HOW DID YOU GO ABOUT IDENTIFYING
THIS PROBLEM?

• The only police station is situated in Outjo


proper, approximately 2-4 km, from the
closest and the farthest house in
Etoshapoort respectively, as a result
criminality worsen during the nights,
especially month ends.
• According to the 2002 census, the
population in Outjo was 8000 which 6000
resides in Etoshapoort.

• The entire Outjo community, woman,
children and PLWD are in need of a closer
police station.
• Most residents, due to their socio-
economic situation, are helpless and can
not contact or reach police in town within
reasonable time.

• Yes, this project is the communities own


initiative.(They identified & suggest for
solution as well)
• Due to lack of Police station in Etoshapoort,
criminals are continually benefiting out of
this unfortunate situation.
• Issues of rape and murder, violence, assault
and other acts are experience at the town.

• Outjo Community Crime Prevention Forum


and Youth against crime body is established
to fight crime, we therefore foresee a law-
abiding community, with acceptable rate of
crime, violence and substance abuse.
• To bring police services closer to the people
of Etoshapoort and to facilitate continuous
information pertaining law and order and
public morality to the community

WHAT IS THE TIME-FRAME FOR THE
PROJECT AND WHO IS TARGETED?

• About three years.


• The woman and young girls, elder citizens
and PLWD are the target.
• In fact the inhabitants of this neighborhood
constitute the majority of the population in
Outjo, before receiving help, the majority
first have to cover long distances.
• Thus, the decision to construct the station
out of our own solicited resources is
eminent.

ARE MEN AND WOMEN EQUALLY
INVOLVED?
• Yes. It is primarily against this background that
the former Minister of Home Affairs. Hon. Jerry
Ekandjo, advised the community during his visit
to Outjo in 2002, to as an affected community,
embark upon plans to establish a satellite police
station in Etoshapoort.
• During 2004, when a committee was nominated
at a community meeting to reassess the
escalating crime rate for possible solutions.

PROJECT

• CBO’s
• Kunene Regional Council
• Local Authority Council
• The volunteers from community members
• The Ministry of Safety and Security

RESOURCEFULNESS: WHAT FINANCIAL,
HUMAN AND OTHER RESOURCES WERE
MOBILISED?

• An amount of N$5000 have been collected


during a N$1 house-to-house campaign.
• Volunteers of have been assigned by
churches from different denominations to do
collections.
• Households were not forced to contribute,
since it was voluntary contribution
• The Municipality provide land as well as
fencing, free water for the project.

RESOURCES CONTINUE;

• Kunene Regional Council funded building tools


and material, like wheelbarrow, spade, sand and
cement for the foundation to be laid.
• Moreover, the community understands the
scarcity of financial resources of the government
in undertaking similar projects in every
township.

• Our aim, therefore, is to make a beginning


ourselves, while welcoming the government,
interested institutions and any sympathetic
individual, who want to meet us halfway.
• It should be noted that our actions are directly
in response to the call of our government to join
forces towards the realisation of vision 2030. We
strongly believe that no national vision can be
successful without public safety as a priority.
MONITORING AND EVALUATION

• The project will collect statistics to see if


after the Police station is operational, to
measure and compare these statistics.
• Awareness raising programmes introduced
will tell us if the police and public do
understand violence and how to curb it.
• Community policing will also be measured

WHAT RESULTS HAVE BEEN ACHIEVED?

• Brought police services closer to the people,


by building a police sub-station (satellite
station) in Etoshapoort, formerly
disadvantaged neighborhood of Outjo.
• Will assist the poor and the most vulnerable
members of the community, who regularly
find it difficult to report cases on time.

• Yes. The project is effective by bringing a


police station closer to the most needed
community, women, girls, elder citizens and
physically challenged people.
• Issues of violence and crime will be
reported promptly.

SUSTAINABILITY AND REPLICATION

• The project will be supported by


government, Regional and Local Council
and community voluntary labour resources.
• Those can be replicate in many towns, to
show-case community, Regional, Local
Council’s and private sector can help reduce
violent acts at towns, settlement or Village
levels of Local governance.

• The learning experiences that need to be

shared is, that this project is spearheaded by


women at the town to help combat violence

• The main issue is the police station should
be build in the reach and access for any
one, especially women to report crime in
time and space when it occurred.

LESSONS CONTINUE
• However, since we are directly affected by crime
and violence in Etoshapoort, we are staunchly
driven by the desire to have a peaceful society,
in which our future endeavors and that of the
country would only flourish.
• Therefore our medium term vision, in terms of
public safety, should be seen by all interested
parties and prospective donors as our humbly
contribution towards the realization of vision
2030.
