Abstract The performance of Dubai trade by product and market during the period 2000‐2009 and UAE business
and competitiveness indicators are summarized below:
Overall Trade
• Direct exports by value increased from 2008‐2009,while imports,re‐exports and free zone trade fell.
Products’ Performance
• The value of exports of nearly 50% of the EDC target products increased from 2008 to 2009 while value of
imports declined, typical products exhibiting this behavior were: Sugar, Cocoa, Precious Stones, and
Aluminum.
• Sugar performance was excellent as imports values declined sharply while exports increased at high
rate in 2009.Generally there was a smaller gap between imports and exports values for the period
2004‐2007.
• Typical products with lower performance were Preparations of Cereals, Flours etc, Electrical Machinery &
Equipment, and Furniture. These products exhibited large gaps between Imports & exports values, and modest
or stable growth of exports and re‐exports values for 2000‐2009.
Diversification:
Products with highly focused markets( i.e going to fewer markets) were : Meat & Fish
preprations,Sugar,Cocoa,Mineral Fuel,Precious Metals,Iron & Steel.
• Products with fairly diversified markets( i.e going to realtively larger number of markets)
were:Furniture,Plastics,Ceramics

Markets’ Performance (2000‐2009)
• Dubai exports to 12 out of 271 countries ,included in the study, increased from 2008 to 2009,
• Countries to which both Dubai exports and re‐exports increased from 2008 to 2009 were
Brazil,,France and Saudi Arabia & Qatar.
• Top countries by growth of value of Dubai exports to them (2000‐2009) were: Switzerland, Brazil ,and Egypt &
Saudi Arabia.
• Top countries by value of exports from Dubai were: India, Switzerland, Saudi Arabia and Pakistan.
• Top countries by growth of value exports from Free Zone (2000‐2009) were: Brazil China, Switzerland ,
Argentina.
• Top countries by export value from Free Zone were: Saudi Arabia, India, Kuwait, and Qatar.
• Countries to which relatively larger number of products were exported from Dubai ( i.e. had diversified export
portfolio )were :Egypt and Kazakhstan .
• Countries to which relatively larger number of products were exported from Free Zone (i.e. had diversified
export portfolio )were: Egypt, Kuwait, Pakistan and Russia .
• Top countries by deficit in world trade balance in 2008(Imports exceeded exports) were: USA, UK, India, France
& Egypt..
• Top countries, among target counties, by annual growth in world imports during 2004‐2008 were: Qatar, Russia,
Kazkhastan, India, and Brazil. This is an indicator of the potential for Dubai exports to these target markets.
• Top countries, among target countries, by share in world imports in 2008 were: USA, Germany, China, Japan,
and France.
• According to Economist Intelligence Unit(EIU),top countries, among target countries, by average forecasted
growth of real GDP 2010‐2014, are: Qatar, China, India, Indonesia, Egypt ,Brazil and top countries by projected

population are: China, India, USA, Indonesia, Brazil. This an indication of market potential.
• Possible promising new markets for Dubai are: Qatar, Egypt, Brazil, Russia, Kazakhstan
Business and competitiveness indicators
• According to Doing Business Report of the World Bank, UAE Rank in Trade Across Borders, improved
significantly from 13 to 5 out of 183 economies.
• According to Global Competitiveness Report (2010) UAE Foreign Market Index rank has moved up from 32 in
2008‐2009 to 35 in 2009‐2010 out of 133 economies.

Total Trade
Imoorts declined sharply in 2009 ,however exports continued to increase and re‐exports slightly
dipped,indicative of a shrink in the local demand.Free zone imports and exports dipped .

I. Top products
Direct Trade
Top Traded Products (2009)
The two major Dubai imports in 2009 were Precious Metal & Machinery, these two products accounted for
28% and 12% of direct imports respectively. Values of other imported products were relatively small, each
product accounting for less 10% of the total value of imports. Direct exports, unlike direct imports, were
largely skewed to one product (Precious Metal), the latter constituting 62% of the total value of exports, while
other products contributed less than 10% each of total exports.

Free Zone imports were mainly Electrical Equipment and Machinery, these two products accounted for 50% of
total imports. Exports were also constituted mainly from these two products; the two together contributed

47% of total exports. This structure is quite similar to the imports structure, implying that most of FZ imports
were re‐exported.

II. Growth
Direct Trade
• Generally most of the products imports declined in 2009, while exports increased. Typical products in
this category were: Sugar, Cocoa, Precious Stones, and Aluminum.

• Further we note that there was a smaller gap between imports and exports for some products
indicative of exports international competitiveness .Typical such products were: Edible Oils & Fats,
Sugar, Mineral Fuel, Printed Matter and Aluminum. In case of Aluminum, exports exceeded imports
starting from 2000 however fell below imports in 2005 and continued to decline sharply.
• Sugar performance was excellent as imports declined sharply while exports increased at high rate in
2009.Generally there was a smaller gap between imports and exports for the period 2004‐2007.Re‐
exports remained small and sable in value and growth.
• For Mineral Fuels ,imports increased at high rate since 2004 and even continued to do so in 2009 at
even higher rate than in 2007‐2008, while exports increased but declined in 2009 .This situation
implies that the local demand has increased in value, probably due to increase in fuel prices .
• The performance of Paper & Paper Products exports was fairly modest, exports and re‐exports values
and growth rates were small compared to imports.
• Other products with typical modest performance were Ceramics and Articles of Iron & Steel.
• Ceramic imports increased significantly since 2004 but declined in 2009, while exports increased since
2004 but remained somewhat stable in 2007‐2009, sustaining a large gap between imports and
exports. Imports of Articles of Iron & Steel increased sharply since 2004 but declined in 2009, while
exports and re‐exports were small in value and modest in growth.
• Iron and Steel exports exceeded re‐exports since 2004 and continued to grow however it witnessed a
small decline in 2009.Both exports and re‐exports were of similar order during the period up to 2007.
• Typical products with lower export performance were Preparations of Cereals, Flours etc, Electrical
Machinery & Equipment, and Furniture. These products exhibited large gaps between Imports &
exports, and modest or stable growth of exports and re‐exports.

Free Zone
• In some cases Free Zone exports exceeded imports, typical examples are Ediblle Oils & Fats and Meat
Preprations.The reason would be that imports may have undergone some value addition.
• Generally both imports and exports declined in 2009 .In few cases ,however,exports increased in 2009
.Typical examples of the increase in exports in2008‐ 2009were Aluminum , Electrical Machinery and
Ceramics.
• The Free Zone trade value of Sugar was small during 2003‐2006,but in 2009 imports increased
sharply while exports remained stable .
• Imoports and exports of the FZ remained almost equal in value for for some products during the
period 2000‐2008 ,typical examples were:Electrical Machinery,Aluminum,and Mineral Fuel,suggesting
that trade of these products was mainly import and re‐export business with minimal FZ processsing.

The table below shows top direct export destinations in 2009 which received about 50% of the value of the
corresponding product.The objective is to show to what extent are the markets for a specific chapter are
diversified .Products with limited markets may be focused on expand into new markets.
As we can see products with highly focused markets were : Meat& Fish preprations,Sugar,Cocoa,Mineral
Fuel,Precious Metals,Iron & Steel.
Products with fairly diversified markets were:Furniture,Plastics,Ceramics.

I. Top Markets
Direct Trade
1. Top imports in 2009 were from India,China,and USA,accounting for 36% of total direct exports while
other imports sources were fairly variable ,with the top other 7 countries accounting for only 27% of
total value direct exports.
2. Direct export destinations were lead by India with a share of 41% while Switzerland remained high in
the list in 2008 and 2009 .Simialr to imports,other destinations accounted for few percenatges
each.Further,it is noted that most of the destinations were regional countries.
3. Direct re‐exports destinations were less concentarted than than the destinations of exports , India
,Iran and Iraq taking the main shares.
4. Unlike exports,direct re‐export destinations included countries outside the region.

Free Zone imports , were from same sources as direct trade imports:mainly China ,India and USA. FZ Exports

Direct Trade
1. The top 10 products exports to target countries by HS 8 digits are reported in table 6.
2. Table 4 below summarizes the products tthat accounted for 50% of the value of exports to aech
country to indicate relative diversification . We can see that Dubai direct exports to: Egypt and
Kazakhstan were the most diversified exports.Other countries did not vary much in the diversification
of the product portfolio exported to them.
3. Fz exports to Egypt,Kuwait,Pakistan and Russia were also the most diveified exports.
