Impact Assessment of Community Schools Teachers Training

Program and Teachers Training Needs Analysis (TNA)

1. The Government of Pakistan has received credit IDA 4203-PK from the World
Bank for The Balochistan Education Support Project and the proceeds of this credit
are utilized through the Government of Balochistan and the Baluchistan Education
Foundation (BEF), to payments under contracts for “Capacity Building of Teachers”.

2. The BEF is an autonomous foundation set up under the BEF Act -1994 and
acts as an apex body responsible for the promotion of education through Public-
Private Partnerships. BEF is the executing agency of this project whereas the
implementation of this project undertaken by the Partner Organizations/NGOs
referred to as Community Schools Implementing Partners. Under the first component
of the project, 649 community primary schools through Parent Education Committees
(PECs) have been established in rural areas of Baluchistan during the project period
2006-2010. These PECs and community schools have been established under
guidelines of the Project Agreement document (PAD).

Under the capacity building component of BESP Project, Forty five (45) days training
have been imparted to all the teachers with a focus on Pedagogy, multi-grade, and
content of class Kachi and class 1. We would like to continue strengthening our
Teacher’s capacity building program as they are central to the quality of education in
BESP schools. Before we initiate a new training program we would like to assess the
impact of last training and conduct a fresh Training Needs Analysis (TNA)

3. The Balochistan Education Foundation now invites Expression of Interest (EOI)

from eligible firms or individuals with significant experience in the field of impact
assessment and TNA. Your EOI should include; a) Your background statement and
capacity, b) Work Plan, c) CV of lead consultant, d) Relevant Experience, e) Budget.
This will be a sample based exercise (10% max) and should be completed within one
month.
