JOB SPECIFICATION FOR


ELECTRIC PUBLIC RELATIONS MANAGER

THE POSITION

Receives direction from the Assistant Electric Utility Director – Retail Services in the
performance of a variety of activities in support of Roseville Electric’s public relations,
communications, legislative and administration operations; and performs related work
as required.

EXAMPLES OF ESSENTIAL DUTIES

Prepares and coordinates public communications and media information; performs


research and analysis of legislative and policy issues; prepares summaries of electric
related issues and communications in support of City positions; serves as a liaison for
Roseville Electric, and with other public agencies, legislative agencies and the public;;
makes presentations to individuals and groups on Department programs, activities and
policies; answers questions and provides information to the public; operates computer
programs, including desktop publishing, and prepares reports using computer systems;
performs independent research as assigned.

MINIMUM QUALIFICATIONS

Education/Experience: Any combination of education and experience that would likely


provide the required knowledge and skills in qualifying. A typical way to obtain the
knowledge and skills would be:

Education: Equivalent to a Bachelor's degree from an accredited college or university


with major course work in public administration, communications, business
administration, or a related field.

Experience: Four years of public relations and legislative experience, with at least two
years of experience in a public utility agency.

Knowledge of: Operation and use of management information systems; principles and
practices of communication and writing, research and statistics, local, state and federal
legislative processes, public or business administration, management information;
English usage, spelling, grammar and punctuation; modern office procedures, methods
and computer equipment.

Ability to: Read and interpret complex and technical data, reports, policies and
legislation; operate a personal computer including spreadsheet, word processing, email
and database software; learn, interpret and apply City policies, procedures, rules and
regulations; maintain accurate and complete records of reports; collect and organize

data, records and statistical figures; understand and carry out oral and written
instructions; communicate effectively, both orally and in writing; establish and maintain
cooperative working relationships with those contacted in the course of work; use
personal computers and typewriters.

On a Continuous Basis: Know and understand all aspects of the job; analyze
technical reports; know and remember departmental and operational policies and
procedures; analyze and solve operational and technical problems and take appropriate
corrective action; understand, interpret and explain department policies and procedures
to the public and assigned staff; observe and evaluate performance of assigned staff; sit
at desk or in meetings for long periods of time.

Intermittently: Twist to reach equipment surrounding desk; perform simple grasping


and fine manipulation; use telephone and operate a variety of office equipment; know
and use various types of software when using a personal computer; write or use
keyboard to communicate through written means; may lift marketing materials and
props.

Working Conditions: On a continuous basis, work in an office environment; may be


exposed to dust and noise when in the field; may work evening and or weekend
schedules as needed.

License or Certificate: Possession of, or ability to obtain, an appropriate, valid


California driver’s license.
