FYI ALL -- Task Force has been advised to hold this cable until we receive guidance/clearance from the Secretary that
enables us to refuse certain unneeded offers of assistance. The team compiling the matrix is working to determine which
countries have offeres Search and Rescue Teams in addition to other assistance previous accepted before this cable will
be sent. Our goal. of course, is to avoid declining all offers of assistance made by anyone country.

OPL would like our recommendation on Ambassadors to invite for the Hispanic Heritage Month event.
They have a list of Latin American countries that offered relief assistance following the hurricanes. Daniel's
email says 4-5 Ambassadors but I have warned him we might feel that more Ambassadors should be
invited. That being said, please look at the list below and let me know what you think is most appropriate.
Also note that Daniel mentions factoring in support for Iraq into our decision, I leave that up to you if you
think that is a relevant deciding factor.

as soon as I get my hands on it.

This is from Bruce Howard on the task force. All five of the assistance offers in the cables you listed have been logged in
and sent to OFDA and FEMA for processinglvetting. No answers back yet. The TF responds as the answers come in.

• Brazil: 18 metric tons ofwater & 16 metric tons of unsweetened light fruit juices (345 & 55Opm);
• Brazil: from electrical manufacturers via.GOB: power generators (GOB needs to know required specs)

• Bolivia: La paz 2748: 5 civil defense officers invited by Mississippi Nat'l Guard via SOUTHCOM,
offering 2 generators, medical supplies, flour, cots/sleeping. bags; private/university offers of doctors;
private offer of generators and water filters [5 civil defense being coordinated by SOUTHCOM, will be
in Jackson only, no StatefTaskForce role; SOUTHCOM has been told by FEMNstates that the other
materials/personnel offered are not needed at this time. but havegiven info for matrix] '.
• Paraguay: ASUNCION 1139: Private cit I pffered to organize blood drive; Arncit in B6
Paraguay I, . [offered to donate 2000 shirts and 2000 pants.
• EI Salvador: Charge Butler called to relay GOES offer of forensic police/prosecutor specialists.
Mexican Army in Texas served 3,000 lunches and 4,720 dinners to evacuees today (per NORTHCOM); FEMA
provided substitute food as necessary; we put concerned (sanitation/food) San Antonio and USG officials in
contact with NORTHCOM and 5th Army onthis issue; Mexicans expected to stay -20 days. .
EI Salvador may send troops for embedding with "sister" New Hampshire National Guard, which is currently
assisting with disaster relief. The Salvadoran troops have trained with the NH Nat'l Guard before, have English
capability, and disaster relief experience. DoD is currently assessing this possibility before offer formalized,
Ops Center received call from Consulate Guadalajara saying the governor of Jalisco may try to come to US on
Monday (no further info); we'd likely discourage/deny the trip if to/near affected areas.
