Assumptions

USNI makes the following assumptions regarding the launch of the Theodore Roosevelt
Center for Sea Power Studies:

Funding

 The Theodore Roosevelt Center for Sea Power Studies will be entirely funded by
the Naval Institute Foundation through restricted and unrestricted contributions
from all sources ultimately leading to an endowed position.

 The TR Center will not solicit nor accept revenue-generating contracts from
government or industry.

 The Center will accept Foundation sponsorships that do not compromise editorial
independence

Operations

The TR Center will function as a division of the U.S. Naval Institute.

 The TR Center’s Goals/Objectives will be to deliver cutting edge content in


support of the new mission of the Institute, thereby:

 Directly contributing to the relevance of the Institute


 Attracting more financial support
 Attracting potential members and the next generation of Fellows

 The Center will function with the same editorial independence of Proceedings
magazine in selecting issues, and assigning tasks to Fellows.

 Measures of Success will include:

 Mention of content in the The New York Times, The Wall Street Journal, and
The Washington Post OpEd pages or articles
 TR Center Fellow appearances on radio, television, blogs, etc.

 Appearances before Congress and interactions with key defense committee


Congressional staff members
 Mention of content within articles reprinted in the Early Bird
 Measurable impact on Sea Service planning
 Appearances as keynote speakers and conference panelists
 Interaction with other think tank programs
 Journalism awards – articles/commentaries/editorials

 The Center will be supported by the appropriate Institute divisions:

 COO/CFO: For administration, human resources and finance


 Publisher: For content preparation, layout and delivery mechanisms
 Executive Director, Communications and Marketing: For outreach, media
preparation, and marketing

Organization

 Option 1 – Division of USNI with Full-time, on-scene Executive Director


reporting to the CEO as a member of the Executive Team.
 Must reside in the local area; may work remotely as needed
 Will be responsible for all aspects of the Center’s work – business planning,
budget and operational focus
 Will have fundraising responsibilities
 Will have as many Senior/Adjunct Fellows (Consultants) as can be reliably
funded
 Direct reports
 May work remotely
 Will have a Research Assistant (full time staff)
 Must reside in the local area; may work remotely as needed

 Option 2 – Flying Squad concept with Full-time Senior Fellow/Center Director


reporting to the CEO but not a member of the Executive Team.
 Need not reside in local area; may work remotely; visit as needed
 Responsible for the operational focus of the Center
 Business functions of the Center will be handled by existing Institute staff
 No formal fundraising functions
 Will have as many Senior/Adjunct Fellows (Consultants) as can be reliably
funded
 Direct reports
 May work remotely
 Will have a Research Assistant (full time staff)
 Must reside in the local area; may work remotely as needed
