Understanding The Importance Of Status and Jurisdiction

Dear Readers, now that you have read The Biography Of Noble Drew Ali, with His Appendix, you have
been prepared for its grand finale, The Exhuming Of A Nation. This ‘Preface’ is an introductory guideline to what
may be the most important Document ever written concerning the freedom of the so-called Negroes, Blacks,
Colored and current African American People (NBC). The Document that follows is The Proclamation of Status
and Jurisdiction of the Moorish Americans and is also their Declaration Of Independence. The author is fully
aware of countless attempts by the NBC to break free from the iron hand of the United States yoke and laws with so-
called ‘Negro National Anthem’, ‘National Association for the Advancement Of Colored People’ and ‘Black
Declaration Of Independence’. There have been many charges of genocide, brought against The United States in
defense of The NBC People. These and similar proceedings were duly filed into the World Court in the Hague
Netherlands against the United States. Also, down through the years, various organizations, groups with feigned
nationhood attempts to the United Nations and Geneva Switzerland in desperate pleas to be recognized as a people.
These gallant and sincere efforts to break the lawful bonds of western incarcerations has been steady for over 400
years of African Slavery in the Americas but have all been denied access to life, liberty and the pursuit of happiness
for one reason. None of these sincere people gave back the “Slave Names” acquired during the time of slavery. All
went before the nations of the Earth pleading to be accepted as either ‘Negro’, ‘Colored’ or ‘Black’ People. They
did not know and proclaim themselves according to their one, true, free national name thus declaring their (new)
proper status. No people can be free while clinging to names that delude to slavery. You simply cannot be your self
and be what others call you. Case-and-point; a Nigerian was named ‘Colored’ during U.S. Slavery. That Slavery
ended in 1865 but the Nigerian, as late as 2004, will only answer to “Colored”. The status and jurisdiction are
legally out of sink. According to all true records of divine order, all creatures and creations are first named
according to the nature, time and place of its origin. Nations, tribes and families of man are not the exception but
the God of this universal law.
To Moorish Americans and their ‘Sleeping Giant’ of Precious Persons laboring under these pseudonym-
ethnic Classifications of NBC, to all Honorable Citizens of the United States, Ingenuous Nationals and Foreign
Sympathizers: It is of magnanimous importance to discern and examine with care the following document. Please
seek the utmost of its value. It is the Author’s prayer, after reading the contents of “The Exhuming of a Nation – A
Biography of Noble Drew Ali”, you too, will now see the new Nation of Moorish Americans is ordained to be a
realized People. They are the found Tribe of Ali that was once lost in laws and gods of Western colonization. There
can be no lasting peace on Earth until this Rejected Cornerstone, whose Ancient Forefathers were known as The
Torch Bearer of Civilization, is placed back into the light for the Nations of the Earth. Therefore, it is of benevolent
importance to obtain the highest degree of understanding for the full application of the ensuing ‘Manumission
Document’. Pray for the fulfillment of its infinite and esteemed worth to be revealed as one of a Saving Power from
The Great God to heal the malignant Negro-tumor on the body of a free National Government, here in North
America.
 It is also critical to bear in mind this historical testimony is the original draft and consummation of the
Book entitled: The Biography of Noble Drew Ali - The Exhuming of a Nation. Through this Book of high
diligence the Sons and Daughters of former Slaves, now in public domain, for the first time in this new era can
exercise their right to be themselves. And for all intended purposes the following “Proclamation Declaration” is the
first and only true Self-certification of Freedom for the Ex-slaves of the United States since the Congressional
Manumission of 1865. However, being a draft, its intentions are now open to future word restructuring, editing,
refinement and clarification by a grand body of more ingenious citizens with the sole objective to perpetuate its
purpose. This purpose is significant and all edits must be performed in lieu of disturbing its foundation that is
squared upon the grand principles of uplifting of fallen humanity and finale of the Moorish Americans, which are
now coming into their own.
Warning: Do not be mislead by the word “Draft”. It does not mean the attached Document is not
historically correct, prophetically sound and legally enforceable. The Author uses the word “draft” as an invitation
to build upon these principles by allowing room for those who are more educated in the higher sciences, graced in
Divine Love and prudent in “Specialized Areas” of Love, Law and History. They are welcome to share in this…The
Final Solution to the Negro Problem in America under the high principles of Love, Truth, Peace, Freedom and
Justice.
This following generic document draws much of its noble strength from the great Declaration of
Independence of The United States of America. Indeed, accurate history will reveal its signers as an illustrious body
of European Freemasons that put forth the said document in proclaiming their Status (Americans) and their
Jurisdiction (The Government of The United States of America). These two pillars of Law are the true supports,
which freed all Americans from their British oppressors although they were formerly known as Britain’s subjects of
Her Thirteen Transatlantic Colonies. That grand stand for independence and proclaiming a new free national name
was considered ‘Rebellious’ by the old government and liberation to the new. Nevertheless, it is the law alone that
governs all events, and a declaration of identity, true status, must be clearly established in order for a “Constitution”
de jure to become a fact and in full effect.
When Thomas Jefferson (himself, a Slave Owner) and other Master Masons wrote The Declaration of
Independence, their Slaves were never interpreted into the language of “all men are created equal and endowed with
certain unalienable rights.” After all, Slaves did not own the British Colonies or the States where in which they were
to reside. The Founding Fathers, of these United States, whom owned Africans as Slaves, used their Constitution as
a Deed of Ownership of chattel by declaring their property as a fraction of a person and again as “Persons”
(Commercial Property) in the 14th Amendment. For these lawful reasons The United States, as the world’s foremost
Democratic Republic, has never been without its Slaves. This is the shallow grave, beneath the laws of man, where
all Slaves will remain until they proclaim an inherently defined and free National Status.
The greatness of the following document is unparalleled in the substance of its character. It is designed to
empower an entire people from last to first without bloodshed and is successor to the earlier missions of Moses,
Jesus, Mohammed and Forerunner Marcus Garvey in the New Era of Ali.
The histories of humanity reveal every nation has suffered slavery at one time or another must never be
forgotten. And while there is shame in being a Slave is only equaled to the status of being a Slave Master carries no
honor. Ergo once each period of slavery was over and then the supreme issue of the freed people was, and is, to
Proclaim Themselves As A Nation. They are to proclaim their Divine and National Status by the Free National
Descendant Name of their forefathers in order to be themselves, Free and Autonomous. This has never been done
by the Ex-Slaves of The USA and it leaves the free National Government of The United States in want of Moorish
Nationality and powerless to claim this in their behalf. Noble Drew Ali and the Moors saved by Him began to be
the only exception to this manumissionary obligation. Between The Great Prophet of Ali and The U.S.
Government the true Freedom-footprints of two New Nations to proclaim their own have been plainly cut. The truth
is, nothing and No one is free until they are themselves; pure, clean and unamalgamated.
The following document, called “The Proclamation Of Status And Jurisdiction Of The Moorish
Americans” is a must, an Inalienable Right and absolute necessity for the people misnomered as Negro, Black and
Colored to ever be free of those Slave Names and conditions. There is no other way, bar none, in this new era of
time, allotted in the course of Love, Truth, Peace, Freedom and Justice for them to be truly free with the exception to
proclaim their own free National Name before by their own government in order for them to be recognized by the
Nations of the Earth.
 The Benevolence Of Proclaiming
• The Moorish Science Temple, as founded by Noble Drew Ali, is a resurrection of The Ancient Kemetian-
Moorish Adept Mystery System. It is a Educational staple and inherited National Product of a Clean and Pure
Nation of People. The M.S.T. of A is to be “of America” and the “said” Moorish American Government. It is
not a religion, Secret Society, Cult nor could ever be a Moorish Science Temple of the United States of America,
but of the Indigenous Continental America, (See: Act-5). Nevertheless, in behalf of Drew Ali’s M.S.T.of A., it
has been the existing condition since July 20, 1929 its Members and Officers have not fulfilled the founding
purpose, “The Uplifting of Fallen Humanity”, as has been the existing condition since 1929, it then becomes the
Divine Right of the People whom have been left out there in Public Domain to Proclaim their true Status in
order to save themselves. The Divine Rights of a Proclaimed Nation far outweigh the instabilities of a
pretended People.

• It will remove the interchangeable labels of Negroes, Blacks and African American from the judicial bonds
of the 14th and 15th Amendments. Hence, ending all racisms, ethnic and religious discrimination, social and
political jousting in arenas of nationalism, no need for Affirmative Action Programs, bigotry, Congressionally-
granted Voting Privileges, Segregation, Racial Profiling, Healthcare Reform, Black Economical Development,
Predatory Lending, Educational Funding, Social Security Reform, Reparations, Mandatory Minimums, Hate
Crimes and Victimizations of “White Supremacy” and all other “Negro Problems” that are post-slavery
harvested only in The United States.

• All social accomplishments, contributions to the world, championships, patents, sciences and literary
publishing, etc. will be attributed to the rightful Nation and upon the just merits of the Moorish Americans; as
opposed to these things being absorbed feignly into the glory of U.S.A. and other European powers, then shown
as their own. No Chattels has the power to claim its own accomplishments except through the benevolence of
its owner.

• A beggar Nation cannot attain the best within themselves, therefore the act of proclaiming forces the
stability of autonomy to become a realized Nation. The great Thirteenth Amendment alone cannot free a People
without they too being One Family Bearing The One Free National Name of Their Forefathers, thus
proclaiming their Freedom and live Independence.

• The end of the notorious “Dark Age” of Mental Slavery, which so-called Blacks have today. This ‘Dark
Age’ has led to a 135-year myth of ‘Black Freedom’ and an entire people laboring to reach an unreachable
status of 1st Class Citizen, with Taxation without proper Representation and the serving of gods that are not their
own and of whom they know nothing.

Finally, humbly find an area provided at the conclusion of the following document for the signing of
Individual and Family Seals. It is in the nature of each African family to become a Tribe. These tribes are usually
bound together by a single family name of a Forefather or Patriot. However, during the time of U.S. Slavery and
135 post-slavery years of Assumable Jurisdiction, the concept of a family is fading and the genealogy of a Tribe is
very foreign to the Ex-slaves. Albeit each Moorish Family born in the United States is a tribe and part and parcel of
the Moorish American Nation according to Act-6. Some families are two Members strong others may be two
thousand. These modern families are all descendant Nationals from the Northwest and Southwest Shores of Africa
and are a New Nation formed in due time by The Great God. This is the reason all new Citizens must be sure to list
all living family members regardless of their residence.
All State certified Birth Certificates, U.S. Social Security numbers and other United States Identifications
rest upon Ex post facto laws and is bogus and fraudulent. Nevertheless, out of the worst the wise will find means of
good, and these certifications are now lawful authorizations to their right from Negro to Moor by correcting and
proclaiming proper status, which is required by laws of all free national governments according to their constitution.
Every signer, by name, date and place of birth is also a Vanguard of their especial tribe. They, by proclaiming their
Free National Name, are the first in Freedom to represent all deceased parents, grand parents and all other fore-kin,
known and unknown, who suffered the atrocities of Maafa and slavery in the United States both legal and assumed.
All Signers will automatically become Moorish Vanguards. They are the first of their African Predecessors to
consciously stand in their American Promised Land. They are the realized descendants of Slaves who’s indigenous
bodies are forged from the dignity and dust of their forefathers, e.g. Crispus Attucks-Bey, Benjamin Banneker-Bey,
Harriet Tubman-El, Phyllis Wheatly-El, George W. Carver-El, Elijah Poole-Bey, Noble Drew Ali, etc.
The following document is designed to self-empower the lost-found Nation with the controlling force to
free themselves. It is an unfortunate common occurrence for some to believe their Organization, Church or Secret
Society has the power to free the Colored People and make them one but this is not a possibility. Only the truth can
open the doorway to freedom. For the first time in this century the freedom of choice, carefully covered in the
lodges of secret societies, is now loosened into public domain. They must proclaim themselves in order to be
themselves. Otherwise, they will only be what others label them to be - with names that change every time
conditions change.
As for Noble Drew Ali and the authenticity of His Prophethood, let that be of nil concern. He said it best
himself, “He is a Prophet of Allah, sent to bring US (the Moorish Americans) the everlasting gospel (Truth) of
Allah.” Therefore, the Moorish Americans, first, will honor Him as their Adam, Founding Father and Prophet when
they become themselves. It is quite customary for the very Nation to be redeemed to also be the last to recognize
their Savior has been born amongst them. When the Moorish Americans become humbled by the grace of The Great
God for ordaining to them their Prophet Noble Drew Ali as their Lord and Savior, the greater their prosperity.
When the Moorish Americans are recognized as Nation of People then Noble Drew Ali will be honored as a
prophet of Allah. Then and only then, to them shall all high roads lead to The Peace on Earth as it is in Heaven.
The following Proclamation is a true testimonial and enactment of Noble Drew Ali’s “The End Of Time
And The Fulfilling Of The Prophecies” (Appendix: MHK- 48). It bears witness the Moorish Americans are
destined to be The Righteous People forming a Clean and Pure Nation. Again, please examine with care; the
purpose of these contents is to bridge the freedom of 60 million people, from the tombs of slavery into the family of
nations with their Creator. This is what is meant by “Seek ye first the kingdom of Heaven and all these things
will be added unto you”.

In the course of human events The Founding Fathers of The United States brought forth on this
Continent two new Nations. One, themselves, a conglomerate of Pale Skin Descendants from the Nations
of Europe. The other Nation, a Comity of Olive Skin Nationals extracted from various Countries affixed
indigenously to the North Western and South Western Shores of Africa yet latent in slavery. Now, in the
plan of Universal Justice, it has become necessary for the latter, standing in their Proper Person, to
proclaim their true Free National Status, thus dissolving the political bands and assumable jurisdictions of
the former.
We, the Continental Natives, descendants of Moroccans from the Old Moorish Empire, whose
Ancient Forefathers received permission from the Pharaohs of Ancient Kemet (Egypt) to settle and
inhabit North West Africa. In those days Egypt was the Capital Empire of the Dominion and Kingdoms
of Africa as Washington, DC. is the Capital of the Sovereign United States today. The Illustrious Lineage
of Moorish American Ancestry reveals they were the Founders and are the true possessors of the present
Moroccan Empire with its dominion and habitation of kingdoms, Nations, Tribes and Families of North
West and South West Africa extending across the great Atlantis even unto the present North, Central and
South Americas and also Mexico and Atlantis Islands; before the great Earthquake which caused the great
Atlantic Ocean. We are born in the Image and Likeness of One Omnipotent Creator, The Great God and
indigenous to the Continental Lands of the Americas then subjected to the assumable jurisdictions of the
various United States under Slave Labels abolished since 1865.

Proclamation Of Status
The advent of We, The Moorish Americans, were Divinely Ordained forth into rightful existence,
in due time, as a Nation, by the will of the Great God at the abolishment of slavery, as ratified by the
United States Congressional Thirteenth Amendment in 1865 A.D. This Congressional Manumission of
the Sons and Daughters of Africa brought to light a New Nation of People upon the Earth. These New
Nation of West African descendants have now come to lawfully link themselves again with the families of
nations and to worship under their own vine and fig tree, which have been the inherited Birthrights of all
Men through the descendent nature of their Ancient Forefathers. This is the true and inalienable
inheritance to every member of the human family and nation upon the Earth. And The Moorish
Americans are a part and parcel of the Human Family.
The Moorish Americans are not Negroes, Colored Folks or Black People, etc. because these
Names were given to Slaves by Slaveholders in 1779 and lasted until 1865 during the time of duly
constituted Slavery in the United States. But this is a new era of time now. All men now must proclaim
their Free National Name to be recognized by their government and the Nations of the Earth. We hold
these truths to be self-evident that man is made in the image and after the likeness of the Great God, their
Creator; that no man can be Negro, Black or Colored and be attached to the human family. European
Rulers gave these labels to the Moors of West Africa in a process of Denationalization. The state of the
Negro leaves a people in want of national roots.
Ancient heritage and in absence of Mother and Father for which to honor. Albeit the carnal
customs of man do not alter the Nature of Truth or the course of Justice. Thus the true Free Nationality of
the Ex-Slaves, now arisen from the dust of North America, is Moorish American. For man alone is
reposed with consciousness, endowed with wisdom and appointed with the gifts of The Understanding
from His immutable treasures while being armed with resolution. The Father of Love, Truth, Peace,
Freedom and Justice has graced the Moors with these latent powers, unalienable Rights and the Key of
Civilization to uplift Fallen Humanity; that among these inherent rights are Belief, Faith and Fruition of

Perfectness and Peace.
Although the United States has never been without some form of her Negro Slaves, the general
American Public has been kept in an esoteric history about this inevitable true Proclamation of Status and
the hallowed Free National Name of the Moorish American Natives. Nevertheless among her more
ingenuous Citizens, the Noble History and Prophetic Return of The Moors and Truth of our existence has
always been known.
The Moorish Americans, commensurable to every Nationality, have the divine and national right
to be themselves; with hearts and minds pure with Love and bodies clean with water they are free. No
Nation or any other living thing is free until it is of itself; unamalgamated, independent, wise and
autonomous with free national standards and principles to support their unfolding generations. This is the
true meaning and attainment of Freedom.
The Moorish Americans are Descendants of Moroccans, The Northwestern Capitol of the Mighty
Carthage/Moorish Empire (700 BC-1820 AD), the Ancient Moabites whom inhabited the North Western
and South Western shores of Africa, born indigenous in the Continental lands of America. The Moorish
Americans are a Clean and Pure Nation. We have naturally derived our Free National Name “Moorish”
by West African descent and “American” by indigenous birth.
We now proclaim the heritage of our ancient forefathers, the ancient Moabites whom inhabited
Amexem, the first true and divine name of present day Africa, with its extreme western lands of North,
Central and South Americas with Atlantis and adjoining Islands. We are the true heirs of the Earth
Mounds, Pyramids and 40 ton Moorish basalt Heads built and sculptured by our seafaring forefathers,
founders of the first civilization in the Americas, ten to twenty thousand years ago. The ten thousand year
old Skeleton discovery of an African Man named ‘Kennewick Man’, The Basalt Heads and Earth Mounds
can be found to this day from Canada in the North, southward throughout The U.S., Mexico, Central and
into South America proves our pre-American presence here. True history declares The Moorish
Americans, seeds of the Ancient Canaanites from the Holy Land Of Canaan, are the original Inhabitants
of all the Americas, whether by legacy or dormant conditions of servitude. No other People can rightfully
make this indigenous claim, including the so-called ‘Indian’ Tribes that followed centuries later, save the
Moorish Nations.
We also proclaim Parcel in America through the blood of our forefathers that has been shed, in
acquiring the independence and sustaining the prosperity and tranquility which has glorified the United
States of America through all of Her wars and conflicts, defending the principles of the Republic for
which She stands. The Moorish Americans, endowed by their Creator with the high Principles of Love,
Truth, Peace, Freedom and Justice, are rejoining the Family of Nations upon the earth. All nations of the
earth in these modern days are seeking peace, but there is but one true and divine way that peace may be
obtained in these days and it is through these principles being taught universally to all nations, in all
lands. Under these principles, all men are one and equal to seek their own destiny, after the Holy and
Divine Laws of their Forefathers. We are the return of the Ancient Ones and we are today what our
Ancient Forefathers were yesterday without doubt or contradiction.
The Moorish Americans, as a Clean and Pure Nation, descended from the inhabitants of Africa,
birthplace of the human family and Torch Bearers of Civilization, do not desire to amalgamate or marry
into the families of the Pale Skin Nations of Europe. Neither serve the Gods of their Religion, because
our forefathers are the true and divine founders of the first Religious Creed, for the redemption and
salvation of mankind on earth. Therefore, we are returning the church and Christianity back to the
European Nations, as it was prepared by their forefathers for their Earthly salvation. While we, the
Moorish Americans, are returning to Islamism, The Old Time Religion of Ancient Kemetian Mystery
System, which was founded by our forefathers for our earthly and divine salvation. Hence, we too are
seeking first The Kingdom of Heaven by honoring our Father and our Mother that our days, as a people,
will be long upon the Earthland, which the Lord, the Great God, has given us. Such a covenant of
endurance and prosperity can never been given to those deluding to the misnomers of Negro, Blacks and

The new Nation of Moorish Americans is the fruition of the original 13th Amendment, with its full
body of 20 Sections, repudiated by the Reconstruction Congress. Now, not to be denied. This right to
proclaim their Free National Name before the constitutional folds, to be misconstrued as an act of
aggression, rebellion, ne’er declaration of war against the harmony of the United States of America, its
laws, citizens nor allies; in lieu of inevitable compliance with the natural laws of indigenous comity of
nations all over the world, both Ancient and modern which demands all men to proclaim their nationality
in order to be recognized and accepted by all other Free Nationals. We acknowledge the unavoidable
destiny of our divine attainment and deliverance to be a Holy People, as undeniable and in due time.
The applications of the 14th and 15th Amendments are reconstructed and established forms of
Government designed to be destructive to these ends. Six scores and ten years of enforcement of these
laws lay bear an unbroken history of iron-hand oppression, which remain unchanged and proven that
descendants of West Africans will never be free while woven into the fabric of European Jurisprudence
which has threads of nationalism and neocolonialism.
The United States of America, with Her Great Congressional 13th Amendment of 1865, Abolished
the Institution of Slavery, which in fact repealed and did rescind wholly all Slaves, Slave Masters and
Slave Names of said Institution. Albeit contrived and did willfully Assumed Jurisdiction over the
comatose Ex-Slaves and extended its powers, through the Clause “All Persons Born”, referring solely to
the reestablishing the institutions of Negro, Black, Colored Chattel and other Commercial Properties, as
used in the 14th Amendment. This wrongful, willful Act intentionally abused Congressional Powers of a
free National Government and alone buried the Ex-Slaves in the shallow grave of Ex Post Facto Laws of
its 14th and 15th Amendments. Therefore, today the U.S. courts, through the Several Corporate States, still
owns and have assumable jurisdiction of all such Denationalized Persons, clearly certified by the States,
at live birth as Negro, Blacks and Colored, etc.
The U.S. 14th Amendment uses the term “Person” to diffuse the “3/5 clause” of its Constitution
(Art 1-Sec3) and was written strictly applicable to slaves and Ex-slaves, misnomer Negroes, Colored
Folks, Black People, etc. Under Color of Law, this document gives the United States clear title and
ownership to said persons, as property, and evinces Assumable Jurisdiction over the automatism of fallen
humanity. The 14th Amendment was ratified in full knowledge it would perpetuate all so-called Negroes,
as an undeclared and wretched People, to remain alienated and separated from the Human Family. This
mandates the Ex-slaves into an unconscious act of Voluntary Enthrallment by clinging to those Names
and Principles that delude to slavery. As long as the Ex-slaves accept the Slave Labels of Negro, Black
and Colored People, that has been Certified upon their decree of live birth by the States wherein they
were born, then they will live the life of a Slave, bearing names that delude to slavery, yet not knowing

The United States in her infancy bear witness that no Nation will be free to live out its Creed,
personify the Grand Principles and attain unlimited capacity of development while under the yoke, laws
and tyranny of another Government. Neither has the Moorish Americans been free to be themselves in
the 140 years (1865) since their emancipation from Negro Chattel Slavery, while under the Assumable
Jurisdiction of the U.S. 14th and 15th Amendments of granted privileges; separated from the Rights
guaranteed to all free National Citizens in the body of Her Constitution.
The Moorish Americans, through Rights Of Divinity, have come forth as a clean and pure people,
empowered with the inalienable birthright to be an upright, independent and fearless Nation. In
accordance with the Declaration Of Human Rights, they have the Human Right to be known by one, true
free national Name and by Number, with Divine Constitution de jure, officials of Government with
Attaché and Ambassadors, Principles, Our Flag and Holy Book. We have the inherent Rights to lands, air
and waterways originally civilized, inhabited and cultivated by our Ancient Forefathers and to insure the
sanctity of our Men, Women, Children and their prosperity.

 That to secure these Rights: there are Governments instituted among Men, deriving their just
powers from the consent of the governed. That whenever any form of Government becomes destructive
of these ends, it is then becomes the just right of the people to abandon it and to institute new
government, laying its foundation on the Omnipotent Principles of Love, Truth, Peace, Freedom and
Justice; and organizing its powers in such form, as to them shall seem most likely to effect their safety
and happiness. While man’s evils to man are made sufferable, evil is not requisite to man.
And when a long train of abuses and usurpations, pursuing invariably the same object evinces
projections, by your National Criminal Justice Commission, to disproportionately incarcerated 63% of
Moorish Men between the ages of 18 and 36 by the Year 2020 with programs in place to eradicate their
family structure by displacement of the Father Heads of household and by glorifying the fallen state of 8.2
million “Single Moms” among its Women; it is their Natural Right, it becomes their Duty to unfold away
from such government, and to provide new guards for their future security:
When a misnomered “African American” people, amidst the “Catch and Release Systems” of
Racial Profiling, compile 20% of U.S. Travelers but form 80% of those stopped by State Action Law
Enforcements; and mandatory minimums disproportionately warehouse their youths; and Death Penalties,
including Federal Prisoners, are constituted by 70% staple of ex-slaves who total less than 15% of the
General Population. And when all judicial convictions of so-called ‘Negroes’ since the Congressional
ratification of the 1868 Fourteenth Amendment, with its intent to recycle slavery duly abolished by the
Thirteenth Amendment, were negligent of their proper status in addition to leaving all Courts in the
United States in want of jurisdiction are hereby declared ex post facto and void of judicial, civil and
divine substance:
When Naturalization: the process by which a whole person, in full consciousness of nationality
by birth and descent, applies for citizenship, a choice among all free national constitutions, has been
politically denied to the ex-slaves. And there has been no record documented, since the enactment of the
13th Amendment, to reflect the naturalization clause by treaty, application, nor judicial hearing, nor
petition, nor declaration of allegiance in true intercourse to the Moorish American, of lawful age and be
accepted, by choice, as naturalized citizens of the United States. If Italians, Greeks, English, Chinese,
Japanese, Turks, Arabians and Moroccans are forced to proclaim their free national name and religion
before the constitutional government of the United States of America, it is no more than right that the law
should be enforced upon all American citizens alike. To be a citizen of any government, you must
proclaim your National Descent Name. Because they place their trust upon issue and names formed by
their forefathers. Being Negro, Colored, Black or African American, etc., are not Nationalities that bears
the one free National descent Name of their Forefathers, but used in the semblance thereof. Ergo the
Negro State was never designed to muster the noble status of true Citizen or qualify the Bearers to reach
from the Federal Question of “Denationalization” to the choice of Naturalization. The product thereby is
colorable citizenry leaving a residue of mental slavery, which has been the existing condition until now.
Therefore since there is no distinction between a ‘Black Slave’ and a ‘Free Black’ on the credit side of
righteousness; hence in the matter of the bearers of Slave Names the standard doors of selective
Citizenship are forever sealed, either by national descent, choice or naturalization. The United States has
always known so-called Colored People, that were made exclusively made in America, are not Citizens,
especially in the judicial affirmation of the Dred Scott Decision:
When so-called Negroes whom have used Slave Names, not knowing these labels are
unacceptable, without worth and decry muster among the realms of free nationalized citizens; making
Blacks, excluding Indians not taxed, as “3/5 of all other Persons”, subjected to perpetual taxation without
true representation as those Members under a Free National Descent Name:
When the high diligence of honor and glory due for another siphons the contributions and
accomplishments of a people then unjustly hoisted as their own; the credibility, trust and reliance are
misplaced. This too is a component of iron hand oppression when placed upon a people who, within the
bounds of The U. S. Fourteenth and Fifteenth Amendments, have been denied repatriated Nationhood and

to personify such acts under bondage sustains Slaves that can never be greater than the Master; and the
labor of all their good words, works and deeds will only glorify their owner:
When the 14th and 15th Amendments were ratified in full light of the Supreme Court’s Dred Scott
Decision (1856), which declared Denationalized Africans, whether a Negro Slave or freed Negro is still a
Negro and can never muster the naturalized status of a United States Citizen; this decision has never been
overturned, but in ex post facto concurrent tortfeasors of the subjects. This irrelevancy of whether a
Negro is a slave or free is reiterated in Section Four of the Fourteenth Amendment:
When a people with over 9.6 million State Certified Professionals, four million Muslims, over
eight million members of Freemasonry and other Secret Societies, numerous Celebrities of every field,
over 200 Mayors and Governors, forty members of Congressional Black Caucus a host of officials,
appointed Judges, a U.S. Justice here and The Hague, a People with over 90% Christian Leaders and
Followers. 99.9% of descendants of ex-slaves, as denationalized commercial property, are European
trained as opposed to being educated. Leadership is always disallowed amongst chattel. This is the
reason they, as a People, have been forbidden to muster or sustain one leader from among themselves.
Due to long standing systems of miseducation of their free status within the human family, while being
shield under the grandeur of feigned U.S. Citizenship, their nobility can not shine through revised
identifications of abolished Slave Labels. The abyss of slavery is evil and sinful when it has produced
contented slaves through the ignorance of knowing they are slaves:
When we have not been able to promote, from the sons of Man, our Equal, to Sovereign Power
and set as a Ruler over ourselves, for the good of our Kingdom due to feign freedom under denationalized
Citizenry:
When the Peace of all societies dependeth on Justice; the Happiness of individuals, on the safe
enjoyment of all their possessions, yet so-called Black “Persons” being colorable American Citizens, are
they themselves possessed. The gold, silver and commerce belong to the citizens and because “all
persons born or naturalized” are real property under the laws of the United States, so-called African
Americans generate an annual 750 Billion Dollars as consumers yet have no true wealth and own no
possessions as a people. Since it is not in the nature of chattel to also be the owner the mass production of
Negroes, Colored Folks and Black People made only in America was never designed for them to be
autonomy themselves. From this die of court and State-owned Slavery alone, they have no rights that the
true Citizens are bound to respect. They will never enjoy the peace of a society while latent in the
perpetual Sin of Slavery:
When, as Negroes, Blacks and Colored People have not received their Divine Rights, unmolested
by other citizens, whereas they can cast a free National ballot at the polls under their free National
Constitution of the States Government and not under a granted privilege, as has been the existing
condition for many generations. The granted privilege of the Negro Vote cannot be counted as ‘One Man
One Vote’ while the ‘3/5 Clause’ remain cloaked in the esoteric word ‘Person’ thereby rendering from a
peopleless people the clandestine ‘three-to-make-one’ ballot at the discretion of the citizens to be cast
hither thither or where ever to favor their will:
When six score and fifteen years of post Slavery and emancipation of African Nationals have not
yielded their just Nationalization, Colonization, Reparations nor Self-Education but depleted for the
economical, political, industrial, religious entertainment and competitive advantages of the United States,
it is only befitting in the course of justice for the Moorish Americans to best honor the benevolence of that
Government through a Treaty of Peace and Friendship; rather than be a census tumor on the body of that
State:
When the colonies, corporations, towns, cities, homes, travel ways and means we have planted
are not our own. And our subjects do not enjoy the fruits of their labor in security and no happiness is
consistent with the observance of your laws; the glory of our people is not exalted to the world as
products of our ingeniousness:
When the communities within the Sovereign States, where the descendants of ex-slaves reside,

are baited with imported drugs, weapons and economical allurements concealed with hooks of crimes,
punishment and death; while they, the Nationless ones, are neither the owners, transporters, the military
nor minters of U.S. currencies and have no controlling interest in these creations. Still they net a 700%
increase to U.S. Prison Industrial Plantations since 1985 Congressional Sentencing Guidelines:
When we, as free Nationals, have our leaders stifled and disallowed to call together the wise men
of our people, to consult among them with freedom, and heareth the opinion of them all; no magistrates to
be just nor ministers to be wise; Fathers without land, wealth nor autonomy cannot smile upon the
flourishments of our arts, neither gain strength from the sciences improved beneath the culture of our
hands to be inherited to our sons and daughters:
When any Government confounds the historical die of a slave-weakened people into the Maya of
an illusionous ‘Black History’, that severs them from the worthiness of their ancient forefathers and
ostracizing them from The Family of Nations and the Human Family from whence they derived:
When those who call themselves Jews, bearing no credit on the scale of nationality, receive 6.5
Billion Dollars in Reparations, with another compassionate measure of compensations to Japanese-
Americans joined with sovereign powers and immunities; Yet no apology nor gratitude to those survivors
of 400 years of slavery in America; the later 225 years of which were under the American flag:
When the system of Education is steeped in Euro-Nationalism and surface degrees of colour
rather than character; when a Religion, forced upon Slaves during the time of Slavery, yield an
observance of a God that is not our own nor graced with the Divine and National freedom of We, as a
Pure and Clean People. These systems of Religion and Education are not squared to perpetuate our true
Image and Likeness through adherence to our accomplishments and contributions to civilization prevalent
to promote our generations:
We, therefore, the representatives of the Clean and Pure Nation of Moorish Americans, including
but not exclusively to, all families and tribes of Beys, Els, Duns, Deys and Ali’s, etc. in assemble of the
Great Grand Body, under the Protection, Guidance and Salvation of the Great God of our Ancient
Forefathers, Master of the Day of Judgment, for the resolution in the intent of our actions, do, in our Free
National Name, publicly Proclaim and Declare that We are an Ordained People, and of right ought to be,

The Moorish Americans as a Clean and Pure Nation have neither debts to the United States of
America, her allies, enemies nor any nation neither foreign nor native. Especially to the government of
the United States, We owe no obligations, economically, socially nor politically, for she is the Evergreen
planted atop our shallow grave of perpetuated state of mental slavery here in the northern hemisphere.
Indeed, our only atonement is to the Creator of all nations, both the lion and the lamb. For these reasons
The Moorish Americans, having been forgiven for everything done wrong prior to the advent of their
Founding Father, The Illustrious Noble Drew Ali, is hereby and henceforth a Clean and Pure Nation.
But, the United States remains greatly indebted to the Moors, with compound interest, beginning
with the magnanimous financial support from our Sultan in Morocco without which the United States
would not have won Her Independence, spurning America’s first and oldest Treaty, through four hundred
years of Slave labor, to the industrial, medical, arts and scientific contributions, which she would not exist
without the generations of Moorish staple. Nevertheless The United States, in the initial post-slavery
years, sustained the Ex-Slaves in state of Mental Slavery and impecunious has not made an official
apology or compensatory efforts. Whereas Reparations are never paid to Slaves, which would only
perpetuate their present state of slavery, satisfactory compensation is always due to Surviving Hostages of
the Nation that has endured the Maafa of African Slave Trade, Genocide, Denationalization and
Apartheid. The Moorish Americans have risen from the dust and is now that especial Nation.
The time is nigh and the fires of prophecy are upon us. And according to the Divine Scheme of
Human Events we are to let all old business stay as it is and do all our new business in the free National

requisition the following remedies to be legalized by the United States Supreme Court, the Executive

which to purge into realization the Clean and Pure Nation of Moorish Americans within the
security of Moorish America. To acknowledge by revisions of U. S. Laws there are now and
henceforth two new Nations brought forth on this Continent to live in harmony from the breast of
one mother.
• To provide with the necessary credentials for recognizing our Ambassadors,
Sheiks, Attaches and National Representatives; and firmly establish a perpetual communication
for our securities.
• To establish a Treaty of Peace and Friendship based upon the High Principles of
Love, Truth, Peace, Freedom and Justice. A perpetual Treaty with Acts to strengthen the
National Securities of Friendly Americas.
• To place into law all rights of Diplomatic Immunities, International Conveyance
Authorization, secured lodging and the protection to peacefully co-exist in America, in harmony
with the Divine Constitution and By-Laws of Moorish America.
• An agreement to reside in certain areas and well defined territories, previously
civilized and settled by The Moors of Western Africa during the pre-Columbian Millenniums to
prosper unmolested within North America, as in, but not restricted to, the 36 30.

and enforce laws with the assistance of the Prophet and the Grand Body of

affairs if he lives according to Love, Truth, Peace, Freedom and Justice, and it is
known before the citizens of Moorish America.

Act 2 All meetings are to be opened and closed promptly according to the Circle Seven
and Love, Truth, Peace, Freedom and Justice. Friday is our Holy Day of rest,
because on a Friday the first man was formed in flesh and on a Friday the first
man departed out of flesh and ascended unto his Father God Allah, for that cause
Friday is the Holy Day for all Moslems all over the world.

Act 3 Love, Truth, Peace, Freedom and Justice must be proclaimed and practiced by all
citizens of Moorish America. No citizen is to put in danger or accuse falsely His
Brother or Sister on any occasion at all that may harm His Brother or Sister,
because Allah is Love.

Act 4 All citizens must preserve these Holy and Divine laws, and all citizens must obey
the laws of the Government, because by being a Moorish American, you are a part
and parcel of the Government, and must live the life accordingly.

Act 5 This Nation of Moorish America is not to cause any confusion or to overthrow the
Laws and Constitution of the said Government but to obey hereby.

Act 6 With us all citizens must proclaim their Nationality and we are teaching our
people their Nationality and their Divine Creed that they may know that they are a
part and a parcel of this said Government, and know that they are not Negroes,
Colored Folks, Black People or Ethiopians, because these names were given to
slaves by slave holders in 1779 and lasted until 1865 during the time of slavery,
but this is a New Era of time now, and all men now must proclaim their free
National Name to be recognized by the government in which they live and the
nations of the earth, this is the reason why Allah, the Great God of the universe,

We pray you, your family and all true American Citizens are well. This is a cover
missive of illustrious and diplomatic stature. Verily, it is a forerunner notifying an installation of
the enclosed “DECLARATION-PROCLAMATION OF THE MOORISH AMERICAN
NATION.” The intent and nature of these documents are of the highest honor and principles.
They derive from the pure heart and minds of The Moorish American People; having formed
themselves into a clean and pure Nation. Now, in due time, our heart is being extended to the
heart of the UNITED STATES OF AMERICA through its presiding administration. True
diplomacy is always the first course of communication amongst men of free national standards
and principles. Ergo, this directive is being sent through Hon. George Herbert Walker Bush, 41st
President, as a follow up from the ‘Hand Delivered’ version, on or about January 23, 2006, by Mr.
Allen and Flora Poe, District Director of The Women’s Republican Party. To date, there has not
been a responding activity acknowledging the receipt of that particular outreach. Due to the
nobility and magnitude of this long awaited solution, it would only be befitting to make every
virtuous effort possible to allow the Lion and the Lamb to rest together and neither be harmed
when morning comes. The sensitivity of this supreme issue merits an attaché of the highest
caliber to light the pathway for millions to follow. He must be in right order because of

magnanimous proportion of this venture, with the statesmanship to delve into the utmost of its
value with prudence. For this historical endeavor, The Honorable 41st President has been our
channel of choice to assure perpetual greatness to America due to: (1) his history of being a U. S.
Ambassador, (2) Director of security’s central consciousness, (3) the guider of the nation’s First
Family and (4) integrity and immediate accessibility to the sitting President, Honorable George
W. Bush.
This course Moorish American presence in North America is an “Handclasp Of Unity”
being pursued above a precedence-setting and more publicized appellant procedures offered
through the U. S. Federal Courts. Not because the ultimate decision would not be victorious but
that sequence would not allow Mr. President the first opportunity to exercise his Executive
options and deploy the judicial arms to personally assist in the ordination and civil purging of
Moorish consciousness into the Human Family of nations. Indeed, there is still much wisdom to
be learned from the descendants of Africans.
Our Messiah, and first Moorish American Patriot, Prophet Noble Drew Ali (1886-1929),
instructed us to: “Go to those who know law, in City Hall and in the government and ask in an
intelligent tone and they will give you a favorable reply.” Drew Ali further stated “I am certain
the present administration will be happy to help us to bring our People out of the darkness into
the marvelous light.” The attainment of freedom is found within the conscious minds of true
citizens.
With recognition of one’s Forefathers, our sentinels reveal today’s modern nations are not
new. They each carry the inherent nature of their predecessors, through the clock of destiny, into
their mark upon our world. At the age touch of time, we as a new Nation of People, bearing one
free national name; have risen from “the force of human freedom”: (President G. W. Bush 2005,
2nd Inaugural Address). Also, in this grand speech, President Bush declared “Our goal instead is
to help others find their own voice, attain their own freedom, and make their own way.” And that
in “Proclaiming of self-government, no one is fit to be a master, and no one deserves to be a
slave.” Through these documents we are requesting his said help in being heard, attaining our
own free national status and making our own way back to being recognized by the Human Family
of nations. Sovereignty is contingent upon the liberty of its citizens; wherein the freedom of a
nation is naturally assured. We, The Moorish Americans as proven in enclosed Declaration /
Proclamation, are not asking for an authorization from the UNITED STATES to be because we
are today what our Forefathers were yesterday, without doubt or contradiction. On the contrary,
we are seeking a harmonious, timely and lawful manner upon which to place due notification of
our self recognition.
The Moorish Americans are a clean and pure nation. And as an immaculate nation, we
have justly come into existence with the ratification of the 1865 13th Amendment’s Abolishment
of slavery. Although the 1868’s 14th Amendment gave the Congress of the United States
assumable jurisdiction over “All persons born or naturalized”. Since the ratification of the 14th
and 15th (ex post facto to the 13th) Amendments the Moorish Americans have been a comatose
people, certified as mental Negro, Blacks & Coloreds, (NBC) slaves. They were not taught to be
themselves until 1913 by Their Moorish Messiah, Noble Drew Ali. At that time he was assisted
by Presidential Candidate, New Jersey State Governor Woodrow Wilson, to legally introduce the
Faith of Mohammed into the West. Today, as we are an estimated 47 to 60 million Moorish
Peoples indigenously breasted herein the Continental North American Territories. We represent
the Vanguard of that people while recognizing, it is by grace alone, and we all have not awakened
at once.
The Executive issuance of the Emancipation Proclamation by the Commander and Chief
of The Military and ratification of the Congressional 13th Amendment did not have the muster to
free slaves. Contrary to public belief, The UNITED STATES has never had the lawful power or
subsequent responsibility to free her slaves or their descendants. Indeed, anyone with the power
to free also possesses the discretion to re-enslave. Freedom has always been a principle attained

by those in a state of oppression. True freedom is the natural obligation of slaves, prisoners and
fallen humanity at large. It must be sought with the rights of divinity. With the lawful
abolishment of slavery there was never a need for the application of the 14th and 15th
Amendments for the salvation of former slaves. This is why those who have continued to cling to
the names e.g. NBC and principles that delude to slavery have been seen yet never recognized by
other nations of the Earth. This statement also holds true for all Moorish Americans who have
not proclaimed themselves as a people before their own free national government. This Holy
Instruction must be carried out in order for them to be recognized by the nations of the Earth.
This coming forth by day of our free national status dispels the global mystic of the Defacto
epithets of the aforementioned Slave Names of NBC. The grandeur of the enclosed document is
the fulfilling the prophecy of a people exhumed from the shallow grave of assumable jurisdictions
latent in the 14th and 15th Amendments.
The making of the Negro, through the process of denationalization, has always been a
crime against humanity and to have existed as the subsequent denationalized beast has always
been a sin among the human family. Needfultosay, it will take a concentration of brief years to
remove the Negro Tumor from the body of a free national government. We, The Moorish
Americans, now offer the only cure known to The Great God and Man. Our people must be
properly prepared for the “Real National I D Card Act” (H. R. 418) signed into law 5/11/2005.
This National ID Card was first introduced by Noble Drew Ali in 1915, (see: sample included in
the Declaration/Proclamation). This is another reason why we seek your assistance at this time.
At this juncture we are not transitive for the full Reparations, guaranteed to qualified Nations,
Families and Tribes, appearing in their own proper person and hosting one free national name,
flag and constitution. We do ask for your help financially, civilly, parcel, and politically to
peacefully aid us to bring into fruition the attached DECLARATION / PROCLAMATION.
Tranquility must be joined with expediency in a request of this magnitude. Our dialogs
within this peaceful national and international preparation must be mindful of the stoutest
fortifications; for, according to prophecies, the world has long awaited the divination return of
The Moorish. At our initial consul, if granted, we will be humbly asking you to assign your most
ingenuous Federal, State and local Designates, with knowledge of national history, security and
perception of prosperity be assigned to this noble awakening. This assignment is necessary to
launch a carefully orchestrated Moorish American University Center complete with staffing,
state-of-the-art equipments, lodging etc. Through its citizenry, an inexorable education will
enhance the prosperity of a nation. Our people must be loftily educated in order to remove the
great sin which has been spurned here in North America. Only we, with the knowledge of
ourselves, can teach our own to be themselves. They must go through intensives of the chakras
necessary for them to learn to love instead of hate.
The world is at the ready to receive this newly found nation and the Moorish Americans
must be readied to offer their high principles of Love, Truth, Peace, Freedom and Justice. The
highest realms of peaceful co-existence must be humanely pursued, obtained and sustained. If
this process is not carried out, the worst is yet to come and at the command of the Divine Order,
the great Mother Earth will turn against all mankind.
We will be seeking and hereby request conference with you and your designates. Our
lesson also teaches us “The public is instable and ungrateful and a wise man will not jeopardize
his self for the sake of fools.” As it is security which gives value to an entity; Likeso, the ground
must be prepared before the corn can be planted. Therefore, in the best interest of both our
nation’s protection, we do not consider it to be advantageous for any public media to be alerted at
this early stage. From coast-to-coast, the Moorish American Vanguards have carefully selected
and have formed a cabinet of 12 Officials from among ourselves. Upon reception of your
invitation, these Representatives and I will sojourn to meet with you. Our National Secretary will

President, should have the bountifulness of time, resources to assist us in expanding our
intermediate and advanced educational systems.
We understand the potential magnanimous impact of the unfolding this new nation will
have on the existing order. However, with the joint efforts of our governments, a pathway of
acceptance can be laid with the proper security, support, education and guidance. The strife from
mental slavery to self mastery is always found in the genuine quest for freedom. It is the wisdom
and strength of the present Bush administration to timely provide this cultivation under the high
principles of Love, Truth, Peace, Freedom and Justice. Fortunately every man does not awake
from his slumber at the same time or manner. This is why the inevitable consciousness and
wisdom of the Moorish must be governed with Holy Instructions through the united consensus of
our two governments. With our consonance, THE UNITED STATES will be the most respected
nation on Earth and living out the true meaning of its Creed. If this diplomatic request is
honored, by rendering the full support in acquiring autonomy for the Moorish Peoples, this
present U.S. Administration will be recorded in history as being the most benevolent Presidency
of all times.
Also, be advised, the entirety of this modus operandi is not to be misconstrued as a
religious affiliation, church or secret society because with us, as all other free national
governments, religion is the choice of its Nationals, not visa versa. We come purely to discuss
the introductory national state of The Moorish Americans. The old time religion of the Moorish
is not the subject at this occasion. Nevertheless, because of present religious conflicts in all
lands, it must be noted: Our ancient Forefathers are the Founders of the world’s first religious
creed for the salvation of mankind on Earth.
Although we desire to be a friend to all men, we are not under the dictates of any local or
foreign Religious group, nation or entity; nay, Islamic, Jewish, Christian or other. Here, true
history will reflect while the European nations did legalize our enslavement, it was our Islamic
brethrens and Rulers of Africa, with the Holy Quran behind their backs, who authorized the sales
of our indigenousness roots from the Northwestern and South Western shores of Africa. The
issue at hand is the modern day national freedom of the Moorish Peoples here in the west. Our
religion and customs are naturally of our own culture. Further, our National Flag and Divine
Constitution are personified with the glorious doctrines of Love, Truth, Peace, Freedom and
Justice. This is a new era of time now and every man must worship under his own vine and fig
tree and every tongue must confess their own. The Immigration Laws of the USA are becoming
increasingly more demanding of the true identification of all who wish to reside here in peace.
Hence this, the first national mission of our diplomatic delegates, stands sound with time and in
our proper status.
Since the Constitutional advent of slavery in The United States, the grand question has
been the ultimate resolution to her residue of slavery, infamously known as ‘The Negro Problem.’
This quest has never been answered by the USA politically, religiously, civically or judicially
because the seed of the problem is rooted in the greatest document of all times, The United States
Constitution. Today’s Negro Problem can only be resolved through the freedom of their return to
their proper person and to what their forefathers were yesterday. Until then, there is not a nation
on Earth which will recognize or respect them as a people. The Honorable Thomas Jefferson
upon reviewing of his Negro slaves prophesied and warned, “One day they will rise from the
dust”. After 141 years since the U.S. Congress abolished slavery, that day has come. Now, at
hand, is the purging of this lost-found Clean and Pure Nation to the vine and fig tree of the
mighty human family of nations, bearing their one free national name.
Since 1929, the Moorish Diaspora has been humbly teaching themselves the truth and
those things necessary to make them better citizens; to be upright, independent, and fearless and
