Meeting Proper:

Agenda:

1) UP Fair
a. Vice-Chaiperson Agudo requested that everyone state their update and contributions for the upcoming
UP Fair:

Councilor Duran: Helped with listings and invites of organization performers, handling auditions for hosts this Thursday
or Friday as a member of the Programs Committee.

Councilor Ramos: Helped with Bagsakan and the Booth Floorplan. According to him, the floorplan is now on its final
stages.

At this point, Chairperson Sindayen requested that the Security plan be incorporated in the floor plan.
Councilor Salinas also helped with Bagsakan ang in fixing the USC materials and the TREC Area. He is currently following
up on the status of Private Concessionaires with College Representative Dominguez and Canlas. He also helped in
distributing letters to Concessionaires in the UP Village and in addressing logistical concerns with regard to Booths.

College Representative Chua, as a member of the Logistics Committee, is currently looking for Water Sponsors. He said
that he will finalize Water Sponsors by next GA.

Councilor David, member of programs committee, is currently looking for models for the Fashion Show. He also helped
with the Bagsakan of the Booths Committee which is usually during his office hours. He has also been consistently
posting Publicity Materials in his assigned areas.

College Representative Go, member of the Logistics Committee, is updating on the concessionaires for the Fair.

At this point, Chairperson Sindayen requested that College Representative help with the food sponsorship.

Councilor Borja, member of the programs committee, helped with the invites for organization performers and in looking
for hosts. She has been consistently posting publicity materials in her assigned areas as well. She is currently tasked to
coordinate with the models though she is still waiting for College Representative Sebastian’s (Program Committee Head)
email.

College Representative Ico helped in looking for bands and models and referred them to College Representative
Sebastian.

College Representative Danganan helped with Publicity by posting and tagging people on Facebook.

College Representative Martirez helped in following and delivering letters in Engineering and Law and in CS, for the
hanging of the tarpaulin as assigned by College Representative Dominguez (Logistics Committee Head). She is currently
looking for invisible ink and black light.

Councilor Ibaviosa helped with the marketing by calling companies. He is still waiting for updates. He also helped in
contacting the Manager of Tuesday Vargas to invite Tuesday to hosts the UP Fair.

College Representative Bien helped in ensuring the permits in the College of Engineering. According to him he
encountered problems of lost letters and permits. As such, he requested that the USC just course all letters to him and
College Representative Cruz.

Chairperson Sindayen helped in coordinating with the different administration offices, in publicizing the Fair in schools
and community, and in addressing logistical concerns by coordinating with the Barangays. Security Updates will be
provided by Councilor Garcia.

b. After this, the UP Fair Committee reported on the following updates:

Vice-Chairperson Agudo: A letter from OVCSA and OVCCA arrived within the week to clarify the prices of USC UP Fair
Booths because they were informed by a College of Mass Communication Professor that an organization is complaining
because they cannot avail of the booths due to one booth costs 100,000Php each. Vice-Chairperson Agudo manifested
her disappointment with the USC members because, according to her, the Fair Committee has been consistent in
reminding the members of the details of the week that will be forwarded to organizations. She requested that College
Representative Cornel clarify this misunderstanding in the GA next week given that College Representative Cornel
missed this GA.
College Representative Villar, Booths Committee Head, informed the USC that the UP Fair Committee already met with
the CMC Organizations already to clarify the misinformation. They agreed that they were never informed that the
booths cost 100,000Php each. They willingly signed an agreement attesting to this information and even agreed to help
with the UP Fair. This has been forwarded to the Administration Offices already.

Chairperson Sindayen reported that the UP Fair Committee is having a hard time in coordinating with the administration
offices in-charge of the security and cleanliness of the Fair due to letters are being held by the OVCCA and the OVCSA
and are, thus, not reaching OICA and the Chancellor. He called on the body to stand firmly as a USC given that a
memorandum has been released by the OVCSA to not recognize his signature. This affects the USC as an institution. He
requested Councilor Borja to resend the letter re-affirming his status as Chairperson as decided by the body. Besides
this, Chairperson Sindayen requested that Councilor Borja also inform the offices of the resignation of Councilor Estrella
and Kalingking and the induction of the two new Councilors: Councilor Neil Nucup and Councilor Pat Tobias.

Vice-Chairperson Agudo called on the body to defend the Fair and to be assertive already. According to her, ever since
the year where the Fence was broken down, the administration has been oppressive on the USC already with regard to
continuing the Fair. She also commended the efforts of everyone in helping out with the Fair however she requested a
higher level of commitment and initiative from the members of the USC because for the first time the USC will be having
three Fair Nights.

With regard to the attendance in the UP Fair Nights, Vice Chairperson Agudo noted that the USC members are required
to attend:

- The Three USC Nights- Tuesday, Wednesday, and Saturday – from 5PM to 5AM.
o Tuesday: Wear Event Shirt
o Wednesday: Wear USC Shirt
o Saturday: Wear Event Shirt
o Every night: Wear rubber shoes.
- The Briefing before the Fair Night starts: 4PM at the USC Office.
- One more night to help the organization handlers: Thursday- Adelfe Enu Crea Sorority or Friday- EMC2
Fraternity.
- Two Daytime Duties: one 6AM duty and one 12NN duty to help in the distribution of food for those who will set
up the booths.
- February 14, Monday, 8AM—for the set up.
- Ticket Stamping Hours next week.
- Rummage Sale, 8AM-5PM, January 22-23/January 29.
- A sign up sheet was passed around for the USC members’ schedule.

At this point, Councilor Nucup asked the UP Fair Committee on why there are three USC nights to begin with seeing it as
an overstretch of manpower for the USC?

Vice-Chairperson Agudo said that this is due to tighter security measures taken by the UP Fair Committee this year given
its experience in working with organizations last year. Besides the fact that there is really a decrease in the number of
participating organizations, most of the organizations who applied to be a night handler were not allowed due to they
still have records in the USC.

At this point, Councilor David requested that a food committee be formed for the Fair Nights.
Vice-Chairperson Agudo said that the food responsibility would fall under the logistics committee already given that on
the days of the Fair, other Fair Committees will be dismantled already like the Marketing Committee, etc.

The UP Fair Committee also discussed the security features of the ticket this year. Only USC members will be allowed to
stamp the tickets and the stamping should only commenced inside the USC office. For the selling of the tickets, Vice-
Chairperson Agudo clarified that the USC is only allowed to sell USC tickets and not the tickets of other night handlers.
Also, since the USC will be handling three nights, the members would need to sell 11,000 tickets per night. The costs of
the tickets are: 60Php for Tuesday, 80/90Php for Wednesday pending band confirmation, and 90Php for Saturday.
Everyone is required to sell a minimum 75 tickets. A booth will be set up a week before the Fair for the ticket sales. The
USC will also be selling UP Fair Merchandise during the event.

The UP Fair also requested members of the USC to help with the immediate transportation of things should the
barangay mobile be unavailable. Also, there are still 14 booths available for private concessions. Guidelines and forms
are available outside.

At this point, College Representative Bien inquired if it is possible to have a blood drive during the UP Fair. The UP
Medicine Student Council is asking. College Representative Villar said that it is not possible to have a blood drive since
those who will attend the Fair lack sleep. If they still need support, the USC can help with publicity and manpower and in
providing a venue for them after the Fair Week.

For the Programs Committee, College Representative Sebastian informed the USC that some bands are complaining with
the fact that they have to sell 10 tickets to be able to participate. The repercussion if they don’t sell is that their
performance will be forfeited. For the Program:

- Tuesday Night: All UP Bands will perform. We will include special performers that are non-UP. The hosts for
Tuesday night will include showbiz personalities.
- Wednesday Night Theme: 70’s Music. The committee is currently trying to get Parokya ni Edgar for Wednesday
Night.
- Saturday: Traditional Fair with Urbandub, Chicosci, Silent Sanctuary, etc. will perform.
- Hosts Auditions on January 20-21, 5-7PM at the Student Activity Center/Alcantara Hall.

The Programs Committee also informed the body that Mr. and Ms. Peyups will not push through anymore due to gender
issues. For the Manning Schedule for the Backstage: USC Members are required 2 hours manning schedule at the
backstage per night. There will be 8 people required to backstage at a time. The schedule chart will be uploaded. She
requested everyone to fill it out with their preferred schedule.

Councilor Garcia arrived at this point: 9:16PM.

Councilor Garcia (Security Head) reported that the committee needs extra marshall for Friday and Saturday Nights. If
there is anyone from the USC who knows of any security agency, she requested that they forward it to the committee
for the quotations and specifications. She also informed the body that the security plan has been revised twice already
and re-submitted to the administration.

For Publicity: Councilor Elago requested that everyone follow the posting schedule and posting assignments so as to
ensure maximum publicity around campus. Posters will be given every Monday; Posting Schedule is from Tuesday-
Thursday. By Thursday, 4PM, a monitoring team will be going around campus to check if everyone was able to post. She
also presented the USC Night Shirt design, the baller design, and the reversible jacket design.

For Marketing, Councilor Mariazeta, requested everyone to help with marketing, since companies are currently not into
accepting marketing deals. According to her, there are still a lot of finances that the USC needs to cover so everyone’s
help is really necessary. She instructed the body to inform her of updates from companies so as to centralize marketing
deals.

2) Other Matters from Last GA:


a. Law Student Government Resolution as reported by College Representative Martirez

The Resolution requests that the Election Code Article 2, Section 3, be amended to maintain the position of the College
of Law Representative albeit the fact that they are now considered a graduate program and thus, should be under the
graduate school representative, by providing a proviso in the last sentence to read: provided that the College of Law
shall not form a part of the graduate council but should be eligible to elect a Law Representative. Given their population
as compared to the population of other Graduate School, it is sure that wherever the representative may come from,
that there will be a sector that will underrepresented. They also noted in the resolution that the situation of Law
students is different from that of other graduate schools. They are forwarding the resolution to the USC to amend the
electoral code and forward its endorsement to the UP Offices and USEB.

College Representative Sebastian left at this point: 9:40PM

The second part of the resolution requests for an extension of voting till 9PM to allow the Evening Classes to vote. This is
a logistical concern according to OSA. Upon coordination with the CSEB, it was decided that a special lane for Evening
Class students will be provided and that they will be excused for an hour from their classes so that they can vote.

The body decided to endorse the resolution and to consider the election code duly revised. Councilor Borja was tasked
to forward the endorsement of the USC to the OVCSA, OSA, and USEB.

Councilor Garcia requested for a separate resolution to amend the Cessation of Tenure provision of the Election Code
which heavily influenced the deliberations of Chairperson Sindayen last month. Chairperson Sindayen noted that this is
not an urgent amendment anyway and moved it as part of the agenda of the next GA’s.

b. Graduate Representative:

The OSA is currently requesting an implementation mechanism from the USC for the voting of the Graduate
Representative. According to Vice-Chairperson Agudo, only one Graduate School has a constitution thus prohibiting
other graduate schools to elect a Graduate Representative. Vice-Chairperson Agudo recommended to whoever the next
USC will be- to start convening the Graduate School early.

3) Committee Announcements
a. Education and Research Committee by Councilor Marcck Bryan David:

The ACRES website is up already. The UNPLUG team made it more friendly for organization by including an immediate e-
mail update/notification every time changes in the ACLE details are made. 80 organizations attended the meeting last
Wednesday. The topics were submitted to the committee for deliberations. Councilor David also requested committee
heads with required events to finalize the details. The theme of this year’s ACLE as decided during the GA is Education in
Despair. The deadline for all the requirements: February 8.

b. Ways and Means


i. The Dilimall team presented with JP Bernardo.

c. University Job Fair:


i. A sign-up schedule sheet was passed around for the Manning schedule of the USC members
during Job Fair.
d. STRAW:
i. All Leaders’ Conference tomorrow, 5:30PM.
e. Secretariat
i. The Secretariat Committee reported on the upcoming project of the Volunteer Corps with the
Environmental Committee entitled: Let’s ComPET: Collect PET. Save the Environment. Build
Lives.
4) Other Matters:
a. The Halalan UP Student Council Elections computerized elections will be presented next GA.
b. Chairperson Sindayen will upload statements on the following issues:
i. Mendiola Massacre, Price Hikes, and the Diliman Commune.
c. Councilor Neil Nucup and Councilor Pat Tobias were inducted.

The GA ended at 9:30PM.
