Since 1982, West Street Children’s Center has provided thousands of children in our
community with free access to counseling, after school tutoring, mentoring and
recreational programs. This access is made possible through the generous
donations of community leaders like you.

Last year, your generous donation helped purchase new books for our growing
library, fund a visit from a motivational speaker who spoke to the children about the
importance of education, and helped us start a scholarship fund to help deserving
children pay for college. We also celebrated the high school graduation of 11 of our
children; 7 of whom started post secondary studies this fall. Without your
generosity and support, none of this would have been possible.

This year, our goal is to raise $10 000 to purchase new sports equipment, and have
the outdoor playing field cleaned up and landscaped for recreational use. Studies
have shown that children who participate in sports are more likely to succeed as
adults. We hope to give our children this advantage in life.

Hi John,

It’s that time of year again! St. Mary’s Church is preparing for its annual spaghetti
dinner fundraiser. If you remember last year, our volunteer team had a great time
serving up hearty spaghetti, yummy salads and delicious deserts. We hope you’ll
be joining us again this year!

Every year, this fundraiser raises much needed funds to help maintain the church
building, continue our outreach programs and fund our growing youth group. Last
year, the proceeds allowed us to put new flooring in the gathering hall, as decades
of church family gatherings made it necessary to retire the old flooring. It was the
help and support of volunteers like you who made that possible. Without you, we
are certain we would not have reached our goal. This year, our goal is to raise
$1000 for two stained glass windows to replace the old windows in the front of the
church building.

To reach our goal this year, we need volunteers to prepare the meal in the kitchen,
set up tables and chairs, serve food in the gathering hall, bring baked goods for
desert and stay afterwards for cleanup. If you are available to join our volunteer

Did you know that in some parts of the world:

Many kids never get to see the inside of a high school classroom. Most of the kids
die from starvation or some easily curable diseases before they see adulthood and
even lesser part of the population is literate.

When I'm asked why we should care about what happens in these few parts of the
world, I think about Henry. When Henry first came to our school he couldn't read or
write. As the eldest brother, he was in charge of caring for his siblings while his
parents went out and worked. He lived for his family, never cared for himself. His
future looked bleak: without an education, he was destined to live a life on the
streets, just like his parents. Because of our traveling faculty for children, we were
able to provide comprehensive care for Henry's whole family. Henry and his five
siblings got the education that they have every right to.

Henry is studying Law now. His goal is to join the Peace Corps. Investing in Henry's
life, was like investing in a better future for our world. Because, we know that this
lawyer will fight for all humanity.

This year, we have the ambitious goal of opening more mobile classrooms and
recruiting more traveling faculty. Won't you consider helping us in giving the

SUBJECT: East Ridge High School


Final Site and Building Plan
Case No. 07-54

SUMMARY

South Washington School District ISD 833 has submitted applications to facilitate
construction of a third high school to be known as East Ridge High School. The
proposed school site is located south of Bailey Road about ½ mile east of Radio
Drive and west of Pioneer Drive (extended). The applicant is requesting Final Site
and Building Plan Review for the portion of the site that includes the proposed high
school building, parking areas and driveways. Final Site and Building Plan Review
for the remainder of the site, including athletic facilities, final landscaping, trails and
lighting is anticipated in January 2008. City staff is taking the unusual step of
processing a partial site plan review at this time to facilitate installation of the
building foundation this fall so that the school could open in the fall of 2009 as
scheduled.

RECOMMENDATION

The Planning Commission reviewed this request at their September 5, 2007


meeting. At that time they recommended approval of the partial Final Site and
Building Plans for East Ridge High School, Case No. 07-054 by a 7 to 0 vote. Staff
concurs with the recommendation subject to the following conditions:

1. This approval is limited to the proposed high school building and the area of
the site bounded by the access driveways/fire lanes and three parking lots
immediately adjacent to the proposed building. This approval excludes athletic
facilities, landscaping, lighting, accessory structures, pedestrian sidewalks or
pathways, fencing, retaining walls and signage. Separate final site and building
review and approval by the Planning Commission and City Council is required for
these improvements. Final site and building plans shall be consistent with all
requirements of the zoning ordinance.
2. The final landscape plan shall include a minimum 10% internal parking lot
landscaping in accordance with zoning ordinance requirements.

3. All metal materials on the building including the mechanical penthouse, metal
panels, mechanical equipment screening, window mullions and metal gates shall be
the same color for design continuity. Metal color shall be consistent with the
submitted material board or reviewed and approved by the Community
Development Director.

4. Final brick blend and accent colors shall be consistent with the submitted
material board or reviewed and approved by the Community Development Director.

Manila Mayor Alfredo S. Lim yesterday launched a clean-up drive on all public parks
and plazas in the city, with a call on residents to do their share by helping the local
government maintain them.

Assisted by his chief of staff Ric de Guzman, parks and recreations bureau chief
Engr. Deng Manimbo, city engineer Armand Andres and Manila Historical
Commission head Gemma Araneta, the mayor personally led the clean-up
operations at the Plaza Salamanca on Taft Avenue and then Plaza Ferguson in front
of the US Embassy, with an instruction to Manimbo and Manila Police District Station
5 Commander Col. Frumencio Bernal to maintain orderliness in the area and assign
caretakers for the protection of the promenaders.

Lim also told Andres to put additional lights in the said plazas and ensure that they
will not be used by vagrants as squatting areas as this defeat the purpose for which
plazas and parks are built, which is to serve as recreational areas for the public.

The children who were rounded up at the said plaza were ordered by De Guzman to
be brought to the reception and action center headed by social welfare chief Jay
dela Fuente, where they can be housed and taken care of. At the Plaza Ferguson,
Lim was met by chairman Noli Mendoza, who kissed the mayor’s hand and in turn
was congratulated by Lim.

“Sabi ko nga sa kalaban ko, huwag gagayahin si Atienza. Pag talo, talo,” Mendoza,
who said his victory is still being contested by his opponent during last Monday’s
elections, told Lim.

Mendoza also pledged P3 million of his barangay’s earnings for the city’s programs
concerning the rehabilitation of parks and plazas.
Meanwhile, Lim appealed to the public to help the city in maintaining the said parks
and plazas, lamenting that even the marker placed at the Plaza Salamanca had
been stolen, reportedly two years ago by vagrants who use the place as their
sleeping quarters.

The said plaza, according to Araneta, was created in honor of Dr. Olivia Salamanca,
who is one of the country’s first lady doctors.

It was learned from Manimbo that Plaza Salamanca is one of the city’s three
freedom parks where rallies and demonstrations are allowed to be held, the other
two being the Liwasang Bonifacio in Lawton and the Plaza Miranda in Quiapo.

5. Pre-cast panels and cast stone accents shall be the same color for design
continuity. The color shall be consistent with the submitted material board or
reviewed and approved by the Community Development Director. Pre-cast panel

6. The final building elevations submitted for building permit shall include
proposed building material calculations for each elevation. Final building elevations
shall indicate a minimum of 73% Class I materials for the overall building.

7. Final building elevations submitted for building permit shall provide details for
coping and finish materials on the top and back of roof parapets.

8. Before issuance of a building permit for exterior building material application,


a building material mock-up shall be constructed on-site for review and approval by
the City.

9. Final design, irrigation, species selection, placement and density of plantings


for the landscaped berm proposed for screening the loading/service area shall be
submitted for City review and approval with the final landscape plan.

10. The refuse enclosure shall be redesigned to incorporate brick as a primary or


accent material. Final design shall be submitted for review and approval by the City
prior to construction.
11. Staff will review and approve the final mechanical equipment screening to
verify compliance with all zoning ordinance requirements prior to issuance of a
certificate of occupancy.

12. The final landscaping plan shall demonstrate compliance with tree replacement
requirements in the City Code.

13. The school district shall be responsible for obtaining any other permits
necessary from other agencies, Washington County, MPCA, Watershed, etc. prior to
commencing of any site or building activities.

Planning Commission – September 5, 2007

BACKGROUND

In February 2007, the City approved a Comprehensive Plan Amendment for the
project and completed the required environmental review in June 2007. In July
2007, the Planning Commission and City Council reviewed requests for Rezoning,
Conditional Use Permit and Preliminary Plat. At that time a concept site plan,
grading, utility and tree removal/transplanting plans were approved as part of the
preliminary plat review. For reference, these plans are attached to this report (See
Sheets C0.1-C0.2, C1.0-C1.5, C2.0-2.5, C3.0-3.5 and L1.0-1.5, prepared by AJA Civil
Engineering and ARY Architects, dated May 15, 2007.) The school district received a
land disturbance permit and began tree removal, transplanting and grading last
month. Utility installation is expected to begin in early September.
In addition, the City of Woodbury is proposing to expand the Bielenberg Sports
Center. The Bielenberg Sports Center is located at the southeast corner of Bailey
Road and Radio Drive immediately adjacent to the proposed high school site. The
expansion includes 80 acres directly south of the existing sports center and east of
Radio Drive. To efficiently utilize the site, the school district and the City jointly
planned development of the project area.

Manila Mayor Alfredo S. Lim led Manilans in the inauguration and blessing of the
newly-built President Corazon C. Aquino Public Market located at the Baseco
Compound in District V at 10:00 o’clock this morning, October 8, 2010.
Baseco Compound, formerly a depressed community, now boasts of wide cemented
roads, air-conditioned lying-in health center, parks and playgrounds, a public high
school and a newly-built public market.

The currently built one-level public market can accommodate around 77 stalls,
combined, for meat, fish and dry goods sections and a temporary area for the
vegetable section. But a proposed extension will soon be constructed for the
vegetable section.

“Ang pakiusap ko lang sa mga nagtitinda dito na sana pagkatapos ng tinda, bago
kayo umuwi ay linisin ninyo ang inyong mga puwesto para hindi bumaho, kasi pag
mabaho wala nang papasok dito sa palengke. At ang pakiusap ko naman sa mga
nakatira dito, sana kahit 5 minuto lang, paggising ninyo sa umaga ay maglinis kayo
sa mga tapat ng bahay ninyo,” Mayor Lim said.

The residents of Baseco Compound are exceedingly grateful to Mayor Lim for his
administration’s non-stop support in upgrading their standard of living through
medical, educational and livelihood assistance and infrastructure developments

sa amin ni Mayor Lim. At sa darating na January 2011 nga ay ipatatayo na rin ang

As you all know, last December 2008, OMF Core sent solicitation letters to the 300

to understand the reason - down economy. But there are staunch and loyal
supporters, who despite harsh economic conditons, still sent their support to the
Oasnon cause.
This January 19, 2009, a series of emails will be sent again to the same oasnon.com
members. We hope this time that response will be favorable. The emails will be
sent three times at two weeks intervals.

Dear Honorable Members:
Wishing You All the best as we get into the new calendar year, 2009 with renewed
enthusiasm in the transformation of Oas into a town that we all deserve.
A status quo is not good for our town; it’s what it will become, as it overcomes the
obstacles necessary to achieving its short and long-term goals that can give it the
deepest and most long-lasting sense of fulfillment and progress.
But when shall we start? There is a time when we must firmly choose the course
which we will follow or the endless drift of evetns will make the deicision for us.
ANKO Inc – Oas Micro Finance and OPAP (Oas Poverty Alleviation Program) has
chosen to take action now, to be a partner in this transformation now.

Quoting OMF Rationale - the reasons that gave birth to the OMF/OPAP:
“ . . .the degree and persistence of poverty in our town, the dearth of economic
opportunities, the hunger of Oasnon for a better way of life, the eagerness of caring
from those who are in a position to make a difference and our respond to make
better the lives of those less fortunate . . . and what better place to start than in our
own backyard.”
At the induction ceremonies of the OMF On-Site Management Officers and Staff,
Mayor Gregorio Ricarte had outlined some of the programs of the LGU- Oas that are
within the tenets of the Oas Micro Finance foremost of which is the P500, 000.00
allocation from the Mayor’s discretionary funds earmarked for micro finance.
It is for this reason that we request your unequivocal support to the Mayor’s
proposal to have ANKO Inc – OMF/OPAP take the lead in the planning and
implementation of the projects to be funded from this appropriation. Rest be
assured that transparency and accountability will be apparent in the administration
of this fund, as they are the cornerstones of the OMF.
Moreover, we shall abide by the prescribed processes in the disbursement of the
said fund. Mr. Melvin Romano, On-Site Management Group of the Oas Micro Finance
in his follow-up meeting with Mayor Gregorio Ricarte, has personally relayed such
commitment
OMF believes that to undertake something difficult will do us good, for unless we try
to do something beyond what we have already achieved, we will never grow. There
is no turning back; the only time we should look back is to look at the positive
things that were accomplished to encourage us to do better things today and
tomorrow.
With this note, we thank the Honorable Members of the Sangguniang Bayan of Oas
and the Honorable Mayor in spearheading this tie-up between the LGU-Oas and the
OMF. Your support to the ANKO Inc - Oas Micro Finance/OPAP will go a long way to
advance the cause of the poor. We remain,
