To Work Towards Establishing The Khilafah Is An Individual Obligation That Requires The Utmost

Effort.

The work to establish the Islamic State which rules by that which Allah Ta’ala has revealed is originally an obligation of sufficiency (Fard Kifayat). But
since this sufficiency has not produced the required result through the work of those who are calling for the State, this obligation expands to cover every
Muslim. This is the case for every obligation of sufficiency. The evidence that is an obligation to work to establish the Islamic State is definite in both its
text and meaning. Therefore the one who rejects it is Kaffir and the one who accepts it, but fails to works to establish the State is sinful and disobedient
to Allah Ta’ala and His Messenger (saw). The evidence is in the texts that came to order the abiding by the Shari’ah of Islam and warning us not to seek
decisions from other than it. Examples of this are:
“As for the thief, male or female, cut off his or her hands.”[TMQ 5:41]. “The woman and man guilty of fornication flog each of them with one
hundred stripes” [TMQ 24:2].
“Follow what has been revealed to you from your Lord and do not follow other than Him as Master” [TMQ ].
“They want to seek decisions and rulings from Taghoot (the evil one) and they have been ordered to reject him” [TMQ 4:60].
“But no by your Lord they can have no real faith until they make you the judge between them in their disputes” [TMQ 4:65].
...and many other texts. the majority of the rulings of the Shari’ah will be suspended without the existence of The Islamic Khilafah and the Ummah is
responsible for this. As for the issue that this work to establish the State has to be done by every Muslim to the best of his ability and with full vigour, its
evidence is also definite text definite meaning. Hence the one who rejects it is Kaffir and the one who accepts it but is negligent, is disobedient to Allah
Ta’ala and His Messenger (saw). The evidence is taken from the texts that came to clearly indicate this meaning like Allah Ta’ala saying:
“Fear Allah The best you can” [TMQ ].

“Allah does not burden a soul more than it can bear” [TMQ 2:286].
When Allah Ta’ala says the above, this means He demands actions which are within our capability. And this capability is achieved through doing our
absolute best, not the minimum or the middle best. Also Allah Ta’ala saying “Fear Allah the best you can” means fully all that you can, not half or
three quarters. Thus, when a Muslim ses all the evils around him, he is required to change them using his full ability and not just through part of his
ability. The Prophet (saw) said ‘Whoever of you sees an evil, let him change it by his hand, if he could not then by his tongue, if he could not then by his
heart and that is the lowest of iman’. The phrase ‘if he could not’ indicates doing to the best of ones ability and then failing.
Here is where some people have misunderstood the issue; they mix the issue of working to establish the Islamic State and the issue of establishing it
immediately. They would say: ‘We can not bring down the current regime to establish the Khilafah State in its place, and since we can not do that then
we are not obliged to do it since Allah Ta’ala doesn’t burden a soul with more than it could bear’. This interpretation is the result of either ignorance or
deviance and misguidance. And to clarify this error we say: If the group who is working to establish the Khilafah can establish it immediately, then this
group has to do it at once without delay. If it can not do it immediately, then it has to work , prepare and enhance its strength to accomplish this task
even after a while. The one who can not establish the task immediately has to work with the best of his ability to accomplish it when he can.
Also, why do we say we can not? This task is not required from one person only; nor is it required from one party only; nor is it required from one group
or one country. It is an Islamic obligation required from the whole Ummah, Arabs and non-Arabs, and now it is an individual duty on every Muslim. Is the
Muslim Ummah really so incapable of achieving this task? Or is it languid, negligent and disobedient as a result of the influence of the Western culture
and the fatwas by the hypocrite government preachers?
When we say the Muslim has an individual obligation to work to establish the Islamic State with the best of his ability, this means that he has to leave
many of the mubah (allowed) actions and many of the mandoub (recommended) actions if they divert him from carrying out this obligation. A Muslim
has to work to make a living and to provide for the people he must support, as this is an individual obligation on him. However, carrying the call to
establish the Khilafah is also an individual obligation on him. So which of these two actions will take precedence over the other? The Shari’ah asks a
muslim to accomplish all fard (obligatory) actions, but when these obligations collide such that if he performs some of them he does not have time to do
the others, in this case Shari’ah itself is what decides which obligations take precedence first and which comes later. Thus the issue is a Shari’ah issue
and not according to whims and desires. The people of knowledge and ijtihad are the ones capable of understanding the priorities. In the question that
we have put forward before, the work to earn a living takes precedence over the work to establish Khilafah when the conflict arises. But earning a living
which is considered here to take a precedence is the one which concerns being able to afford the necessities only and not the luxuries. Thus if a Muslim
is working and able to afford through his work the necessities, then it is not allowed for him to work extra to get luxuries if this extra work will divert him
or delay him from carrying the call for establishing the Khilafah.
Usually, work will not prevent a Muslim from carrying the call, for as long as he is working with people he can carry the call to them while he works.
It is not among the lawful excuses for a Muslim to say: “I can not work to establish the Khilafah because this will possibly cause me to lose my job or
cause me to go to jail”. The job which will cause him to become sinful should be dropped. It is not allowed for a Muslim to earn a living from selling
intoxicants, or through usury, or kick backs or cheating, similarly, he is also not allowed to earn a living from supporting or staying silent over a kufr
regime. The work to establish the Khilafah has to be immediate, this is also from evidence which is definite text definite meaning. The Shari’ah rules
that Allah revealed become executable immediately from the time they are relayed. When the rule for changing the centre for prayer from Jerusalem to
Mecca came, the Muslims who were praying changed immediately when they heard while they were in prayer. Thus the origin in executing the rulings is
that they take effect immediately and not in a relaxed manner unless there is evidence to show otherwise. When Allah (SWT) Says: “O people fear
your Lord” or when He Says: “O you who believe let not a group make fun of another group”, or when the Prophet (SAW) said: “...Whoever
among you sees an evil let him change it...”. All of this is required to be done immediately, Also, the text that came relating to the role of the state
regarding executing the punishments for the hudood, resolving disputes between people, carrying the call of Islam to the world through jihad, protecting
the outposts of the state and applying the rules of Shari’ah on the citizens, are all required immediately. Added to this, the Muslims are not allowed to
remain more than three days without a Khalifah who implements the Shari’ah. The Prophet (SAW) said “...Whoever dies and he does not have a pledge
of allegiance on his neck he dies the death of Jahiliyat (ignorance)”. Therefore, there is no excuse for someone who would say for example: (I will work
to establish the Islamic State but not now, but after I graduate from the university). Or he says: (After I finish the project I am working on) or similar
things because the work to establish the State is obligatory immediately if the person can undertake it and to leave it is a sin. Among the most important
tasks to be undertaken to establish the Khilafah is to explain this notion to the Muslims and make them understand it until it becomes known to them
from the deen by necessity. And together with explaining it to the Muslims, we have to build and charge them with the Islamic emotions that motivates
actions, patience and persistence.
Allah (SWT) says: “Say work, for Allah will see your work and the Messenger and the believers”.
