1. Purpose :
The regulations presented in this document form part of the requirements for water
services connection and installation. The purpose of this regulation is to prevent
misuse, waste, undue consumption or erroneous measurement of water and most
importantly, to prevent leakage of drinking water. These regulations would replace
the former Rules and Regulation Guide Plumbing Works, First Edition 1996 -
MEW, which were implemented for similar purposes for many years.

2. Scope :
This document is intended for use by the designers, engineers and plumbers
across the State Of Qatar and are applicable for all types of properties such as
towers, multi storied buildings residential compounds, commercial and Industrial
sectors where the potable water would be supplied by KAHRAMAA.
Applicants ( Property Owners ) intending to install plumbing systems must ensure
that the systems comply with the requirements of this regulations.
Application for proposed plumbing systems and its installations must be submitted
with KAHRAMAA, Customer Services Department ( CSD ) for review, comments
and subsequent approval. For any plumbing installation, the applicant ( Property
Owner ) uses an Approved Water Installation Plumber in order to meet the
requirements of this regulation.

3. Application Categories :
Prior to starting any installation activities related to services connection or
installation to the following development, the applicant must submit a preliminary
design drawing attached with the building permit application to KAHRAMAA,
Customer Services Department for review and subsequent approval.
 Multistory Buildings ( Towers ).
 Any Premises under refurbishment.
 Villa Complex or Compound.
 Individual Villa Industrial Sector.
 Commercial Sectored or for other cases such as :

1. Swimming Pool ( Circulating System ).
2. Fire Hydrant.
3. Pumps.
4. Fire Systems.
KAHRAMAA, Customer Services Department decisions are mandatory
requirements for implementation in the above mentioned project during
execution. The applicant in this stage exposed to these obligations for
implementation of the project.
 All material for services connection such as MDPE ( Medium Density
PolyEthylene ) pipes and fittings, electronic water meter and water meter
cabinet to comply with the latest edition of KAHRAMAA, General
Specification of Main Laying Materials.
 Material used in direct connection with portable water services connection
must comply with the international standards ( ISO, BS, EN, and DIN ).
These standards have a set of specification for the materials usage.
 Any material used in direct contact with portable water, that causes or likely
to cause contamination to potable water in service renewal, repair or
replacement, which conveys or receives water supplied for domestic or food
production purposes, should be disinfected and sterilized prior to such
connection. Moreover, all materials to be used in contact with potable water
must have health certificate issued by the world wide known quality body
certifier ( Either One Of The Following Listed In Section 7.7 In This
Regulations ).

5. Definitions :
The following words and expressions shall have the meanings assigned to them in
this document.
Applicant : Means a person who is of a communal service.
Approval or Approved : Means approval in writing or stamping drawings by
KAHRAMAA.
Back Flow : Means the flow in a direction contrary to the intended normal direction
of flow.

Customer : Means any person or corporation applying for water supply from
KAHRAMAA. Reference to " Customer " in these byelaws shall fill the required
applicant as defined before.
Corrosion Resisting Material : Means any material, which is highly resistant to
corrosion action that is likely and subjected to corrosion circumstances.
Cylinder : Means cylindrical closed vessel capable of containing water under
pressure greater than atmospheric pressure.
Capacity In Relation To Storage Cistern or Tank : Means the capacity of the
cistern or tank measured to the highest level that water can reach when the float
valve or other approved device for controlling the inflow of water fitted.
Charge : Means any charge for water or services or works carried out directly by
KAHRAMAA, this is payable in the form of deposit or fees byelaws.
Cistern : Means a fixed container for holding water at atmospheric pressure like
tanks, sectional panel GRP tank or concrete tank.
Closed Loop : Means any system of pipes / fittings through which the water
circulates in confined networks ( i.e. In Residential Complex ) were water drawn to
feed or supply water cistern.
Distributing Pipe : Means any pipe ( Other Than an Overflow or a Flushing Pipe )
conveying water from storage cistern, hot water apparatus supplied by a feed cistern
or under pressure from that cistern.
Distributing Main : Means designated pipeline in the Networks to distribute water
for the use of premises through the service connection.
Domestic Water System : Means the water system that includes the distributing
pipe and all associated apparatus within premises up to the point where water been
drawn for customer use.
Fire Service : Means the pipes, tanks, pumps, fittings and apparatus in any
premises installed specifically for fire fighting application.

Float Valve : Means allocated valve for controlling the flow of water into a
cistern, its operation controlled by vertical movement of a float riding on the surface
of the water.
Flushing Cistern : Means a cistern provided with its discharging apparatus for
discharging the stored water rapidly into a water closet pan, urinal, drain or sewer.
Header : Means the pipe conveying water from the upper tank or downs stream tank
( Or Roof Tank ) in the building through OTS ( Open To Sky ) supplying the
corresponding floor.
Inside Service : Means the pipes and fittings in premises after the ground storage
tank and any pipes and fittings between the storage tanks and the termination of the
water network service connection, which shall normally be at the meter.
ISO : Means the International Organization for Standardization.
Internal Network : Means a pipeline that conveys water from the main allocated
storage to the individual villa or buildings and other utilities inside the residential
complex by the setoff water pumps.
Meter : Means any appliance or device installed owned and maintained by
KAHRAMAA for measuring consumption.
Main Meter : Means meter device allocated for measuring consumption for allocated
group of premises on specific distribution network or tanks serving particular area.
Meter Cabinet : Means the box design specifically for KAHRAMAA use for
installing water meter device.
Meter Chamber : Means constructed void underground to accommodate electronic
sensor connected to the GRP bulk meter cabinet by 2 inches conducts for the
sensor cord to the EDU ( Electronic Display Unit ).
Over Flow Level : Means the lowest level at which water can flow into the overflow
pipe of a cistern or tank.
Potable Water : Means water supplied by KAHRAMAA, which is suitable for
drinking and culinary purposes.
Premises : Means any houses, building apartments, part of a house or building
thereof in respect of which water supplied or been applied for.
Private Building : Buildings where Qatari's living for the purpose of settling in the
plant areas, where building permit are issued.
Public Buildings : Governmental building and establishment ( Non Investment ),
private establishment for the general benefit, clubs, federations and waqf buildings.
Riser : Means pipe that conveying water from down stream of booster pump up to
the roof tanks on the roof of the building.

Sub Main : Mean pipe braches from main water pipe to inside compound (
Complex ) through which water conveyed to the inside the complex, in case of
complex composed of villa and buildings.
Sub Meters : Means those individual meters down stream of the main meter or sub
main through which conveyed water to flats or villa in building or complex.
Registered Plumbing Contractor : Means a person authorized by the
KAHRAMAA, to carry out plumbing work of the grade indicated.
Service Pipe : Means so much of any pipe / arrangement of pipes for supplying
water from a distribution main to any premises as it is subject to water pressure from
that water main and ends at the water meter at the customer's boundary provide that
only one pipe be connected to the water meter.
Service Connection : Means the part of pipes and fittings between the distribution
main up to and including the water meter at the customer's boundary.
Spill Over Level : Means the level at which the water in a cistern or vessel will first
spill over if the inflow exceeds the outflow through any outlet and any overflow pipe.
Stop Valve : Means any device other than a draw off tap, for stopping the flow of
water in a pipe.
Swimming Pool Plant Room : Means the mechanical room containing filtration,
chlorine dosing pumps used for water circulation process, which carried out through
the surge or balance tank serving such swimming pool.
Stoppage Tank : Means any tank other than a flushing cistern having a free water
surface under atmospheric pressure, but does not include a drinking trough or
drinking bowl for animals including poultry.
Water Booster Pumps : Means set of pumps boosting water from the main cistern
to the villa or flat utilities. It is very important to detect the pump's total head and the
height of the premises and relevant loses.
Warning Pipe : Means an overflow pipe fixed to operate as outlet, whether inside or
outside the building is in a conspicuous position where discharge of water readily
seen.

6. Premises Requirements :

6.1 Public Houses, Villa And Palace :

In building permit stage, all proposed installation drawings submittals made to the
Installations Section, CSD, should be fully documented and referenced to
KAHRAMAA requirement as :
 Ultimate demand including domestic and fire if exist must be determine
signatory demand will be in building permit form, see appendix form ( BPW ).

 Due to the premises hydraulic calculation for ( Proposal Demand Designed )


and the expected diameter of service connection that convey the sufficient
water demand to the holding ground reservoir minimum for 48 Hours.
 Service cabinet must be installing on the boundary wall to the nearest point to
KAHRAMAA water networks either in front of the premises or at the back, but

must be closer to the main ground water tank. The pipeline must be Copper
or MDPE ( 22 mm up to 54 mm Water Meters ) with the appropriate cabinet.
Those meters install in regular service cabinet, see figure ( GIS / STD / 30 /
04 ) and figure ( GIS / STD / 30 / 02 ) due to the required tie in diameter.
 In case of villa or public house, that use pressurizes system the ground tanks
must be sufficient to the relevant high water consumption.
 In case of public house or villa that may have ground tanks and roof tanks.
 In case of villa with slope roof floor or gables, workshops the roof tank must
be install in steel stand to as elevated tank, see figure ( CSD - CSI - 09 – 01).
The designer has to select suitable water booster pump with sufficient total
head to counter for head loss due to premises height. Pump installation at the
downstream ( Outlet Discharge Point From That Tank ) with non return valve (
One Directional Valve ) that convey water to the roof storage tank of public
house, villas or building roof tank. Roof tanks capacity must be minimum 300
imp gallon for utilities buildings and 400 imp gallon for the house or villa.

6.2 Residential Compound :
Residential complex can be compound of villa or buildings complex, see figure
(CSD - CSI - 09 - 10), see figure ( CSD - 09 - 02 ) or combination of both villa and
buildings.

6.2.1 Water Meter Service Cabinet Or Chamber :


In building permit stage, all proposed drawings submittal made to Installations
Section, CSD, should be full in full compliance to KAHRAMAA requirement as:
 Ultimate demand including domestic and fire must be determine
unquestioned demand will be in building permit form, see appendix form (
BPW ).
 Due to the hydraulic calculation for ( Proposal Demand Designed ) and the
expected diameter of service connection that convey the sufficient water
demand to the holding ground reservoir, this concurs with the expected
demand.
 Service cabinet must be installing on the boundary wall to the nearest point to
KAHRAMAA water networks either in front of the premises or at the back, but
must be closer to the main ground water tank. The pipe line must be Copper
or MDPE ( 22 mm Upto 54 mm Water Meters ) with the appropriate cabinet
those meters install in regular service cabinet, see figure (GIS / STD / 30 / 04)
and figure ( GIS / STD / 30 / 02 ) due to the required tie in diameter.
 If the required main tie in point to the amplitude residential complex will be 80
mm or more, water meter required meter chamber with GRP cabinet must be
prepared, see figure ( GIS / STD / 52 / 06 / A ) with 0.05 Mtrs. high of the
(Road Level ), but the gate valve must be install before the ground reservoir.

6.2.2 Main Water Tanks ( Ground Tanks Or Ground Reservoir ) :


 There must be water tanks very close to the tie in point beneath the meter
cabinet and that ground tank material must comply with Qatar Construction
Specification ( QCS ) latest edition and for the hygienic matter must comply
with BS - 9620 : 2000 or equivalent .
 The water tanks must be on concrete base 0.2 Mtrs. thick. The supply inlet
point to water tank must be on top to each water tank, see figure ( CSD - CSI
- 09 - 03 ) and figure ( CSD - CSI - 09 - 10 ).
 Water ground tanks could be regular tanks, sectional panel, GRP tanks or
concrete tanks, see figure ( CSD - CSI - 09 - 04 ).
 The downstream discharge points to each water tanks must deliver to 100
mm header to convey water to the set of water booster pumps minimum two
working and the third one stand by.

 The capacity of the main water tanks are function of the required demand for
each villa and utilities building in the complex 800 imp gallon for each villa as
48 Hours storage capacity in case of main tanks that is supply directly to the
corresponding villa's roof tank.
 The capacity of the main tanks ( Reservoir ) will be 0.25 of the total demand
to be used as break or intermediate tank, see figure ( CSD - CSI -09 - 10 )
then convey water to each individual villa ground tank through each meter to
be inside the appropriate cabinet, see figure ( GIS / STD / 30 / 02 ).
 Ground reservoir could be approved tanks or sectional panel GRP tank or
under ground concrete tanks, see figure ( CSD - CSI - 09 - 04) and figure (
CSD - CSI - 09 - 01 ). Signatory of tank capacity must be sufficient with the
ultimate estimated demand with appropriate filtration system at the Building
Permit ( BP ) stage for review by KAHRAMAA imprimatur.

6.2.3 Residential Compound Internal Water Network :


The sizing of the internal water main ( Network ) inside the said villa compound must
be determined during the initial design stage, drawings to be submitted at the BP
stage for evaluation, the internal net sizing needs to sufficient to distribute water to
the scattered premises to meet their needs.

6.2.3.1 Internal Networks Constituent :


 Water network pipe must be as per KAHRAMAA specifications ( MDPE or
HDPE or DI ), see general specification of material for more details.

 Allusion of sufficient pipe diameter and type in the submitted drawings at the
BP stage signatory include network pipes bedded on 150 mm dune sand.

 Determine close loop for the internal network to keep the appropriate internal
pressure typical at each tapping point.
 Allusion of the water network control valve or sluice valve, must be as per
KAHRAMAA specification, moreover to be install with 150 mm x 150 mm
surface box on 25 mm above the road level inside the villa compound, see
figure ( STD / 1 / 36 ).
 Foregoing all tapping to each villa or others form the internal network, to be
either by gunmetal ferrule, see figure ( GIS / STD / 51 ) in case of DI (
Ductile Iron ) pipes or by compression type tee in case of MDPE and HDPE
network pipes, see figure ( GIS / STD / 45 ).

 Poly Vinyl Chloride ( PVC ) pipe
required as sleeve with appropriate diameter cover by concrete at each
location internal network pipe crossing roads inside the compound.
 Prior to backfilling the internal network, inspection by KAHRAMAA water
installation engineer, site managements, to fill and submit " Complex internal
networks form ( WAC ) " attached herewith as appendix. At the stage of
service connection system to be hydro tested at 6 Bar in accordance with
KAHRAMAA specification. Test to be conducted from the nearest point to
water booster pumps up to each sub meters stop valves, checking fire
hydrant, PVC ducts ( Sleeves ), control valves and surface boxes, see figure (
STD / 1 / 36 ), make sure the network bedded on 150 mm dune sand and
protected with dune sand cover of 300 mm.

6.2.4 Laying The Internal Water Network Inside The Complex :


 KAHRAMAA must do it as citied in BP stage that approved Service Site Plan
( SSP ) drawings.
 All materials used must be in accordance with KAHRAMAA specifications i.e.
( Pipes, Sluice Valves And Water Tanks ).
 The depth of the internal network must be minimum 600 mm from finished
ground level, protected with 300 mm dune sand, balance 300 mm backfilled
with selected fill materials with no boulders and compacted 95 %.
 The pipeline in junction or road crossing must be laid though appropriate
sleeve, protected with concrete as bed and surround.
 The sleeve usage is mandatory at the entrance of the corresponding villa car
parking.
 Sub meter taping point at the internal network must either ferrule type or by
taping, 22 mm internal diameter taping point required for each villa supply as
a supply point, see figures ( GIS / STD / 51 ) and ( GIS / STD / 45 ).

 If the compound composed of some buildings, the sub main supply must
never exceed 54 mm as internal diameter of the supply pipeline, see figure (
CSD - CSI - 09 - 02 ).
 The control valves of the internal network must be as per KAHRAMAA
specifications, see figure ( STD / 1/ 36 ) at the point mentioned on the
approved drawings.
 The internal network must be close loop or ring type.
 The size of main water storage tank should be sufficient for 48 Hours storage
as mentioned on the approved drawing and form part of KAHRAMAA
specifications.
 The upstream supply points for the entire group should have appropriate ball
valve or gate valve for abnormal cases.

 Sectional panel tank must be to
KAHRAMAA specifications and as per approved drawings at the building
permit stage, location and capacity, on appropriate concrete plinth.
 Concrete tank either underground or above the ground, construction based
on approved capacity and location mentioned in the approved drawing.
 Under ground chamber construction to " QCS " latest edition, utilization of
epoxy coated reinforce steel bar in accordance with specifications, with
appropriate ventilation, manhole cover exposed 10 mm above road level to
avoid surface water entries, see figure ( CSD - CSI - 09 - 04 ).
 The pump set must have sufficient head as mentioned in the approved
drawings; the pump upstream supply pipe must be minimum 100 mm.
 The pump sets must have minimum one extra pump as stand by pump.
 Pumps pressure should not exceed 3 bar ( 43 PSI ) i.e. pressure at each
individual service connection must be less or equal 3 Bar ( 43 PSI ) never
ever exceed it for maintaining proper flow meter accuracy.
 In case of separate fire fighting system availability in the residential complex :
1. A separate water tank is required with flow meter.
2. In case of combine water tanks ( Domestic + Fire ), the fire meter
installing at down stream tanks line supplying the fire system or fire
pumps at 1.2 Mtrs. before or after the fire pump, in appropriate
meter cabinet, see figure ( GIS / STD / 30 / 01 ).
 If there is irrigation system used inside the complex, a separate water tank
required with separate water meter. In case of swimming pool a relevant
filtration, dosing and circulation plant arrangement needed, see figure (
CSD - CSI - 09 - 06 ).

6.2.5 Individual Water Meter for Dwelling inside the Residential Complex :
 Each villa, club house, guard house and any other utilities buildings inside the
compound require service connections with 22 mm water meter in a separate
water meter cabinet, see figures ( GIS / STD / 30 / 02 ) and ( GIS / STD / 30 /
04 ) in accordance with KAHRAMAA specifications.
 In case of compound composes some buildings, sub main meter required for
each building and sub meters will be at each floor, see typical water

schematic drawings ( CSD - CSI - 09 - 07 ), ( CSD - CSI - 09 - 05) , ( CSD


- CSI - 09 - 08 ), ( CSD - CSI - 09 - 09 ), for more detail refer to multi stories
buildings and towers individual sub meters.

6.3 Multi Stories ( High ) Buildings and Towers :
For multistory high rise buildings or towers at BP ( Building Permit ) stage :
 Citation that all relevant submitted design drawings by consultant e.g.,
schematic diagram of over all building showing 22 mm sub meters in each
floor.
 The consultant must determine a proper location of sub meter close to OTS (
Open To Sky ) duct through which the 100 mm discharge header pass
through it conveying the discharge water ( It Can Be One Or Many ), see
figures ( CSD - CSI - 09 - 05 ), ( CSD - CSI - 09 - 08 ) and ( CSD - CSI - 09 -
09 ).
 Allusion by consultant must consider the individual meters cabinets to be in
each floor at suitable location e.g., corridor for easy monitoring and handling (
1200 mm From Finish Floor Level ), see figure ( CSD - CSI - 09 - 07 ).
 Clear citation for the pressure reducing valve in each floor, taping before the
corresponding individual sub meters must be set less than or equal to 2.8 Bar
for meter accuracy, see figures ( CSD - CSI - 09 - 07 ) and ( CSD - CSI - 09 -
05 ).
 Non return valve installation is required at the down stream of the propose
meter, see figure ( CSD - CSI - 09 - 07).
 Drain is required at the bottom of the cabinet conveying water to OTS
(Open To Sky) duct.
 Distance between each pipe minimum 200 mm and 500 mm between bottom
and the non return valve required for meter to be install in.
 Schematic water diagram submittals at BP stage should include all the above
for review by KAHRAMAA.

6.3.1. Main Water Meter Cabinet :


 It must be installed on the external face of premises boundary adjacent to
KAHRAMAA water main as mention in approved drawings, SSP (Service
Site Plan) water layout in building permit stage, see figures (IS / STD / 30 /
04) and (GIS / STD / 30 / 02).
 In case of water meter chamber, it must be constructed as in approved BP
(Building Permit) stage, as shown on figure (GIS / STD / 52 - 06A).

6.3.2. Towers And Multi Stories Buildings Ground Tanks :


For those multi stories buildings, the water tanks must be closer to the tie in point.
The capacity of those tanks must be sufficient for the building's flats ultimate
demand of 48 Hours storage capacity.
If there is combine tanks supplying fire, irrigation, or both, allusiveness both
domestic and fire demand must be determine by consultant at the relevant form see

appendix form ( BPW ). Allusiveness of both domestic and fire demand require
holding reservoir.

Water ground reservoir could be approved tanks or sectional panel, GRP tank or
under ground concrete tanks see figure ( CSD - CSI - 09 - 04 ). Signatory of those
tank net capacities must be sufficient with the estimated demand in imperial gallons
at the BP ( Building Permit ) stage for KAHRAMAA review and approvals.

6.3.3. Towers And Multistory Buildings Lifting Pumps :


Determine the proposal pump total head, selection of appropriate set of pumps for
the required total head sufficient for conveying the domestic water to the roof tanks.
Determine the lifting pump total head to exceed the tower's height, otherwise a break
tanks at suitable floor level is required, other pump set required to convey water to
the roof storage tanks. This to be allusiveness clearly in the water schematic
diagram, see figure ( CSD - CSI - 09 - 05 ) at the BP stage to be review by
KAHRAMAA imprimatur.

6.3.4. Fire System In Multistory Buildings :


 In case, separate fire tanks requirements, separate water meter installation
upstream from the fire tanks required.
 In case of combination water tanks, fire meter in accordance with approve
schematic diagram at the BP ( Building Permit ) stage required, installed
downstream line at distance of 1.5 Mtrs. from fire pumps. Incase of big
diameter GRP cabinet is required, see figure ( GIS / STD / 30 / 01) install at
suitable place.

6.3.5 Sub Meters In Towers And Multistory Buildings :


 Since the pressure is high at the discharge header on high buildings and
towers due to their heights, pressure reducing valve is required at each floor,
tapping that supply to the coincide apartment, maximum setting is ( 2.8 Bar
Or 41 PSI ) for meter accuracy.
 Sub meters cabinet installed vertically in the cabinet, see figure ( CSD - CSI -
09 - 07 ), on 12 mm thickness plywood 100 mm width fixed at the back of the
fabricated cabinet.
 Distance between each pipe is 200 mm ( Outer To Outer ), with 600 mm pipe
heights of installing the all 22 mm water meter.
 Non Return valve or one directional valve is required since line is conveying
water through ceiling.

6.4 Commercial Centers ( Flats, Offices And Shops ) :
 For commercial center, there must be main water meter cabinet closed to the
tie in point, see figures ( GIS / STD / 30 / 04 ) and ( GIS / STD / 30 / 02 ).
 Ground storage tanks should be sufficient for the number of flats and shops
for 48 Hours storage reserve. The down streamline discharge from water
tanks header must be minimum 54 mm that supply each corresponding shop
or flat line with non return valve.
 All sub meters are 22 mm and should be at ground floor in a sub meter
cabinet and through each riser for individual roof tank, in this case, the total
number of sub meters required Should Never Exceed 10 Mtrs., otherwise,
sub meters could be in each floor.

6.4.1 Water Meter Service Cabinet Or Chamber :


At the building permit stage, all proposal drawings submitted to Installations Section,
CSD, should be full of allusion to KAHRAMAA requirement as :
 Ultimate demand including domestic and fire fighting must be determined in
building permit form citation, see form ( BPW ).
 Due to the hydraulic calculation of proposal demand during design stage,
proper selection of pipe diameter for service connection that conveys
sufficient water demand to the holding ground reservoir.
 Service cabinet installation on the boundary wall at nearest point to
KAHRAMAA water networks either in front of the premises or at the back, but
must be closer to the main ground water tank. The pipe line must be Copper
or MDPE ( 22 mm Up to 54 mm Water Meters ) with the appropriate cabinet,
meters installation in regular service cabinet, see figures (GIS / STD / 30 / 04)
and ( GIS / STD / 30 / 02 ) due to the required tie in diameter.
 If the required main tie in point to the amplitude commercial centre are 80
mm or more, water meter require chamber with GRP cabinet, see figure ( GIS
/ STD / 52 / 06 / A ) with slab 50 mm protruded above Finished Road Level,
gate valve must be installed before the ground water reservoir.

6.4.2 Main Water Tanks ( Ground Tanks Or Ground Reservoir ) :


 There must be water tanks very close to the tie in point beneath the meter
cabinet, ground tank must be to KAHRAMAA approved specification.
 The supply inlet point to water tank must be on top to each water tank, see
figures ( CSD - CSI - 09 - 01 ) and ( CSD - CSI - 09 - 10 ), water ground tanks
could be regular tanks, sectional panel GRP tanks or concrete tanks, see
figure ( CSD - CSI - 09 - 04 ).

 The downstream discharge points of each water tanks must have 100 mm
header; the set of water booster pumps comprise minimum two working and
one stand by.
 The capacity of the main water tanks designed for the sufficient required
demand for flat, shops or office with storage of 48 Hours water storage
capacity.
 Ground reservoir could be approved tanks, sectional panel GRP tank or
under ground concrete tanks, see figure ( CSD - CSI - 09 - 04 ).
 Cited water tank capacity must be sufficient with the estimated ultimate
demand at the BP (Building Permit) stage for review by KAHRAMAA.

6.4.3 Sub Meters In Commercial Centre ( Flats, Office And Shops ) :

6.4.3.1 In Case Of Sub Meters More Than 10 Meters :


 Sub meters installed vertically in the cabinet on 12 mm thickness plywood of
100 mm width fixed at the back of the fabricated cabinet containing plate of
water customer number, see figure ( FSD / FCS / 65 ).
 Distance between each pipe is 200 mm ( Outer To Outer ), with 600 mm
height pipe for installation of all sub meters of 22 mm.
 Non return valve or one directional valve is required since the line is
conveying water through ceiling at each floor, which needs to be determined
at the BP stage, for review by KAHRAMAA imprimatur.

6.4.3.2 In Case Of Sub Meters Less Than 10 Meters :


 In this case total meter required for commercial centre or small building,
which are less or equal to 10 water meters cited and reviewed at BP by
KAHRAMAA imprimatur.
 The meters installed at the ground floor level in suitable place with the
required sub meter cabinet, No Water Meter Installation Permitted On
The Roof Of Any Premises Due To This Jurisdiction.
 Sub meter installation at the ground floor in proper location in fabricated sub
meter service cabinet mounted on 800 mm block wall, on 12 mm thickness
plywood with 100 mm width fixing water customer number plate, see figure
( FSD / FCS / 65 ), at the back of the fabricated cabinet.
 Distance between each pipe is 200 mm ( Outer To Outer ), with 600 mm
pipe heights for the installation of all sub meters of 22 mm.
 Non return valve or one directional valve is required since line is conveying
water to the allocated roof tank, see figure ( CSD / CSI / 09 / 05 ).

6.5. MDPE Services Connection :
6.5.1. MDPE Installation :
 This specification covers laying of MDPE (Medium Density Poly
Ethylene) pipes with associated fittings for size range from 20 mm
(1/2") and up to 63 mm (2") underground and above ground.

 MDPE service connection will be in accordance with section 04 and 05


of this specification, the pipe depth shall be 600 mm as indicated on
drawing no. (GIS / STD / 51/ B).
 MDPE service pipe shall have 100 mm sand bedding and 150 mm sand
cover above crown of the pipe, final layer of 150 mm selected backfill
material to 95 % compaction and backfill material of varied depth up to
ground level, all in accordance with road department highways
maintenance section requirements.
 Trench marker tape with aluminium strip in the middle laid at minimum
300 mm depth below ground level along route of pipe.
 The contractor shall tap distribution main at depth of minimum 900
mm and bring MDPE pipe from ferrule to a higher elevation without use
of any fittings, as far as possible, so that MDPE pipe could be laid at a
minimum depth of 600 mm from ground level, from distribution main till it
reaches customer's boundary wall.
 The minimum width of trench excavation for the service duct diameter of
pipe ( Either 100 mm Or 150 mm ), which ever used plus 200 mm and
maximum width of trench excavation is to be service duct pipe diameter
used plus 300 mm.
 When service lay above ground and along customer's wall premises or
elsewhere, polyethylene pipe protection by GRP duct of minimum
thickness 3 mm is mandatory.
 Two sizes are allowed, 2” duct for 20 mm ( 1/2" ), 25 mm ( 3/4" ) and 32
mm ( 1" ) and 3” duct for 50 mm ( 1 1/2" ) and 63 mm ( 2" ).
 The GRP duct shall start from ground level and extended to an
appropriate height to secure exposed MDPE pipe near the water meter
cabinet. The GRP duct shall be of semi circular shape firmly fixed to the
wall with brackets.
 MDPE pipes shall be multi layer construction ( i.e. Black MDPE With
Outer Layer Of Blue MDPE )
 Installation of MDPE pipes and fittings by certified plumber trained by the
manufacturers is necessary. The contractor shall submit copies of
plumbers training certificate issued by the manufacturer to KAHRAMAA
as proof of their skill and competency in performing such installations.

 All other clauses of section 06 such as pressure testing, sterilization are
applicable for laying MDPE pipes and fittings.
Note : From customer side, the following requirements shall be satisfied
before giving a MDPE service connection :
The installations of domestic service cabinet inside the customer's wall
along with necessary UPVC duct underneath and continued with a 90
deg bend to allow easy access of MDPE service connection.

Since KAHRAMAA installing ‘ Lockable Stop Valve ’ inside water


service cabinet, which can only be operated by KAHRAMAA, the
customer must fix his own gate valve or stop valve after the water meter,
to control water supply in case of any leak in his internal line. Another
stop valve shall be provided just before customer ground tank for
maintenance and service performance.
6.5.2. Materials MDPE :

 Polyethylene pipes shall be MDPE, PE - 80, SDR 11 and PN - 12.5 bar at


20°C and shall be multi layer construction (i.e. Black MDPE With Outer
Layer of Blue MDPE).

 Polyethylene pipe protected with GRP duct of minimum thickness 3 mm


necessary when laid aboveground along customer wall premises or
elsewhere. Two sizes are allowed, 2” duct for 20 mm (1/2"), 25 mm (3/4")
and 32 mm (1") and 3” duct for 50 mm (1 1/2") and 63 mm (2").

 The GRP duct shall start from ground level extended up to an appropriate
height to secure the exposed MDPE pipe near the service meter cabinet.
The GRP duct shall be of semi circular shape firmly fixed to the wall with
brackets.

 To trace route of polyethylene pipe laid underground, a 100 mm wide


trench marker tape with aluminium stripe at its centre laid above the
polyethylene pipe at 450 mm minimum depth in order to detect it through
metal detector.
 PE pipes are normally supplied in bundles of straight lengths of 6 Mtrs. or
12 Mtrs. or in coils of 200, 300, 400 or 500 Mtrs. length depending on their
size
 Fitting shall be compression type ( Either PPR Or Gunmetal ) to suit
MDPE pipe and must be UV resistant and shall have a pressure rating of
PN16 @ 20 deg C for standard fittings and PN 12.5 for universal transition
couplings ( PE To Copper, PVC - U, Steel ).

6.6. Water Meter Cabinet :
The water meter cabinet has different types, each one is used for different
application depending on the case, and these types are as per the following :

6.7. Fire System :


Fire fighting system used in buildings is usually sprinkler system or hose reel type
authorized by CDD. Individual water meter is required for fire system at the
upstream, if separate water tank is required.
Fire system inside residential complex will be approved by CDD, in case separate
firewater tank, water meter upstream of the tank is required. In the case of combined
water tanks, allowance during the design calculation to include the required water
demand for fire with the domestic water demand and others.

6.8. Customer's Number Plate :


Plate indicating the customer number fixed as requirements on the corresponding
premises, see figure (Drawing No.FSD / FCS / 65).

6.9. Usage Guide:


There are some forms in the appendix :
 Residential complex internal water network test.
 Form " C " for temporary supply, diversion and increase meter diameter.

7.0 Water Conservation Guidelines:
Considerable amount of energy is consumed to deliver and treat the water we are
using every day. By reducing the water use by efficient means will reduce the energy
required to supply and treat public water .In designing plumbing systems, utilize new
techniques and options that can lead to maximum water efficiency.
The guidelines that must be considered while designing the plumbing system for
new and addition to existing buildings by all consultants, customers and developers,
are as follow :

7.0.1 Install Low Flow Faucets And Taps In All Public Buildings :
Low flow faucets and taps ( Automatic / Sensor Operator / Electronic / Pressed )
shall be used in all public use buildings. The maximum flow rate shall not exceed 2.0
gallons per minute ( gpm ) ( 7.5 Liters / Minute [ L / Min. ] ) at a pressure of 80
Pounds per Square Inch ( PSI ) at the inlet when water is flowing, and the minimum
flow rate shall not be less than 0.8 gpm ( 3.0 L / Min. ) at a pressure of 20 PSI at the
inlet, when water is flowing.

7.0.2 Install Faucet Aerators ( Water Flow Reducers ) In All Public And Private
Buildings :
Aerators shall be installed with conventional faucets and taps in bathrooms and
kitchen of all private and public buildings. The maximum flow rate from aerators shall
not exceed 2.2 gallons per minute ( gpm ) ( 8.32 liters per minute [ L / min ] ).

7.0.3 Install Low Volume Flush Tanks In Toilets In All Public And Private
Buildings :
The maximum volume of water that may discharged from flush tank shall not exceed
the following amount :
For single flush tanks : 1.68 gallons ( 6.4 Liters ) / flush.
For dual flush tanks : 1.40 gallons ( 5.3 Liters ) / flush in reduced flush mode
and 2.0 gallons ( 7.6 Liters ) / flush in full flush mode.
Important Note : In All Buildings, The Urinal System Must Be Flushed Only
After Usage, Either By Manually Or Electronic Type Only.

7.0.4 Use Alternate Energy Source :


It is preferable to specify renewable energy source like solar energy for plumbing
applications, such as, solar water heater.
The consultants must provide the fixture information of each typical installed fixture
type in drawings, like fixture model, flush rate in gallons, water flow rate, for
KAHRAMAA, CSD, for approval during BP stage.

1.1 General :

1.1.1 Polyethylene pipes and fittings used for conveyance of potable water
manufactured in accordance with DIN - 8074, BS 6730, BS 6572,
ISO 4427 or equivalent of ISO certified company.

1.1.2 Polyethylene pipes shall be MDPE, PE - 80, SDR 11, PN - 12.5 bar.

1.1.3 Polyethylene pipes shall be blue colour with blue stripe to distinguish
potable water.

1.1.4 Test pressure for the pipes shall be 2.5 times the nominal pressure
at 20 °C.

1.1.5 Polyethylene pipes and fittings shall be kite marked certifying it complies
with ISO 4427 or equivalent, DIN, BS standards.

1.1.6 Pipe manufacturers must furnish test certificate in accordance with


EN 10204 - 3.1 for batches of MDPE supplied.

1.1.7 Polyethylene pipe protected with GRP duct when laid aboveground along
customer wall premises. Two sizes allowed, 2” duct ( For 20 mm, 25 mm

Marker Tape from the tapping point up to the boundary wall of the
customer ( This is very important to locate the pipes in the future for
replacement or maintenance ).

1.2 Polyethylene Pipes (Material):

1.2.1 The polymer used for the manufacturing or the products must be approved
by worldwide known quality body certifier such as WRC, DVGW, in contact
with potable water at 50 C.

1.2.2 The pipes and fittings used for conveying potable water or likely to come
into contact with potable water, shall not constitute a toxic hazard, shall
not support microbial growth and shall not give rise to unpleasant taste, or
odour, cloudiness or discoloration of water.

Stop valve shall be made of gunmetal suitable in connecting MDPE pipes. For
underground installation, stop valve shall be made of gunmetal BS 5433 crutch
head with gunmetal ended compression couplings to fit MDPE pipe both sides
for all size range from 20 mm up to 63 mm.
For aboveground installation inside / outside service cabinet before water meter,
stop valve shall be of brass tamper proof lockable type as per discretion of the
concerned engineer. Suitable size of gunmetal or polypropylene ( PPR )
compression couplings used at both sides for connecting MDPE pipe of all size
range from 20 mm up to 63 mm.
1.4.10 Ferrule and saddles shall be suitable to suit MDPE manufactured of
gunmetal for underground installation application.

1.5 Saddle Straps :

1.5.1 Saddle straps for service connections shall be flat boss type suitable for
tapping up to 2” diameter ferrule. The strap shall be suitable for making
service connections under pressure or dry using approved tapping
machine into DI, AC Steel or PVC pipes. The saddle shall be of two parts
fitted with EPDM sealing gasket in a groove on the underside of the flat
boss.

1.5.2 The flat boss shall be cast with a hole or marking through the boss to
facilitate the drilling and tapping process supplied undrilled.

1.5.3 The saddle strap shall be of gunmetal to BS 1400 - LG2 with stainless steel
nuts, bolts and washer to ISO 3506 and shall be suitable for a working
pressure of up to 16 Bars.

1.5.4 The name of manufacturer, patent number, pipe diameter engraved on the
saddle strap suitable for the pipe material.

1.5.5 Manufacturer’s certificate of the saddle strap material specification to be


accompanied stating date of manufacture.

1.6 Ferrule :

1.6.1 Ferrules shall be the screw down valve type allowing for the shut off of the
flow by means of Ω” square head spindle extending from the top cap for
opening and closing. The valve shall close clockwise.

1.6.2 The ferrule outlet compression joint type of polyethylene for service
connection pipes.

1.6.3 The ferrule stern, banjo, spindle, inner plug and top cap shall be of
gunmetal to BS 1400 - LG2. The washers shall be of EPDM and shall
provide the sealing between the outer body and the ferrule stem.
A polyethylene top plug shall prohibit the ingression of dirt.

1.6.4 The ferrule designed of main stem of 360 swivel outlet at 90 that control
water flow via the threaded inner plug. The inlet shall be male taper thread
to BS 21.

1.6.5 The ferrule shall be suitable for drinking water at a temperature of up to


50 C and capable to sustain a working pressure of up to 16 Bars without
leakage.

1.6.6 The ferrule shall permit the installation of service connection using under
pressure tapping through flat boss saddle straps.

1.8 Marking :

1.8.1 Pipes shall be marked as follows :

1. Manufacturer’s name.

2. Standard.

3. Nominal pipe size in mm [ nominal outside diameter x nominal wall thickness ].

4. SDR.

5. Pressure rating in bar.

6. Month and year of manufacture.

7. Pipes shall have blue stripe to distinguish potable water.

8. Body of the fittings should have manufacturer’s name / logo.

1.9 Packing :

1.9.1 All compression fittings packed individually by transparent protective bags


indicating its type and size.

1.9.2 All compression fittings packed in cartoon boxes.

1.9.3 If only one type of product packed, all cartoon boxes shall have a label
showing the manufacturer identification, the description of the product, the
drawing of the product, the relevant size and the quantity.

1.10 Handling and Storage :

1.10.1 Pipes and fittings storing and handling are to the manufacturer’s
recommendation.

1.10.2 From manufacturer to laying stage, pipes and fittings shall be stored and
transported in covered area to avoid direct sunlight.

1.10.3 All damaged pipe and fitting due to mishandling rejected.

1.10.4 The height of stack of pipes shall be as per manufacturer’s


recommendation.

7.6 Specification Of Pipe Material For Internal Plumbing :

1.0 General
1.1 Suitability Of Materials :
1.1.1 All materials must have a health certificate in contact with potable water
up to 50 0C as per requirement of BS 6920 “ Suitability of Non Metallic
Products for use in contact with Water Intended for Human Consumption
with regards to their effect on the quality of Water ” issued by a
international worldwide known quality body certifier ( See Section 7.7 ).
1.1.2 All pipe materials shall be suitable for use with the range of chemical
characteristics of the water and complies with W.H.O. guidelines as
detailed in Section 7.2.
1.1.3 All materials shall be suitable for using and storing in the environmental
conditions detailed in section 7.3 and normal working water temperature
at 50 ºC.

1.2 Transport And Storage Of Materials:


1.2.1 All materials shall be handled / transported / stored in an optimal way that
will not cause damage to them.
1.2.2 During transport, special care shall be taken not to damage the coating of
the materials. Materials shall be cleaned from any foreign matter
deposited during transport.
1.2.3 All pipe materials to be stored are strictly in accordance with
manufacturer’s storage recommendation.

1.3 Manufacturer‘s Certification:

The applicant must have a valid ISO 9001 certificate.

1.4 Material Coating And Internal Components:


All materials internal coating or internal components shall be tested and
approved by WRC, DVGW, KIWA, NSF61, SIRIM, or other world
worldwide known quality body certifiers ( Section 7.7 ) in contact with
potable water at 50 ºC. as per the requirement of BS 6920 “ Suitability of
Non Metallic Products for use in contact with Water Intended for Human
Consumption with regards to their effect on the quality of Water ” or
equivalent.
1.4.1 The coating shall confirm to the following specification :
 BS
 ISO
 EN
 DIN
Coating shall be smooth and mirror finish without any hairline cracks.

1.5 Packing :
Every item shall be packed individually and put into the wooden box,
which shall be close and open type. Every layer in wooden box shall
be clamped properly to avoid abrasion during transit and damage to coating
or as specified elsewhere in the specification.

2.0 Copper Tubes


2.1 General :
These clauses shall be read in continuation with Section 7.6. / 1.0 -
General of this specification.
2.1.1 The copper tubes shall be manufactured to BS - 2871, Part 1, Table ‘ Y ’ /
EN 1057R 220 - 250 and marking shall be engraved as per relevant
standard.

2.1.2 The tubes shall be suitable for underground use for the transmission of
potable water

2.1.3 The tubes shall be supplied in the following forms :

2.1.4 15 mm - 28 mm Ø : soft coils of 20 meters length.

2.1.5 42 mm & 54 mm Ø : half hard 5.8 Mtrs. straight length.

2.1.6 Tube samples and test results including ‘ Drift Test ’ results shall be
provided at the client’s request.

2.1.7 The coiled tubing is to be secured against uncoiling during transit, the
straight lengths to be supplied in wooden boxes and are to be fitted with
end caps to prevent damage during transit.

2.1.8 All tubes are to be new and factory fresh, tubes which have developed
thick ‘ patina ’ through standing in stockyards etc. will not be
accepted.

2.2 Sheathing :

2.2.1 The copper tubes shall be externally coated over their entire length with
continuous seamless polyethylene sheathing. The color of this sheathing
shall be Green / Blue.

3.0 Copper Fittings :

3.1 General :
These clauses shall be read in continuation of Section 7.6. / 1.0 - General
of this specification.

3.1.1 The compression fittings shall be manufactured to BS - 864, Part 2, Type


‘ B ’, and shall be the ‘ manipulative ’ type with 2 locking rings and marked
as BS 864.2.

3.1.2 The capillary fittings shall be manufactured to BS - 864, Part 2, and shall
be of the ‘ integral ’ solder ring type and marked as BS 864.

3.1.3 All the above fittings as referred in Clause 3.1.1 & 3.1.2, shall be suitable
for use with copper tube to BS - 2871, Part 1, Table ‘ Y ’ / EN 1057
R - 220 - 250, shall also be suitable for underground use with potable
water and shall be wrapped by lubricated tape.

3.1.4 All poly fittings shall be compression type and shall be manufactured to
BS 864, Part 3, Type A marked as BS 864.3 and shall also be suitable for
use with potable water.

3.1.5 All nuts on these fittings shall be hexagonal or octagonal.

3.1.6 All fittings must be new, clean and recent manufactured.

3.2 Marking :

3.2.1 All fittings shall have engraved and / or casted the following :
A. The manufacturer’s name and identification mark.
B. British Standard Number.

C. Compression Fittings - BS - 864.2 or BS - 864.3
D. Capillary Fittings - BS - 864
E. Poly Adapters - BS - 864.5
F. The size of the fitting in mm.

3.3 Materials :

3.3.1 All fittings including nuts and bolts, unions, etc., are to be manufactured
from ‘ gunmetal ’ to BS - 1400 LG2 or DZR Brass except material
specified elsewhere in the specifications. Gaskets to be supplied with
fittings in this section must be suitable for use with potable water.

4.0 Polypropylene Pipes And Fittings ( PP - R )

4.1 General :
These clauses shall be read in continuation of Section 7.5. / 1.0 - General
of this specification.

4.1.1. The Polypropylene pipes fitting shall be comply with the followings

Note :
Manufacturer shall get from one of these Quality Bodies (Laboratories),
certificate for their product for the suitability in contact with potable water
at 50 ºC as per the requirement of BS 6920 or equivalent. All submitted
certificates shall either be “original“ or “notarized copy” and if the
certificate does not state such information, the full test report ( form the
certifier) for the raw material or material product including the product
name, test conditions and methods, extract temperature for the sample,
and the final results is required either original or notarized copy by a third
party.
