1) UP Fair Updates:
The UP Fair still has no permit from the administration. The Committee will continue to assert its rights to hold the UP Fair by
requesting for a dialogue with concerned offices- i.e. OVCCA and OVCSA. Chairperson Sindayen informed the body that the
committee is only working on the scenario that the Fair will push through given that it may be considered as a disservice to the
students should it not push through. As such, the USC will tap every means of communication- via Chancellor, via SR, via BOR- to
ensure the permit of the Fair. The USC is also prepared to consider alternative plans relating to Logistics should the administration
choose to not allow the Fair.
From the Programs Committee: College Representative Sebastian is currently meeting with UPDharma Down for the bands. The
hosts are almost complete.
Logistics Committee: The Committee is just waiting for the permit. College Representative Martirez reported via Councilor Salinas
that she already has an invisible ink and pen for the tickets. By next week, Red Cross Youth will present a training talk to the USC to
prepare us for the Fair.
Booths Committee: 27 Booths are still open for concessionaires. To help raise funds for the UP Fair, there will be a Rummage Sale
this Sunday, 9AM-4PM>
Marketing Committee: The UP Fair Committee still needs to cover 500,000Php worth of expenses. Councilor Mariazeta requested
for everyone to help out for marketing and to target Cash Sponsorship and not X deals.
2) The Halalan Committee presented the computerized voting for the elections.
According to JP Bernardo: the Halalan Team has been able to conduct demonstrations in all colleges already.The ballots will be
released on February 7 using the same layout as last year which is the listing of candidates per party. The team will also be touring
the dormitories with USC Candidates. The schedule is as follows:
- February 3, Molave, 8PM
- February 7, Sanggumay and Ipil 7PM and 9PM respectively
- February 8, Ilang and International Center 7PM and 9PM respectively
- February 9, Sampa and Kamia 7PM and 9PM respectively
- February 10: Yakal 7PM
- February 14: Kalayaan Dormitory 7PM
- February 16: Meeting de Avance
- February 17: Elections 8AM-5PM. There is currently a proposal from all colleges to make the 5:30-7PM time exclusive for
graduate students and evening class students.
The software is designed for the student elections alone. It is designed to be secure and easy to use. The password is encrypted and
may only be accessed in Diliman. Captcha (Computer generated images) will be used as well to ensure human participation in voting.
He also provided the History of Halalan.
4) Finance Committee
Due to the resignation of Councilor Estrella, the Finance Committee has been in a gridlock. Chairperson Sindayen proposed that
Councilor Mariazeta take the Finance Committee Head position. The Finance Committee is set to have a meeting this Thursday,
6PM.
At this point, Councilor Borja expressed her dissent to Councilor Mariazeta holding two Committee Head position- Finance and
Basic Student Services- because it is clearly stated in the House Rules that each councilor should only hold one committee head
position. She proposed that Councilor Nucup or Councilor Tobias take on the job of Finance Committee Head.
Councilor Nucup raised his concern that since they are new in the USC and are not aware of the working mechanisms of the
Council, it might compromise their work quality.
Chairperson Sindayen asked Councilor Mariazeta to leave the Basic Student Services Committee to her members and take the
Finance Committee since she is most capable of taking the position. Councilor Mariazeta manifested her dissent noting that her
committee members in the BSS are not as hands on as she is with regard to the committee work. College Representative Villar
proposed that the Finance and Basic Student Services Committee meet first this Thursday to settle the matter at the committee
level. The set time is 5PM for the BSS meeting and 6PM for the Finance Meeting.
5) Other Matters:
The body will release a statement on the DOJ Report on Dr. Leonard Co. Councilor Garcia volunteered to draft the statement.
Councilor Garcia also inquired on who the final members of the Security Committee are. Councilor Borja responded that this has
been reported already during the last GA- College Representative Mayoralgo, College Representative Flores, and College
Representative Abesamis.
Councilor Garcia also informed the USC on the Security Committee Updates for the Fair: The committee will be meeting with QCPD
this Thursday. There will be a security meet for Marshalls this Thursday, 6PM, at the USC office.
