Quick update from FEMA:
The attached is what I've generated with FEMA on types of assistance generally needed at

this time. We'll continue to work it. This may be fodder for a cable that could outline
what types of offers would be generally acceptable. FEMA understands that we have
political pressures and requirements to get back to udonorlfnations on their offers. FEMA
has also indicated that shortfalls will exist, although the size of the shortfall in which
sector/category of assistance is still unknown.
we're continuing to work on the "International Offers of Assistancen matrix (3:12pm
version) that you sent to us a few hours ago. We're hoping to have a sufficiently detailed
response to each offer, although I doubt we'll have the entire list vetted by early
evening. I'll keep you posted. '
Note that the new OFDA-sponsored.operations center should quickly turn in to the place to
digest both the requirements (FEMA-generated) and offers (State-received).

Hurricane Xatrina victims.

Current forensic capacity on the ground is sufficient to handle the load. Only once rescuers turn
in earnest to the task of finding and recovering the dead will HHS have a sense of its real need.
That point remains days away. Smith reports that once HHS does know what its needs will be, it
will still likely be at least two weeks before it will be need the extra capacity.

I just wanted comment on one point in this email which I've highlighted below.
Sushi1 advised that the best case scenario would be one plane out of Arkansas bound
for Haiti, which would probably just require filing of a shipper's export document in
Arkansas.
The quantity of MRE's comes to approximately 1,000 pallets weighing 930 metric tons
(over two million pounds).
To move this cargo from Little Rock to Haiti via air would probably require 7 x 747
freighters!
I would estimate that each 747 would cost approximately $ 200,000 each, for a total
of 1.4 million.
If the cargo were to move via surface, it would probably require 50 x 40 foot
containers. The cost per container would probably fall in the $ 2,500 to $ 3,000 range
for a total cost in the $ 125,000 - $ 150,000 range.
Please note that the transport charges are estimates but they should be in the
ballpark.
I just want to make sure everyone is on the same page and that everyone realizes the
scope of the project.

I have spoken with the FSIS officer, Robert Collazo and the Customs Officer, Tim
Sushil. They advise as follows:
Inspection: Our information should include how much product would be taken out,
when it would be taken out, what laboratory it would go to, and what would be done with
the food that had not been tested.
Ultimate disposal: Explain the details of what will ultimately be done with the
MREs, i . e . , that State will assume ownership of the MREs, which would then be given to
Food for the Poor, which intends to take all of them to Haiti for distribution. Include
details on how and when Food for the Poor would take possession and transport to Haiti,
incl time frames, if known.
He will send the info up his chain so that he can approve release of the MREs

CUSTOMS: Customs would like more details on how Food for the Poor intends to
transport the MREs to Haiti. Sushil advised that the best case scenario would be one
plane out of Arkansas bound for Haiti, which would probably just require filing of a
shipper's export document in Arkansas. However, if the shipment is to be broken up and
sent out of different ports, other requirements, such as use of bonded shippers, may be
imposed. Tim had no problem with taking a box out for inspection, so long as FSIS
approves it .

not allow importation of the MREs due to BSE or other food safety concerns, to Cliff

the MREs, pls see attach email from Logistics Officer; c) Will the contractor extend the
lease by about 2 weeks, answer, the office assistant said it would not be a problem
however the big boss will be in tomorrow and he can provide the final decision.
4 - Transfer of the ownership of the MREs, from FEMA to State to Food for
the Poor. State and FEMA legal will need to work this out. Hal Cohen reminded me that
there were two options that were discussed earlier: a) FEW transfers ownership to State
who issues an in-kind grant to Food for the Poor, or b FEMA rescinds (not sure if this is
the correct term) their custody/ownership, State takes custody and issues an in-kind
grant.

Once we know the dates for loading, we should let FSIS know, in case they want to have an
inspector on hand.
The shipping requirements outlined by FSIS will not be a problem as it is pretty standard
stuff. This office will coordinate closely with the shipper and the warehouse to ensure
these requirements are met.
Please note that the containers will be sealed at the warehouse in Little Rock. It's
possible that US Customs could break the seal at the port of departure in order to inspect
the container(s1. If this is the case, customs will normally advise the freight
forwarder who in turn would tell us. If this is the case, we would notify all parties of
the new seal number.
Please note FSIS is more than welcome to oversee the loading in Little ~ o c k . It would
like likely take 4 days to load the proposed amount of 75K MRE1s in 11 x 40' containers.

Our CBP attache tells me things are looking very good for tomorrow's crossing by the
SEDENA convoy at Laredo, TX. He has spoken with the Laredo port director; Gene Garza, who
clearly has excellent liaison with 5th Army personnel on the scene. He estimates he will
have as many as seven inspectors at work when the convoy arrives at 9 a.m., and estimates
he can handle them in two hours or less. I believe we are working to insure that all the
SEDENA personnel will have filled out applications to waive the visa and passport
requirement before they arrive. The GOM will ensure the port - - Columbia, just West of
Laredo - - will be closed to any other travellers when the convoy arrives. In short,
things are looking good. Let me know if any of you see things differently.

The Katrina IWG met by way of conference call this afternoon. The discussion focused on:
1) Moving the foreign donations for Katrina recovery from State's custodial Treasury account to an interest-bearing
account where additional funds may accrue to support recovery efforts. Of the more than $748 million committed to
Katrina recovery, roughly $113 million has been received.
- Because FEMA's gift fund has the broadest authorities to both earn interest and direct funds to a wide array of
Federal and state agencies as well as other non- governmental organizations involved with the recovery, it has
emerged as the best positioned and near consensus choice to receive the funds from State.
- State's gift fund does not have authority to accept funds for this purpose.
- It was agreed that once the policy decision has been made to transfer funds to the FEMA gift fund, the transfer
could be initiated relatively swiftly to begin earning interest as soon as possible.
2) Next steps to take to facilitate moving the funds from State to FEMA
- Coordinate with other interagency efforts at the DC andlor PC level to assure that moving the funds to FEMA is
consistent with their discussions concerning the ultimate disposition of these funds and to identify the appropriate
process for finalizing this decision.
- Consult with the Katrina lawyers group to ensure that all necessary legal steps are taken in this process and that
the decision of moving the funds is consistent with all legal authorities granted to each agency.
- State will coordinate with the Under Secretary for Management to formalize the final, internal authorization to
move the funds to FEMA.
- Some anecdotal information reflects past issues, particular to Muslim nations, in placing donated funds in
interest-bearing accounts. Of the donations received to date, the $100 million donation from the United Arab
Emirates is the most notable example of where such concerns may exist. However there are other smaller
donations and several other pledges of equal or greater magnitude where such a concern may be relevant. However,
there is also reportedly ample precedent, in moving these funds into interest-bearing accounts as long as the
interest earned is used for the purpose for which the funds were donated. State will consult with NEA and
other regional bureaus as appropriate to ensure that donor nations have no objection to placing their donations in an
interest- bearing account.
3) While not discussed during today's conference call, it should be noted that due to end-of-fiscal-year processing, unless
the funds are transferred by the close of the fiscal year tomorrow, State will not be able to transfer funds to FEMA until
Treasury re-opens for FY 2006. The actual date is being confirmed with Treasury, but will likely be toward the end of next
week.
4) Another conference call is scheduled for tomorrow, Friday, September 30 at 5 0 0 p.m. to discuss progress on the next
steps.

7. Posts that receive welfare/whereabouts inquiries from host government officials should
convey this information to the Task Force, which is working directly with foreign missions
on tracing issues. Please flag any high profile or special circumstances cases.
8. Private foreign citizens should be urged to direct their inquires to the appropriate
foreign mission in the United States if they cannot first contact their loved
ones/associates directly. The Department will follow up with the foreign missions as
appropriate. Post may also refer private foreign citizens to the various public websites
listed in ALDAC State 161077 of 9/1/05. In addition, posts may refer private foreign
citizens to the ICRC website www.familylinks.icrc.org. This "Family News Network of the
ICRC" includes a specific tab for Hurricane Katrina, allowing users to consult a list of

--At the same time, we all recognize that the burden of caring for displaced persons will
fall to a large extent upon non-governmental relief organizations. If your government or
citizens would like to make a donation to an organization providing hurricane relief, we
ask that you do so by contacting directly the non-governmental organization of your
choosing, such as the American Red Cross or The Salvation Army. i

reinforce to your host governments that all aircraft and ships carrying relief supplies
must obtain prior U.S. diplomatic clearance before loading and departure from the country
of origin.

in principle. Chiefs of Mission are authorized to respond as follows to such offers from
host governments:

-- We will convey your offer to Washington, where our disaster management experts will

- - We will advise you as soon as we can on how and whether to move forward to implement
your offer.

Government emergency response authorities continue to determine what is required most
urgently to meet the immediate needs of those suffering from the hurricane's impact.

- - We recognize the valuable experience of search and rescue teams in these circumstances,
and thank you for your extreme generosity. State and local governments initially feared
the death toll from Katrina would exceed 10,000. Happily, that has not come to pass and a
reassessment was done reducing the need for these services. Upon consultation with USG
emergency management officials, we do not have a need at this time for the personnel you
have offered to send to the stricken areas. If that situation changes, we will contact

- - The USG has received an outpouring of support from many nations and international
organizations. On behalf the united States Government, and all Americans, I want to
express heartfelt appreciation for your assistance and expressions of concern in this

hold ourselves accountable for spending Katrina monies on real (and authorized) needs, buying it right, and getting what

we pay for. And we want to do everything possible to prevent problems (waste, fraud and abuse) instead of just
uncovering them. And we will do this while not impeding the pace of our rescue, response and recovery activities.
To this end, the Office of Federal Financial Management and the Office of Federal Procurement Policy are asking your
CFOs and CAOs to develop/communicate your procurement and internal control plans to achieve the goals above.
Similarly the PClE has talked to its membership to develop IG-related plans to achieve our common goals. The
components we believe need to be included in an adequate stewardship plan are laid out in the attached.
We are telling them to developlcommunicate the plans withithrough you or the official you steer them toward. I propose

You communicate your preliminary plans to us by COB, Tuesday, 9/20.
We review your plans for adequacy and consistency, and communicate suggested edits, if any, by COB,
Wednesday, 9/21. I
You return your revised plans to us by COB, Thursday, 9/22.
The plans should indicate what special resources and protections will be established to allow us to meet our Katrina .
stewardship goals, and by when. The plan details should be such that agency management and its IG can monitor and
ensure we are doing what we said we were going to do, when we said we were going to do it, and that it is having the
desired effect.
The plans should also indicate which senior agency official is to be held accountable by the SecretarylAdministratorfor I
The plans should be sent to me via Emily House (EHouse@omb.eop.gov), with copies to David Safavian
(DSafavian@omb.eop.gov) and Linda Combs (LCombs@omb,eop.gov). The IG plans will be sent to Rick Skinner
(rick.skinner@dhs.ga), for subsequent transmittal to OMB.

1. The attached spreadsheet covers those scenarios where the department can best facilitate overseas contributions
using our infrastructures. It does not cover contributions to assist State Department employees. More information will
be coming to post in septets that will cover these procedures as well as procedures for contributions for State
Department employees.
2. It is strongly recommended that both government and private donations be made directly to Non-Governmental
Organizations (NGOs), i.e., American Red Cross, Salvation Army, etc. A list of organizations that are providing
disaster relief assistance is contained at ~htt~:llwww.fema.aovInews/newsretease.fema.However, recognizing that
direct contributions may not be possible for everyone at overseas locations, the Department has determined that it will
facilitate donations from overseas for one or more of the major governmental or NGOs involved in the relief effort.
3. For check donations received by post, the check should be made out to the American Embassy or the Department
of State. The OF-158 should note that it is for a donation to the Hurricane Katrina Relief efforts and recorded in
accordance with the instructions in the spreadsheet, using the obligation number in paragraph 4. If the post receives a
check for which the payee is the American Red Cross or some other nongovernmental relief organization, post should
forward the check directly to the designated organization.
4. The obligation number in collection vouchers should be a six digit number comprised of the following: the 1st digit
represents the fiscal year; the 2nd through 4th digits will be the post code; the 5th and 6th digits should be a sequential
number starting with 01.
5. The total amount of donations deposited each month must be reported to RMIGFSIF by the tenth day of the next
month. Any donations fhat exceed one thousand dollars should be reported separately as soon as deposited. Please
be aware that this is a one-time extraordinary use of the SDA account and is authorized only through September 30,
2006.

Hi James; Thanks for your query(s): How ironic that your email arrived on the day that the
office is taking Fran out for her "farewell" lunch! We will miss her immensely - she brought
such a fresh approach to our otherwise staid office, particularly since the loss of Mr.

When you get the answers as to whether the donation is a personal or gov't-to-gov't, just
send your question to Roger Anderson who is the POC on cash collections. Needless to say
his section is working fast and furious to record all the donations.
Regarding, your establishing a wearitear fee which is similar to a user fee, I don't believe that
you can do it absent any specific authority to retain the funds. We did get authorization to
establish a surcharge for outside events at Blair House and the 8thFloor to assess the fee
and retain it. Why don't you check w/ Roger Simpson to see if other large EUR missions
want to set one.

Just had a chance to review your email from fate yesterday. My significant proposed change (step 5 below) may

Because of the key role of the State Hurricane Katrina Task Force (TF-1) in assuring coordination, and
fact we only act after we receive written authorization from the Task Force, at step 5 below the OFDA rep
on TF-I should, with OFDA control # in hand, initiate the TF-I email authorization for PMllSO to proceed
with the processing of the diplomatic flight clearance request. Good examples of the emails to PMllSO
-
(via PMllSO PMAT) were the 1006 AM TF-I email yesterday (I1Sep) on Sweden Flight OFDA Control #09-
04-m006and the 1244 PM TF-1 email yesterday re NATO Flight 9-10-NO01 Request.

i have written up the steps for flights from donor countries flying into LRAFB:
I.OFDA logs receives copy of cable approval to donor country from Task Force. PMAT should also receive this
notification. We also receive an ernail notification. The cable and ernail informs donor to contact us to start the
process.

2. Donor country POC contacts OFDA logs.
3. Logs sends out Movement Request Form and Procedures letter.
4. Donor POC fills out (or NATO) and sends back to Logs.
5. If the form is completed properly and consistent with States Approval Logs assigns a control number (informs
Donor)and sends Request form with control number to: PM Action Team, I 1 Dave
Killingsworth and group, State Taskforce, LRAFB, I(am I missing anyone?)
6. The donor and Logs receives notification of dip omatlc clearance trom PMA i .
7. Logs receives landing slot openings from land informs Donor on ETA. .
8. Logs updates summary report and lets Nbrthcom/Lt+AtB ot t IA.
9. Logs tracks flight.
The commerical flights will not.be flying into LRAFB. Todd has seperate p~oceduresfor these flights.
I think that is everything. If I have missed something let me know. 1 know this is short but thought this might help
all of us.

We have officalty started this procedure today now that donor countries have been receving cables. It is a bit
slow and we are working out the kinks.

According to PMAT's understanding of procedures, to assure no slipups PM/ISO does not finalize Dip Clearance
until approval received IN WRITING from State Department Hurricane Katrina Task Force (TF-1) reflecting
concurrence by FEMA through OFDA of specific offer, or, in case of Mil-Mil assistance offers, when NORTHCOM
notifies TF-1 of its concurrence and TF-1 in turn notifies PMlfSO in writing. The relevant regional bureau also
receive these written (email) notifications from TF-I so they can notify their embassy contacts. I
Please liaise with TF-1 on this.

The Executive Secretary has directed the Operations Center to form a task force to coordinate ail State
Department activity to deal with the aftermath of Hurricane Katrina, effective 0700 EDT Friday,
September 2. The task force will serve as a:
- central clearing house on welfare and whereabouts inquiries from foreign missions.

The task force will run from 0700 2300 daily, including through the holiday weekend, in two shifts:

0700 1500 and 1500 2300. We are asking that your bureau/office provide one volunteer per shift through
COB September 9. In addition, we will need one OMS per shift (from all bureaus total, not from each).
Please identify one volunteer from your bureau to work on each of the scheduled shifts, and provide CMS with:
their names, office, title, and after-hours contact information. Please do the same for OMS volunteers. We ask
that your bureau provide us this information through one point of contact as opposed to volunteers
calling us directly. Email your response to the CMS collective (SES-0-CMS in the GAL), copied above,
or call CMS at 647-7640.
Please let us know ASAP who will represent your bureau on the shift beginning tomorrow morning at 0700.

amount we're constantly scrambling to sort things out. Happy to do at your convenience. Here's my list:
E disposition: we need to pin down an interagency-agreed strategy to get bulk of the MREs transferred
their government or agent and figure out what to do with the (hopefully small) remainder.
Since I've been deepest in weeds on this, I'll plan to bang out a notional strategy for sorting this out that 1 will ask
MSC to then manage, with an idea that we get interagency agreement on plan forward by week's end.
2) Hpusing: Two pieces to this: a) INL's TDY village offer, and b) broader issue of whether we will seek int'l help
to eet immediate shortfall in housing, Issue for latter is some continued discussion at NATO of trying to get
A$s to pony up some prefab housing or equivalent that could be shipped on NATO ROlRO shipping. That's still
live and OSD still working, so at a minimum we need to keep up with that.
Were you able to get any specifics on INL's offer of the TDY "villages?" If this looks to be an attractive option, then
we conceivably could use NATO shipping to move this back. But we'll first need to have a detailed set of what's
available to feed into FEMA including, perhaps, via Joe's contacts on the ground.
3) Int'l donation management: this seems to be moving forward under NSC direction and that's fine by me. Would
be helpful if we could establish a State POC for the NSC to contact when they need info about the current status of
donationsl; perhaps that came out of Jed's mtg this AM.
4) Supporting Mlsenior rep in gov't-wide review of Katrina response. We'll have to see how quickly the HSC-
coordinated review proceeds, but I'd think they will want to get fast off the mark. Strikes me that the KWG is best
positioned to assemble and synthesize for U/S Fore or the other designee the dept.-wide input to this exercise,
with my staff providing input and historical continuity from the pre-McCarthy portiori as needed.

5) Closing out remaining standing offers: this one seems firmly in the KWG's orbit, with us providing support or
historical record as necessary. Seems to me we will want to wind this up before the RMT and State-South close
UP.
6) Misc: want to make sure you're getting the info you need for wrapping this up (for ex the agendas and such for
the HSC mtgs that require briefing materials).
