FOREIGN ASSISTANCE

1. (U) Three flights from the.UK, and one each from Spain
and Russia landed relief supplies at Little Rock today.
An additional Russian aircraft. as well as one flight from
France and two from Egypt are scheduled to land at Little
Rock later today. Tunisian and Israeli aircraft are
scheduled for tomorrow. (Task Force)

2. (U) The Mexican 45-truck convoy cleared the border at


1032. (Task Force/NORTHCOM e-mail)

3. (U) A total of 105 foreign countries and 11


international organizations have generously offered
assistance to the Hurricane Katrina relief effort. New or
increased offers of assistance have been made by: portugal
-- two percent of its oil reserves (500.000 barrels);
Vietnam -- offered $100,000; Armenia -- increased its
offer to $200,000 from $100,000; Sao Tome -- offered
$18,000, and Guyana -- offered plywood. (Task Force)

South will communicate those procedures tomorrow morning.
Procedures will also be provided to allow other missions
to visit New Orleans accompanied by DOS-South personnel
and Louisiana State Police. British Ambassador David

Updated spreadsheet to include today's confirmed receipts. Based on larger task force spreadsheets,
I believe that the Australian $ 7.6 M was donated directly to the American Red Cross (State won't
see this donation in our records, and the Indonesian $ 25 K was a private donation ( I can see this in
Dept. records based on collection at post). Both of these items should be removed from the cash
spreadsheet.

Post has provided the following update on the offer of assistance by the Government of Guyana:

For logistical reasons (shipping, etc ... ), the GOG decided to adopt a different approach than the one
outlined in Georgetown 960. After consultlnq with the Private Sector, the Government decided to set up a
bank account to solicit donations. The government run television station held a tele-thon last night to raise
funds for Hurricane Katrina Victims. The Ambassador appeared on the program. The GOG has said that it
will match (or at least add to) money donated by the private sector. Then the money will be contributed
through the American Red Cross and other NGOs working in the affected area. We are in touch with the GOG
regularly on the matter.

During last night's telethon, roughly 2.9 Guyana dollars were contributed (nearly US$15,OOO). Contributions
are still coming in. Therefore, final numbers are not yet available. Please let us know if we can provide you
with any additional information.

I'm the WHA action officer for TF1. and Ed Embry of WHAlPPC called me a little while ago to see whether we
were aware of donation officers from the Trinidad and Tobago Prime Minister and the Brazilian Foreign
Minister. I just looked at the latest "SUMMARY OF FOREIGN ASSISTANCE RECEIVED OR
EXPECTED TO DATE" and note that there is nothing listed for these countries yet.

Liz - would you confirm that the Trinidad and Tobago PM has made the offer of two million dollars of
assistance sent to four different organizations (Habitat for Humanity, the Bush-Clinton fund. the Congressional
Black Caucas, and a fund set up by former LA Senator Breaux)?

Jenny & Bill - would you confirm that the Brazilian Foreign Minister has made an offer of an unspecified
amount of water and powdered milk?

OPL would like our recommendation on Ambassadors to invite for the Hispanic Heritage Month event.
They have a lisl of Latin American countries that offered relief assistance following the hurricanes. Daniel's
email says 4-5 Ambassadors but I have warned him we might feel that more Ambassadors should be
invited. That being said, please look at the list below and let me know what you think is most appropriate.
Also note that Daniel mentions factoring in support for Iraq into our decision, I leave that up to you if you
think that is a relevant deciding factor.

I've been promised the latest on which offers we've accepted, but I don't want to hold you up. I will send it

1. The GOG has decided to modify its offer of assistance.


After consulting with the Private Sector, the GOG decided to
set up a bank account to solicit donations instead of
offering and in-kind donation. The government run television
station held a telethon on September 14 to raise funds for
Hurricane Katrina victims. The GOG has said it will match
(or at least add money to) money donated by the private
sector. The money will be contributed through the American
Red Cross and other NGOs working in the affected area.
During the telethon, roughly 2.9 million Guyana dollars
(nearly U8$15,000.00) was contributed. Final numbers are not
yet available. Post will continue to follow up with the GOG
on the matter.

For logistical reasons (shipping, etc ... ), the GOG decided to adopt a different approach than the one
outlined in Georgetown 960. After consulting with the Private Sector, the Government decided to set
up a bank account to solicit donations. The government run television station held a tele-thon last
night to raise funds for Hurricane Katrina Victims. The Ambassador appeared on the program. The
GOG has said that it will match (or at least add to) money donated by the private sector. Then the
money will be contributed through the American Red Cross and other NGOs working in the affected
area. We are in touch with the GOG regularly on the matter.

During last night's telethon. roughly 2.9 Guyana dollars were contributed (nearly US$15,OOO).
Contribulions are still coming in. Therefore, final numbers are not yet available. Please let us know if

whether we were aware of donation officers from the Trinidad and Tobago Prime Minister and the
Brazilian Foreign Minister. I just looked at the latest "SUMMARY OF FOREIGN
ASSISTANCE RECEIVED OR EXPECTED TO DATE" and note that there is nothing listed
for these countries yet.

Liz - would you confirm that the Trinidad and Tobago PM has made the offer of two million dollars
of assistance sent to four different organizations (Habitat for Humanity, the Bush-Clinton fund. the
Congressional Black Caucas, and a fund set up by former LA Senator Breaux)?

Jenny & Bill - would you confirm that the Brazilian Foreign Minister has made an offer of an
unspecified amount of water and powdered milk?

I.
1. The GOG has decided to modify its offer of assistance.
After consulting with the Private Sector, the GOG decided to set up a bank account to'
solicit donations instead of offering and in-kind donation. The government run television
station held a telethon on September 14 to raise funds for Hurricane Katrina victims. The
GOG has said it will match (or at least add money to) money donated by the private sector.
The money will be contributed through the American Red Cross and otherNGOs working in the
affected area.
During the telethon, roughly 2.9 million Guyana dollars (nearly US$lS,OOO.OO) was
contributed. Final numbers are not yet available. Post will continue to, follow up with
the GOG on the matter.

2. The Ambassador appeared on the telethon and delivered brief remaks excerpted from
Ambassador Joseph Sullivan's remarks delivered on September 10 at the Baton Rouge Joint
Information Center. The Ambassador also discussed relief statistics and noted that the
recovery will involve many different agencies and people working together in the massive
effort.

1. The GOG has decided to modify its offer of assistance.


After consulting with the private Sector, the GOG decided to
set up a bank account to solicit donations instead of .
offering and in-kind donation. The government run television
station held a telethon on september 14 to raise funds for
Hurricane Katrina victims .. The GOG has said it will match
(or at least add money to) money donated by the private
sector. The money will be contributed through the American
Red Cross and other NGOs working in the affected area.
During the telethon, roughly 2.9 million Guyana dollars
(nearly US$lS,OOO.OO) was contributed. Final numbers are not
yet available. Post will continue to follow up with the GOG
on the matter. .
2. The Ambassador appeared on the telethon and delivered
brief remaks excerpted from Ambassador Joseph sullivan's
remarks delivered on september 10 at the Baton Rouge Joint
Information center. The Ambassador also discussed relief
statistics and noted that the recovery will involve many
different agencies and people working together in the massive
effort.

1. (U) Guyana set up a bank account to accept private

visited Baton Rouge September 15, meeting with State,

were held outside when a bomb threat forced temporary

unaccounted-for French citizens. The Polish Embassy
