officials will meet with Austrian government

In Vienna we of course got our webpage on the catastrophe up right away and continue to update it. And, as did everyone,
we fielded numerous calls from Austrians offering help - frustrated more than a little at first by our inability to tell them how
they could. The Austrian military offered cots and blankets; after a week the USG fIgured out how they could be delivered.
and they're on their way. We put out a release. One of the success stories that has come out has been how universities
rallied to the cause and cooperated to an astounding degree to place students and faculty. This was especially important
here, because U of New Orleans is host of one of the only Austrian Studies programs in the US. and there were about 30
Austrian students enrolled. Five elected to return to Austria; the remainder were quickly placed at other US universities.
We provided Austrian media with contact names and phone numbers of Austrian professors in NO who were happy to talk
about how well the relocation effort worked; the papers picked up the story. And, our FUlbright Commission wasable to
find quickly a teaching assistantship at Ole Miss for our Austrian Fulbrighter in New Orleans. Will send media reactions
separately. .

I have been asked to put together a briefing paper of foreign media reactions on Hurricane Katrina.

We need to gather how PD was handled at various posts .... to get a measure of what was actually done in response
to the ALDAC sent out by Under Secretary Hughes last week explaining response strategies. We'd like to show that
State was engaged in some sort of coordinated PD response strategy.

Any media reactions compiled, PD activities of specific mentions of post actions would be greatly appreciated.

We ask posts in particular in light of the recent NATO relief flight arriving LAAFB on 9/15

•So far, twenty-three EAPC nations, Austria, Azerbaijan, Bulgaria, Canada,


Croatia, Czech Republic, Finland, Georgia, Greece, Italy, Latvia, Netherlands,
Norway, Poland, Romania, Russian Federation, Slovak Republic, Spain,
Sweden, Switzerland, the former Yugoslav Republic of Macedonia 1, Turkey
and Ukraine have communicated their offered assistance to the EADRCC;
• Twelve EAPC nations (Belgium, Denmark, Estonia, France, Germany,
Hungary, Ireland, Lithuania, Luxembourg, Portugal, Slovenia and United
Kingdom) have informed the EADRCC about their offers of assistance
through the EU.
• The EADRCC has learnt from the U.S. authorities that the following four
EAPC countries have also offered assistance: Albania, Armenia, Iceland and
Kazakhstan.
• Altogether 39 EAPC nations have offered assistance to the US; offers from 11
EAPC nations (Austria, Czech Republic, Denmark, Finland, Greece,
Luxembourg, Norway, Romania, Slovak Republic, Slovenia and Ukraine)
were accepted by US authorities, inclUding the donation of air-lift by Ukraine;

• . On Saturday, 10 September 05, the US Delegation at NATO informed about a
decision of the US State Department to accept offers from 7 countries. The
items accepted include urgently needed blankets, camp beds, tents, first aid

• SHAPE J4 has deployed a liaison officer to the EADRCC until 21 September
05.
• NATO/EADRCC - EU coordination has been established through the
EADRCC liaison officer in Washington D.C. and through the UK Delegation at
NATO on behalf of the UK EU Presidency.
• The first NATO cargo airplane has reached Little Rock, Arkansas on Monday,
12 September 2005, at 20:30 UTC with 12 tons of relief items from the Czech
Republic.
• On Monday, 12 September 2005, the US Delegation to NATO informed the
EADRCC about acceptance of offers from Austria and Finland.
• On Saturday, 17 September 2005, the U$ authorities informed the EADRCC
about acceptance of parts of the offers from Greece. Also the offer from
Ukraine of an AN-124 strategic transport airplane has been accepted.
• US authorities have informed the EADRCC that they wish to have relief items

Wednesday, 21 September 05 this deadline is no longer being
interpreted as a cut-off date for NATO/EADRCC support to the U.S.
• Joint Command lisbon, which is in charge of the coordinating NRF
transportation assets (maritime and tactical air), had dispatched a liaison
officer to the EADRCC from Monday, 12 Septembertill Sunday, 18
September 2005.
• JC Lisbon has one RO-RO ship on 5 days notice (Capacity 1750 lane
meters). As of now, none of the relief items accepted by the US requires
sealift. .
• JC Lisbon has fifteen NRF tactical transport aircraft (6 French G-130, 2 Italian
C-130, 2 German C-160, 4 UK C-130 and 1 Greek C-130).
• SHAPE has decided to concentrate US accepted donations in Ramstein A8,
Germany, which will serve as a strategic air hub for onward transportation ..
Donating countries that are closest to Ramstein have been requested to
move their donations by road to Ramstein with their own resources (Austria,
Finland and Slovak Republic). Other countries such as Czech Republic,
Denmark, Greece, Norway and Romania have been offered NRF tactical
airlift to move relief goods to Ramstein. All cargo consolidation from European
donating nations has been completed on 19 September 05. Turkey allocated
two C-130 aircraft to NATO in the context of strategic transportation to USA
• A second dedicated NATO cargo flight has departed Thursday, 15 September
05 with cargo (Austrian and Slovakian donations) from Ramstein to Little
Rock, Arkansas. .
• The third (8707) and fourth (Canadian A310) dedicated NATO cargo flights
have left Ramstein on Saturday, 17 September OS, to carry Finish,
Norwegian, Slovak and Siovenian donations to the US.
• The fifth cargo flight (8-707) took place 0.0 19 September 05 with 8 tons of
donations from Finland.
• The sixth cargo flight (Ukrainian AN-124) left Ramstein on 20 September 05 .
with 62 tons of donations from Czech Republic, Denmark, Greece and
Romania.
• The seventh cargo flight took off for Little Rock AFB on 21 September 05 with
18 tons of Czech Republic donations.

• SHAPE AMCC has informed that after Friday's missions a 20-pallet

2 flights with a total of 40 tents, 400 tarps and 2000 MREs have been delivered
and planes came back.
The consular team in charge of localisation of French people in Baton Rouge
completed their mission and returned back on Wednesday.

The team has arrived in the New Orleans and is integrated in the Gennan THW
team. They installed two pumps andon Thiursday they will be installing new
pumps. The team is housed on US Naval vessel Shreveport.

The material of Civil Protection Luxembourg will be sent by a commercial flight


on Wednesday from Luxembourg. Airport destination is Hunsville. The cargo will
be transported to the little Rock Air Base in Arkansas by trucks. .

Blankets and camp beds were also sent.

NETHERLANDS
A Ukranian aircraft carrying Dutch waterpumps arrived at New Orleans Naval
Airbase 12 September. The team for the waterpump units had already flown to
New Orleans.

Miitary ships and helicopters containing Navy Vessel "HMS Van Amster will be Integrated
in the US naval command of Iwo Jima, This vessel carries lynx helicopters, potable water,
MREs, two doctors and three nuirses, divers and engineers, 100 life jackets.

THAI GOVERNMENT SENDS 36 BOXES OF BLANKETS

(U) The Thai. government has sent 36 boxes of blankets on a commercial airline, Thai Airways
(Flight TG 790) which is scheduled to land at JFK at 0635 today. These goods were sent ahead
ofthe Prime Minister's flight that will contain the rest of the aid that Thailand has offered.

FEMA ACCEPTS INDIAN ASSISTANCE OFFER

(U) FEMA has approved the GOI offer of material assistance, including 3000 personal hygiene' r ; ::~'
, kits, 3000 sheets,' 3000, blankets, and 150 large tarps. Pending flight clearances" the planeis
scheduled to depart India September 10, land in Boston, and arrive in Little Rock September 12.

FEMA ACCEPTS AUSTRIAN ASSISTANCE OFFER

(U) FEMA has partially approved the Austrian offer of assistance, including 500 tarps and 300

(U) The Russians have proposed sending a second tranche. of emergency equipment and
medical supplies, to arrive via plane on September 13. However, FEMA has not yet accepted the
Russian offer, and the Russians have informed us that they'll need an answer by COB Moscow

FOREIGN ASSISTANCE

(U) The Thai government has sent 36 boxes of blankets on a commercial airline, Thai Airways
Flight TG 790, which is scheduled to land at JFK at 0635 today. These goods were sent ahead of
the Prime Minister's flight, which will contain the rest ofthe aid Thailand has offered. (Embassy
Bangkok)

(U) FEMA has approved the GOI offer of material assistance, including 3000 personal hygiene
kits, 3000 sheets, 3000 blankets, and 150 large tarps. Pending flight clearances, the plane is
scheduled to depart India September 10, land in Boston, and arrive in Little Rock September 12.

(U) FEMA has partially approved the Austrian offer of assistance, including 500 tarps and 300
camp beds. This only represents.one part of the Austrian offer, the remainder of which is still
under consideration. (Task Force)

(U) The Russians have proposed sending a second tranche of emergency equipment and
medical supplies, to arrive via plane on September 13. However, FEMA has not yet accepted the
Russian offer, and the Russians have informed us that they will need an answer by COB Moscow

(U) The phone number 1-866-326-9393 has been released to the public as a means for callers to
give information about persons missing/presumed dead. DMORT (Disaster Mortuary
Operational Response Team) will attempt to match the information provided with their records
of the remains of individuals in the morgue.

1. (U) Guyana set up a bank account to accept private


donations for Hurricane Katrina victims. The government-
run television station held a telethon September 15 that
raised the equivalent of about US $15,000. Guyana said it
will supplement private sector donations. (Task Force) .

2. (U) Eighty-six trucks have delivered five million
pounds of iriternational commodity assistance to affected
areas. (State South/Task Force)

3. (U) A NATO flight carrying donations of plastic


sheeting, beds, blankets, first aid kits and soap from
Austria and the Slovak Republic arrived September 15.
More NATO flights are planned for coming days.

4. (SBU) UK Minister of State for Consular Affairs


visited Baton Rouge September 15, meeting with State,
FEMA, and Louisiana officials. An hour of his meetings
were held outside when a bomb threat forced temporary
evacuation of the FEMA building. (State South)

5. (SBU) The French Embassy provided an updated list of 71


unaccounted-for French citizens. The Polish Embassy
reports nine citizens still missing and Sweden two. (Task
