Ladies and Gentlemen and especially the Embassy of Japan in Washington, D.C.:

REMOVAL OF CONTAMINATED SEA WATER INSIDE PLANTS TO BARGES FOR DUMPING IN DEEP WATER AT
SEA OR SEA DUMPING.

Since the Tsunami and Radioactive Leak at your plants we have sent forth messages to guide the experts and
warned of SEAWATER FLOODING which could pool out and become a problem. The main priority now is to
pump OUT all compartments like one would pump out ship compartments and the sea water which is no doubt
radioactive MUST now be pumped to the pier where barges can fill up with more water from inside all plant
locations. Fire units have de-watering pumps which with Plumbing Contractors and Irrigation specialists can pull
contaminated water OUT of all passageways and compartments in each reactor building.

The water (contaminated) can be taken by TUG with pumps and deep piping to allow purging of all water from the
barges into the deep waters of the Ocean many miles off shore. You all observed the WATER WASHDOWN AND
DECONTAMINATION OF A CARRIER AT SEA PLUS AIRCRAFT !

The RADIATIOIN PARTICLES will be send deep onto the bottom of the Ocean and become harmless which near to
the plant that same water would perhaps cause unbelievable radiation problems for humans who would step into
pools with punctured rubber boots or touch the water with punctured gloves ... The Experts can comment on this
undeniable fact of using deep water barges to remove water with TUGS pulling them and having remote controlled
pumps to allow pumping out of the barges and washing down of the barges before returning them to pick up more
loads.

As a former Nuclear Carrier Plankowner and Communications/NBC Warfare specialist I am super confident the
Embassy of Japan SOMEDAY will say either "Messages Received" or "STOP SENDING MESSAGES" and it would
appear the only people we TEE OFF sending advice is the NRC staff who think the 70 year old Decorated American
Veteran is ON A RANT or going bonkers. Fresh water was finally found and quite frankly barges need to be
CONGA LINE shipping fresh water to Japan from all areas on the Coast so those without water can indeed get ZIP
LOCK GALLON CONTAINERS AND 5 GALLON BUCKETS FULL OF FRESH WATER !

Now to go silent again until someone from the Japanese Embassy states it is OK to send messages via E-MAIL
and fax in this growing emergency.

THOUSANDS ARE STILL IN VEHICLES DEAD FROM THE TSUNAMI ! Country drivers were swept up and are
trapped inside those fueled vehicles shown on TV and other sources. SEE IT FOR YOURSELF !

Ladies and Gentlemen: GET THIS TO JAPANESE GOVERNMENT AND MEDIA IN JAPAN PLEASE

PLEASE check with Fire Department/Electrical Contractors and Reactor Crews to be super sure the
ELECTRICITY IS NOT TURNED ON DIRECTLY WIRED INTO ALL OUTLETS TO REACTOR BUILDINGS
until switches can be isolated and water NOT flood power lines causing shorts and fires. Very few
indications relative to SEALED WATER PROOF ELECTRICAL OUTLETS let alone special ways to
disconnect from main source and allow generators to be used to power up anything. Should be
automatically THOUGHT OF FOR FUTURE CHANGES TO PLANTS ALLOWING EXTERNAL
ELECTRICITY.

Future REACTOR checks should confirm electrical plugs and connections are WATERPROOF for
obvious reasons.

CABLES which have not been damaged or broken which would allow flooded water to cause SHORTING
AND FIRES. Anticipate shutdown of ELECTRICAL POWER to see if fire stops inside Reactor
Buildings when you gave them power. GFI or ground fault interrupter lines connections SEALED FROM
WATER INTRUSION must be used.

Again PROTECTION SUITS were brought in for radiation protection like I mentioned SPACE SUITS for
workers to go into plant for missions such as this electrical one. Believe ALL main power lines may
have been damaged folks so use direct FEEDS to generators cutting off the normal electrical cables
which may be broken and shorting out.

FIRES MAY BE ELECTRICAL SHORT FIRES NOT CONNECTED WITH RADIATION OR RODS BURNING !
