PREFACE

Agriculture plays an important role in a most developed State like


Haryana Consequently, the consumption pattern of cultivators determine the growth of
economy of the State. The study on “Family Budget of Cultivators in Haryana” analysis
the household income from different sources, household expenditure and consumption
pattern of 118 selected households.
The study indicates an average annual income per household of
Rs.215286 and an expenditure of Rs.144797 leaving an annual surplus of Rs.70489
during 2006-07. The main source of household income was from farm cultivation which
contributed 59.64% of the household income. A major portion i.e. 45.36% of the total
expenditure was incurred on food items whereas the remaining 54.64% accounted for
non-food items.
The report has been prepared by Sh. Karan Singh, Research Officer

CHAPTER -I

INTRODUCTION

General
The study on “Family Budgets of Cultivators” in Haryana has been undertaken
by selecting 118 cultivator households in the state. The period of study is agriculture year 2006-
07 i.e. from July 2006 to June 2007. The study aims at analysing sources of income and
expenditure of the cultivators. An attempt has been made to find out the sources of income,
pattern of domestic expenditure, dietary habits, standard of living and proportion of
consumption of goods produced at farm and purchased from outside.
1.1 Objectives of the Study
The objectives of the study are as under:-
i) To find out the extent of contribution by different sources to household income

ii) To study the pattern of their domestic expenditure.

iii) To find out the proportion of consumption of goods produced at farm and of
those procured from outside.
iv) To examine the dietary habits of cultivators and their overall standard of living.

v) To study the impact of the size of holdings on income and expenditure.

1.2 Methodology
For the main study i.e. "Economics of Farming in Haryana", 236 holdings were
selected from different agro-climatic zones of the state, keeping in view the size of holdings,
willingness and capability of the cultivators in maintaining the day-to-day record of their
income and domestic expenditure in the prescribed format, 118 out of 236 households were
selected for conducting the study on "Family Budget of cultivators in Haryana. The results
extracted in this study are purely indicative in nature because of the small sample size.
The data is collected from selected cultivators through District Statistical
Officers. The selected cultivators were imparted necessary training and Rs.110/- per annum was
given to them as an honorarium for recording the data on income and expenditure of the
household in the prescribed schedules. The timely supervision was done by the staff of
Headquarter and District Statistical Offices to ensure proper recording and accuracy of data.

CHAPTER-II

Sources of Income of Cultivators

General

Introduction of improved technology in the field of agriculture has encouraged


the cultivators in the State to adopt latest farm practices, thus enabling them to increase their
farm yield per hectare as well as income. To increase their earnings, the cultivators have also
diversified their economic activities into dairy farming, poultry and other small enterprises.

2.1 Household size

The size of the family is ranged from 2 to 22 members. The average size of
family was, however, 7. This simple average does not provide a true picture of household size
in terms of consumption as it gives equal weight to the Children and Women. Therefore, the
Atwator’s scale of Adult Male Unit (Appendix –II) has been applied to work out the true
family size of the cultivators. Children and Women do not equalize male adult and are,
therefore, to be converted to adult male units in order to ascertain their real capacity to earn
and spend. This Conversion is universally applied in National Sample Survey and other allied
surveys conducted through out the country. According to the “Atwator’s Scale of Adult Male
Unit of the Chinese Farm Economy by Buck”, the average size of family worked out to 6 The

The above table shows that average no. of members per household of 118
selected families was 7. The maximum average household size of 11 members was observed in
the households belonging the holding size group of 7.5- 10.0 hectares whereas it was minimum
of 6 members in the household pertaining to holding size group of below 2.0 hectares. The size
of holdings i.e. 4.0-7.5 & 7.5-10.0 have more household size to the average household size
while other size of holdings have less than the average household size.
2.2 Sources of income
The income of cultivators have been classified into following four broad
categories:-
i) Farm cultivation.
ii) Milk and milk products.
iii) Interest on capital investment (It includes farm equipments and
machinery, farm and residential buildings, milch animals and
durable household goods).
iv) Income from miscellaneous sources such as rent received from
leased out land, remittances received from outside, imputed value of fuel, wood
and dung cakes, sale of farm yard manure and income from sources
other than farm cultivation, etc.

2.3 Net Income of selected cultivators


The source-wise average annual net income per household, per capita and per
adult male unit is presented in Table 2.3.

It is observed from the above table that the main source of income of farming
families during 2006-2007 was farm cultivation which accounted for 59.64% of their total
income. The contribution of the other three sources i.e. (i) milk and milk products (ii) capital
investment and (iii) Miscellaneous was 5.81%, 13.90% and 20.65% respectively. The average
annual income per family, per capita and per adult male unit during 2006-2007 has been
worked out to Rs. 215286, Rs. 30755 and Rs. 38287 respectively.
The source-wise analysis of income of the cultivators is given below:-
2.4 Net Income from farm cultivation
The net income from farm cultivation has been worked out after taking into
account gross income and the expenditure on various items of input like hired manual labour,
bullock labour, seeds, fertilizers, implements/machinery and tubewells/pumping sets etc. Table
2.4 gives in brief the gross income, total expenditure and net income of selected cultivators.

It has been observed that the average farm income per household, per capita
and per adult male unit was worked out to Rs.128390, Rs.18341 and Rs.22833 per annum,
respectively.
2.4 (a) Income from farm cultivation and size of holdings
In order to assess the impact of size of holdings on the annual farm income of a
household, the size-wise average income per household, per capita and per adult male unit have
been worked out. The details in this regard is presented in Table 2.4 (a).

The above table depicts that the average income per household from farm
cultivation for the households belonging to the holding size group of below 2.0 hectares was
minimum (Rs. 26722) whereas the maximum average income (Rs.741825) was recorded in
the size group of 10.0 and above hectares. The average per capita income was lowest
(Rs. 4356) in the size group of below 2.0 hectares and it was highest (Rs. 111274) in the size

group of 10.0 and above hectares. It shows increase in per capita income correlates with the
size of holdings.
2.5 Income from milch animals and milk products
The net income of all the selected households from milk and milk products and
milch animals was worked out to Rs. 1475527 during agricultural year 2006.07. The following
table indicates the total number of milch animals owned, milk produced and the income
accrued therein.

The above table shows that the cultivators normally prefer to keep buffaloes for
milk production because they yield more milk as compared to cows. The cows were mainly
kept for the purpose of supplying male calves to be ultimately used as bullocks in the fields.
The annual milk production of all 195 milch animals possessed by 118 households was 3285.12
Qtls. worth Rs. 4457950 and the milk produced per annum per family was 28.57 Qtls. The net

income per household from milch animals after meeting out all the maintenance expenditure
on milch animals was Rs. 12504.
2.5 (a) Income from milk production
The total income from milk production of all the selected households has further
been classified according to size of holdings to find out the correlation between the income
from milk production and the size of holding pertaining to a household in the following Table:-

Table 2.5 (a) reveals that the minimum average income from milk production
per household was Rs. 6953 in the holding size group of below 2.0 hectares whereas it was the
maximum of Rs. 33312 in the size group of 10.0 & above hectares. The average income from
milk production per household, per capita and per adult male unit has been worked out to
Rs.12504. Rs.1786 and Rs.2224, respectively during the year 2006-07.
2.6 Income from capital investment
13.90% of the annual income of the selected households accrued from capital
investment . The imputed income by way of interest @ 7% per annum from capital investment
on items such as milk and drought animals, farm equipment and machinery, farm and
residential buildings, cattlesheds, wells, tubewells & pumping sets, and durable goods is given
in table 2.6.

The average imputed income per household during 2006-07 from capital
investment was Rs. 29937. The major contribution of 39.60% was from wells, tubewells &
pumping sets, 28.31% was from farm equipment and machinery followed by durable goods
(14.19%) milk and draught animals have share of 9.03% and sheds for animals 7.06%, while
farm and residential buildings share was 1.81%.
2.6 (a) Income from capital investment according to size of holdings
To assess the impact of size of holdings on capital formation, the total imputed
income from capital investment has further been classified according to various size of
holdings in Table 2.6 (a).

The average income per household, per capita and per adult male unit from
capital investment was Rs.29937, Rs.4277 and Rs.5324 respectively. It may also be observed
that the lowest average income of Rs.22892 per household was recorded in the size group of
2.0-4.0 hectares and the highest of Rs.61204 was registered in the size group 10.0 & above
hectares.
2.7 Income from miscellaneous sources
The contribution of miscellaneous sources to the total income of cultivators was
20.65 percent. The income from miscellaneous sources has further been classified into nine
different categories. The details are presented in Table 2.7.

Table 2.7 indicates that the total income of all the selected households from
miscellaneous sources amounted to Rs.5245729. An average annual income of a family from
this source was Rs. 44455. The highest contribution of 47% came from remittances received
from outside followed by 21% from pension, 10% from rent, 4% from fuel, and 2% from
family labour etc. The remaining contribution of 16% was from, manure, honorarium for
keeping records of farm accounts and family budgets etc.
2.7 (a) Income from miscellaneous sources according to size of holdings
In order to study the effect of size of holdings of a household on its income from
miscellaneous sources, the total income from this source has further been classified in table
2.7 (a).

The above table depicts that the highest average income of Rs. 221702 per
household from miscellaneous sources was observed in the size group of 10.0 & above
hectares whereas it was lowest of Rs. 25397 in the holding size group of 7.5-10.0 hectares.
However, the average income per household, per capita and per adult male unit worked out to
Rs. 44455, Rs. 6351 and Rs.7906, respectively. There is no correlation between the size of
holdings and average income per household, capita and adult male unit in case of
miscellaneous.
2.8 Income of cultivators according to size of holdings from all sources
It is observed that the size of holdings has a significant effect on the income of
the cultivators. Generally, the average income of cultivators increases with the increase in the
size of holdings because farmers with large holdings follow better agricultural practices and
can afford a better package of inputs. The details of income of cultivators according to size of
holdings is given in Table 2.8.

The average income of a selected family in the size group of below 2.0 hectares
was Rs. 110742 while it progressively increased to Rs.178195 in the size group of 2.0-4.0
hectares, Rs. 285008 in the size group of 4.0-7.5 hectares and Rs.448002 in the size of
7.5-10.0 hectares and Rs. 1058043 in the size group of 10.0 & above hectares. The overall
average income per household per capita and per adult male unit from all sources was
Rs. 215286, 30755 and 38287 respectively.

CHAPTER-III
Household Expenditure of Cultivators
General
An attempt has been made to throw light on the expenditure made on food and non-
food items, annual and daily consumption of food, input and output of milk production and overall
financial position of the selected cultivators. The detailed study of the household expenditure of
cultivators has been made under the twelve major heads.
3.1 Household expenditure of selected cultivators
The broad head wise household expenditure per family, per capita and per adult male
unit is shown in Table 3.1.

It is seen from Table 3.1 that the average annual expenditure per household, per
capita and per adult male unit was Rs.144797, Rs.20685 and Rs.25751 respectively. The food
claimed the highest expenditure i.e. 45.36% of the total household expenditure followed by
clothing 11.76 %, education 7.90%, Health 2.93%, transport 2.47%., fuel 3.79%, Housing
8.48% and marriage and social ceremonies 10.79%. The expenditure on basic necessities of
life i.e. "Roti, Kapra and Makan" accounted for 66% of the total household expenditure.
3.2 Expenditure of households according to size of holdings
The annual expenditure per family, per capita and per adult male unit under
different size of holdings is presented in the table given below : -

The above table shows that the size of holding has great impact on the
expenditure of cultivators. The average annual expenditure of a family per household, per
capita and per adult male unit was recorded 144797, 20685 and 25751 respectively during this
agriculture year.
3.3 Sources of availability of household items
The value and proportion of the household expenditure on goods and services
procured from farm and purchased from outside are presented in Table 3.3.

The bulk of cultivator’s household requirements (68.46%) were met from the
goods and services purchased from outside while 31.54% of the household requirements were
met from the goods produced at their farms. The table further shows that 65.32% and 50.47%
of the requirements of food and fuel were met from his own farm, whereas for the remaining
items, the farmers were totally dependent on outside sources.

3.4 Expenditure on food items


45.36% of the total household expenditure was incurred on food items only.
Thus, it has become imperative to further study the pattern of household expenditure on
various food items. All the food items have been summarized into various broad groups which
are as under :-
Cereals include i ) Wheat and wheat products
ii) Rice
iii) Maize and other cereals
Millets include Jowar and Bajra
Pulses include Gram, moong, moth, mash, arhar and
other pulses.
Milk & milk products include Desi ghee and milk

The above table depicts that the annual expenditure on food items during
2006-07 per household, per capita and per adult male unit was Rs.65681 Rs.9383 and
Rs.11681, respectively. The table also throws light on the dietary habits of cultivators and
clearly establishes that Haryana Cultivator is primarily a vegetarian. His expenditure on milk
and milk products was the highest i.e. 54.32% followed by cereals 17.00%, Misc.5.65%, sugar
5.85%, vegetables 5.77%. The expenditure on meat and meat products was only 0.37%. It is
found that 83.30% of the household expenditure was on cereals, pulses, milk, edible oils and
sugar.

3.5 Consumption of food articles


The annual and daily consumption of various food articles like cereals, pulses,
milk & milk products, edible oils and sugar, etc. has also been worked out in Table 3.5 to study
the dietary habits of the cultivators.

It is observed that wheat is the staple food of Haryana cultivators
because its daily consumption per adult male unit was 424 grams as compared to 43 grams of
rice. The daily consumption of desi ghee per household was 30 grams, edible oil 739 grams,
sugar 389 grams and gur & shakkar 205 grams. The daily consumption of gram, milk and milk
products, desi ghee and edible oil gur & shakkar per adult male unit was 82 grams, 207 grams,
30 grams, 10 grams and 35 grams respectively.

3.6 Cost of production of milk


Since 54.32% of the total expenditure on food items was incurred on milk and
milk products only,. hence, it has become essential to discuss in detail the cost of production of
milk. The cost of milk production per quintal both for buffaloes and cows has been worked
out by taking into account the various variable and fixed costs. Variable cost includes
expenditure on items such as fodder, concentrates, labour ( family and hired) medical care, etc.
and fixed cost includes interest and depreciation on capital investment made on milch animals
and cattlesheds etc.
The cost per quintal and quantity of milk produced is given in the following
table:-

Table 3.6 shows that variable cost i.e. fodder and concentrates constitutes about
77% of the total cost of milk production . The cost of production of milk per quintal in case of
buffaloes and cows was worked out to Rs. 1127.79 and Rs.703.82 as against the income of
Rs.1309.37 and Rs.1166.65 thus resulting a net income of Rs.452.63 and Rs. 462.83 per
quintal, respectively. The net income per quintal of buffaloes milk was more or less equal.
3.7 Disposal of milk
Table 3.7 presents the quantity of milk produced, milk sold and consumed in the
liquid form or as milk products.

96.88% of the total buffaloes milk produced was consumed at home and only
3.12% was sold. Further, 52.17% of the buffaloes milk was consumed in the liquid form and
remaining 47.83% was converted into curd, butter, ghee etc. Out of the total 90.89 qtls. of
buffaloes milk sold, 92.87% was sold in the form of liquid and the remaining 7.13% as milk

products. Similarly, out of the total cows milk consumed at home, 72.94% was used in liquid
form and the remaining 27.06% in the form of milk products.
3.8 Annual consumption of sugar, gur & shakkar
It is observed that the 5.85% of the total food expenditure was incurred on sugar,
gur and shakkar. Therefore, it has become essential to work out the annual consumption of
sugar per household. The following table depicts the average quantity and current value of
sugar consumed per household, per capita and per adult male unit.

Table 3.8 reveals that the annual consumption of sugar per household, per capita
and per adult male unit was worked out as 218.33 Kgs, 31.19 Kgs., and 38.83 Kgs. valued at
Rs.4008.94, Rs.572.71 and Rs. 712.97 respectively. Out of total, 25763 Kgs, sugar consumed
16825 Kgs (65.31%) and 8938 Kgs (34.69%) was Gur & Shakkar consumed by the selected
cultivators during the year 2006-07.

It may be seen from the above table that the per household, per capita and per
adult male unit expenditure on food items was Rs.65681, Rs.9383 and Rs. 11681 respectively.
The highest per household expenditure (Rs.3094627) on food items was observed in the size
group of 2.0-4.0 hectares and lowest (Rs.206159) in the size group of 10.0 & above hectares
due the size of the households.
3.10 Expenditure on non – food items
54.64% of the total household expenditure of selected cultivators was spent on
non-food items .Among the non-food items, the clothing and housing claimed 11.76% and
8.48% respectively of the total expenditure. Hence, it is desirable to analyse the expenditure on
these items in detail.
3.10 (a) Expenditure on housing
The expenditure on housing includes expenditure on house construction/repairs,
alterations and additions, utensils, furniture & fixtures, machinery and tools etc. The item-wise
break up of the expenditure on housing is given in Table 3.10 (a).

It is observed from Table 3.10 (a) that per household and per capita
expenditure on housing was Rs.12275 and Rs.1754, respectively. 81.60% of the total
expenditure on housing was incurred on house construction and repairs,5.81% on furniture &
fixture, 5.75% on utensils and the remaining 6.84% was on miscellaneous items including
machinery and tools etc.
3.10 (b) Expenditure on clothing
Expenditure on clothing includes expenditure on readymade garments, bedding,
footwear, cosmetics and other miscellaneous items. The details are as under:-
Garments These include shirts, pants, dhotis, turbans, underwears, sweaters,
coats, towels, needles, thread and buttons etc.

Beddings Beddings include bed sheets, bedcovers, quilts, blankets etc.


Footwears All types of leather, rubber, plastic and canvas shoes and chappals,
boot polish and brush etc. are included under footwear.

Cosmetics These include bathing soap, comb, tooth brush, mirror, face
powder/cream and bangles etc.

Miscellaneous These include services rendered by tailor, barber, washerman,


cobbler, dry cleaner and weaver etc.

Table 3.10 (b).

It is mentioned here that 42.00 of the total expenditure was incurred on


garments, 11.70 on footwears, 15.20% on toilets and cosmetics, 8.70% on beddings and the
remaining 22.40% was spent on miscellaneous items. The per household and per capita
expenditure on clothing worked out to Rs. 7137 and Rs.1020 per annum respectively.
3.11 Expenditure on important non-food items according to the size of holdings
Expenditure on housing, clothing, marriage & social ceremonies and education
constituted 38.93 percent of the total non-food expenditure of families. It has been presented
according to size of holdings in Table 3.11.

Table 3.11 reveals that the expenditure incurred by the household on housing,
clothing and social ceremonies had no direct relation with the size of holdings. The highest per

household expenditure on housing was observed (Rs.135523) in the holding size group of
10.0 & above hectares whereas it was minimum (Rs.4370) in the holding size group 7.5-10.0
hectares
The highest per capita expenditure of Rs.4161 on clothing was recorded in the
holding size group of 10.0 hectares and above followed by Rs.2625 in the size group of 4.0-7.5
hectares, Rs.2364 in the size group of 2.0-4.0 hectares and the lowest of Rs.1229 in the size
group of 7.5-10.0 hectares. The households belonging to the holding size group of 4.0-7.5
hectares incurred the highest per capita expenditure of Rs.3122 on education where as the
lowest expenditure of Rs. 1055 was recorded in the size group below 2.0 hectares. The per
capita expenditure of Rs.998, Rs.851, Rs.5635, Rs. 96 and Rs.5190 was worked out in the size
groups of below 2.0, 2.0-4.0 hectares, 4..0-7.5 hectares 7.5-10.0 hectares and 10.0 hectares and
above respectively under the head marriage and social ceremonies.
3.12 Expenditure on non-food items according to size of holdings
54.64 % of the total household expenditure was incurred on non-food items by
the selected households. The expenditure on these items has further been classified according to
the different size of holdings in the table given below:-

It is evident from Table 3.12 that the per household, per capita and per adult
male unit expenditure on non-food items was Rs.79116, Rs.11302 and RS.14070, respectively.
The highest per capita expenditure of Rs. 42178 on non-food items was recorded in the
holding size group of 10.0 & above hectares and above followed by Rs. 14807 in the size

group of 4.0-7.5 hectares. The households belonging to the holding size group of below 2.0
hectares incurred the lowest per capita expenditure of Rs. 8626 on non food item.
3.13 Possession of household assets
The possession of various household assets by the selected families is an
indicative of their financial position and clearly reflects their standard of living. To study the
improvement in standard of living of the selected households, the information pertaining to the
possession of various household items is presented in Table 3.13

The above table reveals that 52.54% of the total households were found in
possession of motor cycle/ scooter in the year 2006-07. 41.53% of the total households were
having refrigerators . Television has become the main necessity for the cultivator households
in Haryana as 76.27% of the households were found in possession of a television. The table
further reveals that bicycle is the common means of transport as 26.27 % selected families were
having bicycles.

It is inferred from the above table that standard of living of household


cultivators shows increase as compared to 2001-02 household of cultivators as reflected from
the increase in number of motorcycle/scooter and refrigerators.
3.14 Financial position of the selected households
The overall financial position of the households has been worked out taking into
account their gross income and expenditure. The net surplus income according to size of
holdings has also been worked out in Table 3.14.

The above table reveals that on an average, a household spent Rs.144797 against
the income of Rs.215286 thus leaving an annual surplus of Rs.70489 during 2006-07. This
shows that families with large size of holdings were economically better than the families with
small size of holdings.

CHAPTER – IV

Summary and Conclusion

An attempt has been made to know the major sources of income expenditure of
the cultivators in the State. The present study highlights the consumption pattern of a
household, dietary habits and extent of dependence on goods other than those produced at his
own farm.
The main findings of the study based on the analysis of data collected from 118
sample cultivators are as under :-
1. The household size of selected cultivators ranged from 2 to 22 members. The average
size of the household was worked out to 7 members. According to Atwator's Scale, the average
size of the family was 6 adult male unit.

2. The average income per household was Rs. 110742 in the holding size group of
below 2.0 hectares which progressively increased to maximum of Rs. 1058043 in the size
group of 10.0 & above hectares .

3. Income from farm cultivation (59.64%) and dairying (5.81 %) together accounted for
65.45 % of the total income accruing to the cultivator households. Out of the remaining income
of 34.55 %, income generated from imputed interest on capital investment was 13.90% and
from other miscellaneous sources such as remittances from outside, income from labour, etc
was 20.65 %.

4. During 2006-07, the average annual income and expenditure of the sample households
was Rs. 215286 and Rs. 144797 respectively leaving an average annual surplus of
Rs. 70489. The corresponding per capita income, expenditure and surplus were Rs.30755,
Rs. 20685 and Rs. 10070 respectively.

5. 45.36 % of the cultivator household expenditure was on food alone. Clothing accounted
for 11.76 %, marriage & social ceremony 10.79 %, housing 8.48% and education 7.90 % of
the total domestic expenditure. The remaining 15.71 % was on fuel, lighting, health, transport
and recreations, etc.

6. Milk and milk products formed the major portion of normal intake of a cultivator's food
as 54.32% of the total food expenditure on food items was incurred on milk & milk products,
20.07 % on cereals & pulses, 7.35 % on fruit & vegetables, 5.85 % on sugar and remaining
12.41% on miscellaneous items.

7. 39.60% of the total consumption requirements of a selected household were met from
the farm and the rest i.e. 60.40% were procured from outside.

8. Haryana cultivator is primarily vegetarian and his expenditure on non-vegetarian items


was negligible i.e. 0.37% of the total expenditure on food.

9. The study reveals that a farming family sold 3.12% of buffaloes milk and the rest was
retained to meet domestic requirements. The daily consumption of milk and milk products per
adult male unit was 207 grams.

10. The cost of production of milk per quintal in respect of buffaloes and cows worked out
to Rs.1127.79 and Rs. 703.82 respectively.

11. Bicycle was the most common mode of domestic transport i.e. 26.27% families are
using bicycles and 52.54% of the households were having motor cycle/scooter.

12. The main source of entertainment of the cultivator families ( 76.27%) was television.

It is interesting to note that the standard of living of the cultivators in Haryana is


improving as the percentage of sample cultivators owning items of comforts and luxuries is
increasing as all the cultivators owned at least one fan, 41.53% refrigerators, 57.63% LPG
connections, 32.20% sewing machines and 46.61 % pressure cookers.
