1. INTRODUCTION
1.1. OBJECTIVE
The purpose of this document is to provide an overview of Cell Planning
process. The document aims at defining the role and responsibilities of the Cell
Planning team in the project.

1.2. SCOPE
This document is applied to GSM/UMTS projects.

1.3. ORGANISATION OF THE DOCUMENT


In chapter 4, Cell Planning activity is presented. The new responsibilities in
Transmission considerations are also explained in this chapter. Then the
implementation follow up is described in chapter 5.

In chapter 6, the description and the management of the Global Site Database
are presented. Finally the document ends with a summary of templates and
tools that are used during the project.

Figure 1 shows an overview of all the activities involved in a project during the
network implementation. These activities include Project Management, Network
Engineering, Roll Out operations and Support. The description of each process
can be found in the documents mentioned above.

Cell Planning (CP) which is part of Network Engineering (cf. [A4]), aims at
designing radio layer that meets customer requirements with respect to
contractual conditions (quality of service, traffic, area and quality of coverage,
cost, …). Furthermore CP provides support to the Roll Out operations to
achieve the best services to the customer.

Figure 2 illustrates the interactions between CP team and other teams during
the project. Brief description of each activity is explained hereafter:

- Project Management team (PM) defines, plans and manages the project.
- Network Design team (ND) translates the network engineering needs of the
customer into a technical and implementation strategy.
- RF Measurement team (RFM) performs field observation, analysis and
measurements.
- Transmission team (TRS) is responsible for the design and support of the
transmission network.
- Site Acquisition team (SAQ) is responsible for the site search and negotiation.
- Site Survey team (SS) collects information for site implementation.
- Site Engineering team (SE) defined work instructions that are needed to
prepare a site for installation.
- Application Engineering team (AE) defines network parameter setting and
produces network data-fill and associated documentation.
- Radio Site Verification team (RSV) is responsible for the verification of the
radio site.

4.3. TRANSMISSION CONSIDERATIONS


Microwave links are mainly used to connect hardware nodes together. Network
engineering will be optimised if CP and TRS closely work together. These
interactions result in more rapidly deployed, cost-effective and reliable network.

For that purpose, CP will be involved in the 2 phases of the Transmission


process that is briefly described in Table 1. Therefore radio and transmission
constraints are simultaneously evaluated during the site search and selection.

TRS remains the owner of the Transmission design and provides support when
needed. Detailed description of the Transmission process is currently under
completion.

4.4. MAIN PHASES


There are three main phases in a CP project: assumptions, design and
implementation.

Assumptions

The objective is to gather hypotheses and technical data into a Cell Plan
Reference (cf. chapter 7). Figure 4 illustrates the assumptions phase and Table
2 summarizes the inputs and outputs each activity.

Most assumptions are derived from RFQ/contract, customer meetings and


traffic information. DTM provides information about clutters, vectors and heights
data. RF measurements are required to study specific environments.

After Link Budgets study (cf. [R2] & [R4]), Cell Count is performed to estimate
the number of required sites and to determine the limitation of the network. A
radio design strategy is then defined and finalised during the design phase.

DTM validation enables to have a consolidated clutter definition. Then CP tool


such as PlaNET is used to calibrate the propagation model specific to each
environment (cf. [A5] & [A6]).

Design

Figures 5 and 6 illustrate UMTS and GSM design phases and Table 3
summarizes the inputs and outputs for each activity.

The objective is to provide the site determination by simulating with CP tool.


The results of the theoretical design are presented in a Cell Plan Report (cf.
chapter 7). The location and characteristics of each theoretical site are
gathered into the Site Location Criteria (cf. chapter 7).Then Global Site
Database is initiated and updated during the project (cf. chapter 6).

The methodology used for UMTS dimensioning is not the same as for GSM
because of the different concepts between the two systems (cf. [A2]). Both
techniques are briefly described hereafter.

The inputs for this phase include the assumptions, validated DTM and
calibrated propagation model.

After the site determination, W-CDMA analysis is performed to check the


required quality of coverage per service and per environment. The network
optimisation enables to reach the target quality thresholds and optimise the final
cell count.

Erlang map per service illustrates the traffic activity per service. Coverage map
predicts the path loss. W-CDMA maps show the areas of low quality of
coverage and the noise levels. Statistics provide information about system
behaviour.

Evaluation of PlaNET for W-CDMA analysis is performed in [A1]. Detailed


description of UMTS radio design technique can be found in [A3].

After the site determination, TRX planning enables to define the configuration of
each site (number of TRX per site) by taking into account traffic requirements.
Frequency planning consists in allocating frequencies over the network to limit
interference.

Erlang map illustrates the traffic activity. Coverage maps predicts the coverage
of the area according to required quality of service. C/I map shows interference
levels. Statistics provide information about system behaviour.

Implementation

The objective is to support the Roll Out operations during the site
implementation (cf. [A9]). Figure 7 illustrates the implementation phase and
Table 4 summarizes the inputs and outputs for each activity.

After the site determination, SAQ subcontractor finds three candidates per
theoretical site. Potential sites are then analysed and selected in consistency
with design specifications. Before the site construction, CP is involved in the
verification of the site dossier.

When the site is built and the aerial installed, aerial measurements are
checked. Furthermore radio coverage measurements are analysed. Radio data-
fill is an iterative process that defines the radio parameters in accordance with
latest definition of cells. CP also provides support to RSV activity.

Table 5 shows important documents that circulate amongst the engineering


teams. Description of different documents is explained hereafter:

- Engineering Plan defines the global plan of the project. It is reviewed by


Project Management and issued for the kick-off meeting.
- System Definition contains network dimensioning (and transmission planning)
outputs and project assumptions in relation with engineering.
- RF Measurement Report gathers field observation, analysis and
measurements.
- Cell Plan Reference summarizes the required inputs for the design.
- Cell Plan Report contains the results of the design.

- Site Engineering Dossier contains drawings and specifications for site
preparation.
- Database Reference provides radio parameters for the definition of cells.
- Radio Site Verification Report gathers verification measurement.
- Performance and Improvement Report gathers analysis of the network
performance and solutions for its improvement.

4.6. DATA MANAGEMENT

CP tool database
This database reflects the site status from the CP point of view and is owned by
CP team. During the implementation phase, this database has to be regularly
updated and stored in a new file with the date of backup.

Maps log
All the maps have to be named, archived and recorded with a text file indicating
details and mentioning the delivery date to customer. CD-ROM can be used for
that purpose.

Global site database


This database is the only official database for the project. It contains data
related to a site and the progress of the site. It can only be updated with Site
Nomination Form signed by CP, TRS, SAQ and SE teams.

A CP project folder can be created on the network where all the reports related
to each project have to be recorded. At the end of the project, the folder will be
archived to capitalize Nortel Networks experience.

A CP intranet website would enable to find useful information at anytime and
anywhere. It may improve the communication amongst the team and create
links with other activities.

5.2. SITE SEARCH AND SELECTION


5.2.1. SITE SEARCH
For each theoretical site, a Site Location Criteria is issued and sent to SAQ
team. Existing sites and search strategy (with respect to priorities defined by
radio and microwave constraints) have to be indicated as well. The Global Site
Database is then initiated.

As most SAQ subcontractors are negotiators with no technical knowledge, a


meeting should be organized to focus on objectives and technical issues. Three
candidates have to be found per theoretical site. A Candidate Site Folder is
issued for the site selection and the Global Site Database is then updated. A
daily contact is recommended with SAQ subcontractor.

5.2.2. SITE ANALYSIS AND SELECTION


The site selection according to the radio and transmission requirements
consists of two main stages:
- The analysis of the candidate site,
- The selection of the best site.

[R5] can give more information about radio site validation.

Candidate Analysis

The objective is to define guidelines that help evaluate a candidate in term of


radio and microwave propagation. This work is divided into three parts:
- Panoramic pictures analysis,
- Simulation with CP tool,
- Simple LOS check.

If these analyses give good results, then the candidate is compliant with radio
and transmission requirements. Otherwise CP has to visit the site and gather
information collected in a Radio Site Survey report (cf. chapter 7).

Site Selection

The objective is to select the best site to be implemented. A weekly meeting


gathering all the project stakeholders is organised to select the sites. Potential
sites can be listed and classified with a preference order for that purpose.

Then the Site Nomination Form is signed for each selected site. The status of
the site is updated in the Global Site Database for Site Preparation.

5.3. SITE DOSSIER VERIFICATION


Before the site preparation, a site dossier has to be completed and sent to CP
for examination. The site dossier verification includes the check of:
- Antenna (number, height, dimensions, …),
- Cable (length, …)

5.4. AERIAL VERIFICATION


When the site is built and the equipment installed, a measurement report is sent
to CP for analysis. The aerial verification includes the performance check of:
- Antenna (azimuth, tilt, return loss),
- Cable (loss, length, return loss).

5.5. RADIO VERIFICATION


When RFM has performed coverage measurements, CP can analyse the report
to compare with expected performance and to predict coverage problem.

5.6. RADIO DATA-FILL


Radio data-fill is an iterative process that defines the optimised parameters
setting based on radio design. The objectives are to provide updated values to
Application Engineering for BSS data-fill.

5.7. RSV SUPPORT


CP provides support to RSV during the system verification. Design iteration
may be necessary to modify parameter setting and site characteristics.

6. GLOBAL SITE DATABASE


6.1. INTRODUCTION
The Global Site Database is the only official database for all teams. It contains
all the data related to a site.

The objectives are:


- To have unique tool to get unified source of information,
- To enable all teams (CP, TRS, SAQ, SE, SP, I&C) to find the real-time
status of a site and the progress of the site,
- To have reliable information by carefully updating the database,
- To create interactions between different activities,
- To extract tables or references of documents, ...

6.2. DATABASE APPLICATIONS


There are several applications that can be used for the database. The objective
is to find the best trade-off between Conviviality, Performance, Support,
Development and Cost.

Table 6 summarises comparison results between Excel, Oracle and Access


applications:
- EXCEL database does not need any development but the performance is
poor. Furthermore it cannot be a unified database for the project. Therefore
its use as a global database is not recommended.
- ORACLE is a high-performance tool for database use. But the drawbacks
are that it is expensive and requires time and resources for the
development.
- ACCESS seems to be the most suitable application for global site database
since it is the best trade-off between performance, conviviality and cost.

SIMMAP overview
SIMAAP is an implementation management database developed under
Access97 and supported by Nortel Networks team. Hence development,
maintenance and training can be easily provided on-site.

Each team (CP, TRS, SAQ, SE, SP, I&C) can find information related to its own
activity. Passwords are requested for secured access.

SIMAAP has been successfully used in some projects such as Poland, Holland
and Italy.

6.3. DATABASE MANAGEMENT


CP is responsible for the radio information of the sites. Therefore the database
will be carefully updated to guaranty the reliability of the information.

7.1. TEMPLATES
Templates propose standard profile for reports and documents to be issued
during the project.

The purpose is to provide the teams with Cell Plan Reference, Cell Plan Report
and Radio Site Survey to help save time when reporting. Furthermore Site
Location Criteria, Candidate Site Folder, Site Nomination Form and Change
Note templates established with SAQ and SE teams have to be used during
site search and implementation.

Cell Plan Reference


The Cell Plan Reference gathers all the information collected during the
assumptions phase.

CP tool currently used is PlaNET developed by MSI. Several tools for UMTS
simulation are under evaluation.

7.4. MAPINFO
Mapinfo can be used for traffic study. Maps can also be inserted in Site
Location Criteria document by using MapInfo.

7.5. KIOSK
Kiosk is a Documentation Management System designed to make available on
Nortel intranet, approved technical information from GSM & UMTS teams.
Kiosk team can be contacted by e-mail (kiosk@nortelnetworks.com) or by
phone (ESN 579 3306).
Before using Kiosk, a registration is needed. The intranet address is
