The last decade has seen our country take giant strides in development. Infrastructure and construction
industry are integral part of this development process. The 10th Plan envisages a growth of 8% in the
GDP. This requires development of infrastucture projects in power, road (highways and rural road
connectivity), telecommunications, petroleum exploration and refining, railways, irrigation sectors,
etc. at a faster pace. The role of the construction industry in the infrastructure development is well
recognised. It is imperative that the performance of these industries should be not only at par with the
technological advances, but also match the efficiency of the modern management practice.
Another important factor is the integration of the Indian economy with the global economy, through the
processes of liberalisation and globalisation. This has enabled many multinational organisation to
participate in the process of development, both directly and in collaboration with local firms. In this
context, the need for a level playing field,common and consistent parameters, reliable cost databases
cannot be overlooked. The Government's objectives of minimising time and cost overruns, maximising
quality and optimising the utilisation of resources can be achieved through standardisation of cost
estimation procedures.
In this background, the publication BuildCOST: Building Construction Cost Data (Book + CD), is a
welcome step. For an industry, which has largely relied on an unorganised schedule of rates, this
would be a giant leap forward. This book has itemised works under 16 divisions, based on the
internationally accepted MasterFormat system, which most of the multinationals currently operating
in India are familiar with. The 16 divisions cover the entire range of activities in the construction industry,
including electrical, mechanical and air-conditioning, amongst others.
This book facilitates easy referencing by the client organisations, architects , consultants and the
constructors. It would enable the development of in-house databases by minimising the efforts for
every new project or venture. Moreover, the concomitant CD provides enough flexibility to add, wherever
required, items which are special in nature or specific to any region. This would be updated on an
yearly basis initially, but subsequently on a quarterly basis. This will help cost estimation of construction
projects at the prevalent prices.
My heartly congratulations to Integrated Project Management Group (IPMG) and Tata McGraw-Hill
Publishing Company Limited for publishing BuildCOST, which I believed will prove to be a powerful
tool of immense use to the clients, consultants, and the project owners, both in the public and private
sectors. This will add a 'new quality dimension' in project management in the country.
I hope that the construction industry will, by and large, benefit from this publication.

BuildSYSTEM – An Overview
IPMG, since 1985, has been providing project management services, for building projects, to various
clients, right from concept stage through construction and completion. IPMG believes in the total
project management concept, covering planning and systems, scheduling, monitoring and control,
with main emphasis on project cost and time.
IPMG and R.S. Means, USA have jointly developed a comprehensive database on construction
costs and products, based on MasterFormat, which is the international numbering & titling system.
The technical collaboration between IPMG and R.S. Means, USA has been approved by the
Ministry of Commerce & Industry , vide their letter no. 51 (2004) / 31 (2004) / PAB-IL, dated
30th July, 2004. The Ministry’s approval is for “Database Development for Construction Industry”.
R.S. Means is North America’s leading provider of and authority on construction costs. For more
than 60 years, project planners have drawn on R.S. Means products and services for up-to-date,
comprehensive cost data for accurate estimating, based on MasterFormat. Data covers every aspect
of construction and is delivered in a variety of formats. Offerings include cost guides, reference
sources, consulting, databases, software, seminars, training, and insurance services. For further

MasterFormat is a master list of numbers and titles classified by work results or construction practices,
primarily used to organize project manuals, organize detailed cost information, and relate drawing
notations to specifications.
Construction projects use many different kinds of delivery methods, products, and installation methods,
but one thing is common to all – The need for effective teamwork by the many parties involved to
ensure the correct and timely completion of work. The successful completion of projects requires
effective communication amongst the people involved, and that in turn requires easy access to essential
project information. Efficient information retrieval is only possible when a standard filing system is
used by everyone. MasterFormat provides such a standard filing and retrieval system that can be
used throughout the construction industry.

BuildSYSTEM – An Overview
IPMG and RS Means have developed BuildSYSTEM , which is a construction cost database, with an
estimating software. The major features of BuildSYSTEM are :
- IPMG’s 5000 Items of Work relating to civil , plumbing , electrical , mechanical and HVAC
- 2008, with Analysis of Rates .
- Ministry of Road Transport & Highway’s Standard Data Book – 2003, with
Analysis of Rates.
• The codification of all the items of work, materials, labour and equipments, in BuildSYSTEM,
is in 12 digits. The first 5 digits, for grouping, are based on MasterFormat. The next 3 digits, for
further grouping, are based on R.S. Means system. The last 4 digits are IPMG specific, based on
the description of the items of work, materials , labour and equipments , as specified in India .
• The analysis of rates include coefficients and rates of all the materials, labour and equipments in
the analysis.
• Gives an estimate breakup , which totals all the materials, labour and equipments, with quantities,
rates and amounts , in the estimate .
• Facility to modify coefficients and change rates of materials, labour and equipments in analysis
and estimate. Also to add and remove materials, labour and equipments in analysis.
• Facility to change overhead percentage in items of work individually, and also in the estimate
collectively. Also, add additional taxes ie VAT , excise , octroi etc.
• Facility to copy the items of work and analysis from the master database, modify them and create
new items of work and analysis.
• The master section includes location master, unit conversion , unit master , tax setup ,
manufacturer master , vendor master , component master ( materials, labour and equipments ),
item master and import component.
• The 4,500 material rates, in IPMG database, are linked to price lists from over 100 manufacturers
and 110 vendors. IPMG updates these material rates on a yearly basis. The user can also update
them by contacting the manufacturers and vendors, whose contact details are given in
BuildSYSTEM. There is also a provision to add new manufacturers and vendors to the material
rates.
• The user can digitally import his items of work, materials, labour and equipments from their project
file, in MS-Excel, into BuildSYSTEM.
BuildSYSTEM – An Overview
• Facility to generate various reports in different coding systems i.e. 12 digits, user defined, or
with no code. All reports can be exported to Ms-Excel for customization.
All the items of work, materials, labour and equipments , in BuildSYSTEM CD , have been
codified in 12 digits, based on MasterFormat, R.S. Means and IPMG coding system. An
example is given below :
