Foreword
Within the framework of UNDP project “Strengthening disaster mitigation and management in
Mongolia”, a call for proposal for development of “Search and rescue standards” has been
announced in April 2010. The proposal of the research team of environmental and disaster
management consulting company “Environ LLC” has been selected and granted to do the
assignment. The research team has developed methodologies and detailed work plan to develop
“Search and rescue standards” and the task has been carried out in compliance with the
guidelines and supervision of the project unit.

Research team
Originally, the following teams have been assigned to each task according to the methodologies
and guidelines.

6. Senior staff of National Bureau of Standards Ms. Baigalmaa .P has assisted all the
researchers.

Because of the project budget limits on this assignment and advice given by the project
implementing unit, we decreased the number of researchers to 1 researcher per SOP research
and cut to zero the number of scientific advisors to work on this assignment.

Activities
According to the plan the research team followed a detailed work plan. In order to for the team to
have the same level of understanding the research team conducted a detailed research on the
subject and organized a discussion involving people from NEMA and staffs from the
“Strengthening the disaster mitigation and management system in Mongolia” project
implementing unit. Following table of contents were determined upon having 3 discussion
sessions on determining the terms and contents.

First drafts of 5 standards (Standard for earthquake victims rescue operations, from a
rubble/damaged buildings, Standard for emergency communication in the search and rescue
operations, Standard for chemical emergency victim rescue operation, Standard for flood victims
rescue operations, from a river/water stream, Standard for wild fire extinguish operations) have
been received on hard and soft copy on 9th July 2010. First drafts have been introduced and
discussed by each department officials, information on this can be found in the next chapter. All
the comments received from the department officials have been reflected into the final product
and handed to the project implementing unit.

Public discussion

Research team members Batchuluun, Myagmarjav and Chuluun have introduced and received
comments on the first draft standards from the NEMA, City EMA, search and rescue team
supervisors and experts.
On August 9th 2010 all 5 standards have been individually introduced and discussed among
approximately 20 participants, which include Mr. Tsogtbaatar, director of disaster management
department, NEMA, Dr. Tsedev, Strengthening disaster mitigation and management in
Mongolia project expert and other personnel and experts from other NEMA departments and
search and rescue unit of Ulaanbaatar. Valuable comments have been received during the
discussion and each comment was also discussed on its respective standards by the research team
and some of the important comments were included into the standards. See Annex-7 for images
of meeting.

Results
All 5 standards (Standard for earthquake victims rescue operations, from a rubble/damaged
buildings, Standard for emergency communication in the search and rescue operations, Standard
for chemical emergency victim rescue operation, Standard for flood victims rescue operations,
from a river/water stream, Standard for wild fire extinguish operations) have been developed and
improved by the outcome of discussions and handed to the Strengthening disaster mitigation and
management project.

Summary, recommendation
Developing standard separately for different disaster types helps increase capabilities of NEMA
personnel, rescue operation quality and security, technical supplies and capacities in a time
where climate change is occurring and disaster frequency and area of affection is increasing.
Therefore UNDP’s “Strengthening disaster mitigation and management of Mongolia” project
funded project for development of these standards is a substantial amount of contribution in this
situation.

Research showed that it is necessary to standard operating procedures must be developed on all
operation levels (legislation, structure, organization, technical, training and re-training) based on
the drafts of the 5 standards.

Development of standards is successfully coming to an end and the research team is willing to
receive all kinds of comments on the task and further develop the standards.
