In the case of Iran there are different factors at play in each country. Many in
Southeast Asia see the “nuclear problem” as a US problem and the US is viewed as
being hypocritical because it will not act against Israel and its nuclear weapons.
Indonesia and Malaysia refused to back the Proliferation Security Initiative because
they argued it was illegal under international law. The PSI was opposed by China,
Iran, Indonesia and Malaysia. As it turned out parts for centrifuges were being
manufactured in Malaysia.
Malaysia has begun to tilt more to the US in recent years, including sending army
medics to Afghanistan. This probably has a lot to do with the economic relationship
as well as concerns about China’s rise.
Bottom line: yes the United States must do more to diplomatically lobby individual
Southeast Asian states, Indonesia in particular, to take more seriously the threat of
WMD proliferation by Iran and now more so given instability in the Middle East
which may favour Iran in the longer term as pro‐US leaders are turned out of office.
And the US needs to tailor some of its assistance to improving capacity to enforce
UN sanctions.
