OFACS
OFACS (Office of Engineering and Technology (OET) Frequency Assignment Coordinat
ion System) was developed to support the Federal Communications Commission (FCC)
in fulfilling its responsibilities with respect to the National Telecommunicati
ons and Information Administration (NTIA) frequency assignment coordination proc
ess. It provides internal automation support to the OET Spectrum Coordination Br
anch (SCB) and also provides Web Services interfaces with FCC Licensing Bureau s
ystems and NTIA coordination systems. OFACS is a Web-enabled application that su
pports the SCB frequency coordination process by providing the following capabil
ities.
• It acts as a staging house for the submission, storage, update, and exchange of in
formation with the NTIA and FAA. • It includes record query/call up and reporting fe
atures, and enables tracking of frequency assignment coordination requests. • It inc
ludes the capability to process Frequency Assignment Subcommittee (FAS) records
and related information processing capabilities including record management, pro
cessing and update functionalities. • The project environment is SYBASE as backend,
Weblogic server 9.1 as Application Server, Java 1.5, Struts, Spring, Servlet, IB
ATIS, Acegi-Spring, JBoss Drools, Web Service, Java Script, Sub Version Manager.
* Tech. Lead for the project.
* First point of contact for the client at FCC with regards to any problems with
the application.
* Investigate production issues, analyze the problem through logs, code-review a
nd database queries, identify the problem and engage the correct parties to fix
the problem.
* Coordinate fixes and issue resolutions with developers, including debugging th
e application in Eclipse.
* Monitor the application and provide full-support for the successful performanc
e of the application.
* Manage the application code using Subversion and PVCS.
* Build and deploy application to INT, and provide the deployment package and te
chnical support for deployment to UAT and Production in J2EE environment.
* Write Test Cases and perform thorough Integration Testing for the whole applic
ation, and fully support the client during UAT.
* Responsible for administration and up-keep of development web-servers.
* Analyze client's needs to produce spread-sheets with data that can be used for
reporting to upper management.
* Write complex sql queries to retrieve the data required by the client in Sybas
e.
* Written many java tools that aid in data updates a well as testing of the appl
ication.
* Provide guidance and technical know-how to the Project Manager regarding bette
r solutions for the application.
* Support business initiatives by providing ad hoc analyses as needed.
* Manage the team in the absence of the Project Manager and provide senior techn
ical expertise and guidance to other members of the team.
