1.0 INTRODUCTION

National Institute of Ocean Technology (NIOT) has a program on operation and maintenance
of data buoys in Indian seas to collect Met-Ocean parameters. This data buoy system
comprises of floating buoy with accessories with suite of sensor for metrological parameters
to collect the data. Under this programme for a requirement of 500kg clump weight, details
are provided here.

2.0 TECHNICAL SPECIFICATION

Scope
Manufacture and supply of 500kg clump weight for data buoy moorings.

Construction details:

Material: Mild steel IS 2062


Weight of each dead weight: 500kg

The 500kg ton clump weight should be constructed out of mild steel plates of minimum
thickness of 12 mm plates. The plates should be welded with experienced welders. The top
plate of the clump weight should be given a hook construction for lifting purposes as per the
drawing. The plate should have 34nos 10mm diameter holes and the holes arrangements
should come in all side except top and bottom. The box should be filled with heavy, solid
mild steel scrap. There should be a provision for handling the sinker weight in onboard.

Painting
The clump weight shall be red oxide primer coated. For best results, ensure surface is dry and
free from loose rust, mill scale, paint oil and grease. Degrease bare metal with brush cleaners
and thinners. Apply one or two coats, minimum four hours should be allowed between coats.
Ensure corners and edges are well covered. After minimum four hours, finishing coat should
be applied.

Quality assurances and testing


The 500kg clump weight should be inspected, tested and certified by NIOT officials at the
factory before being dispatched to NIOT.

Supplier selection criteria

* The supplier should be in the field of fabrication in the past 5 years.


* The supplier must have supplied similar kind of objects to NIOT/Coast
Guard/Navy/major Ports/Any other reputed ocean research organizations.

* Documentary evidence for the above like relevant purchase orders needs to be submitted
along with the offer. Offers not complying these will not be considered

Note:
The bidder is advised to bring out clause wise confirmation on the technical specifications
and requirements for their fulfillment of bidder does not comply with these conditions, their
offer will be rejected.

Certificate
The supplier should produce both the empty and loaded weight certificates of the vehicle
carrying the sinkers during deliver.

3.0 REQUIRED QUANTITY: 30 Nos.

4.0 PRICE VALIDITY

We would like to have rate contract for minimum period for 3 years, hence the price validity
should be for 3 years from the date of issue Purchase Order.

Price quote should explicitly include per kg. basis rate and other charges should be shown
separately.

5.0 PAYMENT

90% payment will be made after the supply and acceptance of materials as per the drawing
enclosed. Balance 10% will be released after expiry of 12 months warranty period.

6.0 WARRANTY

Twelve months from the date of acceptance by NIOT.

7.0 DELIVERY REQUIREMENT: Within 4 weeks

8.0 GENERAL

NIOT reserves the right to place the number of items different phases during the rate
contract period of 3 years. Supplier to mention the minimum number if any applicable
should be mentioned while quoting.
